Here comes the next round of rainfall being picked up by kpix 5 hidef doppler less than 24 hours from when round one ended. Sonoma county, napa county, lake and mendocino county, heavy rain moving through highway 101. Santa cruz mountains, scots valley, los gatos and saratoga getting rainfall. Look at the heavy rainfall to our north. Thats what going to move through overnight tonight giving us rainfall rates of an inch of rain per hour. 2 00, 3 00 in the morning. Thats when the rain will be at its heaviest. Its everywhere. Its fairfield, vacaville, san jose. Peninsula at San Francisco. East bay. Its going to taper off tomorrow morning. But a second round of showers likely hitting the morning commute between 8 00 and 9 00 in the morning. The window of opportunity for the heaviest rainfall from this round of rain, about 1 00 until 4 00 this morning. Not too far from right now. Sloppy roads for the morning commute. A Berkeley Police officer is recovering tonight after getting in to a scuffle with an unruly man who refused to leave a restaurant. It happened near shaddock avenue and rose street. When Police Arrived the man quaerld with the quarreled with the Police Officer then tried to get away. The officer hurt his back and had to go to the hospital. An Elementary School teacher is hospitalized in Critical Condition tonight. She was shot while driving through richmond. Gun violence has spiked there. Tonight Christin Ayers says the police chief is pointing fingers. Reporter little is left of the crime scene on cutting boulevard in richmond expect a smattering of bullet holes in a nearby store, some large enough to partially puncture bulletproof glass. There were extra police on the streets on patrol cars and on foot after saturdays shooting. A witness who did not want to show her face on camera told us she heard what sounded like fireworks after 6 p. M. Saturday. The boom, boom, boom, i went outside and there was shooting. Reporter the woman who was shot is in Critical Condition. Shes been identified as claire dugan, a School Teacher at berkeleys cragmont elementary. She was an innocent bystander driving her car caught in the crossfire. That witness told us the shooter was standing on this corner firing across the intersection when he hit claire. Today the police chief posted an open letter to city leaders telling them how to stop this kind of violence. In a letter Richmond Police chief chris magnus blasts city officials for failing to Fund Programs like cease fire, saying its hard to imagine how cease fire and other Violence Reduction volunteers can continue their efforts without getting burned out, demoralized and underwhelmed. It comes days before magnus is scheduled to leave his post as top cop for a job as chief of police in tucson, arizona. Magnus has been celebrated for bringing the citys homicide rate down to its lowest rate in decades in 2014 but this year theyre back up. Tomorrow morning president obama will be announcing a new gun control measure which he says will help keep guns out of the wrong hands. Juliette goodrich is in the news room with that story. Tonight republicans say mr. Obama acting more like a king than a president. Among the executive actions requiring gun dealers who sell firearms on the internet or at gun shows to be licensed and conduct background checks for gun sales. Changing federal privacy rules to help keep people with Mental Health restrictions from possessing guns, hiring more than 230 additional fbi employees to help process background checks. And a Budget Proposal for an additional 200 agents and investigators at the bureau of alcohol, tobacco, and firearms. This is not going to solve every Violent Crime in this country. Its not going to prevent every mass shooting. Its not going to keep every gun out of the hands of a criminal. It will potentially save lives. The president met with the attorney general and says hes confident the changes do not violate the second amendment. Only on 5 tonight, police say he had a list of targets and mark kelly reports that list included groomsmen from his wedding four years ago. Reporter 33yearold Joshua Van Buskirk is charged with three counts of arson. Police say his target might surprise you. People that were in his wedding party. Its unknown why he was targeting them. But thats still under investigation right now. Reporter investigators say joshua wrote a manifesto, detailing that some of his intended victims were also his longtime friends. Among them even his own groomsmen. But why . Police have no idea. Its very serious. Very concerning. Reporter the fire marshal says joshua tossed a molotov cocktail at this concord home setting the garage door on fire. Two children and two adults were inside sleeping. As for the kids, why would they do such a thing . Its very scary as a parent. Reporter here at the churchill drive address the homeowner did not want to go on camera tonight but tells us this incident certainly came out of left field. Investigators say three other fires in concord, antioch and Pleasant Hill have all been traced back to joshua and one peculiar piece of evidence left at two of the crime scenes helped police finally make their arrest. In addition to the arson charges, the suspect faces three counts of possession of a destructive device and two counts of child endangerment. In Southern California an uber driver is under fire tonight for allegedly driving drunk and crashing his car early new years day in los angeles. 