I mean, it starts in Scotts Valley goes up to the Redwood Estates 17 and back to san jose. We understand they had this guy cornered a couple of times and he got away. Tell us about that. Reporter Scotts Valley officers chased him from Scotts Valley northbound on 17, rammed his vehicle. He jumped out. It was still rolling and then the car came to a scraping halt against the concrete divide on 17. He ran. Scotts valley officers fired at least one shot didnt hit him and he ran into the woods. Thats when they flooded the area with s. W. A. T. Officers yesterday. And then at 10 00 last night, this guy broke in a house, grabbed a hunting knife held this woman at gunpoint, took that womans husbands clothes. He change clothes, took the keys to her van. The officers figured out that he was in the neighborhood with only one way out. They set out some tire spikes on a couple of different roads. He hit the spikes. He jumped out ran into the darkness and the officers didnt want to mess around with that chasing a suspect in the dark who is possibly armed so they let him go at 10 p. M. Last night. 2 a. M. This morning, he stole a Law Enforcement officers car who was living in the mountains not part of the search. 4 p. M. They spotted the car good work by San Jose Police officers spotting that car with the license plate here in downtown san jose and you have the arrest. Amazing police work and the suspect in custody. Now, this threat of losing some or all of our federal funds has state officials putting everything on the table. Today, a source in the State Government told me that includes finding ways to stop the flow of money from california to washington, dc. They could recommend noncompliance with the federal tax code and if they do so they will force the confrontation because we give washington more money than washington gives us. We have deferred maintenance too long. Its important that we invest. The question is, who will give it to us . Reporter in moraga the sinkhole at Center Street is a case study about what happens in a town that hasnt raised taxes to pay for infrastructure issues. The sinkhole hasnt been fixed in nearly a year. We have a revenue issue. So not enough general funds to take care of these types of items. Reporter Governor Brown declared a state of emergency here to open up federal funds to repair the sinkhole. But public works director ed quan says getting the money is another issue. Work diligently with my team to get all the plans and everything prepared and ready to go out to bid. And now we have to wait. Reporter as the money winds its way down from the federal government to caltrans to the local level, moraga has patched up and covered the sinkhole for the winter months. Quan says the money will be available in the spring to start repairs. The federal Highway Administration confirms it will reimburse the city for the cost of repairs. Just a few miles away over in orinda, crews are still working to fix the sinkhole that gave way under severe storms. Governor brown for all his differences with President Trump pledged to support his infrastructure plan. In fact, he met with several labor leaders yesterday and committed to a one trillion dollar investment in public works across america and i say, amen to that, man amen to that, brother were there with ya when it comes to infrastructure issues, is this really the one type of issue thats bipartisan . Yes. Republicans and democrats alike realize that we have deferred Infrastructure Investment in us country for way too long. And we also know it will help the economy. Republic services is ordered to stop taking any more greenways shipments at its North Richmond landfill until it gets the smell under control. Kpix 5s jackie ward is there now and jackie, people have been complaining about this for months. Reporter thats right, it hasnt been a great year and a half to this facility. There have been seven fires, reports of noxious odors and now this cease and desist. But a neighboring business says that the Health Department is going after the wrong facility. Either im not smelling it or im getting used to the smell. Reporter he has lived within just a few miles of the landfill for 15 years. From his driveway you cant smell anything foul. He says when youre on the richmond parkway though either you have to roll up your windows or youre going to smell the garbage. The whole idea of the cease and desist is we want them to take whats on site and deal with that correctly. Reporter the Environmental Health director for Contra Costa County says the composting facility is more than just moving trash around. Its a biological manufacturing system. And the west contra costa landfill is doing it wrong. Republic services own the facility and said, as a good neighbor, we have been actively working toward upgrading our Processing System to a stateof theart method of managing organic material. Eric bledsoe works next door to the landfill and thinks the Health Department has the wrong guy. I dont have problems with them. They manage their facility properly. The sanitary district next door the smells are disgusting and they dont do anything about it reporter he says the bay area air control has been out here at least 20 times. They come in they take the information, they go investigate it and we dont hear any more about it. Reporter the Health Department now says that Republic Services has to pay up to 45,000 in fines and file a plan by wednesday as to how they will fix their operation. Republic services has appealed this. In richmond, jackie ward, kpix 5. The Health Department has gotten more than 400 complaints since september. People are also having nausea, vomiting, throat irritation and difficulty breathing. A contractor under fire this evening. Workers rallying in san jose after courts ruled to force the can top pay back wages. The employees now demanding the city hold the contractor accountable. Kpix 5s len ramirez on san joses response. Reporter Union Workers picketed the silvery towers condo project in downtown san jose shutting down the job site for the day. These workers are being shipped in from outside the area. They are being paid to a substandard wage. Reporter the protest targeted iron mechanical of contract a contractor that workers say has a history of stiffing employees and recently lost a 165,000 judgment for back wages. They had been sued for wage theft, for not paying their workers the proper not giving them the breaks. Reporter iron mechanical acknowledged they were fined but say the accusations are false. Quote, the union is upset because we have the project. They are just trying to make us look bad because were an open shop. They want it to be union only. But the union says theres even more to the story because iron mechanical has received financial incentives from the city in the form of subsidies to build in san jose. If city of san jose is going to pay taxpayer dollars to subsidize developers there ought to be a benefit of putting local folks to woman and sustainable wages. Reporter no matter how you slice it, many are concerned about the Health Effects of monsantos roundup a weed killer used by california farmers and on as many as 250 types of crops worldwide. Since it was approved in the 174 the weed killers active ingredient is regarded as safe but in 2015, cancer experts with the World Health Organization classified the chemical as carcinogenic to animals and as probable to humans. Under California Law proposition 65 we are required to compile a list of chemicals that cause cancer. This finding by the World Health Organization can trigger inclusion on our list. Reporter the office of Environmental Health hazard assessment explains products that expose californians to one of those listed chemicals must come with a warning. Monsanto sued it must be on state or federal data not the World Health Organization. A federal judge agreed in a tentative ruling. I can tell you that the chemical is face. They cherry pick the data and interpret some of the studies completely different than the researchers who did it. Reporter the chemical is classified as low toxicity by the epa although it does recommend people avoid entering a field for 12 hours after its sprayed. A level of exposure that doesnt cause a significant risk to human health and wouldnt require warnings. We dont know if there are warnings for fruits and vegetables but its a possibility. Reporter there are other state regulations and laws that limit the amount of allowable pesticide residue on produce sew its not clear how high the levels would be.
