Today 96 degrees. We have temperatures averaging a good 17 degrees above normal east of the bay. 80s and 90s common across the north bay as well 70 in Stinson Beach and upstream, hotter temperatures. We have this accident involving a vehicle stuck on its side at Marina Boulevard northbound 880. New wreck record northbound eight Alvarado Niles involving a big rig also to the right side of the roadway. And if you are work your way along 880 into oakland so far traffic through this portion looks good but again, its been busy there on the nimitz. Southbound not seeing any problems at all as you head towards the san mateo bridge. Bridge itself looking good. That earlier accident westbound 92 at the toll plaza is cleared. Its an easy ride into foster city. No delays on the bay bridge metering lights are off. It is friday light out of oakland across the span into San Francisco. Nice and easy. Thanks. 5 03 your time. Meanwhile a San FranciscoPolice Captain fighting a crackdown on bicyclists disobeying stop fines is facing controversy. In this video, posted online, captain John Stanford is taking a ride through golden gate park. As he approaches the stop sign, he slows down but doesnt stop completely. Sfpd says the captain is following the spirit not the letter of the law. Just like officers do when they ticket only 1 of cyclists. Were not looking for cyclists who are slowly going through a stop sign. We are looking for the cyclists who are blatantly going through the stop sign who arent showing any regard for any vehicle or pedestrians in the area. Despite the fact that the video attracted some attention, the cyclists we spoke with say they see nothing wrong with it. San franciscos fire chief is getting heat for her response to the valley fire. Incident commanders at San Francisco to send a strike team to help in lake county requesting five engines and 20 firefighters. Instead, the chief Joanne Hayes White sent a singleengine company and at a Fire Commission meeting last night she was criticized for not doing more to help. The city had a moral obligation to respond and go up and help this community. For me, for the residents of lake county and the California Fire Service i personally apologize for our leaderships failure to provide assistance to the residents of lake county. Hayeswhite says she already had too many people committed to the butte fire in the sierra foothills and she was limited in what she could do under minimum staffing laws. Felt it was not operational to do so. I was not willing to take the chance to take the risk and we have mandatory staffing for our firefighters that they lobbied heavily for. San francisco Firefighters Union has been trying to oust her for a year. There was a noconfidence vote last october. No success. Apple reliez another new iphone today. The weekend forecast is still coming up in less than four minutes. Today a public briefing happens on the butte fire in the sierra foothills. Yesterday, president obama added Calaveras County to his disaster declaration for the butte fire and valley fire which together have destroyed about 2400 homes. That declaration frees up more federal funds. The press conference with state and federal officials is set for 11 a. M. In san andreas. 5 12. The largest Evacuation Center for victims of that valley fire have shut down. The napa county fairgrounds in calistoga closed yesterday morning. Three other shelters still open. The valley fire alone displaced more than 1200 people and burned more than 76,000 acres. Satellite images from nasa show the devastating burn scars. The photos were taken last weekend. Everything in red burned. Some kids affected by the valley fire disaster got a well needed break. 50 children from Lake County InternationalCharter School in middletown were guests of honor yesterday at the San Francisco zoo. The school survived the fire but many of the studentss homes did not. They enjoyed the opportunity to be with friends again. Were all a big family and its affecting many people. Its not just a few people. Its a lot of people. Just to be able to get out and get away from that and have a break in that, you know, is really healing for them. The schools director says reconnecting and sharing their stories has enabled the kids to feel less alone in coping with the traumatic situation. Good for them getting out there and having a fun day. Some bay area tweens and teens have already learned how to give back to those in need. And they are breaking the gender barrier as well at Stanley Middle School in lafayette and its this weeks cool school. [ music ] reporter something is building at lafayette Stanley Middle School. They are getting creative in the technology club. I find it fun just to get on the power machines and get to do a lot of work with my hands. Their 7th great class is 50 girls thanks in large part to teacher michelle murphy, who has been teaching wood tech for nearly 30 years. I love having the girls in class. They get the confidence and learn life skills and learn science, technology, engineering, math. Its fabulous. Reporter so when you tell your friends youre in wood shop what do they say . Opponents of sidewalk tolls plan to gather at the Golden Gate Bridge today. Their intent is to convince Governor Brown to sign legislation