Kpix 5 News Reporter keit do is along highway 17. Keit, you are seeing a lot of rain there across the san mateyo mountains. Reporter it seems to come down significantly here in the mountains, as heavy as we have seen it all morning long. We have been here since 2 30. Check it out. This is the scene off the summit of highway 17. A lot of fog is making the driving conditions difficult. Take a look at this video we shot on the way up to the mountain, especially if you are going at highway speed, you will see a lot of reduced visibility. Roberta tells me we will see about a inchandahalf up in the mountains in about a three hour time span, so there is a possibility of ponding and hydroplaning. Also, there is a significant chance there will be downed trees and power lines later on today with localized flooding, as well. So, keep it safe and slow when you head town the mountains or head to work or school this morning. Also, take a look at this. We saw sprinklers that came on in the middle of the rainstorm. If you have a automatic system keep in mind that you may want to shut it off because we have a good bit of rain here in the south bay. Hydroplaning can be happening easily on mornings like this. We have heard a lot of tires really trying to fight through the puddles. We have video of what the Golden Gate Bridge looked like as we crossed over to the north bay this morning. Big rain drops quickly building up on the windshield and street lights and headlights reflecting off all the water that built up in a matter of hour so is quickly. The crews began digging holes at the complex yesterday. We were looking for the legal system to back us up. Cal try with donald trump in california into a statistical tie with donald trump in california. Cruz gained nearly 20 points since october. Senator marco rubio is running third at 13 and dr. Ben carson is 4th with 9 . Later this morning president obama will deliver remarks about executive actions he is taking to bypass congress on gun control. One requires gun dealers, including those selling online and at gun shows to be licensed and conduct background checks. Another change is a federal privacy rule to keep people with Mental Health restrictions from having guns. This is not going to solve every Violent Crime in this country. It will not prevent every mass shooting. It will potentially save lives. Republicans in congress who oppose tougher gun control laws are threatening to take the issue all the way to the Supreme Court but the white house says the measure can withstand any legal challenge. Now the president is essentially doing it in and around congress with executive actions that require no approval from lawmakers. For more on how this is playing out in the nation capital we turn to our washington insider mark sangolo. Good morning. Reporter good morning. How bold is the president s action. Reporter as a matter of policy this is a baby step. There are 10 million gun sales every year and the president may be adding background checks to tens of thousands of those. It wont affect the tens of thousands of murders that happen every year in this country, the urban crime. But symbolically, when you have a gun lobby that considers any further regulation of guns of any kind a frontal assault on all american 2nd amendment rights what, is president is doing is bolder than any step taken since Diane Feinstein proposed a ban 25 years ago so that is big news. What is the reaction on capitol hill, mark . Reporter as you mentioned earlier, they are talking lawsuits among opponents. There is a huge divide in this country. You have people in San Francisco, on the streets of d. C. , when they think of guns, they think of urban violence and they are applauding the president for this but for a lot of americans this kind of thing means coming after your guns in. Texas two days ago they passed a law where it is not only legal to carry a concealed weapon, it is now legal for a million texans with licenses to walk around with holsters showing their pistols, so you can walk into a Movie Theater with your gun showing, so that divide is reflected here in washington, as well. You would think this issue helps certain candidates in 2016 . Reporter it is not by chance, michelle, the president does this in a election year. The president s gamble is that even those people that dont like guns, gun control, will support closing the loop high school. The danger for republicans loophole. The danger for republicans opposing this is they look like several lots that oppose any restriction on guns but the danger for democrats is they close up the conservative base but the president did not do this by chance at this time.
