Reporter unlike a lot of ak ducks cases that we have seen this is going to be finally the first time that we have heard from family members in this case. Family members of 57yearold elvira babb last seen on june 29 when a coworker dropped her off in vallejo at a market. No sign of forced entry in her apartment also in vallejo. Her son the day after she was last seen got a text from an unknown number said his mother was being held for ransom of 60,000. Four people are arrested in connection with her abduction. We have interviewed all the suspects and, you know, we dont have the location of the victim. No cooperation from the suspects. Heres a look at the suspects in this case. Ist espinosa is suspected of being the ringleader. Larry youngs father says his only involvement in this was buying a cell phone for an acquaintance for cash. Anne makovec, kpix 5. A Blue Ribbon Panel released a critical report on San FranciscoPolice Department. The panel spent a year investigating issues of potential bias within the Police Department. They found the department is in need of Greater Transparency and the agency lacks oversight. The panel made 81 recommendations including the creation of an office of inspectorgeneral. That office would audit the force on a regular basis. The panel also says that the San FranciscoPolice Department should pay more attention to the potential for bias against minorities. The president of the San FranciscoPolice Officers association condemned the panels report. In a statement the Union President called the report divisive at a time when San Francisco sorely needs unity between Police Officers and the community we serve. President obama heads south to dallas today to try to bring comfort to those still reeling from last weeks ambush on police. He can talk about how president um, secretary clinton talks about how education ought to be free for Public Schools now for people of the middle class and poor. He can talk about how Hillary Clinton talks about how those are rigged at the bottom, straight out of his Campaign Speeches and that is because of his candidacy but there are two words he can say to unite democrats more than any others and those words are donald trump. He does not need to support Hillary Clinton, but to say we need the young and liberals need to stop donald trump thats a very easy message for him and by the way, democrats need to remember as hard as it will be for donald trump to unify the republican party, he has two pretty potent words in Hillary Clinton. Reporter james comey last week the fbi director said there was not a prosecutable offense that Hillary Clinton committed. He didnt think a reasonable prosecutor could go after her but congress obviously wants to keep this in the news. She did testify before congress. If the measure passes it would increase the transfer tracks for commercial and Residential Property sales valued at 5 million and create a new tax bracket for property sales at more than 25 million. And that could bring in as much as 29 million in new revenue for the general fund. The board of supervisors will vote on this measure at 2 p. M. And if passed it will then be on the november ballot. The little girl was scared but she summoned all the skills she learned in class and in that moment she felt the best move was a jab to his neck that would scare him off and it worked. She was able to get free and run to her parents while the man ran away. Her mother is proud but rattled. I mean, i dont think theres any safer place than a kid sleeping in bed. It is scary. Police are skill searching for the suspect. Investigators believe he might be a homeless man. This morning, the search is on for the person who let nearly 2 dozen pigs out of their pen at a school in the south bay. The pigs are part of the morgan Hill High School future farmers of america program. They live in a barn on campus. As part of the program, students pay for everything needed to take care of the pigs and go there over the sum inner to feed and raise them. Go there over the summer to feed and raise them. Once they got let out, they fought and got seriously hurt. When you let them out, they are very territorial. So they are going to try to establish a pecking order. And so they get very aggressive when put in that kind of situation. They are normally a very docile animal. Staff say theres no evidence that someone broke into the barn. Youre clear for at least 238 to the maze with a 16minute drive time. Southbound pretty quiet right now and looks like youre clear into fremont. Heres a live look at the san mateo bridge. Right now westbound is not showing any delays. 13 minutes youre clear 880 to 101 as you head into foster city on 101. Traffic is good in both directions. Again, eastbound thats where you will find that roadwork until 1 00 this afternoon. At least the right lane and the shoulder will be closed. This is going to be the first time we are going to hear from the victims family in this case. They are going to speak here at Vallejo Police headquarters this morning. 