Meanwhile we have a freeze warning in effect until 9 00 this morning with temperatures in the mid20s and in the low 30s. Please be careful if you have your pets out walking this morning. Satellite and radar, this is it. When you look due west and you see the clouds gathering thats a plume of moisture to the west of us. That track will be encouraging rain to spread across the area. By early monday morning up to 7 inches of rain in the north bay up to 5 inches due east. Up to 6 inches of rain from San Francisco all the way into the peninsula. San francisco should see over 3 inches of rain. 2 to 4 inches of rain across the Santa Clara Valley in the south bay. And a half to a full foot of rain anticipated in the Santa Cruz Mountains. By saturday night, sunday morning, there will be flooding in the bay area. I havent even talked about the gusty winds over 40 Miles Per Hour. Today the winds increase during the afternoon hours about so to 20 Miles Per Hour. These are high temperatures. 40s and 50s with increasing clouds during the day. In southern santa clara county, folks at an rv park are gearing up to evacuate ahead of the storm. Kpix 5s maria medina joins us live from morgan hill to explain why this rv park is so vulnerable. Maria. Reporter good morning, michelle. Yeah. These residents were ordered to get out by 5 00 tonight or their homes could be flooded. Or they could be trapped inside the thousand trails campground. These people are no stranger to flooding. Last year, this was the scene captured by cell phone by a woman who lives here at thousand trails after heavy rains caused the uvas reservoir to spill over into the uvas river and that river runs right through the thousand trails campground and right on a bridge thats the only way to get in and out of the campground. They were suddenly evacuated last year and had only minutes to get out. And we just thought about get over that bridge and then well figure it out later. Well lose our trailer and everything inside it. Reporter so dozens were told to stay at a nearby church. Thats where they slept until those waters receded so they are no stranger again to flooding. This year the Property Owner has told them they can stay at a nearby rv park. Right now its at more than 100 capacity so theres that high possibility we could see even more dramatic flooding than we saw on the cell phone video last year. Maria medina, kpix 5. Today in San Francisco utility crews will catch sewer catch basins for the upcoming storm. Workers will be deep cleaning the basins with highpowered vacuum trucks to minimize street flooding that plagues San Francisco during the rain. Right now traffic is moving through the sierra again. Interstate 80 is back open but chains are still required. So far the sierra got 7 feet of new snow. With all that fresh powder skiers are hitting the slopes. But warm weather will dump more rain in the sierra more than they have seen in years and the snow will melt. It could be the last good driving day, too. Ferries from San Francisco to vallejo have been canceled, as well. So a lot of up days with mass transit. Keep up with it on their websites throughout the day. Now, taking a look at the slow traffic of the morning along the Altamont Pass, terrible yesterday and then terrible again this morning. This is due to a multivehicle crash westbound 580 after north flynn road. The crash is on the shoulder but the backup is at 8 Miles Per Hour. And chp has record that this crash was due to black ice. So i suggest make sure you dont slam on your brakes if you do hit black ice and make sure you steer into the skid. Altamont pass to 680 will take 17 minutes. From hayward to foster city a quick 13 minutes and same story on the nimitz freeway. Looking good in both directions here, 238 in san leandro to the maze on 880 northbound will just take you 16 minutes and then if you are headed into downtown oakland from the carquinez carquinez bridge will take you 18 minutes and through the toll plaza it will be quick because those metering lights are not on yet. The chronicle reports sheehy will fill the open district 8 spot which was left by scott weiner. Weiner was elected to the state senate. Mayor lee will announce it this morning. San francisco transit officials have approved the Environmental Impact report for a 300 million project along the geary boulevard corridor. They voted unanimously on a plan to build dedicated bus lanes on geary from market all the way to 34th avenue. The 38 bus line carries 52,000 riders yearly. But many object to overcrowded conditions, uneven wait times and inconsistent trips due to traffic delays. Still, some Business Owners in the city wanted this vote postponed to let three upcoming supervisors weigh in. A new proposed bill is looking to crackdown on self driving cars that are operating on california roads without permits. Under the legislation, companies without permits would face stiff fines and penalties of up to 25,000 per vehicle per day. Right now, state law does require companies to get permits for selfdriving cars. But violations are only treated as an infraction. This proposed bill comes just weeks after uber came under fire for picking up passengers in selfdriving cars without permits. The Company Refused to get the permit and left the state. This is the atmospheric river. This is those clouds that you were looking at. This is the river of rain heading our way. And it goes all the way back to the hawaiian islands. So its a warmer storm very showery with gusty winds and now its moving in quicker. We have the rain beginning in santa cruz and the peninsula about 9 p. M. Thats a lot of rain in a short amount of time. There will be flooding. The potential of downed