Kpix5s Christian Hartnett is in San Francisco with the proposal that has some drivers all revved up tonight. Christian . Reporter well yeah, a lot of drivers dont like the idea. Especially with the low gas prices we are seeing right now. And the drivers who have invested in more fuel efficient cars say it wouldnt be fair. Stan max climbs into the hybrid car he bought last year. A purchase made because of the 300 miles he wracks up a week. It may save gas, but it may not save him much money if he has to pay by the mile. The current state tax is 36 cents a gallon but they are thinking of scrapping that and charging a mileage tax. A test program wouldnt start until 2017. Frequent drivers may end up paying more. I may have to do the calculations and see, but it doesnt sound good. Reporter revenue from the state gas tax the used to maintain state highways and bridges. The state says that revenue has been dropping quickly due to more fuel efficient cars on the road. Governor brown says the state has a 59 million backlog on highway maintenance, but many drivers dont want the cost to fall on them, especially drivers of electric vehicles. Electric is the wave of the future. And if we start penalizing those people now, what we should be doing is taxing the people who were really as i say, harming the earth with this nonsustainable fuel. Reporter california isnt alone in exploring the possibility of a mileage tax. Colorado and Washington State are also considering it. And oregon is actually beginning a test program this year. The annual walk for life west coast march and rally shut down Market Street and caused gridlocks in surrounding streets. Some drivers say it took an hour or more to fight their way through. Our mark kelly was at the rally which organizers say was bigger than ever this year. Reporter an arena sized crowd packed the civic center today with a message for sew. Well, theres a lot of things going on here that arent in line with everyones beliefs. That is why it is important for us to be here. Reporter they came from coast to coast and from other countries hoping their sheer numbers prove their belief that most of the country is pro life. Letting our leaders and representatives know how strongly we feel about the pro life issue. That we vote pro life. Reporter but once the Pro Life Group made its way down Market Street, they were met with some resistance. Michelle waters is pro choice. This is a religiously motivated and politically motivated issue and it should be an issue that is between a woman and her own doctor. Reporter in congress, this week, a small victory for the pro choice crowd. The leadership pulled the bill that would have banned abortions after five months of pregnancy with some small exceptions. There are even some hypocrites on the other side of the aisle who counseled their own girlfriends to have abortions. Reporter several women gop representatives rebelled to stop the bill. The pro life crowd calls that a set back, but says it is one they will overcome. We have congress, we have the senate. We can get this done. There is no greater brutal act than abortion. We learned the company that supplied defective steel roads for the new bay bridge in 2013 never cold caltrans about the rods they supplied for a Washington Bridge years before. The chronicle reports the similar rods on the Washington Bridge cracked within days of being installed back in 2009. That was just a few months after the illfated batch of bay bridge rods arrived in california. The traditional system for getting bridge parts doesnt require suppliers to tell customers about failures. Those defective rods on the bay bridge cost taxpayers 45 million. Tonight, isis has come up with a new demand in exchange of one of two japanese hostages it was holding but it appears to be too late to save the other. Reporter Islamic State militants hosted kenji goto holding a photograph of haruna yukawa. Haruna yukawa had been bebedded. And they demanded a Prisoner Exchange for his delete. Japans Prime Minister says the message is likely authentic. He condemned the murder and demanded kenji gotos release. They were taken captive in syria. They demanded japan pay 200 Million Dollars in 72 hours to secure their release. Gotos mother issued a tearful plea begging captors to release her son and begging the japanese government to save his life. She reacted to the photo. His face looked extremely nervous, she told the reporters. The Prime Minister says they will not bow to terrorism. Gotos mother says her 47year old son left his two week old baby in october hoping to rescue his friend, but instead was taken hostage. Don champion, cbs news. Tonight, ukraines top rebel leader is calling deadly attacks at the beginning of an offensive. The rebels fired rockets into the city today killing at least 30 people. Ukrainian officials are rushing in more troops and equipment to defend the city. Ukraines president called the blitz a terrorist attack and they are accusing russia of advisorying the separatists. The Measles Outbreak that started in disneyland is spreading. Reporter Alaska Health officials are closely monitoring oneyearold rivky webb after she tested positive for measles this week. Her mother says the family just returned from a visit to southern california. About the 15th is when her fever just spiked. Reporter she had also just received the measles vaccine which can cause similar symptoms. There was measles in this child and we need to sort out if that is connected to the outbreak in california or not. Reporter the outbreak began in disneyland the week before christmas. Of californias 68 cases so far, 48 are linked to disneyland. California state epidemiologists warn if you are not vaccinated, stay away from disneyland. Night month old eden nguyen is too young to get her vaccine so they are going to cancel her trip to the theme park. We wanted to go, but her health is more important. The trip can wait. People need to vaccinate their kids. That is why he got sick in the first place. Reporter lab results will determine if she has measles, a disease once thought eradicated in the u. S. Ecigarettes stored in checked baggage can be dangerous because they can pose a fire hazard. There have been two baggage fires linked to the cigarettes. The faa has banned lithium powered cell phones and computer batteries. Now they will telling compassiers to carry on their ecigarettes instead of packing them. A temporary ordnance has been in place a little over a year to allow traps to be trapped and shot. The city council is expected to vote tuesday to make it permanent. The drought has driven the pigs down out of the hills and they are ripping up peoples property. 14 have been trapped and shot since the ordnance went into effect. And a large whale rolled onto shore in monterrey. Luckily, this one was inflatable. Out the door tomorrow morning, it will be a nice sunny start to sunday. With numbers ranging from the mid 40s inland, a little cooler out there. Some fog and low clouds around concord and vallejo tomorrow morning and coast will be a little warmer than that in the low 50s. Pretty nice sunday on tap with warm Weather Forecast right through the beginning of the week. And then this High Pressure gives way to a rogue low that is forming off the coast of the baja peninsula. And that low will sneak its way into northern and Central California by tuesday and wednesday and thursday. It will cloud things up. It is not going to bring us much rain if anything at all. It will be cloudy and wet, but not much. The future cast shows us what the atmosphere should do if it behaves itself. You can see by noon tomorrow, it is nothing but sun.
