Reporter the case so moved investigators that the Sheriffs Office started a go fund me account to pay for a proper funeral for the baby. Zabala cried during his arraignment. Besides murder, he is also facing a Domestic Violence charge for beating the babys mother. And if he is convicted, mr. Zabala could face life in prison. A man working at a Charter School in the east bay faces Child Cruelty charges for physically abusing a student. The incident involves a student at the Livermore Valley charter prep school. Police say a 42yearold worker hurt a 14yearold boy trying to force him into a car. He had left the campus after an argument. He suffered minor injuries. Two Top School Officials also face charges for not reporting the incident. Police say they even joked about it. Police think they have their man in a homicide case on the peninsula. The arrest comes more than two months after a deadly shooting in east palo alto. Before daunted officers surrounded this apartment complex on north 2nd street in san jose. They arrested 23yearold lyle then mccoy who neighbors say moved there about a month ago. Lionel mccoy is accused of killing Christopher Puckett on june 10. The men knew each other. The dead mans family trying to make sense of what happened. How does it feel that somebody who knew your cousin could have done this . Thats what hurt the most. That thats the one thing that hurts the most. Police believe the two men were involved in some sort of an ongoing dispute. Authorities considered mccoy to be armed and dangerous before the arrest. Jaycee dugard cannot hold parole officials liable for her yearslong ordeal. Dugard was abducted in South Lake Tahoe in 1991 and then held for 18 years in antioch. The man who committed that kidnapping along with his wife was on federal parole. Today a federal Appeals Court acknowledged the, quote, incompetence of parole officers but it ruled out compensation because of the way state and federal laws intersect. Dugard already has a 20 million settlement from california. The fda announced new measures today to help stop the spread of the zika virus. Kpix 5s jackie ward says those new guidelines are going to affect bay area blood banks. Reporter i spoke to the medical director here and she said anytime the fda makes a recommendation, its treated as a requirement. The good news is, that this center started testing some blood samples for zika last month but soon all samples will be tested for the virus. Summertime is notoriously a bad time of year for blood thinners and the zika virus isnt helping. Blood thinners across the country have had to turn away highly coveted donors who said they had recently traveled to a high risk zika area just in case their blood was infected. You dont always if people are reporting all of the risk factors they might have, um, so this the approach to test everyone is really the best approach. Reporter now, a doctor from the Blood Centers of the pacific is hopeful that this fda recommendation will help donation numbers rebound. This is much better in terms of, you know, not deferring people who do not need to be deferred. They travel to the country and take risks but the tests are negative. Reporter deferrals were put into places last fall with screening questions asked if they had traveled to a high risk country or area in the u. S. In four weeks those questions go away because regardless of the answer their blood will be tested. The test is very good. Its still an investigational test but from what we know so far, it seems to have a very High Sensitivity looking specifically for the rna of the virus in the blood. Reporter doctors will get the test results between one and two days. If tested positive, the blood will be used for zika research. If negative, the blood will immediately go to someone in need. Fi Berkeley City Council voted unanimously today to boost the citys minimum wage to 15 an hour. That wage hike is going to happen in two phases first in Oklahoma City of next year the minimum wage in october of next year the minimum wage will increase to 13 75 and and 15 an hour in october 2018. The current minimum wage is 11 an hour. In october it goes to 12. 53 an hour. From the head of the Public Utilities commission to the guy next door skyrocketing pg e bills are a common complaint. They are. So much so, consumerwatch reporter julie watts tells us why some are quick to blame their smartmeters and how to tell if its really to blame. The problem is these are supposed to be energy savers. Reporter john graves was already struggling to pay the bills when his pg e began to skyrocket. Nine to 1,200 a month. Reporter so the disabled single father began turning off appliances and cutting power use but his bills continued to rise nearly tripling year to year. I think the meter is malfunctioning. Reporter immediately he suspected his smartmeter and he is not alone. Even the former head of the Public Utilities Commission Michael peevey suspected his meter was to blame when his power bills more than doubled a few years back. According to emails obtained by the l. A. Times, pg e ordered a staffer to, quote, have someone address this a sap. Never had someone say well check your meter. Reporter while Customer Service may be different the results were the same. According to the pg e the smartmeters werent to blame. I think a lot has been done to make sure that the smartmeters are working correctly. Reporter anna of utility watchdog turn says while faulty meters were blamed for billing errors years ago, now they are more accurate. Rate increases totaling 13 are probably to blame for a recent spike in billing complaints. Rates are just too high. Reporter although pg e can make mistakes, a red flag if your energy usage increases by more than 25 year to year. In johns case his usage didnt skyrocket, just his bill. His care and medical baseline discounts had lapsed. Pg e has now restored those discounts and johns faith in his smartmeter. Now, pg e has really staffed up. They have forgiven more than 5,000 of his outstanding bill and pg e has offered to do an energy audit of his home. Liz, back to you. Thank you. The iconic toll plaza on the Golden Gate Bridge could have a major change. Officials are considering replacing it with a much more streamlined structure a gantry that would look Something Like this being tested out as a possible replacement for the plaza. It would have lasers, cameras and other equipment to take the tolls. Since human tolltakers are no longer used, Officials Say current toll plaza equipment is reaching an end to its life. On top of that we have some new state changes in the regulations that say by the end of 2018 we have to up great the system. So we could put in what we have now or look at what new technology is out there and whats going to pave the way for the future.
