Reporter well, elizabeth, today that alleged prostitute was charged with eight criminal counts including manslaughter and many longtime boaters here at the santa cruz yacht harbor said they had heard rumors about the death but no one knew what happened until today. Alix tichleman appeared in a santa cruz courtroom today wearing handcuffs and red jumpsuit matching her red lipstick. This is tichleman a year and a half ago. We start with a primer. Reporter the alleged killer highend prostitute showing off makeup tips online. Prosecutors reduced her Second Degree murder charge to manslaughter. She is accused of killing google executive Forrest Hayes aboard his yacht after injecting him with heroin. It was all caught on the yachts Video Surveillance system. She was so callous that she literally stepped over the victims body to retrieve her glass of wine and finish the glass of wine as the victim is laying there dying at her feet. Reporter detectives followed a trail of Text Messages and emails between tichleman and the married father of five and arranged a fake date online at a luxury hotel. And when she got here, we threw a Surprise Party for her and arrested her. I no that the guy died. Thats all we knew. Reporter jim moore has worked around boats at the Santa Cruz Harbor all his life. He says people had heard of a death aboard the yacht escape last november but nobody had any idea a prostitute was involved until now. Because the prostitute coming in, the guys a married family man and, you know, it doesnt give a good taste in a lot of peoples mouth. Reporter on her facebook page, tichleman shows her love for the dark side about a week ago writing, its really nice to talk with someone about killing sprees and murdering people in cold blood yes, sad i feel bad for the family and what they went through and what really came of this whole thing. Reporter now, the family of Forrest Hayes told us today that the family had no comment on any of todays developments. As for alix tichleman, she is still in jail being held on 1. 5 million bail. Firefighters battle a building fire in vacaville this morning and make a discovery, a body found in the rubble. Investigators are trying to determine how the person died and what sparked the fire. My head was hit so hard against his mirror that my left side of my brain got pushed to my right side. Reporter she still suffers from the head injuries she got when repeat dui offender hit her biking in 2009. My eye doesnt move. Its paralyzed. Reporter Robert Schiro was released from prison this year. Last week witnesses said he was drunk and driving again. One restaurant refused to serve him. Was heavily intoxicated. They offered to call him cab. He refused, got to his car and hit another parked car. And then he drove away. Reporter the news stunned nelson. It was like my heart stopped. He is a chronic alcoholic. He hasnt shown any remorse. He still smirks at me in court. Reporter nelson is now married with two children and recently ran a half marathon. But she continues physical therapy for her injuries. She would like to see nelson put away for life. He is a menace for society. He doesnt belong on our streets. Reporter well, Robert Schiro was on probation for an earlier dui conviction when he hit nelson in 2009. And in this latest incident he was on probation for that hit andrun when he was allegedly seen drunk driving. Linda yee, kpix 5. We are told Robert Schiro will be back in court at the end of the month for a bail hearing. Its the most serious crackdown on water wasters yet. Californians could have to pay as much as 500 in fines. State officials are stemming up the push for water conservation. If you break the rules, you will either get a warning or a fine. And the state says these rules can be enforced by any Law Enforcement employee. Heres a list of those proposed rules. No washing sidewalks and driveways to the point of causing runoff. No watering lawns or gardens to that point, either. Cars can only be washed with a shutoff nozzle on the hose and only nonpottable water can be used in fountains. The state waterboard will consider the regulations on its meeting on tuesday. The Richmond Planning Commission is inviting to public to weigh in on chevrons plans to expand and modernize their oil refinery. Resistance to the idea has been mounting since an explosion and fire there back in 2012. Anthem blue cross is accused of misleading millions of customers who signed up for Health Insurance through covered california. Kpix 5 consumerwatch reporter julie watts has been investigating similar complaints for months. Julie. Reporter yeah, the Advocacy Group consumer watchdog filed a lawsuit today accusing Anthem Blue Cross of baitandswitch, too, few doctors and other things we have been reporting on. On the website my providers were in network. First three pages of doctors called them up. They dont take any covered california plans. Reporter consumer watchdog points out many anthem customers complained of bait andswitch when they found the doctors they advertised in network when they purchased the plan werent accepting their insurance. Then they found other doctors on the list werent accepting it either. Since february, we uncovered hundreds of inaccuracies and anthem admitted to at least 1,000 mistakenly listed doctors. And thats not including the 100s more in the bay area who may be contracted with anthem but who have chosen not to accept new patients because of low reimbursements from the insurer making it difficult to get an appointment with a doctor and watchdog says anthem is breaking the law. Blue cross violated several california statutes that require Insurance Companies to maintain adequate networks and provide continuity of care for people who are in the course of treatment, uhm, they are supposed to continue coverage for those people. So theres a whole host of state laws that blue cross is violating. Reporter consumer watchdog is suing anthem to key increase the network of to increase the network of doctors. Anthem says it continually works to improve the accuracy of the provider directly and says many of the doctors mistakenly listed decided to join the network. They have added 3800 doctors since january. Its important to point out that not everyone is complaining about their covered california policies. In fact, some say theyre great and coming up tonight at 6 00, why your opinion of those policies may depend on where you live. Youre right. Some people like it. And we dont often hear those we only hear the bad stuff, the complaints. Reporter people dont normally call us saying we have great insurance, do a story on it. But you have heard so many complaints. They had to know this was coming. They had know know somebody was going to sue them. Reporter thats what watchdog is saying. Look, you had years to prepare for this and you should have been prepared.
