The suspects that were that are dead at the scene one is male one is female. They were dressed in kind of assaultstyle clothing, i think probably best way to term it. They are both armed with assault rifles. Theyre both armed with handguns. And theres also sensitive stuff around the vehicle just not real sure theyre taking very cautious approach to dealing with the vehicle in case theres more explosive there. Pelley jarrodburg gain, our Homeland Security jeff is in our washington newsroom tonight hes been following the investigation all day. Jeff, what have you learned . Scott, what we learned just the last few minutes is that investigators he is suppress i have like fbi has widen thed possibility that perhaps this was something connected to terrorism. That was the first time that wed heard that statement made. They are not willing to say definitively that it is terrorism but they have been looking at the signs, how this attack occurred. How well coordinated it was. And so now what they are saying publicly we just heard it is that it is a possibility that this was terrorism. But again the motive right now remains unclear. Two suspects dead at one of the scenes involved here, there are at least two scenes, scene of the original shooting what youre looking at here. The black s. U. V. That you see in the middle that have screen there that was the subject of a be on the look out. Bolo, shortly after the shooting, information went out to Law Enforcement in that area to be on the look out for that vehicle. Investigators caught up to the vehicle and thats where gunfire was exchanged, with two people in that car. According to investigators two people who fit the profile of the suspects that were looking for in connection with that shooting. At this hour were told that both the people who were in that car are dead. A male and a female that is also something that is new for the first time, just minutes ago we were told one of the suspects was a female suspect. They were dressed in assaultstyle clothing that according to investigators armed with assault rivals as well as handguns so they were heavily armed. Then there was this concern about the potential of ex explosives that thats why we we saw as we were can covering law enforce. Moves in closer to that vehicle, that is why there this was concern they were doing this very slowly, very carefully, because they werent sure whether there was some sort of booby trap a trap left behind by the suspects trying to flee the scene. There are still many Unanswered Questions at this point, investigators are coming in to that area, we heard that the fbi is now introducing more resources to help with the investigation, that in itself says a lot about this investigation and where it stands now and how investigators are seeing more of a possibility that this may be an attack connected to terrorism. Scott . Pelley reporting for our washington newsroom, thanks very much. The police also said they were investigating the possibility that a bomb was left behind at the scene of the original shootings earlier today. They are still invest gaying that. Now were going to go back to the scene of the shooting where our carter evans is standing by. Carter . Reporter scott, there are multiple crime scenes out here, i am at the initial one, at the Inland Regional Center where this massacre occurred. Just after 11 00 a. M. This morning, this second scene is the one thats the most active right now, that is where you see that s. U. V. That jeff was talking about. And the slow approach to that vehicle out of an abundance of caution that there may be explosive inside. Again, two individuals inside that s. U. V. Are deceased but there is a third suspect, Authorities Say they do have a third person in custody, but they havent been able to determine yet if this suspect they have in custody is connected to this shooting. Now this all started around 11 a. M. This morning where i am at the inland regional central. There was a Holiday Party going on and thats when these masked gunmen showed up. They were wearing black assault style fatigues and body armor with automatic weapons they opened fire on the crowd there. 14 people were killed. 17 injured at that scene, another Police Officer injured when they confronted that s. U. V. It was a difficult time for the employees, several hundred of them who worked here of course their families, many of them who got the news about their loved ones via text message. I called, she texted me is he shed, she was whispering, they were pretending to be dead. Shooting, people shot, in the office, ready for cops. [ sirens ] j what we still do not know is why this occurred why these three individuals chose to open fire on this particular location, this particular event today, that is something that police are looking into. As they try to determine the identity of these suspects, scott. Pelley carter, thank you very much. The police told us this evening that they were acting on a tip that took them to a house in redlands, california, they set up surveillance on that house and thats when the black s. U. V. Departed. They pursued the s. U. V. And got into the gunfight with the suspects as carter mentioned killing the man and the woman in the car who were, according to the police, armed with assault rifles and pistols. As carter mentioned 17 people were wounded at the state office building, the wounded were rushed to area hospitals and John Blackstone is the the loma linda Medical Center. John . Reporter the Medical Center is the only Level One Trauma Center in the region so were prepared for mass casualty event as this began. Five patients were brought here, in the past hour, officials update us on their conditions. Two are listed in critical condition. Critical but stable. Two are listed in fair condition. Hospital Officials Say fifth patient still