Kpix 5s Jessica Flores is live in san jose with the latest. Reporter were on taylor and 7th street, as you can see behind me, theres still a heavy police presence. They are investigating this shooting from last night. What we do know is that two people were shot, one killed. This morning at least one of the individuals may be connected to the Oakland Fire Department. Early this morning, the Oakland Fire Department they are in mourning. Youre looking at video. Around 2 30 a. M. , this is taken of a procession of oakland firefighters heading to the Santa Clara Valley hospital where at least one of the victims was taken. Now, the shooting happened nearing the gordon [ indiscernible ] in san jose. When police got on scene, they found the two victims with life threatening injuries. One of the victims was pronounced dead at the hospital. The other at this hour were told is listed in stable condition. But were still learning more this morning. We do know that one person has been detained but it appears the search is not over. They are still canvassing the area between jackson and taylor on 10th and 11th. There are more details to be learned. Well update you later. It is believed these two individuals shot, one killed, here in san jose last night. May be connected to the Oakland Fire Department. Reporter michelle, police in spain say they have found what could have been the countrys second major terror attack. Five people were killed in a counterterror raid just south of barcelona. Local media is reporting five suspected terrorists rammed several civilians and a Police Officer with a car before other officers were able to stop them. Investigators say the latest incident is linked to the attack yesterday where a van plowed through crowds killing 13 people and injuring 100 more. An american witness showed up just as the attack was happening but asked not to be identified. I heard this just group of people scream, then i looked to my left and i saw a white van. It looked to be as if he was going left to right hitting people at the little stands where people were shopping. Reporter officials in spain say people from 4 countries were killed in that 24 countries were killed in that initial attack. The man behind a Patriot Prayer rally planned for crissy field in San Francisco says he is not an extremist. Joey gibson said he started the group after seeing people leaving a trump rally in san jose last year getting beaten up. He says he is expecting about 500 people at next saturdays rally and thousands of protestors. The next day in berkeley, another group is planning a rally at civic center park. The city is urging the public to stay away saying, quote, doing so prevents those on the fringe from garnering attention to their causes, which is their primary goal. New this morning, the clock is ticking for San Francisco Property Owners to make their buildings earthquake safe to apply for permits. Kpix 5s jackie ward is in the Marina District to explain. Jackie. Reporter this is one of five neighborhoods where a lot of Property Owners have yet to apply for this permit according to the department of Building Inspections. And were talking about very specific buildings here. So were talking about buildings that are three stories or soft story wood framed properties that have five to 15 units or a building thats two stories and has a basement. The Citys Department of Building Inspections says more than 1300 Property Owners who need to apply for this permit havent done so and a lot of them are in the western addition, castro and noe valley, marina, richmond, north beach chinatown areas. The department of Building Inspections says 3500 buildings altogether are in this category. Safety comes at a price. Retrofitting can be hundreds of thousands of dollars. Now, if they dont get one of these permits, the dbi says they will put earthquake warning placards on the buildings and also notices of violation. This deadline is september 15 for the Property Owners to get that permit. In San Francisco, jackie ward, kpix 5. An oakland raider may be out against the rams. So sun is expected to come out a little bit sooner than what it has. Lets talk about the eclipse. So theres a 50 chance of getting to see it if the cloud cover clears up in time. You dont want to expect it to, though, especially if you are right along the coast, of course, where the clouds always like to linger around the bay area things still cloudy right when that Solar Eclipse comes through. We could get the best view. But by monday eastern portions will be clear. Heres what to expect with the winds. Well get this activity increasing actually. We are going to get the winds to gust to 30 Miles Per Hour. Again, we are going to get that early clearing of clouds today. And through tomorrow. So the sun will come out and make things warmer. Plowed his van into a crowd of people yesterday the latest in attacks using vehicles as weapons. Jane ferguson reports from barcelona. Reporter kenny, scenes of absolute defiance here on the streets of barcelona. This is the site of that attack. And thousands of spaniards have shown up today to condemn the terrorists. They have also been chanting, we will not be afraid. Thousands gathered for a moment of silence in barcelona this morning to remember the victims and the injured. Counselor terror officers continued their investigation into thursdays deadly van attack. Overnight, Police Killed five people in a counterterror raid just south of the city in the resort town of cambrils. Authorities say the men were wearing fake explosive belts. Before being gunned down by police, the assailants hit several civilians and a Police Officer with a car. Investigators say this incident is linked to the attack earlier in the day in barcelona where a van plowed through crowds in the historic las ramblas district filled with tourists. An american witness who asked not to be identified arrived just as it was happening. I heard this just group of people scream, then i looked to my left and i saw a white van. Reporter officials in spain say citizens from 24 countries were among those killed and injured in barcelona. Kenny, were also getting reports now the first report of the person who is being named one of the first victims to be named in the attack here in barcelona. It was an italian father of two. He was here on holiday with his partner and two small children. His name was bruno gulatta. Reports are emerging that he was here on this street whenever the attacker drove down with a van and hit him. He is believed to have been holding his 5yearolds hand at the time and his partner saved the child but he couldnt escape. Thats unfortunate to hear. Jane, authorities have also been giving updates throughout the morning on the conditions of the victims. What else have you heard . Reporter we know now that in the two attacks because of course there was one here in barcelona and a similar van attack in a coastal town just about 60 miles away, we know now that 130 people have been injured. 17 of those people are believed to be critical. Now, the police the authorities here in spain say they have made a fourth arrest today. Its not clear if that arrest is the driver of the van. Earlier in the day, they had said that they are still chasing one wouldbe attacker. And that person they believe to have been the driver of the van here in barcelona. Closer to home, organizers of upcoming festivals are on high alert after the attack in barcelona and say extra security measures are needed. Reporter this weekend, oakland will host the 17th annual art soul festival and organizers anticipate 30,000 people are going to show up. Street closures start this morning around 9 30 so organizers can start setting everything up. They say, theyre stepping up security in light of the recent attacks. Staff will be checking bags of everyone trying to enter the festival. Also, Oakland Police will have a visible presence at the festival. Organizers say they are in touch with Intelligence Officers and so far, there are no known threats to the event. Other recent festivals have stepped up security measures, as well. One of the victims, a 30year old off duty firefighter, was pronounced dead at the hospital. The other, 26yearold offduty oakland firefighter was listed in stable condition at this hour. In the meantime for drives, you can take south tracy boulevard or stick to byron highway to get around those closures. But keep in mine, theres a couple of accidents along i5 if you are heading towards stockton that have major backups as well as in french camp.
