Males and 2 adult females. Rescue and recovery efforts on the scene have located an additional 4 victims on the ocean floor in close proximity to the vessel and we have dive teams that are in the water as we speak that are working to attempt a recovery of their remains but the the boat remains unstable and I'm not sure when we're going to be able to recover. Those bodies as well as any more that may be within the vessel. The coroner's bureau is responsible for identifying the victims for notifying the next of kin and for determining the cause and manner of death we have asked for assistance due to the sizable nature of this incident and have received support from the Los Angeles County Coroner's Office and from the Sacramento County coroner's office as well. The 4 victims that we have recovered as of now will need to be identified through D.N.A. And that may take some time. The condition of the remains that are recovered subsequently will determine the speed at which we are able to identify any of the victims. Our hearts go out to the families of the victims of this terrible tragedy we understand the tremendous burden that they are under right now as they wait to determine exactly what happened and what condition and situation their loved ones are in we will be working diligently to try to get them as much information as possible as soon as possible we've also set up a family assistance center which is designed to provide specialized assistance to family. Members of victims of this tragedy. I am going to turn this over to Captain Monica Rochester of the United States Coast Guard Los Angeles and she will give you a briefing on the rescue effort that was undertaken this morning. My name is Sheriff Bill Brown. Good afternoon I'm Captain Monica Rochester captain of the poorer Coast Guard sector Los Angeles Long Beach we have been fully involved with this incident since 3 30 am we continue to have vessels continue our search and rescue efforts along the shorelines of Santa Cruz Island. We also have our Coast Guard aircraft that is also engaged in providing cover to ensure that we have the full swath or full breadth of the area to be to be searched we've also provided a safety zone which is approximately a mile which provides safety to the responders so that we don't have interference from other vessel traffic or any other incursion into the area where the incident has occurred and we have also established a 3000 foot ceiling for a temporary flight restriction so again this is to protect the 1st responders. This isn't a day that we wanted to wake up to for Labor Day and it's a very tragic event and we will search all the way through the night into the morning but I think we all should be prepared to move into the worst outcome but those are our efforts right now and they will continue through the night and into the morning thank you. I want to start by telling you that the hearts of this community are heavy as the families deal with this for representing those in the water and on the ground and those that are supporting this incident today and into the future we are. Peace out in Ventura County was notified by the post Coast Guard that initiated an immediate response as you believe heard this morning from Ventura County Fire Department out of Oxnard they responded with 2 fire boats. Upon arrival at the scene of the incident they encountered a fully involved wooden vessel in the waters off of Santa Cruz Island. And they began to extinguish the flames and then notified the county fire department here in Santa Barbara we continue the County Fire Department continues today we will offer our expertise and investigations on cause and origin along with the team from the sheriff. Sheriff Bill Brown office and then we'll also provide incident support throughout this incident thank you. And the district attorney County I represent the people of Santa Barbara County and on behalf of the people. I want them to understand and everyone to understand how much we understand what everyone is suffering from as a result of this people all over the world and we appreciate those thoughts and our primary concern are the victims and their loved ones and we will continue to address their concerns as quickly as we can Santa Barbara County shares jurisdiction over these waterways in the area around 6 Santa Cruz Island with the U.S. Attorney I've been speaking with the U.S. Attorney Nicanor since this morning we will continue to communicate with each other constantly and to redress any jurisdictional concerns monitor the investigation and help in any way we can again to those who are suffering as a result of this tragedy you have our support and I love. Today is Labor Day I know people probably had many plans ranging from working or spending time with family and friends I'm sure nobody planned to have their day spent the way it is now and waking up to the news that we received. We have a family assistance center that is set up at Warren hall at Earl Warren showgrounds the Family Assistance Center will be open through tonight and again at 9 am tomorrow we plan to stay open through Thursday but really to stay open as long as is needed. The assistance center is a place where family friends loved ones community a place where people can come to get information. To get support to get mental health counseling and to get resources the center is staffed by the county's Department of Behavioral Wellness or mental health counseling we have clergy chaplain Red Cross hospice of Santa Barbara Sheriff's Department fire and others working together as a team. In addition the county has a public information line that can be called. That number is 833-688-5551. So we'll carry on together as we get more information and learn new findings as the days progress hope that you will take care of yourself well. And take care of others thank you. Him The initial reports that we received in the Mayday were that the fire was underway there were no initial reports of an explosion there have been several media reports of Balad But tension for an explosion or explosions. That could be it's just speculation but obviously that could be. Scuba tanks or or propane tanks or other things that could be blown out in the fire but there's nothing that would in in the initial broadcast from the vessel that indicated that there was an initial explosion. We don't know that at this point I you know I think you have to understand this is probably the worst case scenario you could possibly have you have a vessel that's on the open sea that is in the middle of the night I mean it's 330 . In the morning. Fire is the scourge of any ship and you know the vessel this you know if not everybody most everybody was asleep at this time the majority of the people were the passengers on the ship and the sleeping compartment is on the bottom deck of the ship so they would have been sound asleep when this fire started so you can imagine that of all scenarios to be in a remote location have a fire that occurs have a limited if any firefighting capabilities they could address that and then to have all of a sudden a fire that spread very very rapidly. Couldn't ask for a worse situation. But could you repeat that question. For. You I know that I can't tell you exactly how much has been searched I know Captain Rochester can address that but certainly the island itself the coastline has