57yearold alvira babb was last seen on june 29 when a coworker dropped her off at seafood city market in vallejo. Police arrested four people in custody right now. But they are not cooperating with efforts to find babb. The father of one of the suspects larry young says his son knew nothing about the kidnapping. He says an acquaintance asked his son to get a cell phone in exchange for quick cash. They brought this little kidnapping scam whatever them boys planned brought it down here and dragged innocent people into it. The link leader pled not guilty. We are learning of a broken down vehicle on the lower deck of the bay bridge right at Treasure Island. And taking a look at conditions on the san mateo bridge, so far both directions not bad at all. Westbound 880 to 101 only 13 minutes. And the rest of your bay area bridges very quiet. Quiet out of marin with no delays south 101 from the Richmond San Rafael bridge to the toll plaza of the Golden Gate Bridge. Its the noncommute direction if you are traveling out of San Francisco into emeryville, oakland this morning. Its westbound where we are seeing most of our delays. 21 minutes off the eastshore freeway carquinez bridge to the maze but thats not bad. Things are still moving. Speeds around 55 to 65 Miles Per Hour for the most part on the westbound side of the eastshore freeway. It looks like westbound 580 is your slowest approach to the bay bridge right now. Taking a look at traffic in the south bay, northbound 101 no accidents, but looks like its getting a bit busy out of san jose. Coming away from 280 680, thats typically where it starts to thicken up. Sluggish at 880. Past that, you dont have any troubles towards 237. Jumping over to the drive times through there, 13 minute 280 680 to 237. Up to speed with only 11 minutes 101 680 to 85. We have a lot of company westbound 580, 205 to the Altamont Pass. 14 minutes, then another 16 minutes from there to head towards the dublin interchange. Southbound 880 into hayward looks like slower speeds but if you are getting on the san mateo bridge, right now things are fairly quiet. Overnight closures though begin tonight at 7 00 until 5 a. M. The next morning. Eastbound closure at 1 00 with at least one lane for a paint project. Starting off with low clouds and fog this morning. And we will see temperatures likely right around where they should be this time of the year. Now, High Pressure starts to take control beginning today but really more so tomorrow through friday. And as we advance on through thursday you can see really High Pressure in place with two different areas of High Pressure side by side. Much less of an ocean influence especially for folks inland. So thats going to help to warm temperatures up inland along the coast. We likely will continue to see a little bit of Coastal Cloud cover and certainly more of the marine influence. So today morning fog and clouds by the coast and bay and even some spots inland this morning. Then breezy but staying seasonal today plenty of sunshine for most later on this afternoon. Midweek warming especially inland as the warming trend kicks off tomorrow through later this week. So temperatures along the coast today staying in the 60s, 70s and a few 80s by the bay. Low to mid80s for the warmest spots in the south bay mid to upper 80s up north and for folks in the east bay today. And as you look at the extended forecast, you will notice a warming trend sunrise today 5 58. Sunset tonight, 8 32. Low 90s today. Widespread mid to upper 90s wednesday through friday. At least inland. Temperatures staying in the 70s by the bay. 60s along the coast. Well continue to see that marine layer likely off and on throughout the next few days. So certainly a pretty impressive temperature spread there. Then heading into the weekend everyone starts to cool. Temperatures back to seasonal norms. Cooler still on monday. Back to you guys. More details coming up. A third tesla selfdriving car has crashed which has some drivers concerned whether or not its a coverup. The latest crash happened saturday night in montana. The driver says at the time, he was using the autopilot function of his model s. He says while the car was on autopilot, it drove through a guardrail at nearly 60 miles an hour mangling his car. No one was hurt. This is the latest in a string of similar crashes over the past two weeks. Theres been one in pennsylvania and one in florida. That florida crash was fatal. Josh brown was killed when his teslas autopilot failed to detect a tractortrailer in his path. The wall street journal reports the securities and Exchange Commission is investigating whether tesla violated laws by failing to tell public about the fatal crash which happened back in may. Continuing with the topic of car safety, new ratings out show many popular car models headlights arent bright enough. The Insurance Institute for Highway Safety found may 2016 and 2017 small suvs had marginal or poor headlight performance. They tested the lights effectiveness on straight ways and curves and the results were not encouraging.
