It can generate a lot of water. All of the water fills up these containers and they are all attached, so the equalize, they all go up equally until they fill up. Reporter they want to catch every drop of rain that hit their roof. Keep it from running off, use use it for what we want, put it back into the soil to grow our. Our vegetables. We get that occasional rainstorm when it is sort of out out of the rainy season, then that makes it even more worthwhile, right . Reporter they are located outside of the city limits, so their only source of water comes comes from a well. They believe the rain catching system will allow them to keep their garden in this drive, maybe even expanded. We have three acres, like, we we could grow a lot more, but we we dont have the water for it. So, again, you know, this is an inspiration, where you say, well, what if you could. Evacuation orders have been d been lifted for People Living near the mosquito fire. Take i believe prop 27 is the right thing to do. I had experienced being in shelters at a young age. Having nothing. Prostituting. We dont choose this life. I never knew what safe was until i came to city of refugee. People thats coming through these doors are trying to break the cycle. Prop 27 will help provide more funding for places like this and help people get off the streets. It feels good to have a place to call home. Support prop 27. Welcome back, rainfall and cooler temperatures help to ramp ramp up containment of the mosquito fire. Flames are now 38 contained, contained, that is more than double the containment, just from yesterday. The fires burned burned about 76 thousand acres, an area larger than San Francisco and oakland combined. And with the significant containment increase, the number number of evacuees are now home. Home tonight. In the meantime, firefighters firefighters remain focused on enforcing control lines along that eastern flank of the fire. Controlling there is no further progression. And during the hours of showers that fell on the wild fire crews were able to make homes safe to return to. We just just mentioned earlier today, both plaster and el dorado counties downgraded many of their evacuation orders, and the the folks there were thrilled and grateful. Thank you to the first respos first responders. It makes me cry, god bless you all. And plaster county about 3700 3700 residents returned home. And we all know why they had that sudden burst of containment. It is all due to the, not unprecedented, but a lot of rain for september. Yeah, we didnt break records, but if you just generae just generalize at what is average rainfall for this time of year, its like a 10th of an inch of rain, if you get it. So, we got quite a bit. We got a lot, but even with that, we werent even close to records in a lot of places. So. So far. But for daily records they were pretty far out of reach, believe it or not, in se. In september. Santa rosa, one of of the bigger communities with rainfall so far, and still less than an inch. If you look at first alert doppler now, you see see there still a lot of activity. Thankfully theres a lot of rain over here falling on on that mosquito fire. The rest of this year, which desperately needs it. It is just going to help the fire season wont ended, but it is going to help. Can say that enough. If you take take a closeup look though, there are showers holding up so, so, concord, you kind of lagged behind on rainfall totals today. Just a 10th of an inch of rain. Rain. This will add a bit more here. Livermore has doubled what what you have got today. About a a quarter of an inch of rain. Heres why we still get more. On on the satellite you can kind of of see the rotation, but the water vapor really picks it out. Out. That is what is driving all all of this. And the location of of that low is everything. First first of all, it does a huge favor by coming down the coast. That is why we have got rain instead of fire. Now that it is over here, we need to look closely at the center of the low, but of course the leading edge, watch the clouds that explored a bit on this side. Because that is where we are. And being on this side of the area of lowpressure that is typically where you will have more energy to work with, kind of that upper righthand corner. If you broke it up into four spots, it is the upper righthand corner surrounding that low is usually where you will get the best energy. You see a whole lot of thunderstorms thunderstorms out here. And you kind of drift back into that corner there. You can see it is spinning and here we are it is going to develop tomorrow, and a a closer look, this takes a look look at the 5 00 hour tomorrow, but theres another wellorganized line, connect the the dots. Yellow and orange beads. That is what happened today in a number of places. It is going to happen tomorrow, but but theres going to be a lot more time tomorrow, when you are are not getting rained on than when you are. In fact, many parts of the day wont get any rain tomorrow. It is just not going to be widespread rain, like today was. But the thunderstorms, there will be thunderstorms that to develop in in this, can give you a brief downpour in a short period of time. So, the possibility is still there for more rain and it it is impossible to really say where that may be, but also, using that guy that we just saw, saw, it could be more out toward toward states a lot of county, you would have a higher odds, but everybody has got a chance. Chance here. Temperatures stay relatively comfortable, only going up into the mid70s and when we look at the sevenday forecast we still got a first alert day tomorrow, because of the chance for thunderstorms. But it will quiet down for tuesday and wednesday, and as we we go through the remainder of the sevenday forecast we start warming back up. Those are daytime highs that are near 90 by the time we get to next weekend, for those in the inlan. Inland valleys. That is why, you you know, you have to say fire season isnt over yet. We still have many more warmups to go and doubtless, more offshore wind events. Thank you mr. Peck. And other news tonight, San Francisco district attorney, brooke jenkins, has been in office for a little more than two months, and has focused on combating drug use in the city. In august, she announced a poliy a policy holding drug dealers accountable, and in some cases, increasing penalties for fentanyl dealers. There is a new new policy for repeat offenders to treatment. Our political reporter, loren thomas, with one one recovering addict in his view. Thats pretty much where i slept most nights. Reporter this is where tom wolf used to call home. Smells the same. Smells the same, doesnt smell great done here, is smells like a mixture of human waste and like detergent or pinesol. He became addicted to opioids, after a surgery in 2015, an event that quickly spiral to homelessness. The drug itself became more important than anything else. That is kind of the insanity of addiction of the big checks, when you get addicted to drugs is that it takes over all of your logical thought processes. Reporter he had to finance his addiction. I was taking 780 milligram ts milligram tablets of oxycodone every day that i was buying off the street at 30 a pill, so 210 a day time seven days a week. Which led to a double a job holding drugs for dealers. The cops came driving up the wrong way on the street and i was standing right over there holding for 6 different drug dealers and we all just scattered and ran. And i ran around the corner and i was trying to get away and i got caught. And that was the beginning of the end of my life out here on the street. Reporter that final arrest led to his recovery after a three month stint in jail. He now says that a new approach to combating the drug crisis in san San Francisco, from district at, district attorney, brooke jenkins, should show some success. You dont want to criminalize criminalize homelessness. It is not a crime to be a drug addict . Addict, okay . But it is a crime to sell an illicit drug that is selling hundreds of people a year in San Francisco. Reporter the new policy aims aims to provide resources for users, on top of harsher penalties for dealers. The office will now vendor misdemeanor charges with five citations and they will then be referred to the divinity Justice Justice center. We can make it harder for people to get high, and then turn around and provide the services that are necessary to make it easier for them to get treatment. Reporter both has since reconciled with his family and are finally back together, as what he calls, a family in recovery. We are happy. You know, we are not rich, but you cant measure your familys happiness on wealth. So, we are doing better than surviving, and the main thing is that we are altogether and we are taking this life together forward as a family one day at a time. That was loren thomas reporting for us tonight. Jenkins released a statement, saying quote, helping substance users access treatment and services through the Community Justice center will save lives.
