For the past five months, San Francisco has been busy remaking 23 blocks of Mission Street in order to make it more bus friendly. Putting in transit only lanes, taking out parking and rerouting traffic. The cost, 2. 4 million. And a lot of complaints by local businesses who say change is killing them. Muni says, well, we gained two minutes on the bus going faster. So is it really worth the two minutes . Reporter for city hall it is. For a lot of the riders that are coming through and getting to the mission, it feels like 10 minutes. The 65,000 people that ride in the Mission Corridor every day. Reporter the trouble is, the faster buses also means fewer cars coming in to shop. We support the Better Service of muni for riders with you what this is doing is basically hurting the businesses and hurting the Economic Vitality of this community. Reporter take, for example, the intersection after busy cesar chavez boulevard. They created what were calling the trump wall. People cannot drive into Mission Street. They are forced to make a right hand turn. Reporter and go around the block and back to mission. No sooner do you get back on mission, than they are ordering to you go off again and again and again. Within minutes they used the same key to open all mailboxes and walked away with neighbors mail, packages, and his new credit card. At 6 p. M. I get a call from American Express saying were, um, we want to check out we think may have some fraudulent charges on your card. Reporter he says it was 5,000 worth of fraudulent charges. Now, the feds are involved. We take these investigations very seriously. Potential penalty up to 10 years in federal prison for the possession of counterfeit key. Reporter the postal insecter says thats not including the mail theft charge. We also have the mail theft charges which is also a federal offense potential penalty up to five years in federal prison. Reporter and up to 250,000fine. But first, the feds need to catch the couple and figure out how they got the key in the first place. Cate caugiran, kpix 5. Two young girls died on the way to school this morning. It happened after the car their mother was driving plunged into the Petaluma River. Investigators say the mother did not have a drivers license. It happened around 8 00 in the morning at the spot where petaluma boulevard hugs the river near gositch avenue. Kpix 5s Jessica Flores with the latest. Reporter the white impala flipped over 6 feet deep into the Petaluma River. The 26yearold mother climbed out but her two girls were trapped inside. The girls 9 and 5 from rohnert park. First responders reached the girls after 25 minutes. But they one able to save them. The officers visibly shaken up at the scene. Eight officers went into the water along with firefighters and pulled the children out. Immediately they started cpr got them into an ambulance to the hospital but at some point they were pronounced dead. Reporter the mother was driving northbound here on petaluma boulevard when she veered into the median and overcorrected ended up down below in the creek. Chp says the car hit several trees on its 20foot fall down the ridge. As crews pulled the crushed car from the creek, a diver searched for anything that could have fallen out. Chp says they were looking for a booster seat. The 7yearold should have been using one. They didnt find one. The little girls backpack all that was left intact after the wreckage. These are the same officers who responded to a crash last week in jenner where two young girls died after plunging into water. Two of these in such a short amount of time and knowing i was going to go out there and get diverted to this. Its tough when you have to take care of business first to find out what happened and if theres anything that can be used to prevent it in the future. Some of todays First Responders were on their way to the funerals of two other little girls who died in a similar crash. 6yearold caitlyn, 4yearold haley marcus both drowned in the back seat of a pickup truck last week as they were being driven to school last week. The pickup truck they were in veered off the road went into the russian river. The girls mother who was driving got out of the truck but couldnt save her children. But the homeowner watched the whole ordeal live on his phone and called police. The robbers got away with some electronics and other valuables. That time, the family was held at gunpoint, robber made off with more than 150,000 in jewelry and electronics. Fremont police say the two crimes are related. Just last week, sisters caitlyn and haley drowned when the truck they were riding in plunged into aanother Northern California waterway. A woman came up shortly after that screaming my babies, my babies. Reporter its a scenario that automobile submersion researchers say is too common. In the United States about 300 to 400 people a year drown in cars and that accounts for up to 10 of all drownings. Reporter and a doctor says 10 is significant especially considering his Research Shows these accidents are survivable if you can remember seatbelt, window, children, out. You cant go anywhere if your seatbelt is done up. Reporter as soon as you hit the water seatbelt off unbuckle immediately, next open the window or break it. Then get the kids out unbuckling them oldest to youngest pushing them out before you. Once you get out of the vehicle, it becomes very difficult for you to get back in the car to get somebody. Reporter when it comes to accidents involving kids, he believes the car seat chest clip is likely to blame for many deaths. Critical to keeping kids safe in a crash he says the nonuniform clips can be cumbersome and prevent a quick escape. While emergency release technology was patented nearly a decade ago, manufacturers point out the national Highway Traffic Safety Administration doesnt require car seats have emergency release. There needs to be something standardized and simple where everybody can do it. Reporter now, we [ pause ] reporter now, we are unaware of any car seats on the market that have emergency release. We reached out to nhtsa today. The agency regulates car seats. We asked if they ever