He was over the top of her. Looked like he was doing cpr. Reporter crime scene markers were placed next to the two objects the woman held, one in the grass, another on the street. But police did not immediately confirm the objects as firearms. A Police Source familiar with this investigation told me just a few minutes ago that at least one of the objects the object that was lying in the street is not a gun but, rather, a drill like a power drill or a Battery Powered drill. That was painted black to appear to be a firearm. Len ramirez, kpix 5. Were told this was san joses second shooting involving a Police Officer this year. Developing news out of the st. Louis area. Hundreds of protestors are marching on the streets of ferguson tonight. It is the fifth night of protests over the deadly shooting of a black teen. This time the tone is different. Police officers are actually leading the way. They are at the front of the marchers instead of trying to block them. They are protecting the peoples right to protest. So nows the time for healing. Nows the time for peace and calm on the streets of ferguson. The shift in strategy comes as president obama tries to diffuse tensions after a night of protests. Kpix 5s ken bastida live in the newsroom for us. Ken, the president also had a clear message to police to respect these protestors. Reporter he did indeed, veronica. The president says there is no excuse for Excessive Force by the Ferguson Police department. It comes as the citys police chief called the situation a powder keg. He is vowing to change tactics as the town braces for more violence. The governor of missouri announced that the states Highway Patrol officers will be taking control of security in ferguson in an attempt to calm the violence. Ferguson will not be defined as a community that was torn apart by violence. It will be known as a community that pulled together to overcome it. Reporter earlier today, president obama interrupted his vacation on Marthas Vineyard to call for peace in the city. There is never an excuse for violence against police. Theres also no excuse for police to use Excessive Force against peaceful protests. I know emotions are raw now in ferguson and there are certainly passionate differences about what has happened. Reporter those differences have brought violence to the st. Louis suburb for four straight nights. After a ferguson Police Officer shot and killed an unarmed 18 yearold on saturday. Heavily armed officers have used tear gas and smoke bombs against protestors drawing harsh criticism. Police say they were responding to large crowds throwing rocks and homemade firebombs. The Police Department is also drawing criticism for not releasing the name of the officer involved in the shooting of 18yearold Michael Brown and for how its handling the protests. I think that the Police Response needs to be [ indiscernible ] i think that the Police Response has become part of the problem as opposed to being part of the solution. Reporter but fergusons police chief says he is satisfied with the Police Departments response under the circumstances. With the chaos thats going on right now, i am at least happy that nobody has gotten seriously injured. Reporter at a community meeting, one resident blamed the violence on people coming into ferguson to take advantage of the unrest. We know that its outsiders. We know that. But what can we do about that . We cant stop em because were afraid for our lives. Reporter the community and Law Enforcement hope there wont be a fifth night of violence. Yeah, today was supposed to be the first day of school in ferguson but classes have been postponed until monday because of all the violence there. The parents of Michael Brown, the person who was shot, plan to take part in a really with al sharpton. That will be on sunday. Veronica, back to you. Thank you. U. S. Attorney general eric holder says he is concerned about police using military equipment to control crowds. It is video like this that is sparking controversy. Officers decked out in vests, helmets and camouflage armed with highpowered rifles and standing in front of armored tanks. Some critics say it makes ferguson look like an overseas war zone. Bay area cities participated in a National Moment of silence in the wake of the events in ferguson, missouri. In the last halfhour, this group stood on the steps at Frank Ogawa Plaza in oakland. They joined the rest of the nation in remembrance of victims killed by police. In San Francisco it was an emotional moment for many. What about these peoples freedom or humanity . But nobody is saying anything about that. And its [ pause ] people stood with their hands raised, a growing symbol of the killing in ferguson. More than 90 cities participated in this event. New at 5 00, the battle to put out a fire at a San Francisco church. Crews rushed to the building on 20th street shortly before 3 p. M. Chopper 5 shows the firefighters up on the roof of the building. You can also see the burned section of the church there, it was heavily damaged. A second alarm was called shortly a few minutes after fire crews arrived at the scene. They reported flames coming from the top of the church. The mopup is under way right now. All of the equipment in the area is also creating traffic issues on 20th street and nearby mission and valencia streets. A viewer also posted a photo