Damage from those aftershocks. Water is still a major problem. 640 customers still dont have running water. Crews are working round the clock. But they say when repairs are made, they are finding even more leaks. All schools in Napa Unified School district will be open tomorrow except for one, stoneridge Charter School will remain closed because of cracks in the building. A subtle change today in one of napa buildings that was badly damaged in the quake. Workers put up a fence around the redtagged building at third and brown. The street is already closed. Today the Solano County board of supervisors voted to declare a state of emergency after getting damage reports from vallejo. Kpix 5s Ann Notarangelo tells us much of the damage was in historic buildings. Ann. Reporter were on georgia street where the city is blocked off this one whole section because were right in front of the old Crowley Department store. We expect the streets will be closed for at least the next three days. It seems with each passing hour, were finding more damage citywide. A fire in the abandoned area of maryland had nothing to do with the earthquake but initially low water pressure provided another reminder to firefighters about the crisis facing vallejo. This end was mostly built on silt and we have had multiple main breaks, water main breaks, from the earthquake. Reporter the main goal fighting this fire was to get it put out as quickly as possible so crews could get back to the mainland to inspect more buildings. In this kind of situation, we are the first line to go out and check just to make sure its safe. Reporter it was sharp eyes at First Baptist church vallejo that alerted the city the bell tower could topple on the street. After removing precarious bricks, its four feet shorter and despite the red tag on the door, they plan to open on sunday. The inspectors looked at it and we dont have approval from the city yet whether we can go back in to clean up or not. Reporter joyce giles with the Mare Island Museum is concerned about the civil war era building. There are events scheduled for early september. And with crumbling chimneys, all the historic officers quarters are yellowtagged. They were rebuilt after the 1898 earthquake. Construction was basic. They used redwoods, stucco and pine and steel reinforcements. Reporter these are the issues and problems they know about in vallejo. But firefighters are still going from call to call and building inspectors from the state are helping with the ongoing demand. We are canvassing a lot of the city with a whole team of inspectors and engineers, particularly those areas that are the oldest in the historic districts. Reporter tonight the city council is expected to officially declare this a state of emergency. Coming up tonight at 6 00 well talk about why some of the damage is just now being noticed. In vallejo, Ann Notarangelo, kpix 5. As you imagine, napa aswarming with engineers and inspectors and fraud investigators. Kpix 5 consumerwatch reporter julie watts followed a task force looking for those who are trying to take advantage of some very Vulnerable People right now. Julie. Reporter thats right, allen. You know, here at the red cross relief center, we have seen this disaster bring out some of the best in people. But unfortunately, disaster is also bringing out some of the worst, unlicensed unscrupulous public contractors and public insurance adjustors. Ann is picking up the pieces of her life following the napa earthquake and while she and her neighbors are dealing with the damage, they are also dealing with a steady stream of contractors and others offering their services. They are not supposed to solicit in the park. So but that doesnt stop anybody. Reporter which is precisely why department of insurance and the contractors state license board mobilized the task force and invited us along and was one of dozens educated about unlicensed contractors and insurance adjustors to prey on victims following disasters like this. It is a felony for even the licensed Public Adjustors to try to solicit business within 7 days. Reporter the captain explains thats because independent Public Adjustors have been known to take advantage of vulnerable disaster victims. They are looking to be paid. Reporter while he says it is okay to hire a public adjustor to negotiate with your insurer on your behalf, you should first check their license with the department of insurance. They will give you a verbal warning on it. Reporter then there are the unlicensed contractors. While this one was licensed, investigators found he was also violating the law. Its a violation, not having a license visible. Reporter in addition to checking the license number on the website before hiring them, its also crucial you ensure they have enough workers comp. Insurance to cover all their employees. Otherwise if they are injured then youre going to be on the hook. Reporter now, its also important to remember its illegal for a contractor to ask for more than 10 down or 1,000, whichever is less. You also want to make sure you get at least three bids and you check at least three references for each. Julie, you want to make sure they are licensedded to do the work you need them to do. Reporter exactly. You need to make sure their license covers the work that they are actually bidding. For instance, you dont want somebody with a plumbing license reframing your home. Coming up at 6 00, we have been checking the licenses of several contractors in the area. And what we found actually has the state contractors license board