We are told the accident happened sunday on Bear Creek Spire southeast of yosemite. The partner rushed to help but it was too late after she fell hundreds of feet. Her body was recovered yesterday. San Francisco City leaders have their hands full tackling the homeless crisis but one strategy appears to be seeing some results. Everybody knows that feeling when you are watching the street and see somebody on the sidewalk and you want to help but you dont know how. Many people in San Francisco asked me the question should i give money to people or should i give food to people . Reporter Jeff Kaczynski is the man tasked with creating a blueprint for the homeless problem. Since august he dealt with tents in the city, creating navigation centers, and finding new units of permanent housing. But he says the first step in helping the homeless is finding out who they are and what they need. So he is excited about a program from a San Francisco nonprofit called handup. They also came one an idea to create a card that individuals can go on their website and purchase and give these cards to a homeless person. Reporter people can buy the card for 25 and give them to someone in need. After a homeless individual gets a handup gift card, they can go into a dropin center, right now project homeless connect and glide receive the gift cards and they can exchange them for items and services, groceries, a gift card to walgreens to gets medicine or clothes or to pay a phone bill online. Its very flexible. So we try to create a lot of flexibility with handup but also that accountability. Reporter in addition to those necessities, theres a side benefit. Its also a great way for the city to have folks come into our Resource Centers where we can get them into our system and to be able to provide them additional services. A death sentence hanked down for the man who killed an 8yearold girl in oakland during a sleepover. Darnell williams, jr. , fired 13 shots into a home killing the little girl and wounding three others in 2013. The judge also sentenced williams to 172 years in prison in case the death sentence is overturned. The daughter of a homicide suspect fatally shot by police is now suing the city of san jose. Richard jaquez was shot in the back by police as he ran from officers last year. Initially police said he was reaching for his waistband when the officer opened fire. That statement was later retracted. Jaquez was unarmed but he was wanted in a coldblooded murder. Police say they believe he was armed and dangerous. Retired judge and kpix 5 legal analyst Ladoris Cordell says its a defense that could hold up in court. If he is running toward a home, he could use that gun to hurt people in the home. He was running toward his cousins home but neither the city nor the spokesman for sjpd commented on the lawsuit. Meanwhile, the city of oakland approved a 1. 2 million settlement for the family of this man, demouria hogg. He was shot and killed last year while he was sleeping in his car near lake merritt. Police surrounded the vehicle, broke his window, deployed a taser and then shot him. One officer said they thought he was reaching for a weapon. The familys lawsuit claims officers used negligent tactics that resulted in his death. Another Bay Area Police chief is calling it quits. This time, no one saw it coming. After six years, Berkeley Police chief Michael Meehan resigned today. He made several controversial calls during his tenure. In 2014 there was public criticism of the Police Response to a black lives matter demonstration and in 2012, he sent multiple officers to investigate the theft of his sons cell phone. The valero refinery wanted to run two 50car crude oil trains daily through roseville, sacramento, davis and several other cities to its facility in benicia. But the Benicia City Council said no. Members voted it down unanimously last night saying the oil trains would put residents at risk and threaten the environment valero officials are challenge it in court will challenge it in court. It may be the ends of a long line of trucks trying to get into the port of oakland after hours. Kpix 5s don ford tells us how the port is now making it easier for truckers to do their jobs. Thats because today they announced the experimental night operation is now permanent. This benefits everybody Truck Drivers can come in from 6 p. M. To 3 a. M. To pick up or drop off cargo. Cargo owners now have twice as much opportunity to get their containers. Reporter this expanded schedule brings oakland into line to compete directly with Long Beach Harbor and according to the port, its only the third port in the nation to have night gates. Oakland says during the last three months, night gate trial, 1300 container operations moved from day to night. And one more thing. Another key is that they came up with an appointment system so drivers arent waiting hours and hours on the street. Now with an appointment system we can get in and out within a reason amount of time. If its good for somebody who waits in a line for a few hours and then instead of going back empty they are going to at least get it in and go home. Reporter its been a big difference . Yeah. Reporter the port of oakland says nearly 75 of all cargo owners are now using both day and night operations. As with most things in the world of professional shipping theres a price to be paid. Tense moments at a san jose Charter School today when someone reported hearing possible gunshots. It happened behind the Charter School of morgan hill on monterey road. The school was placed on semi lockdown while police searched the area. They did not find anything but hundreds of students went home early. The east bay municipal utility district is airlifting 2500 feet of pipe to the berkeley hills. Its all part of a big project to replace aging water mains in the Panoramic Hill neighborhood where the terrain is steep. Some of east bay m. U. D. s water system dates back to the 1920s and over the next five years, eb mud plans to replace more than 50 miles of water pipes. Hope its flexible. That was bad. But what happened this morning was amazing. Our students, um, were lined up by the hundreds, um, to present our assistant principal with flowers to show their support for her. As you said, a report of one person who was shot. Were still trying to get information on that shooting here. [ siren ] reporter a protestor was rushed away to get help to get some medical attention. A group of protestors had just carried him to this corner here not even 10 minutes ago seeking help for him. The situation here in charlotte has certainly, um, evolved over the course of the past hour. Um, we were just about a mile away from here earlier this evening where a prayer vigil and candlelight vigil was taking place led by a religious leader in the community. And now to see the scene here, we have seen, um, several times, um, police using tear gas. Down the street is a very popular mall here in charlotte also the omni hotel. Um, earlier this evening i would say within the past hour, um, there were some protestors gathered outside here, some agitators, i will say, um, um, causing some problems, um, and throwing trash cans, um, destroying some windows here, um, thats when police really upped their posture here, um, using tear gas and flashbangs to disperse the crowd. So several times this evening we have seen sort of the cat and mouse game with protestors and police here and every few minutes you do see tear gas and folks running from the scene here. Of course, tensions are simmering in this town a day after the controversial shooting death of 43yearold keith scott. Really, veronica, one of the key things thats really helping these tensions simmer is the fact that dueling narratives that what led to the death are emerging tonight. You have the police saying that they approached scott yesterday while they were searching for another man who was wanted and that they saw him with a gun and he refused to put it down. But then the other hand you have another witness on the scene who recorded video who claimed scott was reading a book waiting for his son to get off of a school bus at the time. And he does that every day. So you have these dueling narratives of what happened here. And the fact that police have yet to release any body cam or dashcam video from the incident, but again, right down here, you can see still a large group of protestors Still Standing here right outside the omni. The situation here still unfolding near charlotte. Definitely looks like the situation there fluid, don. So police, protect yourself i wanted to did you, we see a Police Vehicle there on the scene, emergency vehicles. Whats being done to defuse the situation there . Reporter yeah. Well, all night helicopters have been above with spotlights monitoring the situation from the sky. Over here you can see, chris, the police here have upped their posture. You see these officers here fully in riot gear. Juxtapose this situation earlier what demonstrations and marched earlier in charlotte. We saw officers sort of standing back and giving protestors their space. But as the situation grew violent, we have seen police upping their posture and definitely trying to disperse the crowd. Just a few seconds ago we saw some more folks down the street here running. So this is a um, a common scene here tonight. The police chief said tonight that he has to restore peace in the city. My son had his hands raised up doing just what i told him to do and like i taught a lot of the young africanamericans in our community, because i work with em, how do you get what do you do when you get stopped by the police . I say put your hands up. Put em up so they can see em so they can know that you dont have a gun and thats what he was doing. This one has gone to the federal level. A federal civil rights investigation is now under way. Crutchers family is calling for a national day of justice and prayer next tuesday.
