New video, chp officers involved in a chase end up victims in a crash. Around 2 30 a. M. , officers attempted a traffic stop in the east bay when the driver took off. The sergeant on scene tells us someone in that car sprayed the patrol car with a fire extinguisher. The officers lost control near macarthur in oakland running into a fire hydrant and multiple other cars. The officers werent injured. And the suspects got away. Today some San Francisco supervisors will consider a plan that would create a new department to oversee police. Kpix 5s anne makovec joins us live from San Francisco to explain how it would work. A. Reporter right now the Police Department heads up investigations into its own officers even when it is the District Attorneys Office that takes the lead. It often relies on the Police Department as the lead agency. So this new proposal would change things. It would create the independent Investigations Bureau, a 14 person team to investigate Police Shootings, incustody deaths, and allegations of excessive force. This is just latest push for more Police Oversight. You may remember voters just passed a measure requiring the citys Police Watchdog agency the office of citizen complaints to investigate every Police Shooting that results in an injury. At a bay area Movie Theater a young man finds a seat, looks up at the big screen andthe brutal attack happened at Santa Rosa Roxy theater around gets stand4 p. M. Yesterday. Police believe that the crime was random. The 21yearold had his eyes on the big screen when a man with a knife approached him from behind and stabbed him several times. Soon the suspect ran for the exit and horrified moviegoers rushed to help the victim who was sent to the hospital. Police acted quickly and arrested a 23yearold suspect reportedly a drifter who had been staying in town for a couple of months. The movie playing in the attack was the shallows about sharks preying on surfers. One person said on facebook she didnt even know there had been a stabbing until staff evacuated the room. But others were reportedly very rattled because they did watch as the frightening encounter unfolded. Police say that this crime might be linked to another random fatal stabbing that happened monday in santa rosa. The victim in that incident was a homeless person. The air attack against the trailhead fire had to be suspended twice because of drones flying in the area. Simply will not risk that take that risk with our pilots. Generally when they are close to campground they are captured and relocated but wildlife Officials Say since the bear had human contact, they couldnt take the chance it could happen again. Horrible move. They could have put it in a zoo or wildlife preserve. They could have put it there. Officials with fish game say they are not sure what attracted the bear to the tent. Looks like things filling in on the southbound side coming out of hayward this morning. So sluggish if you are heading towards the san mateo bridge. It gets better once you get past fremont but it is a little slow this morning. 238 to 84, 15 minutes. Slow speeds on the southbound side. Northbound though we are arent seeing any delays on 880. Heres a look at the san mateo bridge as promised. Westbound 92, 880 to 101, okay across the span. Only 13 minutes for your drive time. Not bad once you get on 101. We havent seen any delays along the peninsula. Northbound traffic is clear towards sfo. One of our busy spots, business as usual, no surprise here, westbound 580 out of the Altamont Pass this morning. Sa mens at 205 quiet over to 680. Once you get on 680, though, keep in mind, southbound youre going to start seeing slower speeds as you head out of pleasanton into the sunol grade. Right now only 30 minutes 580 to 101 for your drive time on that southbound side. Looks like westbound highway 4 busy as well out of pittsburg. You will see brake lights there. Gets a lot better heading toward the eastshore freeway. No delays right now connecting from 242 to 680. I recommend mass transit. Everything is on time.