researched or considered mandating emergency release in carseats. The agency couldnt get back to us in time know of our deadline. I live six, seven blocks from here and you can hear the screech. Whats all that grinding and screeching you hear when bart goes whizzing by . You have heard the phrase, where the rubber meets the road. Right . The well, this is all about where the wheels meet the rails. Theres two points that the wheel is contacting the rail and ideally there should only be one. Reporter for all these years barts original wheel design has presented a problem. Those 2 points of contact which cause the wheels to skip and rattle their way across the bay area. Especially in curved sections of the rail. Sometimes the current wheels will actually spin. Reporter then the problem gets worse as all that spinning and rattling wears down the tracks. That rail wear, over time, turns into what looks look a corrugated roof. Reporter when the wheels hit the rails that causes the loud screeching on bart now. Reporter so heres the fix. The wheels will be resurfaced to have a slightly tapered angle eliminating the two points of contact and allowing them to roll more smoothly. Then theres the double payoff of less wear on the rails meaning bart wont have to spend so much time grinding away the noise. Saves money, noise and wear on the rails. Every axle in the fleet will have to roll through the wheel press. If we did the entire fleet hundreds of cars thats 21408 wheels that would have to be cut. Reporter early testing suggests the volume will go down maybe as much as 50 . So once the new wheels are rolling, bart may never sound quite the same. That was disputed later by the president of mexico. Hm. And Hillary Clinton spoke earlier today and was very quick to get on the offensive and criticize his trip. It essentially was lastminute. Certainly was. A lot of people trying to put that trip together there. She took swipes at donald trump during her stop in cincinnati. She spoke at the National Convention to the American Legion. In her speech, clinton spoke of all the hard work necessary to build coalitions. She recalled her effort as secretary of state to get countries to work together. Clinton accused trump of trying to make up for a year of insults by visiting mexico for just a few hours. You dont build a coalition by insulting our friends or acting like a loose cannon. You do it by putting in the slow hard work of building relationships. Trump will have a chance to respond to clinton both tonight and also when he speaks to the American Legion tomorrow. As kpix 5s john ramos found out some of the spots are filled by employees who play a crucial role in your commute. Reporter every day, thousands of people pass through the hayward bart station and many of them arrive here on ac transit buses. Because thats what were here for to bring people to the bart station. Reporter but those who drive the buses here say bart doesnt seem to appreciate that very much. The hayward station is a hub for ac transit with many bus drivers beginning and ending their shifts here and a lot of them park in the bart lot while they are working. They pay the daily fee but the spaces are supposed to be reserved for roundtrip train riders and some bus drivers are getting tickets for being here. We are supposed to be in this together and we are turning around and we are getting penalties for it and fined for it. Reporter you do see a lot of ac transit employees coming and going from the station but no one really knows how many are parking here. So drivers are being asked to fill out a questionnaire about their parking habits as the two agencies discuss the issue. Technically drivers are supposed to park at a bus facility on the south side of town and take a shuttle to the bart station. But drivers complain that process can add up to an hour on each end of their day. So many of them come straight here. Its been going on since ac been here and hadnt been no problem. Parking is in high demand and we have to serve our riders but we also understand the situation there. We are reaching out to them see if we can reach out to someone. Reporter Sonali Ranaweera leads fellow students in an afternoon routine at a high school in san jose. They collect bottles and cans that the 16yearold trades for cash at the recycling center. The work can be filthy. Just knowing that im doing something good, that makes me not even think about the gross part. I want to change someones life. I want to make someone smile. Reporter she has raised more than 60,000 through recycling for smiles, a nonprofit she founded in 2011. A quarter of the money has gone to new yorkbased smile train to fund corrective surgery for nearly 60 children with cleft lips or palates. The Community Fundraising director offers high praise. Sonali is one of our superstars. We dont see a lot of kids who have the initiative and drive that she has demonstrated at such a young age. Reporter her Community Service project started five years ago when she was 11 years old. Her parents gave her 100 for christmas and said use this money to make a difference. Sonali wanted to pay for a childs surgery but didnt have enough money so she turned to recycling and didnt stop. Today students, relatives, friends and businesses help her collect and sort bottles and cans. Volunteer Alison Sanchez has learned something about giving. You dont have to, like, build a hospital to help a lot of people. You can just start a club like sonali did and her own charity. Reporter a teacher calls sonali a role model on campus. It really brings that opportunity to make a difference to all of us here at school. Reporter she has also donated tens of thousands of dollars to other causes like dental care for kids in sri lanka, meals for children in yemen and School Supplies for bay area students. When it comes to wanting to do good, every small thing counts. At 5 cents a can or bottle you need 5,000 of them to pay for one operation. Her family travels to peru this year and she met some children with the corrective surgery not the one she paid for but she still saw firsthand the kind of impact that she is having for these kids.