concerned. Interesting. All right, julie watts in napa, thanks so much. Well, those areas devastated by the quake could see a little relief from a neighbor. San Francisco Mayor ed lee was in napa today to inspect the damage. He wants to extend the support to affected areas in the form of Emergency Management and engineering assistance. If theres things that we can do to help the common folks here with their homes and their apartment and wherever they live, we will attempt to do that and i will use my position as the mayor of San Francisco to ask for help and get the corporations that are lucky to be in a position they are in San Francisco to help up here. The visit was also an opportunity for the Mayors Office to see what lessons can be learned by San Francisco. And good news for a teenager who was badly hurt in the earthquake. He has been upgraded to fair condition at ucdavis medical center. 13yearold Nicholas Dillon was hosted a sleepover when the living room fireplace collapsed on him. He had 10 hours of surgery to repair a shattered pelvis. And we are following breaking news from the east bay. Three people have been killed in a freeway crash along 680. It happened late this afternoon at the lake herman road off ramp. That exit ramp is closed for the investigation. It will not reopen until about 8 p. M. Our quake coverage continues a little later. Napa schools get ready to open but mounds of trash are piling up out front. How kids will go back to class among that debris. Bay area residents told, stay indoors. ,,, bay Chemical Company has bay following a a hazmat incid a shelter in pla a shelter in place is lifted in the east bay following a hazmat incident. A shelter in place was ordered within one mile radius of the contractors chemical, incorporated, company on depot road. Gas was spotted blowing from the site around 2 00. Some people in the area said that they felt a little busy. That prompted the warning to neighbors. The fire Officials Say there was no real danger from the chemical reaction. A threealarm fire forced 23 people out of their homes overnight. The fire started and 12 30 on ocean avenue at san jose avenue in San Francisco. Four structures including two apartment buildings and a gas station were damaged. No word yet on what caused the fire. Cops were rolling when San Jose Police nabbed a suspected drug dealer. Officers were recently featured on the show cops. San Jose Police Department hopes the exposure will help with recruiting. Every inch of the turf at levis stadium is being ripped out again. The field installed for sundays 49erschargers game was meant just as a temporary solution. The original field removed after the preseason home opener when players ran into problems keeping their footing. Stadium crews hope to have the new field ready for a soccer match on september 6. A popular spot for summertime fun in the sierra is now off limits. Ucberkeleys closing it off. The school owns the land around four waterfalls known as University Falls in el dorado county. Researchers use it for environmental and fire study. But the school says that that spot has been overrun by fun seekers. Those waterfalls and the natural rockslide attract hundreds of people on warm days. Cal says there was simply too much drink, liltering, other rule breaking goes on and littering. There have also been some deadly accidents there. The school hopes to reopen the site to the public someday. The woman who keeps trying to board planes without a ticket has been arrested again. This is Marilyn Hartman in a Previous Court appearance. Today she was arrested at Sky Harbor Airport in phoenix for attempting to enter a security checkpoint without a ticket. Its unclear how she got to phoenix. She was last arrested in los angeles after stowing away on a flight from san jose. After a couple of days off, the kids will go back to School Tomorrow. Northbound lanes of 280 in San Francisco will be closed over the Labor Day Weekend to replace a hinge. It allows the elevated freeway to move in a quake. The freeway will be closed from highway 101 to king street. At the same time that were doing this, were going to be performing some extreme and deferred maintenance on this structure as well. Its easier to do it when the freeway is closed down. That deferred maintenance is being done to help strengthen the bridge. The freeway will close at 2 p. M. Friday and reopen at 5 a. M. Tuesday morning. Well, the quake couldnt have come at a worst time for winemakers. They had just started harvesting this years crop. Now they have to deal with huge losses of their current stock. Thousands of bottles smashed, entire barrels of wine have been ruined. Some wineries lost half their product. The napa valley makes up about a quarter of the entire u. S. Wine industry. A lot of us woke up to more aftershocks this morning, paul. Yes. You had some updated numbers. The usgs updates things every 24 hours when it comes to the risk moving forward. We know what happened already. Where do we go from here . The numbers are getting better. The likelihood of more significant earthquakes is going down. The risk of a significant aftershock, i know we had that 3. 9 magnitude this morning, the risk of a bigger one thats 5. 0 magnitude or greater over the next week, remember right after the earthquake it was 54 . Thats now down to 12 . Its not zero but it is much lower and that risk that the 6. 