A new Healthcare Plan passed the house. Kpix 5s anne makovec joins us now to tell us the impact it may have if it becomes law. Reporter this plan would mark a sea change in what americans would expect in healthcare coverage. That is of course if it gets through the senate. The changes in the house plan are profound. The measure would provide tax credits to help people buy insurance. Many low income and Older Americans would get less than obamacare currently provides. It also allows states to opt out of obamacares protections for people with preexisting conditions. Replacing them, instead, with federally funded high risk pools. There would be big changes to medicaid. After 2020, no new enrollees would be accepted. The bill scraps the federal mandate that everybody must enroll in healthcare or be taxed. Premiums will come down substantially. The deductibles are going to come down. Reporter nancy pelosi calling it robin hood in reverse. Democrats already gearing up to use the issue to take back control of the house in next years midterms. You had every provision of this bill tatooed on your forehead. You will glow in the dark on this one. The bill now heads to the senate where it is likely to undergo substantial changes. But not before the Congressional Budget Office determines its cost and impact, which will be helpful. Speaking of impact, a lot of people are wondering how it will affect them. Reporter the vote in the house is so very slim and the republican majority is even slimmer in the senate. So several gop senators have expressed qualms about the house bill. The Transportation Safety administration has issued a new security alert warning the nations Trucking Companies and their drivers about the use of stolen trucks. The tsa says terrorists could be planning to steal the trucks with the intention of using them as killing machines the 6page report obtained by cbs news references 17 known vehicle ramming attacks worldwide in the last three years leading to at least 173 deaths and more than 700 wounded you think we are going to be seeing more of this kind of attack . Were live in the outer sunset where the sfmta is proposing a lot of changes for this area that they say will make it safer and add parking for people. They will have a hearing this morning. Lets show you the spots they are talking about. If approved, the stretch of the area between 39th and 40th would get striped bike lanes in both directions similar to what you see here on ortega street. The sfmta will give bicyclists a little more room to ride on. Further down vicente between 44th and 46th, the city will change them from parallel to perpendicular to add more spaces. One resident says by making them perpendicular it will allow more cars to park here. But at a price. It goes further into the street plus the bike lanes, i think its going to increase how fast cars drive and in my opinion i work in the tenderloin, more cars, more obstruction, more crime. Those parking spots that were adding in were at the request of community petition. People said that there was a need to kind of change the way that the parking works in the area so by adding perpendicular parking we were able to add five parking spots in the project area. Reporter another slight change that would happen here between 39th and 40th, while the angle of the parking spot wouldnt change, how the drivers would be forced to park would. Instead of parking front in, the city says by parking back in, it would actually make it easier for drivers to see other traffic as they leave the space. So nothing is sentenced though yet so they are having another public hearing this morning at 10 a. M. At city hall. And if approved, the sfmta will discuss that at a board meeting. And only on 5, we are getting our first look at that art display that will grace the top of the tower. The electronic display will have 11,000 l. E. D. Lights with varying colors and designs. A video projection will show scenes from around the city. At 1,000 feet high, or 61 stories it will be the tallest public work of art in america. Unlike other light displays, this one will be soft and muted and thats the point. Instead of looking at the harsh lights, they face the wall or in the case of the tower, they face the side of the building. Researchers are trying to figure out what is killing so many sharks. Leopard sharks are dying off in droves like this one that washed ashore in burlingame yesterday. So from a conservation perspective, its very serious. Its not critical. This is timed with their annual breeding cycles. Tests show a viral and Fungal Infection is somehow making its way into the sharks brains. Researchers think rain runoff is causing the problem. No word from fish and wildlife officials. Parents are camping out to sign up their kids for after school programs. Returning families are preregistered. The parents in this group are hoping to get the remaining spots. Well, for me, for my program, im actually number 2 on the list. And its, like, 10 spots. M. These programs are especially important for working parents. Instead of propping their kids in front of tvs or sending them to grandmothers, they can go here and engage with other students. Republicans are also moving forward with a plan to dismantle financial regulations created after the 2008 crisis. The reforms force u. S. Banks to hold much higher capital and create a plan to unwind in case of a total failure