They hired someone else to help them. Somehow it hit a huge power tower and brought it to its knees. He must have really whacked that thing. The states ninth Circuit Court hearing arguments today from the attorney representing one of the 140 condemned killers. Last year a u. S. District judge called the system dysfunctional, saying the excessive delays constitute cruel and unusual punishment. The average time it takes from start to finish in the state courts exceeds 20 years. There just arent enough courts to manage all the appeals and then the appeals can go on forever. The justices gave no hints as to which way they may rule. Many legal experts feel its time for the u. S. Supreme court to decide the Death Penalty issue. California has had just 13 executions overall since 1978 and none in nearly a decade.