19yearold Arlene Mendez was trying to be safe by calling an uber but she said she quickly noticed her driver was going recklessly fast. Suddenly they slammed in to another car. Arlene made it out with a broken arm. Im really mad because i would have lost my life. The uber driver failed a field sobriety test and was arrested. Uber says it has a zero tolerance policy for alcohol or drugs and that driver has been permanently banned from using the platform. Almost two months after an out of control tour bus crashed in downtown San Francisco, tonight state lawmakers are trying to put the brakes on problem buses that slip through the cracks. Andria borba breaks down the new legislation introduced in sacramento today. Reporter inspired by this city sightseeing bus that careened down post street and slammed in to a construction site in november, senate bill 812 would drastically change the way the tour bus industry operates. First, ending the practice of so called ghost buses. Those buses, like the one that crashed, are brought from out of state without getting a once over from chp. Had not been inspected. This will eliminate ghost buses in california. Reporter next, surprise inspections. 25 would be unannounced. Currently operators like city sightseeing have warning before the chp takes a look at their fleet. When they did the first inspection before the accident, there were no problems or very little, minor problems. When they did the reinspection unannounced they found considerable violations, a number of buses that were performing and not operating in a safe manner. Reporter the new bill would also up the price of inspections which right now stands at 15. The cost to perform that inspection is between 300 and 400. Right now the citizens of california are subsidizing those Bus Operators through the general fund of the state. One more thing. Under the proposed law one round of inspections would trigger even more inspections. We reached out to the California Bus Association for their take on this but did not hear back tonight. Scientists just made a surprising discovery in San Franciscos famous fog. Turns out toxic mercury. Scientists say they found the neuro toxin at a concentration about 20 times higher than whats found in rain. The concern tonight pretty obvious, this hazardous air can bioaccumulate or build up in organisms. The thing that most intrigued us was its potential for accumulation in the environment. Thats what were looking for to see if theres any concentration in the terrestrial food web. Scientists tell us there are most likely not any direct Health Concerns related to the toxic fog. A scare on the slopes at lake tahoe. Skiers and snowboarders had to repel to safety at this lift at heavenly after an unoccupied chair suddenly fell from the cable yesterday. So far its unclear how that happened. No one was hurt. The big picture there is snow and rain in the bay area. And that is good for us. Each one of these storms weve been talking about and will talk about, not big enough to cause widespread flooding concerns but each one big enough to create a little bit of a dent in the drought. Theyre all squarely heading right toward the bay area and from Crescent City all the way south to san diego, the forecast for the next seven days is an inch and a half to 2 inches of rainfall. Its the entire state which is great. The entire state is in a drought. Everybody needs the rainfall. Lets talk about overnight tonight. Ive stopped the clock at 2 00 in the morning. Everywhere in the bay area will receive rainfall. Everywhere throughout the bay area. But we get a break for the morning commute. Roads will be sloppy. Another wave of rain moving through late morning. Look at the afternoon, the rain is gone. We get a break between storms. The next one moves in tomorrow night. Once again before sunrise, the heaviest rainfall happens and once again in the afternoon, not that much rainfall. Actually get a little bit of sunshine in the afternoon. Its going to pour at night. Not bad. Were looking at several more storms coming. We had one yesterday. Call that storm number one for the week. Number two, number three, number four, even the top of next week, five different weather systems will move through to the applause of ken and liz. How much rain over the next five days . Once again, no one storm is huge but you add everything up, we get pretty impressive rainfall totals. North bay, 3 to 6 inches. Same for the santa cruz mountains. San francisco, san mateo county, up to 2 and a half inches. South bay, inch or two. East bay, inch or two or more. Good rainfall moving through through this week and it begins tonight.
