San jose Police Officers say that they opened fire on a man last week after he pointed a caulking gun at them and they mistook it for a real weapon. Police were initially called friday afternoon for a naked man chasing children. New this morning, San Francisco is blocking City Employees from traveling to south dakota to adopt children. Earlier this month, south dakota passed a bill protecting faithbased adoption agencies that wont place children with homosexual couples. Its part of an ordinance that blocks travel to states that approve legislation discriminating against lgbt people. President trump has released his budget blueprint for fiscal year 2018. Cbs News Business analyst Jill Schlesinger is here to break it down. Explain the difference between the deficit and the debt. Reporter yes. Absolutely. Because we want to get the terminology down. The deficit thats the annual calculation that finds the difference between what the government takes in and what it spends. Think of it like your familys annual budget. According to the congressional budget office, the deficit for fiscal year 2017 is projected to be 559 billion. Thats about 3 of gross domestic product. Now, the debt, thats a total amount that you borrow year after year think of it like the outstanding credit card balance. Hey, i borrowed to fund that deficit. Right now, the total National Debt stands at 20 trillion. Its divided into debt which is held by the public, thats about 14. 5 trillion, and debt that the government essentially owes itself 5. 5 trillion. So jill the trump proposal provided some details about spending. What did it omit . Reporter well, the plan actually outlined the very big changes to discretionary spending. And that includes most defense, education, transportation programs among others. And that kind of spending is determined through congressional appropriation. But the plan left out any mention of mandatory or nondiscretionary spending. Thats governed by law. It includes things like entitlement programs social security, medicare, medicaid. Also, unemployment insurance. Federal retirement programs. Student loans. Deposit insurance. Whats important about this mandatory side, its about 60 of all federal spending. And so the fact that it was left out probably means that this budget blueprint is not really going anywhere. They rarely do when they come from the president.
