So thats not bad. Yesterday we had 71 degrees in pleasanton. 60s across the northern portion of the bay area and in the far reaches in the low to mid60s. Yesterday, state official told nearly 200,000 evacuees they could return home for now. But be prepared to leave again in case the dam spillways dont hold. Right now no estimated time of those lights coming on. On 80 westbound from the carquinez bridge will take about 20 minutes. Then expect about a 15minute drive across the toll plaza into downtown San Francisco. Moving over to a lot of red arrows at the Altamont Pass moving at 30 Miles Per Hour along the way here so north tracy boulevard to the Altamont Pass will take about 40 minutes. Reporter good morning, kenny. I am standing on the shoulder of highway 37. This is one of the lowest lying highways in the state. In fact, take a look at how close the water is to the shoulder where im standing. Now, this highway is prone to flooding during heavy rain and king tides so crews are doing what they can to make sure that that does not happen as often. So whats closed . We are talking a threemile stretch along the fourlane highway between 101 and and atherton avenue. Its closed during the recent storms but while crews are working on the roads, that means traffic is detoured through novato neighborhoods. Residents say its been a nightmare. If you tried to back out your car during the daytime here especially in the morning these cars are flying down here all day long. There have been some close calls. We were already halfway across the street. I didnt know if she was going to stop. All right. So what are crews going to be doing . They will be regrading the pavement replacing the drainage system with larger drain pipes and installing a concrete barrier on the shoulder going eastbound. They say while it wont stop all future flooding, they hope it will minimize it especially when the next storm comes. Maria medina, kpix 5. Caltrans is gathering early to fix the mudslide mess on 17. The storm damage has left drivers with only one lane in each direction. Today crews plan to take down trees at the top of the hill they say remains unstable. They also hope to build an 8 foot catchment berm to prevent debris from falling on the road. Crews say they will start repairs at 7 a. M. To get as much work done as they can ahead of the expected storm tomorrow. San mateo county supervisors have declared a new local emergency for storm related damage. Since the beginning of the year more than 30 locations in the county have had significant rain and wind damage. It makes the county eligible for state assistance. The estimate of repairs costs is more than 6 million. A courtappointed lawyer is reportedly taking over the internal Affairs Investigation into a sex scandal at the Oakland Police department. The case centers on claims by a former prostitute that she had inappropriate sex with Police Officers when she was under age. The internal Affairs Investigation is to be overseen by a lawyer, oakland mayor libby schaaf hired it last year but a u. S. District judge appointed his own investigator to look into possible leaks connected to the case. New details on the ghost ship warehouse fire in oakland. The mercury news reporting theres more proof that police were aware of problems with the building before the fire. The report states that an Oakland Police officer was called to the warehouse back in 2015. He reportedly broke up a Massive Party but decided not cite the promoter for code violations. The paper claims this new information gives insight to the warehouses unsafe conditions nearly a year before the fire. 36 people died when the fire erupted in december. Later today we should learn more about how certain immigrant employees can become u. S. Citizens. The mayor of san jose is hosting a press conference at the San Jose International airport. Reporter we are talking about raising the tolls between one and three dollars on each of the bay areas seven state owned bridges. Thats all the bridges except the golden gate. This proposal could be on the ballot as soon as [ inaudible ] [ no microphone ] reporter among other projects. You might remember we just voted on new funds for barts measure rr, that was on the ballot in november. And so bart did win that campaign so it has 3. 5 billion coming to it through new property taxes. But it says it needs more. All that money was to go to mainly nuts and bolts projects and it wants these new railcars and modernize train control systems. So this is something that we could see on the ballot again in 2018. We want to know, what is it going to take to get this measure on the ballot . Reporter first the ballot measure would need to be approved by the state legislature and there is no bill yet to do so. The state senate is giving pay increases to 71 employees to reduce the pay gap between men and women. The 10 raises will cost about 602,000 a year. A state Senate Analysis found women made about 96 cents for every dollar paid to men in 2016. The raise reduces the gap by a penny. Several streets and highways across the state could be getting muchneeded repairs. The Senate Transportation Committee Approved a bill to kickstart billions of dollars in funding. Engineers are hoping that the level drops about 50 feet lower than that before the rain hits tomorrow. The estimated cost of the repairs is up to 200 million. Crews are making progress with those repairs six days after engineers discovered a growing hole in the dams main concrete spillway. They are using helicopters and heavy equipment to drop hundreds of tons of material to fill the gap
