Look at these temperatures inland, thats where we should be for this time of the year. Where we shouldnt be is back into the 100s. And we will be. Well talk about when later. Quite a bit of activity for folks making their way on 101 into San Francisco, an accident approaching cesar chavez street. Its involving a big rig and couple of other cars. One lane blocked. Emergency crews are just arriving. You can see speeds below the limit at 45 Miles Per Hour. Use the 280 extension as an alternate. Over at the 101 area in the north bay, a sig alert has been canceled. Southbound 101 continues to see slowdowns, speeds down to 25 Miles Per Hour as you approach highway 37. Thats a bit sluggish, as well. Right now in downtown lafayette, crews are working to control hot spots after a massive building fire. Reporter firefighters have been here since midnight tackling the flames here. Take a look behind me. Right now what theyre doing is hosing down the building working on mopping up and taking out hot spots. The building is basically an Office Building. This is where people go to work. No one lives there and no one was injured. Its actually two buildings. The restaurant which is connected through a breezeway to an Office Building that houses the chamber of commerce. Ken bastida was actually on the way home after the 11 p. M. Newscast when our anchor saw the flames. These flames were seen for miles all the way in pittsburg some people reported seeing them. He took this video. The fire started at midnight. It was a threealarm fire. Firefighters quickly tackled the flames knocking the fire out within the hour. We also got some other video from folks who live near the downtown area. They could see those huge flames shooting in the air in the middle of the night. People were standing outside taking video of the fire watching as the building burned. Now, Contra Costa County Fire Protection district Officials Say the estimated damage from this fire just at this point, 1. 1 million. Now, guys, they are calling this a total loss and, of course, as the sun comes up well be able to see the building more. But from my point, its completely charred at this point. A total loss, no injuries. Initially there were some evacuations. But folks have been let back into their apartments around this downtown area. A federal judge is laying down the hammer against the opd in a case involving a teen who was sexually exploited. Jackie ward has more. Reporter for years, the Oakland Police department has had major issues in the sex scandal involving a minor. It seems to have been the last straw for the federal judge in San Francisco. He is retiring next month and handing over his civil rights case with the Oakland Police department to judge william orrick. Oakland officials are now required to hand in a report by september 15 on an investigators findings on the investigation involving an underaged prostitute. Jim tannin is the attorney for the plaintiffs and says the Department Needs to face consequences for what he considers a botched job. They must be investigated. They have to be held accountable. In 2015 an oakland preliminary committed suicide explaining in a note how officers were having sex with a minor. Oakland police told the court about the suicide but not the note. In march 2016, the court found out about the note and ordered a new investigation by an outside law firm. They said opds investigation was wholly inadequate and defective. Judge orrick will have another hearing in three months. An update is expected this morning in the case of four young enemiesing in pennsylvania. Authorities say that the remains of one has been found in a 12foot grave. 20yearold cosmo denardo is a person of interest. The remains of a 19yearold missing man were found on the 90acre farm opened by denardos family. Officials say that other remains were also uncovered. Investigators are working to find motive but they say they have fought time charging denard doe for allegedly trying to sell a car owned by one of the missing men. Slowmoving storms are causing severe problems in the midwest. The weather systems have caused major flooding in states like wisconsin. Authorities were forced to shut down several roads as the water kept rising even submerging some vehicles. A milwaukee man says it took just minutes for his basement to flood to the ceiling. I went downstairs and theres a bedroom down there with a fourfoot window and the water was up to that point. The storm is being blamed for at least one death after a sixyearold boy drowned in an Indiana Creek on tuesday. Later today officials will be reviewing plans to open a medical Marijuana Dispensary in San Francisco. We hold the teachers hands while they learn band saws and drill presses to make their own versions of exploratorium exhibits. Reporter a former Science Teacher in the bay area now volunteers in the workshop. On this day, he is helping teachers make an inexpensive microscope using a smartphone. They see the teachers empowered, they can do it. In doing that, it makes the students feel more confident they can do it. Reporter 85 of the selected teachers are from the bay area but the program also reaches out to School Districts around the world that dont have resources like this. Maybe i wouldnt be able to do it back in my country, but when i saw all the version of what we have, thats pretty exciting. The greatest thing is to go out with the experts to the floor to see the exhibits and see how we can bring that back to the classroom for our kids. So this is a part of an intensive threeweek Summer Program for the teachers but the exploratorium runs the Teacher Institute throughout the year with the same goal to expand science lessons in the classroom and ultimately the students benefit. They do. And its really cool that teachers get summer camp, too,. They get paid and get a stipend for attending this institute. They deserve t we want to know whats cool about your summer camp . Had some lanes blocked 101 at cesar chavez. Now, thats been cleared off the road there. And speeds are starting to come back up. But