The assembly voted last night to extend californias cap and trade program through 2030. It requires companies to buy permits to release greenhouse gases. And the bill finally made it across the finish line with the support of one republican senator. And a handful of Republican Assembly members. One g. O. P. Assemblyman says he voted yes despite the pressure of what he calls fear tactics. Out of fear of what . Our job is to have the guts to stare them in the eye, and say you know what . My job is to have the back of my friend, my neighbor, the guys that i go to church with. Several democrats in the Legislature Opposed the measure saying it doesnt go far enough at reducing emissions and holding polluters accountable. One of the biggest concerns from critics. The bill is expected to create a spike in gas prices by up to 64 cents. Today, bart officials are set to discuss an issue of putting the agency under pressure. About rider safety. Reporter that will certainly be a big part of the discussion today. When the bart Safety Committee meets this morning, and they discuss some of the recent crime day that has been coming in. It doesnt look good for bart. And so they are continuing to face questions about how they handle crime on trains. As they face a shortage of officers. With the new expansion, to san jose, bart should have about 224 cops, to serve the 109 miles of line but today they only have 178 officers. Our numbers relatively remain the same. Our staffing amount, and our ridership has doubled and that is an ongoing issue now, that we are dealing with that. Reporter the lack of officers was one reason given for why bart started pairing back information given to the media about crimes being committed on the system. And another reason. In a memo, bart officials said that press releases on crime could unfairly affect and characterize riders of color. While bart has gotten a little bit better about reporting crimes. In fact, when the fire started, it started spreading up hill. Which means it moved away from homes. So right there, that is the good news. I can show you what is happening right behind me here, we are pretty high up in the foothills, and right now fire crews are blocking off a specific area, so that fire trucks can move in and out, as needed. Now, this did burn about 10 acres near the mountain winery. A very popular music venue out here. I just spoke with the batallion chief over the phone as we were driving to the location and he said right now the fire is 40 contained. 150 firefighters have been battling the flames that started around mount eden road. And many people in Santa Clara County including myself got an Emergency Alert on my cell phone to shelter in place if youre in the specific area. To get heavy machinery back here to get through the narrow and winding roads. We spoke with one woman who said the flames came within a half mile of her home. We saw fires before in the area and we know they can spread quickly. So i was certainly nervous. But again, as of right now, they are saying absolutely no structures are being threatened. And one other thing, they said there has been an incident with a drone out here. Repeal of the Affordable Care act. For year, the topic of republican priority appear to be dead in the senate. Two more republicans said last night they would vote no. That leaves the g. O. P. Several voteses short and for more insight we turn to our washington insider mark sandalow. Always good to see you. Is this the end of efforts to repeal obama care . Maybe. How is that for a good answer for you . The problem is in the complications of the way the u. S. Senate works. It is definitely the end of efforts to replace obama care for now. The senate was using this procedure, where they could avoid a filibuster by attaching it to a budget bill. And now, it is clear that there is going to be no legislation to replace obama care in time for this years budget bill. And so the effort to replace obama care, dead for at least a year. And that doesnt mean the effort to repeal is dead. What the president is suggesting you do is simply say it is repealed. Go away. And they cant really do all of that, but then you can say two years out, would will replace it with something. A lot of republicans, certainly a lot of democrats, say that would be irresponsible thing to do, without a plan in place. But replacement is dead. Repeal lives on. So if obama care is unpopular and repeal is so central to the g. O. P. Platform, why couldnt they get the votes from within the Republican Party . Ken, it is a good question. It is important, because what the republicans have done for the last seven years, and trump gives this emphatically for the last two, is reduce it down to a Bumper Sticker and that Bumper Sticker was repeal obama care. It wasnt an alternative vision of what health care ought to be. They talk about private markets. But we tried private markets. Boom care obama care depends on private markets. What is the alternative to obama care . And without anything, they couldnt get it done. By the way democrats have a similar problem. Think for a moment about what democrats, when this say no, no, no, lets fix obama care, lets not repeal. It what do they mean by that . By fixing obama care, you know the democratic plan, the truth is, this is a much simpler bump abouter sticker than a policy. Bumper sticker than a policy. President trump had bold words about his accomplishments about the First Six Months in office. And mark, our question is how far off is he . You know, so i dont think you can do any better. Lets listen what he said. He wasnt hedging on this very much. Take a listen. We signed more bills and im talking through the legislature than any president ever. For a while, harry truman had, and i think we have everybody, mike. I should say think. Otherwise they may something about it. So ge peto had better get better. The pinocchio, the Washington Post awards they give out for untruthful statement. Here are the statistics. July 17, donald trump, President Trump, had signed 42 