being assessed. Now, soon after that shootout at the black s. U. V. That left two suspects wounded, two suspects dead and one wounded, ambulance raced in here met by large group of medical officials here, they held up sheets around it, covering up what was being brought out of that ambulance, hospitals efficient wont say who that was but that happened here and as all of this was going on the hospital also received a bomb threat which given Everything Else happened today was taken as credible. Classes dollars classes were suspended at the university here. Students were sent home. A search was started, canine, bombsniffing dogs were brought in, but scott with everythings thats gone on hospital Officials Say they still remain on alert. Pelley at the hospital tonight. Thank you very much. The group that was holding the Holiday Party was the San Bernardino county department of Public Health. No idea why they were targeted by this, but one of the people who was rounded is a woman named denise perrasa we spoke with two of her sisters, stephanie and kathy. This morning i got a phone call, it was just after 11 00 and it was from my sister, i answered it. She said, ive been shot, i was at a work christmas party, and i dont know whats going to happen. Im scared. And i love you. And thats all she said it was like 25 seconds, then she said i have to go she hung up. Itings the not knowing that is most scary, not knowing is she okay is she going to live where was she shot. Where is she . What is going on . We did have to wait a good probably 45 minutes before we found out where she got transported, she said that the shooters came in and they just started unloading rounds on the people that were in the building with her. And after they shot a couple of times, they disappeared and she said, everyone was on the floor and just stayed on the floor for several minutes because they didnt know what to do. And then she said that the doors opened and it was the police and they came in and they told everybody that they needed to hurry up and get out. Were okay out because shes fine she did have won gunshot wound. She still have the bullet, monitoring to see if theyre going to remove it or not. But thank god she is okay. Pelley last june we led this broadcast with the Church Shooting in charleston, South Carolina. And now we have led the broadcast with a mass shooting on average once every four weeks since then. But what happened today in San Bernardino, was different. Jen crawford has more on this. Reporter this is crazy. This is too many shootings. Marks daughter works in the building. He had just learned she was hock. Too much bad stuff going on here. You hear about it, this is bad. Reporter it was the 7th major mass shooting since june. Just last week three killed in a colorado medical clinic. And october nine dead in Oregon Community college. In august, two killed on a job in virginia. In july, two killed in louisiana Movie Theater and five slain at tennessee military facility. In june, nine People Killed while worshiping in a South Carolina church. But those shootings were all by lone gunmen who were either killed by police or their own gun or taken into custody. Todays mass shooting is something new. Maryellen is former fbi profiler. This s different. This is organized multiple offender Mission Oriented shooting with maximumly that the being the goal. Thats different from what we have seen more in line with paris. The witness reports three shooters that still unconfirmed but if it turns out there was more than one shooter now appears, that something that we havent recently seen and scott it would signal very troubling new form of violence. The attack happened during a holiday luncheon attended by workers from the county department of health. The motive is not known. Terrorism has not been ruled out. Homeland security correspondence jeff is following the investigation. Reporter some of the leads that investigators are getting have come because of name that surfaced really early on in the minutes after this shooting. Law enforce. Sources multiple law enforce. Sources confirmed for cbs news that one of the possible suspects mentioned is syad faruk he worked for the department of health again this is name thats been confirmed by multiple Law Enforcement sources as a possible suspect in this shooting. Also were getting new information about what was found in the vehicle. Remember there was this black vehicle that was described as leaving the scene of the shooting. According to Law Enforcement sources, an ar15 style rifle was found in that vehicle, along with two pistols as well. Investigators are right now trying to trace those weapons. In addition, as the vehicle was fleeing, the suspects inside according to Law Enforcement officials threw a piece of metal from the vehicle, it was a piece of metal pipe how it was described to us, thrown from the s. U. V. As it turns out it was not an explosion sieve device there was some concern that that piece of metal was some sort of pipe bomb. But that was not the case. Again, two of the suspects are dead. That according to investigators who released that information just minutes ago, a male and a female investigators are still looking into the possibility that a third suspect was involved as well. We are going to have another update for you coming up in about 15 minutes. We have developing news out of San Francisco tonight. Chopper 5 got this video in about 90 minutes ago at third and egg bird in the Bayview District where police were involved in a shooting with an individual carrying a knife. Its not clear why officers were chasing the suspect. Police officers may soon be able to find out if a driver is too stoned to be behind the wheel. A pot breath test is being developed right here in the bay area. Kpix 5s joe vazquez found out how it works. The new Technology