power lines and definitely some downed trees especially those douglas fir. Good morning, im kenny choi. With heavy rain set to pummel the bay area this weekend communities from the north bay to santa cruz are trying to prevent major damage. Santa cruz the key concern is the San Lorenzo River jumping its bank. People are sandbagging to keep property dry. Emergency Service Crews around the region say drains are a top priority with so much water coming our way. We have had our public works crews out clearing drains so well get proper drainage with the heavy rain. In years past people in healdsburg saw rain and found recreation. Some went kayaking in the streets and others with inner tubes. If you need sandbags, check with your local Fire Department and Hardware Stores for some help. In california, its not just the tahoe truckee area getting snow. Heres a look at the southern sierra where theres already up to 84 inches of snow reported at mammoth mountain. This morning, two backcountry skiers are safe after triggering an avalanche on mount rose. The snow tumbled down the mountain hitting a few cars and forcing crews to close the state highway between reno and lake tahoe. The skiers were wearing locator beacons and survival gear. The Fire Department says they were in Good Condition when they were pulled out of the snow. A total of 70 inches of snow has fallen on mount rose since sunday and now crews are setting off manmade snow slides to prevent more avalanches. Moving over to the peninsula commute from hayward to foster city, youre looking good right now so you shouldnt worry there too much but where you should worry is if you are heading to the Altamont Pass because that traffic is still recovering from an earlier multivehicle crash on westbound 580 after north flynn road. Now, the crash is on the shoulder but you have cars moving at just 13 Miles Per Hour. And chp says this is due to black ice so be very careful as you head out. Thats where intense flames have torn through an apartment complex. This is new video just into our newsroom of what firefighters have been up against this morning. Kpix 5 reporter anne makovec is live on the scene. Anne . Reporter well, ill tell you the good news right off the bat. No serious injuries in this fire. You can see the building here behind me, this is a three story Apartment Building. Half the units have been damaged in this fire. It looks like it started on the first floor of the building and check out these flames. Just after this fire broke out, which is a little bit after 4 00 this morning, a lot of people had to frantically leave their apartments of the 12 units here in this building, again six of them were damaged so 14 people are homeless this morning. There were two injuries reported. It looks like some smoke inhalation, but nobody had to be transported to the hospital. So those everybody is expected to survive those injuries as far as rescues, firefighters had to help some people down the stairs. They had to help, knocking on doors making sure people were going to get out of this building. But, um, as far as um, human injuries, um, we dont have any to report besides those minor smoke inhalation injuries. The cause of the fire appears to be an electric blanket preliminarily. They got reports that it might have started with an electric blanket on the first floor of this about. The investigation into that continues but the fire is out. Live in oakland, anne makevoc, kpix 5. Anne thank you. San jose police are investigate the citys first two homicides of the new year after a shooting left two men dead at an east side restaurant. One other man is in hospital. It happened about 7 45 last night at la major taqueria on story road. Police called to the scene found two dead, a third man wounded. Investigators are investigating the cause. Witnesses say a gunman shot the victims in the restaurant and then drove off. Workers at nearby businesses heard all the commotion. She was talking on the phone and all of a sudden she started saying like dont play with me, dont play with me and she went outside. And she ran to the scene. And, um, she just broke down crying and screaming. So far there are no arrests and no word on a possible motive. The victims names have not been released. Oakland police are trying to find the person who started shooting into a car that had a toddler inside. The 22monthold girl was hit by a bullet and remains in the hospital. The shooting happened yesterday on the 6600 block of outlook just 24 hours after the first homicide this year in oakland. Police say the toddler was in the car with her mother when another vehicle pulled up and somebody opened fire. My heart goes out to her, you know . Its terrible. It makes no sense. Its senseless. All we axe for is prayer, nothing but prayer. Our primary concern is who is response for this shooting . Identifying them and then locating them. The victims cousin says she doesnt believe the shooting was targeted. A different take from police. Oakland pds new choice has been briefed on the case. There was another last night in the same neighborhood where the toddler was shot. Police believe it was a shootout between two cars about a dozen shots fired. One man was hurt. Firefighters are on the scene of an apartment fire. This video just into our newsroom within the last hour of flames tearing through that building. It is happening near harrison street and bayou vista. Kpix 5s anne makovec reports. Reporter the good news is that the fire is out. Firefighters were able to put it out within about an hour and a half. They are making sure now there are no hot spots and trying to figure out which apartment that residents will be able to return to this morning.