bills. And more than any president in history. Assuming he is just talking about the First Six Months in office. Carter had signed 70. Bush, 55. And clinton 50. And fdr, truman had all signed more. And 42. And it is assuming a way to measure success, quantity rather than quality of legislation. But according to Donald Trumps standards, he is a little below average for the last centurys president s. The Oakland City Council takes up a resolution that could officially cut all ties between the Police Department and immigration agents. Now, it is an attempt to fight back against President Trumps crackdown on illegal immigration. And in the past month or so, the Privacy Commission and the Safety Committee both already voted to recommend canceling the agreement between the Police Department and immigration and customs enforcement. In 2016, under the obama administration, they signed an agreement with i. C. E. That allows Police Officers to act as i. C. E. Agents. According to opd, they have done had any agreement, and still the agreement conflicts with the city policy and status as a sanctuary city. But opd says the agreement was not intended to enforce immigration laws but to go after the human traffickers and smugglers. And according to the express report, the new opd chief didnt know about the agreement. Until just recently. Now Council Woman Rebecca Caplan is sponsoring the resolution to terminate the agreement. We dont want i. C. E. Using opds information to target people based on immigration stat us. Another issue going before a full vote today, an order nance with the Council Member lynette mclevainy that would make all federal agreements along with those in the fbi fall in line with the citys sanctuary status and the citys policies. And 50 firefighters have been involved in battling the flames that started around mount eden around, burning 10 acres around the winery, a popular music venue. There is a concert tonight. Chances are you got an Emergency Alert yesterday afternoon asking residents along mount eden road to shelter in place, and crews say that was to keep people off the road so they could get the heavy machinery back there to fight the fire. A hearing is scheduled in a few hours for one of the oakland Police Officers implicated in a high profile sex scandal. Prosecutors are asking the judge to allow them to change the criminal complaint against Ryan Walterhouse to allow them to refile felony charges which were thrown out last week when the d. A. s office refused to reveal the identity of a confidential informant in the case. Walter allegedly gave information on fbi sting operations to the underaged sex worker at the center of the scandal. Later today, Oakland City Council members will be making a final vote on a flavored tobacco ban. If passed, flavored Tobacco Products can be only be sold at stores offlimits to people younger than 18. And opponents worry that some shops will lose thousands of dollars if it is approved. The annual report of the board of trustees is out. And the sobering numbers. Here is Business Analyst jill schlesinger. Politicians sometimes say that Social Security is going broke. And it puts a lot of fear in us. Is it . Reporter no. And here is why. Because Social Security is a pay as you go system. It is funded by payroll taxes. The fica line item on your pay stub. Each of us pays 6. 2 tax on earnings up to a limit. Thats called the Social Security wage base. Right now 127,200. You and your employer pay. It self employed you have to pay 12. 4 up to that amount. And remember, the money you pay today is not really yours. It is earmarked for the current retirees. But for decades, the government collected more money from taxes than was necessary to fund Social Security obligations. That created a surplus and that is essentially what the Social Security trust fund is about. The surplus that builds up over time. So jill, what is exactly happening to the fund now . Well, you can imagine the reason why that fund builds up is because baby boomers were paying into the system, right . This huge generation. Now theyve got older and they are starting to tap Social Security. So the costs are now exceeding the income. And that means surpluses are shrinking. So without any changes, the trustees project that the fund is actually going to be depleted in 2035. And now, actually, there is still going to be millions of americans paying into the system. But only enough folks are paying in to pay out 75 of promised benefits. So that means if you were expecting 2,000 a month in 2035, the payout would shrink to 1500. Dont panic. There are ways to fix the system. Congress could increase the Social Security wage base. They could also increase the amount of the payroll tax. Or maybe slowly increase the full retirement age. There are two other ideas floating around that are much less appealing. Needs testing benefits which is very hard to enforce and you can say we will cut benefits but that is highly unpopular. New this morning, water levels at the Truckee River in tahoe have fallen so much, rafting is no longer a given this summer. Dozens of people have been turned away with two truckee rafting companies forced to close their doors. One business that typically hires 80 people says it regrets all of the lost jobs and it says the trouble stems in part from the lakes dam releases. With little demand on the nevada side, the dam cant be opened and some visitors are not pleased. We came up here with our families, that came specifically in from bruferls brussels, and we were disappointed. It kind of dragging along right now. And one truckee rafting company says all told, it had to cancel more than 50 reservations. Today, the Oakland City Council could decide whether to have the Police Department cut ties with federal immigration authorities. Jessica flores is live at Oakland City Hall to explain. Jessica . Reporter thats right, the city council is taking up a resolution today, voting on that resolution, that could sever any ties between immigration officials and the Police Department.
