Even though they make up just 3 of the population. Latinos came in second compared with whites at 9 . It is obviously not a picture that we want to convey. But obviously, we have to be careful with how we analyze and how you see data. Statistics can be seen in a lot of different ways. We are bringing someone in to help analyze the data. Reporter tonight, the assistant police chief joins religious and community leaders, students, and the mayor to talk about racial bias in san jose. It is not a new topic for the city. In 2008, mayor chuck reed responded to complaints that the Latino Community feels criminalized. Why do they feel persecuted . What do we need to do differently to deal with the numbers . Reporter so people are asking how are we still asking this question in 2015 . They are asking the question in every big city in america today. In every big city as in san jose, we have to continue to look for ways to improve accountability. Reporter and the mayor said one of those ways is they will ensure transparency is body worn cameras. A second suspect in the san jose Home Invasion is behind bars tonight. He is a 16yearold high school kid. Yesterday, a 17yearold turned himself in. The investigation started in march when detectives suspected some sort of illegal file sharing was going on at his home. Kasper has won a number of awards. Just hours earlier, 17yearold Kenneth Maxwell bush was shot and killed in the dirt off ascot parkway. No suspects thus far and no one seems to know why max was off campus from jesse bethel high school. His body was found down here near the drainage canal. Close to the high school. Just how close . That is the border right there. The officials put the school on lockdown for safety reasons. Reporter there was a search but detectives were left with little to go on. California is a step closer tonight to requiring that most school kids be vaccinated. Today, the Senate Approved a measure, much to the chagrin of the vocal minority of people who dont trust vaccines. Sharon chin with the decision. Reporter the bill effectively says no shots, know school. It passed with a compromise. A personal and spiritual belief. Reporter expectant mother nani says she will not agree to mandatory vaccinations for her child. It is about the cleanliness of the vaccinations and the schedule of the vaccinations. Reporter but senate bill 277 passed today would eliminate the personal belief exception. It says kindergarteners entering school must be vaccinated starting fall of 2016. That would be a really effective way to ensure that we are protected against outbreaks of preventable diseases. Reporter in a significant compromise, the senate bill grandfathers in 26,000 children whose parent haves already claimed the personal belief exemption, that means kids who didnt get their shots in kindergarten may not have to get theirs until seventh grade. When nanis son is ready . Im not going to go against my values for myself, for my son, for our family. You dont get vaccinated, your only other option would be home schooling. Thats right. Or, alternativety, if they had a medical exemption. Then those children would be allowed to attend public or private school. You ready to home school . If that is what it comes to. Reporter the central issue . Which trail should be open to Mountain Bikes and how do you get everybody to play by the rules . I break rules. I break the law. I ride illegal trail. But i dont believe at all that im putting anybody elses life at risk. Reporter there are bikers who want the same trail access as hikers. And there are hikers who sabotage legal bike trails with upholstery tax. This is a person who seems like they dont like cyclists. Reporter trying to keep control, at least five different agencies trying to patrol open space that runs all the way to the pacific. Rangers frantically snap pictures and hand out citations chasing cyclists that ride well into the night. Yeah, night riding is another issue. The bikers chew up, lets go out and shred the trail. We have this beautiful land that created the Mountain Bike and it is the most restrictive place probably in, definitely the United States to ride Mountain Bikes.