0 magnitude quake on sunday was a foreshock meaning something bigger is coming, that was 5 to 10 . It is now down to 2 . The risk isnt nil. But it is decreasing and thats a good thing especially for those folks in vallejo, american canyon, mare island and napa and st. Helena. Sunrise 6 36 tomorrow. So whats going on . We are actually watching a hurricane which may impact our weather coming up this holiday weekend. The hurricane is hurricane marie. It is a big storm a category 4, major hurricane. And some of that moisture will make it in our general direction. Heres the deal, though. The ridge of High Pressure that warmed us up today will act like a wall and not allow the rainfall from whats left of marie four or five days from now from making it to the bay area. So the ridge blocks the rain. But it wont stop all the clouds. We will see rainfall in far northern california. A lot of rainfall if you are planning to hike in the oregon or washington cascades. For us well see some cloud cover. Well get some high, thin cirrus cloud cover so no huge impact on the weekend but things wont be as sunny anywhere in the bay area, especially coming up on saturday and sunday. Many of us want to head outside, it just wont be as sunny. It will be filtered sunshine over the weekend. So afternoon sunshine for everybody the rest of the week. A gorgeous stretch of weather for the next several days. The remnants of the hurricane will lead to a cloudier weekend but the rain, that will stay away likely will pass by to the north. The Curbside Service will run through saturday. Volunteers will also be able to make some deliveries and pickups. With more calls to crackdown on Sexual Assaults in college communities, a group of students is using its skill in the lab to create something meant to fight the crimes. A nail polish designed to detect certain date rape drugs. But as Jacqueline Kelly explains, some experts have serious concerns about it. Reporter many say Sexual Assault and date rape drugs are common on College Campuses and bars. Its like a reality when you go to college and youre a girl. Reporter its so widespread four male College Students decided to come up with a unique way to stop it before it happens. According to the groups facebook page, they created a nail polish called undercover colors that can detect popular date rape drugs like rohypnol, xanax and ghb. You just have to stir your drink with your finger and nail polish will change colors if a date rape drug is present. Its scary. You hear lots of stories about things that happen to girls, drugs, anything like that. And knowing that just because like im wearing a nail polish and i can stick my finger in it, and i can be safe, thats definitely a reason to buy a nail polish like that. Reporter while everyone agrees this is a good idea, experts at University Hospital say it can create a false sense of security. These types of drugs only test a handful of the date rape drugs that exist. Every day theyre changing the chemical formula where labs are having a hard time keeping up with the chemical makeup of these things. So a nail polish couldnt possibly cover everything out there. Reporter what experts do like is that its bringing awareness to a crime thats happening more and more. But students like mary say while empowering women is important, more needs to be done in the way of prevention. We spend a lot of time teaching girls how to learn not to get raped. Instead of teaching boys not to rape. The students who are developing the nail polish say their goal is to shift the fear from the victims to the perpetrators. Experts say with coasters and strauss coming on the market that also test for date rape drugs, it just might work. That was Jacqueline Kelly reporting. According to the students, they are still developing that nail polish and they need more investors. A College Football player becomes a hero injuring himself while saving his nephew from drowning. Well, these kids spent their time out playing at the local boys girls club. The university of Southern California is vetting an injured Football Players story about saving his nephew. Lori perez explains what happened. Reporter at the start of the day the media was poised to highlight cornerback gash shaws heroic efforts to save his nephews life. He told the school he hurt both ankles jumping from the second story of the palmdale apartment saturday night when he saw the 7yearold alone and unable to swim. He does everything the right way. Reporter thats in question tonight after the university abruptly canceled shaws expected appearance to talk about the new york drowning and the coach seemed restrained in his compliments for the senior who days ago was named team captain. I have no reno history to not believe josh in his story and what has occurred. We have a few phone calls contradicting what josh said occurred saturday night. So we are going to continue to vet it. Reporter in a story from the trojans official website, shaw told the university his nephew was shaken up but physically fine and that he himself was treated at the hospital for two high ankle sprains. Neither the palmdale sheriffs station nor the lapd nor l. A. County fire has any record of any rescue call or any contact with shaw or any incident at all involving shaw from over the weekend. Just in this little area, that much stuff destroyed after an earthquake. It was crazy. It was pretty crazy. All 30 of napas schools are deemed safe now. Additional debris Collection Sites being added at vacant lots across the city. And new at 6 00 tonight, images of spilled wine and rubble may scare off wine country tourists. But napa wants people to know its business as usual. The scramble to bring in dollars on a big holiday weekend. Plus, its scary enough for adults.
