Its the final day of march. Im anne makovec in for michelle. Im kenny choi. We are getting new details this morning on a proposal to change the way all californians get healthcare. And its a version of a plan that we have heard before. Sandra osboe joining us live now to explain. Good morning. Reporter good morning. Yeah. Single pair Healthcare Systems have been proposed before in california. They didnt gain voter or governor approval though. Now, this new proposal is called the healthy california act or senate bill 562. Details just released by senator ricardo lora. The plan would be for all 39 million californians including medical, emergency, dental, vision, Nursing Home Health eliminating copays and deductibles. It would allow californians to choose their doctors from a list of providers and would cover californians while nowere proposals for single payor systems in 2009 and 2011. They both failed. But the California Nurses Association says in a statement theres been a Seismic Shift in our political system through grassroots activism. We have an inspired motivated base that will make its voices heard. Those posed are going to be concerned about the cost. The single payor proposal in 2007 was estimated to cost 209 billion which would have been meant significant wage tax hikes for employers and employees. But for this new proposal that cost or Financial Plan remains to be seen. Thank you. A single holdout is standing in the way of nearly 4,000 former Trump University students getting back most of their money. Yesterday, a judge called the 25 million settlement fair. But said needed to consider the objection of a student that didnt want to participate. The settlement was agreed to in november but still needed court approval. The university was created back in 2005 and promised to teach students investing techniques. It closed in 2010. The Sierra Snowpack is the best its been in years. But that could mean trouble when the weather warms up. The latest manual measurement shows the snowpack at 183 of normal. So the resulting runoff is going to be well above average too and that means a lot more water making it down to an already stressed Flood Control system. We are concerned with the snowpack above our reservoirs particularly were concerned with the Central Valley reservoirs on the San Joaquin River system including new molones, don pedro, new exchequer, bryant and pine flats. Most of the reservoirs are filled into their flood space and thats an area built to hold excess water in storm events but that water will eventually need to be released. So i suppose this is one of the negatives that comes with the intense winter that we have had. Is this something we need to be concerned about . Absolutely. We have been talking about this for quite some time in the weather circles. Its just now being vocalized because when you have that much snow and then you have the sunshine and the warming of the temperatures, youre going to have runoff. No doubt about it. Is this going to happen all at once . No, temperatures this weekend are already into the mid50s even approaching 60 and we have already had a spell of that as well so were seeing the gradual, um, runoff. But well continue to see in the month of march, the sierra saw 4 to 7 feet of snow alone on top of the epic season that we have already had. That water has to go somewhere. So it is of concern. It bears watching. Oh,. For us here locally we have a warmup, as well. Good morning. Lets get to it. Our live hidef Doppler Radar doesnt indicate any rain right now so what we are going to share with you is our clear skies. We had rain this time yesterday.