of the fire on twitter. This image is from shortly after the fire started. You can see some of the flames and the thick, black smoke. New information tonight about a very private battle that Robin Williams was fighting and it may provide a clue as to why he would kill himself. His wife says that the actor and comedian was in the early stages of parkinsons disease. While the comedian and actor was very public about his battles with depression, addiction and recovery, he apparently wanted to keep private his recent Serious Health diagnosis. In a Statement Released today, williams wife susan tried to put to rest any rumors that her husband had relapsed. She says, robins sobriety was intact and he was brave as he struggled with his own battles of depression, anxiety, as well as early stages of parkinsons disease which he was not yet ready to share publicly. Parkinsons disease affects the envelope. And a doctor with the va in San Francisco says while there is no cure, there are treatments for the symptoms. Even deep brain stimulation where we can implant electrodes into the brain to improve the motor functions. Its a constant balancing act. Reporter actor michael j. Fox has been very public about his 23year fight with the disease. He is now 52, has a foundation to help find a cure for parkinsons disease, and has been able to return to acting. But Robin Williams was 63 and we can only surmise that parkinsons was a find he didnt want to take on. His wife said, it is our hope in the wake of robins tragic passing that others will find the strength to seek the care and support they need to treat whatever battles they are facing so they may feel less afraid. Just a few minutes ago michael j. Fox responded to the news about williams with this tweet stunned to learn robin had pd. Pretty sure that his support for our foundation redated his diagnosis. A true friend. I wish him peace. Michael j. Foxs foundation is teaming up with santa clara based intel to collect data from parkinsons patients. Now, six people were displaced by the fire. But investigators are telling us it all started in the kitchen. New details, San Leandro Police have released photos of four people wanted for a shooting at the bay fair shopping center. It happened monday after an argument in a shoe store. The victim was shot in the leg in the parking near east 14th street. The suspects are in a silver or gray suv. They were caught on Surveillance Video before the shooting and it appears they knew the victim. The man on the left was wearing a black and red baseball cap. The man and woman to his right both have multiple tatoos. A fourth suspect is a woman who was wearing a gray hoodie with black pants. The warriors are laying out their plans right now to build an arena in San Franciscos mission bay neighborhood. The warriors did give up on their plans for piers 30 and 32 earlier this year and then grabbed the land south of at t park. The community is learning some of the details about the development as for what its going to look like were going to have to wait. The warriors dont expect to have the drawings done until next month. About one million San Jose Water Company customers are about to see their bills jump. Today the Public UtilitiesCommission Approved a long delayed rate hike. Monthly bills will go up about 15 through the end of the year. The extra money, were told, will pay for infrastructure upgrades. We are all getting the call to conserve in this drought, but one bay area homeowner is getting fined for her good deed. On the consumerwatch, julie watts on the turf war with her Homeowners Association. Reporter fran paxton was trying to be a good citizen when she decided to replace her lawn with this drought resistant landscaping. Its a variety of mint. It stays close to the ground. It takes a very little water. It is green all year round. Reporter and she says this newly planned mint will fill in giving the appearance of grass. The Water District was happy. It gave fran a rebate. Her Homeowners Association, on the other hand, not so much. They were demanding that i put in sod. Reporter and we she refused, the Homeowners Association fined her for this. Meanwhile, many of her neighbors lawns look like this. Even though several of her other neighbors have yards without lawns, frans hoa decided her new landscaping had to include 25 sod. I have exhausted everything i possibly could. Reporter she says she appealed the hoas decision and assuming they would be reasonable went ahead with the plans for her new yard but instead of changing their minds, her hoa finedder who stating the yard, quote, would look better with sod. Just seems to me that thats unreasonable. Reporter and real Estate Attorney michael says it may also be illegal. In addition to an executive order from Governor Brown that prohibits hoas from fining folks for not watering their lawns, he says theres also a law that prevents fines like frans. A rule prohibiting the use of water saving plants can be held unenforceable and so it sounds like this hoa could be acting in contravention of that law. Reporter reassuring words for fran who still cant believe she has had to fight for the right to save water. It seemed kind of ridiculous. Reporter now, the twin creeks south hoa declined an interview and would only say the landscaping issue is, quote, not one to be settled through the news media.
