The big question here that nobody really wants to say outloud is did officials overreact on sunday when they got so many people out here nearly 200,000. Officials are a little defensive about this. But they insist that they were just reacting to the facts on the ground. The facts sunday looked like there might have been trouble. The facts they believe today makes them believe any way that theyre safe. Better be safe than sorry, joe. But how could they be sure that everything is fine for people to return home. You know, they believe that the erosion underneath that damaged emergency spillway is not as bad as it could have been. Theyve been working day and night to try to put those rocks in place to plug up those holes. And they believe that the storm that system of storms coming is not as bad as it could be but all of those things could change and thats why theyre telling people be sure to be ready to go at moments notice. Today came word that thousands of people had been waiting for. They can go home for the First Time Since sunday. They packed up without knowing if a disastrous flood would destroy their homes. Emily is live for the homecoming. Reporter when all these folks left oroville it was a mad dash out of here. A complete scramble. Folks are slowly trickling back in and all of them are very glad to be back home. Reporter orovilles sigh of relief can be heard in the sound of traffic filling the streets. They had been silent for the last two nights but tonight folks forced to evacuate were allowed back home. Rachel young and her family are one of the first people back. His wife and son were too. As soon as they got the go ahead and rushed home from a familys house in the hills. Im relieved. I can go in there and make my bed and relax. Reporter for days, he and almost 200,000 other people couldnt relax. Concerns kept him away. You didnt know if you were going to come back to your home or not. Reporter and there was no timetable on when they would be able to return. Once the official word was out, those ready to come home cautiously flooded in. Were just going to reevaluate. Were ready to go if something happens again. For now, were just glad to be back. Reporter officials wanted to make sure there wasnt that mad dash back here home to oroville. So one of the things theyve done, its a school district, they said no more school for the rest of the week. Just be here for monday. A lot of employer have followed suit. Letting people come back to their home and make sure they stay safe. Did you find people that did not leave their homes. There was a few. Theyve seen what can happen if something goes terribly wrong with the river and theyre not willing and not prepared to stay here for that they wanted to be more safe than sorry. We also learned today that the white house is keeping pretty close tabs on the situation at the oroville dam. The oroville dam is the reason why we need to get a infrastructure package. Quote because of the potential failure of the Lake Oroville dam emergency spillway and the resulting catastrophic damage it would likely cause. I have a graphic to show you, that 900 feet is where the spillway begins to be used. That did happen saturday morning. The lake level was down to 897 because of those huge releases of water both yesterday and today. As of 3 00 this afternoon the lake level is now down to 885 feet. And continues to fall. It may rise later this week as there is rain headed to california. Butte county. And also the area. Heavy rain will return ushering another round of storms that will impact the area. Well talk about how much rain to expect and which days will be dry thats coming up in a few minutes paul, thank you. Ahead of the next round of rain, work crews are working to replace drainage systems near mayor thoroughfare lgs. Thoroughfares. You will also no cars. Lanes in both directions near novato are still closed after last weeks storms. Kpix5s Julia Goodrich is live where the spillway is causing a dilemma. You can see where the cars are being taken off the roadway. You can see where the work is going to be done but for now this detour is going through neighborhoods and a lot of people are saying theres too much traffic. It feels like a highway. Reporter how does novato resident bill wagner feel about the detour. Its horrible the traffic. Going down here 50 Miles Per Hour all day long. Reporter he says his residential street right next to an Elementary School has turned into a two lane highway. If you try to back out your car during the daytime here especially in the morning these cars are flying down here all day long. Reporter while the detour is temporary and necessary. Some see it as downright dangerous. We were half way down the street i didnt know if she was going to stop. Reporter for those stuck in detours its bumper to bumper we saw it firsthand. But there is a Silver Lining at the end of this long never ending jam packed road. The detour is allowing work crews to do emergency flood repairs to this stretch of highway 37 and marin county. Its a 3mile stretch along the four lane highway between 101 atherton avenue thats prone to flooding from novato street. And its been fully closed since the storms. You understand that theyre trying to fix the road. I understand that. Were stuck in the middle here thats the problem. The work includes repaving the asphalt and raising the level of the road to prevent it from flooding in future storms. But for the next 48 hours, a detour takes motorists through novato neighborhoods where the speed limit in some areas is 25 milesperhour. And cops say they will be enforcing it. A lot of traffic. So pack along a lot of patience. When are they actually going to start doing the work and hitting the pavement . Theyre supposed to be out there tonight and getting it done before the next rain rolls in. Chopper 5 just over 17 in the santa cruz mountains. Thats been another big problem. Traffic is slow going there. Crews have had to shut down a portion of the highway to fix a giant mud slide. Its taken about two to 21 2 hours to get through. All of the wet weather has turned potholes into mine fields you know if you drive around portions of i80. The drivers are barreling all over the place making for a bumpy driver home. The wear and tear have caused potholes to open up. Crews are trying to patch up this sink hole. No word on how long its going to take to fix that one. Illegal trash dumping. A bay area city with smelly probe may have come up with a solution. Now a different approach is on the table. How the city is targeting the trash at its source. This one crew does this about 25 times per day. The esthetics of a community are very important. It was a bright light streaking across the sky that captured the attention of several people this morning. You can see it was bright enough to see in the clear sky. It wasnt a comet or meteor. It was light from missile tests the navy was conducting off the coast. Two missiles were launched early this morning. These missiles were not armed and never flew over land. Michael flynn is out as National Security adviser after admitting he gave incomplete information about a phone call he had with the russian ambassador. Flynn was caught talking with the ambassador. But he told Vice President mike pence he didnt discuss the topic. The level of trust between the president and general flynn had eroded to the point where he felt he had to make a change. Reporter the Justice Department first warned the white house on january 26th that flynn had mislead the white house about the phone call. But flynn was allowed to remain on the job until last night. The president was informed of this. He asked the White House Council to review this information. The first matter was whether there was a legal issue which the white House Counsel concluded there was not. Reporter they are looking into what exactly general flynn said to the ambassador and why it took the president a month to fire general flynn. We want to know by what authority did general flynn have these conversations and who did he report to after that. I think its possible that general flynn will at some point be asked to come and talk to the committee about postelection activities and any other activities that he would be aware of.
