M. We have heard President Trump talk about ilLegal Immigration. Now he wants to change the system of Legal Immigration and give preference to people who speak english. Allen martin is here to explain and this is hitting a lot of nerves this evening, allen. Reporter it is, liz. Its raising a lot of questions, too. The president today announced his support for whats being called the raise act. Its a bill that would introduce a meritbased system for green card applications. Now, while its backers say all groups will be treated the same, the president today seemed to contradict that. He says immigration applicants would not be equal. This competitive application process will favor applicants who can speak english, financially support themselves and their families, and demonstrate skills that will contribute to our economy. Reporter the president s statements prompted a Heated Exchange in the White House Briefing room. Policy adviser to the president Steven Miller got into it with cnn correspondent jim acosta who pressed miller on why immigrants must speak english. Jim, have you honestly never met an immigrant from another country who speaks english outside of Great Britain and australia . Is that your personal experience . [ crosstalk ] thats not what you said and it shows your bias. I just want to say sounds like youre trying to engineer the racial and ethnic flow of people into this country. That is one of the most outrageous insulting ignorant and foolish things you have ever said and for you thats still a really the notion that you think that this is a racist bill is so wrong and so insulting. Now, putting the english only issue aside, critics of the bill also point out it may cut the number of refugees admitted each year from 110,000 to 50,000. Thank you. New details on the near miss last month at sfo. A new report says the air canada jet is much closer to crashing into other planes and that previously thought. Kpix 5 reporter Susie Steimle is near the sfo runways right now. Reporter liz, this was almost a mass casualty event. We know on july 7, there were 4 planes filled with passengers lined up ready for takeoff when an air canada plane almost crashed into them. When the faa first investigated this, it thought that plane was within 100 feet of the ground. It was even closer than that. This is the left runway. This is the right runway. Reporter the captain still cant wrap his head around how an air canada pilot mistook sfos taxiway for a runway back in july. New information released today shows just how close the air canada plane came to crashing into four passengerfilled planes on the taxiway. At one point, the plane was within 59 feet of the ground before the pilots realized something was wrong. Thats a lot of inertia. If they hit one, they would slide through and hit the next one and probably the next one. So you would have a disaster there of four airplanes. Reporter captain deeds has personally landed more than 10,000 planes at sfo. He says this pilot was making a visual approach to land. The runway lights facing the plane are bright yellow. The taxi lights are dim blue designed specifically to avoid confusion. Deeds also says this likely means air Traffic Control isnt responsible. Visual approach is not dependent upon a radar system to keep you separated. Youre supposed to be doing this by your eyeballs. Reporter the faa said reporter air Traffic Controllers lost sight of the plane for a full 12 seconds because it veered off course. If the pilots hadnt made a lastsecond goaround, this would have been one of the greatest Airline Disasters in recent history. Now, as we mentioned, the faa does not currently have the technology to detect planes that are approaching taxi ways but it told us today that it is working on that technology and is going to Start Testing it in the next couple of months. City leaders have approved a plan that would ban cars including uber and lyft. The overall plan covers about 2 miles between the embarcadero and octavia boulevard. But the ban on cars would only extend from 10th street to the embarcadero. Taxis and other commercial vehicles such as delivery trucks will only use the lane closest to the curb. The plan is designed to make Market Street safer for pedestrians and cyclists. We found many who told us they hope it goes a step further. Yeah.