among other rules. Yesterday, a House Committee advanced a bill to allow banks to avoid many of the tougher regulations. It would also allow congress to defund the Consumer Financial protection bureau, a Consumer Watchdog Agency created after the 2008 meltdown. We anticipate it to reach 2 feet above flood stage by this afternoon as it peaks before it begins to descend. This is all because the absolutely worst thing happened. We went from the rainy season to summer. We didnt have anything in between. So therefore with the hot weather, we have a quick, quick melt of the snowpack in the yosemite area as well as in the tahoe region. Lets get right to our forecast right now. Generally, when i shared this view with you, we could see all the way to the bright lights of the port of oakland and also the estuary of oakland and we just cant see much right now at all due that layer of low clouds and fog. There are new details about a murder in san jose. We now know a Silicon Valley executive and his wife were killed by their daughters ex boyfriend. Officers were called atoa home in the willow glen neighborhood called to a home in the willow glen neighborhood last night and found the suspect. A Police Source tells kpix 5 he is mirza tatlic. Police say his failed relationship with the victims daughter is likely the motive. She recently moved to boston to reportedly get away from him. On wednesday night, police say he went to her familys home, took her brother hostage and shot and killed her parents. And its just a tragic, tragic, um, incident perpetrated by evil. The 13yearold brother was released unharmed. Police shot and killed the suspect this Morning Police need your help to identify three suspects wanted in connection with a violent protest in berkeley a few weeks ago. Take a look at these men. Officers say that they were all part of the demonstration but more specifically are wanted in connection with a violent attack that happened there. If you have information, call berkeley police. 20 people were arrested last month when protestors clashed in Civic Center Park last month. No one was seriously injured. Were hearing from a student targeted in a racist sexist social media scandal at albany high school. [ indiscernible ] picture of cottage cheese saying i was lumpy. She says since the pictures came to light she is struggling to concentrate at school. To make matters worse, four of the students who circulated the post are now suing the school district. They say their suspensions were a violation of their right to free speech. Parents of the victims are outraged you dont have a First Amendment right to promote a hate crime. Some of the posts circulated by students showed African American students photo shopped with nooses around their necks. The sfmta is trying to make things safer but they want input from people. Reporter the block were standing on in the outer sunset is one small part of a much bigger plan that the sfmta has for this area. There are a lot of little changes that the city says will make a big difference if these get approved. So right now, you will see what are called share arrows on the street that indicate where cars need to be aware of sharing the road with bicycles. One change between 39th and 40th would get stripes in both directions and then between 44th and 46th, the city wants to change these parallel spots to perpendicular ones in order to add more spaces. But some spaces would actually have to be taken away for what the sfmta calls daylighting. Its cars about to make a right turn at an intersection or proceed straight through, if they cant see a kid under 5 feet, 4 feet tall because they are hidden by a parked car, thats not a safe situation. Reporter so to make it safer the sfmta says by removing the spots on the corner of intersections by schools, drivers can more easily see people in crosswalks oncoming traffic and kids walking to or from school. So like i said earlier, this is just one small piece of a much bigger plan and agenda that they have for the city. Reporter well, we all know how expensive child care can be here in the bay area. Thats why these folks are camping out. I want to give you a live look at what were seeing. There are tents here. Some parents have actually walked up to the parks and rec building. They are waiting in line hoping to get their kids on some before and afterschool programs. But registration doesnt open here until 7 m. The city parks and Rec Department is offering the program to city students kindergarten through fifth grade each school has its own program and some just have about 10 spots. Returning parents are preregistered. They will have waiting lists for those who dont get a spot. What does it feel like for you as a working parents to do this in order to get an afterschool program. Its crazy. Its crazy. We live in the Silicon Valley. Were on the peninsula. Theres loads of money. It seems like there should be programs available that are affordable. Reporter and that woman tells me for her to get child care every day for a month it would be like having a second mortgage. So obviously these parents really wanting to get their children on the spot. Parks and rec says the programs are designed to provide academic support. They also have a playbased curriculum and guys, these programs arent free. They cost about 400 a month for the parents if they have their children in these programs five days a week.