right now, still just under the limit there right around 50 Miles Per Hour. An earlier sig alert this was along 101 101 has been a hot spot this morning southbound near atherton, traffic was bap last check. All lanes are cleared but your ride still in the yellow 50 miles an hour. This is a big accident now that were tracking involving a mail truck. This is a mail truck northbound 29 at tower road both northbound lanes belonged, mail all across the road. This is a big mess and it could take a while before they get it cleared up. People may not be going to work today because that building houses a lot of Different Things from cpa, theres a waxing facility in there. We went to third alarm immediately because of the volume of fire that we had and also the proximity of the other structures just adjacent to it. We knew it was a big fire and would take a big operation to bring that under control. Reporter they did evacuate nearby apartments. Those evacuations have been lifted. People are back in their homes. The estimated damage for this fire, 1. 1 million. Its a total loss. Firefighters are mopping up hot spots. The fire is under investigation. Jessica flores, kpix 5. In butte county, crews are finally getting the upper hand on a massive wildfire. We now know it is 70 contained. The wall fire has burned more than 6,000 acres near oroville. Cal fire says dozens of homes have been destroyed. Several towns were evacuated but residents are finally able to return home. We talked to one family as they prepared to assess the damage. As i was coming up the road, all the houses were not here and kind of here and there. My stomach was sinking. Then you saw it and what . Oh, thank god somebody is looking out after us because our house is here. But i hated calling my neighbor and letting them know that your house is gone. More than 1,000 firefighters are helping out. One of them snapped this picture. It shows them surrounded by the flames, saving an american flag. Roberta has been keeping a close eye on the conditions there as firefighters continue to try to contain that fire. We have certainly good news today with that 70 containment because this weekend we are going to soar back into the triple digits, humidity lowers, winds pick up, and thats not good news for Fire Fighting efforts. The eastshore freeway still moving right at the limit in the green. We havent seen the backups spill on to that but those cars back up towards the foot of the maze. So give yourself some extra time. 20 minutes from the maze into San Francisco. Could be longer because we are tracking a couple of problems as you make your way across the western part of the span heading into San Francisco. We have report of a crash westbound 80 at the fremont street exit in the eastbound direction reports of a car stalled blocking one lane approaching treasure island. And also, a new crash reported eastbound 80 just before 4th street there right near 5th street so one lane block. Thats that last exit of San Francisco. Do expect delays. We have had a number of problems along 101 near cesar chavez thats been cleared and the sig alert remains in effect for drivers heading through napa northbound 29 at tower road both northbound lanes blocked due to an overturned truck. In the past two months, two mobs of teens attacked and robbed riders at east bay stations. Bart refused to release Surveillance Video of the incident. In an internal memo from bart the system general manager argues releasing it could create racial bias. A federal judge has issued a deadline to Oakland Police after the sex scandal that rocked the department. Kpix 5s jackie ward joins us with details on this ultimatum. Reporter this judge has had it. This warning comes after more than a decade of the Oakland Police department having major issues. The latest scandal with an underaged prostitute seems to have pushed this judge over the edge. In september, 2015, the Police Officer committed suicide and left a note describing how other officers were having sex with a minor. The Oakland Police department didnt tell the court about the note. So six months later when the court find out about it, an independent investigation was ordered in which it found the department, quote, defective. John burris is an attorney for the plaintiffs. After years on this case, he is remaining cautiously optimistic. I hope this is as i said in the court, this is deja vu all over again, meaning that we have had many hearings over 17 years with the Police Chiefs good faith intention would come before the court and tell them all the great things they were going to do and then nothing happened. Reporter the judge at the helm for most of the years is retiring next month and judge orrick will take over. A report is due on september 15. The judge will have a hearing in three months. Thank you. The California Coastal commission came to an agreement with cemex to stop taking sand north of marina in monterey county. If the agreement is approved at todays hearing, cemex will cap it at 240,000 tons a year for the next three years. It will completely stop operations by the end of 2020. A sunnyvale companys latest Drone Technology is taking selfies to some new heights. The handsfree device is called the air dog and it follows your every move. The air dogs tracks your location from the air using a bluetooth wristwatch. It keeps the camera pointed at you the whole time its flying. But the air dog is in a gray area of law. The faa requires a line of sight of the drone at all times and you must be able to take control of it at a moments notice. Experts recommend using it far away from people and airports. New this morning, for the first time, the uc system is moving toward allowing all of its campuses to consider letters of recommendation in admissions decisions. Ucs nine undergraduate campuses handled nearly 210,000 applications last fall. Uc Officials Say that the letters will help students stand out in a crowded field of applicants, but critics say the proposal will hurt students without access to teachers who could write persuasive endorsements.