that would ban tolls for pedestrians on the golden gate and stateowned bridges. I said youre going to have the baby here. The water broke and had the baby three minutes later. The nurse says a joke is going around among her coworkers that she couldnt retire until she delivered a baby at the ballpark. Think if i was having contractions i would go to the hospital. Yeah. The panel overseeing the bay bridge project is ordering the main contractor to pay up. The panel approved an 11 million fine yesterday for the bad bolts on the new eastern span. Bolts are supposed to help the bridge survive an earthquake but more than 100 are sitting in saltwater and may have to be replaced. Testing and temporary fixes have already cost millions. And at least two lawsuits have emissions standards could cost you more money. Kiet do live in san jose with more on possible new regulations. Good morning. Reporter good morning. Later today the state will vote and likely pass these new fuel standards. The governor says when it comes to fighting Climate Change what we need is historic virtual. If it passes it will be the first of its kind in the nation requiring a 10 cut in Carbon Emissions on Transportation Fuel sold in the state. It must happen by 2020. Heres the rub to the oil industry. Not only does that 10 cut have to happen with the fuel but it applies to the factories and oil rigs. It even applies to the tanker trucks used to deliver the fuel to gas stations everywhere. Oil companies that fall below the baseline can sell credit to other companies. The idea is to encourage greater use of biofuels and electric vehicles. All of this of course will likely raise gas prices for drivers by a few cents per gallon. That amounts to roughly a extra 5 to 21 a year by the 2017. And by 2020 you will be paying an extra 12 to 48 a year. The oil industry has fought it saying there arent enough biofuels to go around. Hidden cameras catching a man using a High Pressure hose along rodeo drive. He power washed sidewalks, soaked the planters up there using thousands of gallons of water for more than an hour. This happened on privately owned land. A violation of state rules. City leaders say the building will be cited and the wasteful conduct will stop. A dead whale is attracting a lot of attention in fremont. Whales dont usually surface this far down the bay where the water is too shallow. U. S. Fish and wildlife first got reports of it on saturday. Marine biologists are now running tests to determine how it died. Officials say they are going to let the whale decompose at the beach. A new study has some unpleasant information about fish. Betty yu reports. Reporter if you are in the market for fresh fish theres a chance it didnt eat the healthiest dinner. A new study out of ucdavis found that one out of four fish have bits of plastic and mostly fibers in their gut. The researchers sampled 64 fish including salmon, anchovies, bass and tuna and tested fish from indonesian waters and found they only had plastic in their gut but no synthetic fibers. They suspected the fibers found in california fish come from clothing, the water from washing machines goes thruways Water Treatment plants emptying out into the ocean. Because of bad filtering system the fish eat those fibers. I always thought, hey, it goes down a special sewer treatment plant. I didnt realize it was being dumped back out here. They need better filtration because that damages the fish. Reporter sport fisherman william krom says the findings wont stop him from eating fish and researchers say it shouldnt. The Health Benefits of eating seafood generally outweigh any costs. Half moon bay fish market says people dont eat fish whole so he is not too worried. Im more concerned about they do a little more research to see if its affecting the needs. What they found in the gut. Reporter researchers are still studying whether the chemicals in plastic can transfer into the meat of fish on your plate. In half moon bay, betty yu, kpix 5. And in a separate Study Released this week, they found high levels of plastic in the San Francisco bay. Its blamed on socalled microbeads tiny pieces of plastic found in cosmetics and toothpaste. Couple of Good Samaritans helped rescue two men from a burning home in the north bay. The fire broke out yesterday in a vallejo home. You can see the thick smoke and flames pouring out of the home there. Two people were nearby and they heard screaming for help. I heard the person calling for help and everything. I ran in and my eyes was burning from smoke. One of the victims was a double amputee and likely would not have survived without help. The other victim had second and thirddegree burns. The house is destroyed. But the two men happened by. So we are going to check traffic. Theres some bart delays this morning which is unfortunate because its busy at the bay bridge so you cant use bart if you are headed for pittsburgbay point. 10 minutes delays into sfo for some debris clearing on the road. Federal investigators are trying to sort out what caused a deadly collision between a duck boat tour vehicle and a charter bus in seattle. Witnesses say the duck boat was loaded with tourists yesterday when it suddenly swerved out of its lane overcorrected and t boned the bus on the aurora bridge.