Allows to us miniaturize the detection so we can make a portable device. Reporter a breakthrough at this ucberkeley lab is enabling scientists to build a breathalyzer just like the one cops use to detect alcohol on the breath of drivers. An oakland tech company says it will begin testing a prototype early next year that will test for pot on the breath. Law enforcement is clamoring for some type of objective data that allows them to get people off the roads that are stoned and not arrest people that are not stoned at the time. Reporter ceo mike lynn says thc, the chemical in marijuana that makes you stoned stays in your body for weeks so the problem with the current tests on blood and urine is its impossible to know when someone smoked and when they were under the influence of the drug at the time they were pulled over. A breathalyzer is a better gauge on timing and tests in Alameda County next year will help authorities figure out how much marijuana will allow you to drive safely. Thats where the alcohol standards came from. If you had a certain amount of alcohol on your breath and this is what happened when you drove a car. Those same standards need to be developed for thc so we focus on stoned drivers and leave everybody else alone. Reporter ladoris cordell. Comparing marijuana to alcohol is like compare apples to oranges. They are just not the same. The question is how high is too high to drive . And that question has not yet been scientifically answered. Reporter the new breathalyzer is expected out late next year around the time the voters of california may be deciding in places like Harborside Health here in oakland whether they will be able to sell to not just patients with medical cards but all adults over the age of 21. In oakland, joe vazquez, kpix 5. Could a simple shift change solve the problems at the Santa Clara County jail . Kpix 5s len ramirez on a new report on something that reveals something surprising when most of the trouble is happening. Reporter when it comes to Excessive Force at the Santa Clara County main jail a small number of correctional deputies is generating the most complaints. Of all use of force complaints made at the main jail, 43 came from the d shift, one of the shifts in the main jail. Reporter about 70 out of almost 7700 deputies 700 deputies make up that shift. They work the night shift and weekends and so its generally the junior people including the supervision and management. Reporter the three correctional deputies charged with the murder of mentally ill inmate Michael Tyree worked the d shift. But the sheriff says it was only after tyrees Death Investigation when the pattern emerged. Why did it take such an alarming crisis for there to be such a thorough review . Reporter the Police WatchdogGroup Silicon Valley d bug says the pattern could have been spotted sooner if the jail investigated inmate complaints more aggressively. Certainly calls for some form of independent oversight so we know that these complaints actually go somewhere and theres some level every discipline. Reporter the sheriff and her top staff are rescheduling managers and deputies to have more experience on the d shift. She is also moving inmates diagnosed with Mental Illness to cells closer to each other so Mental Health staff can serve more inmates in less time. But the sheriff may be in for a battle with the correctional Deputies Union over shift changes. Their latest contract says the deputies with the most experience and most seniority get their pick of the best shifts which usually does not include nights and weekends. In san jose, len ramirez, kpix 5. Tonight a big debated over police body cameras. Not whether to use them but how. One Bay Area Department hashing out the rules. Tonight looking good from oakland towards San Francisco. Your forecast is coming up. , for officers wearing body cameras. Theyre supposed to ear. The San FranciscoPolice Commission is debating rules for officers wearing body cameras. The big issue whether cops can review the footage before writing up a report. Phil felecia reports. Reporter the arguments are almost as highly charged as the videos themselves and this time the cops are at the center of the debate. When a Police Officer goes from being an observatory possibly a suspect they shouldnt be an observer to possibly a suspect they shouldnt be looking at video before making a statement. They should look at it to provide the most complete, accurate and thorough report. In if there was a rule at the Police Commission to allow a suspect in a criminal case to view the body camera before making a statement reporter is that what this is about cops being suspects now . We dont want a different standard to apply to Police Officers when they themselves and their actions are under investigation. Is our goal to catch cops making mistakes . Reporter this former San Francisco police chief who teaches justice at the University Says it isnt who is right or wrong. Its to get at the truth. Reporter so what do other cities do . Theres a real diversity of what cities do. San jose and richmond have policies that forbid their officers in sensitive cases from viewing the video. Drop the gun, drop the gun the protocols are a little different but i think in most places there are allowing the officers to review it. Reporter how much is this good policing or politics on both sides . You know yourself, politics in this city usually prevails over sometimes good policy. 99 politics and 1 policy. Theres an urgency of now. You know . We have to make a decision. Reporter here at city hall tonight both sides have turned out in force with promises to be ai long and contentious meeting. But, you know, the money has already been allocated for the cameras and all it takes is a green light from this commission and that green light is expected to come tonight.
