She was 38 at the time with some friends at a tennis tournament. If i were 19 i would have said, oh, bill, youre so silly. But at 38, i said, what the hell do you think youre doing . and it scared him i think. And he left. He said have a nice dinner, ladies. I never saw him again to this day. Reporter but unlike the case now before the judge in pennsylvania, helen and dozens of others cannot file charges against cosby. Thats because in california, the statute of limitations for Sexual Assault is a decade. A group of california women who say they have been his victims are pushing for a change in state law. Because its not fair. If you have evidence, you should be able to bring a claim after 10 years. Reporter california state senator connie leyva will introduce a bill next month to eliminate statute of limitations for rape but laws i like to dont work retroactively. He is not handcuffed. Reporter it wouldnt affect bill cosby or any past cases. If its abolished, then maybe it will safe some women from being attacked. You can just hide like he did for all those years and and laugh at everybody and says, ha, they cant do anything to me. To be clear its complicated but for california, the statute of limitations already have some exceptions. Children, for example, who are victims of Sexual Assault can file charges up to their 40th birthday. He said she said she said she said, et cetera. This is obviously meant to be provocative but the point here is they used to call these he said she said crimes and that made them difficult to prove. And prosecutors were reluctant to take them up. The cosby accusers say its time to revisit that line of thinking. So they have to deal with what they got, six lanes. They are going to reconfigure the lanes and thats what the drivers are now trying to figure out. Changes are coming to the Golden Gate Bridge. Reporter three months ago they tried an experiment the six lane movable deck became four lanes north and two lanes south during the evening commute. That helped suburb commuters going home. But they are shuffling the deck again. We have evaluated the information we got over the at last 3 months. Reporter it wasnt working. We were relieving congestion northbound, but we were putting that, um, unnecessary and really unreasonable delays on our southbound traffic. Reporter so starting in january, it goes back to what it was before that threemonth experiment, three lanes north, three lanes south, most of the time. And then on thursdays and fridays, we are going to convert the bridge to four lanes north and two lanes south. Reporter its all part of changing traffic pattern of the bay area. I would agree i do see when im coming theres a significant backup going south. You know, i have noticed the backup. Sometimes it backs up to the waldo tunnel. Initially struggled through school but had amazing mentors in his life who helped him get through. Reporter for charles, he hopes the program will have unknown benefits. Well never know all the impact this program has had because its going to be the tanyas of the world who influence somebody who is not even in our program who in turn influences somebody else and somebody else. High pressure is reestablishing itself over the eastern pacific so we are getting these offshore winds. As a result we are going to take the moisture that gathered over the state and just push it out and well replace it with cold temperatures and valley fog tomorrow and in the Early Morning hours but the rest of the week looks dry. And plenty of sunshine tomorrow in contrast to today. Futurecast look at these easterlies. Fog and in the night and Early Morning hours and midnight tomorrow night for new years eve clear skies over the bay area. Heres what we expect. A few sprinkles left and then frost and fog overnight. A sunny day tomorrow. And then clear and chilly new years eve. Dont forget during the morning commute you could hit fog here and there especially in the east bay. So forecast highs 51 in the city tomorrow, still cooler than usual only managing low to mid50s. That holds true for the south bay. Sunshine this morning you will have it tomorrow. Temperatures in the low 50s. Over in the east bay, of the numbers will be in the near 50 degree range so, you know, very cool day in the east bay tomorrow some places struggling to get out of the 40s. North bay tomorrow sunshine and low 50s will do it. And for ukiah which already has clear skies more of the same for tomorrow and temperatures in the low 50s. Extended forecast, youre going to be looking for sun on thursday and friday. The first day of of 2016 will come in sunny and dry. Sunday night rain comes in partly cloudy on monday. And then flatout rain coming in on tuesday and a few showers will linger in wednesday morning but for now the sprinkles we had earlier today are drying up. And tomorrow night looks plenty cool.