been charred. I don't have the the actual specific a length amount but what I can tell you is that we continue the search around the island itself as well as. The water currents have indicated that moving to the west so we will concentrate our efforts. To the west as well. Are usually that design is required to have an emergency escape hatch. Usually. Leads the individuals out onto the main deck from there or from what we would call their accommodation spaces their sleeping quarters. Their. I don't have that information. I'm sorry could you repeat your question. The crew the crew. Interviewed today by Santa Barbara Sheriff's. Some Coast Guard investigators but I don't have the knowledge of what was discussed . OK let's clarify that it was a total of $39.00 people on board 6 of which were crew and $33.00 were passengers. One question at a time please. So it's a total of $39.00 people on board that are 6 crew members and $33.00 passengers. That is unaccounted for that is current. Yes there were. I can speak to that the investigation is ongoing. So the Coast Guard communications center explained to me that when the call came and the vessel is already totally engulfed in flames that's exactly relate to us. Now I don't have any of that information. Excuse me. The boat has sank and now it's inverted and it's on the seabed it's on the floor and approximately 6062 feet of water. Inspected annually by the Coast Guard. And compliance with regulatory requirements. Hold on just a 2nd we had someone behind you that was trying to ask a question. And I don't have that information that will come out probably through in an investigation the Coast Guard itself will launch what we call a formal Marine an inquiry board of inquiry so there will be a team of Coast Guard folks that will come out and commence that process. I'm sorry say again we do have a list of passengers. Right now we're working on the next next of kin notifications identification the sheriff Sheriff Santa Barbara sheriff's office has the lead on that so. I don't have that and to have that answer in and I'm going to go ahead and relinquish my opportunity for somebody else to speak on behalf of this incident. I don't have that information but we certainly you know we can if you want to. Meet with our public affairs folks and we will certainly provide that information to you as best as we can thank you very much. So. The question was is the vessel going to stay at its location or will it be towed in we're under discussion right now as to how that's going to be handled and what condition the vessel is in and if it could be towed without breaking apart and whether it should be examined on site versus brought on to shore so that will be something that the experts will be dealing with and making recommendations for as we go forward. We don't have a location for the year. Or so it was a group I was a billed as a as a Labor Day trip I I I don't believe that they were all from one group I think they were people from all around Southern California and perhaps further who dive into Zia's to you know just got on this boat much like you would get on a fishing boat where you'd have a few. People that you might know but the rest of the people you wouldn't know and it's that type of operation that. I have not heard so my. Question is was there firefighting equipment on board there would have to be firefighting equipment on board to pass the Coast Guard inspection so. We have at this point there's only 4 people have actually been recovered 4 more have been spotted or seen on the ocean floor and the remaining 31 people are still missing at this point. OK wanted to time please. Yes this is this investigation is a joint investigation between local state and federal agencies that all have. Jurisdiction and varying interests within this investigation so in other words you have the sheriff's office you have which handles of the coroner's. Matters as I indicated before you also have the state office or emergency services that responds to disasters and major emergencies like this you have the Federal National Transportation Safety Bureau and other federal investigative agencies that will be in support of that. The Coast Guard has an investigative arm the Coast Guard Investigative Service So there's a number of different agencies that will be involved in this investigation. I don't have any information Nic the question was What has the crew. Relator conveyed the only information that I've got is that we do have some statements from them that the investigators are looking at we also have the the gist of what the initial mayday call was other than that we don't have any any details of this point . Oh. I don't know that I can answer that question is it the boats unstable what has to be done before rescue divers can get down there it's only unstable from the standpoint that it's upside down in relatively shallow water with receding tides that are moving it around essentially So at some point they're going to have to make a determination when the best time is to actually either to refloat that vessel and attempt to recover anyone who may be inside or to try to make the recovery while it's still on the ocean floor are. Well they correct if there's the for just to clarify the for the. Actual bodies that have been delivered to our coroner's bureau the other 4 who have been identified as deceased are still on the ocean floor at the vessel say and the remaining 30. Remaining Yeah 5 Alive Syria you look at the remaining remaining 26 people would be missing at this stage. I don't I don't have the age ranges it's a mixture of men and women and the crew and passengers that's all I know at this point Donna. Are going to take 2 more questions here burning questions in the back. So the salvage operation to get the vessel refloated and and day examined is one that obviously calls for tremendous amount of expertise that's one that will be required and then there's also a concern for whatever fuel may be left in the vessel in terms of hazardous league . To contain the fuel that may be in any other hazardous materials that may be in the vessel as well. That I don't have that information at all. Right here we have that is not information that's made its way to us. While there's an investigation to determine if there was any criminal activity bad we have no reason to suspect that there was at this point but we are going to make sure that that's not the case so and that's why I will be conducting it there. I don't have that information for you thank you ladies and gentlemen. This is all right I think Lolita one of the most important things we heard was the close that was a press conference from Santa Barbara with the Santa Barbara County sheriff and the Coast Guard about this morning's vote fire they say to give you just a summary of what happened during a press conference a mayday call came in around 3 30 am from a fully engulfed 75 foot commercial diving vessel north side of the Santa Cruz Island 6 crew 33 passengers on board 5 were rescued 8 bodies have been found 4 recovered 2 adult males and 2 adult females and there are 26 people still missing we return to N.P.R. Sees Sharon McNary is in Santa Barbara she joins us live Sharon what have you learned Well you know Sheriff Bill Brown has seen a lot of tragedy here in San Bernardino but this he says was the worst case scenario for a boat you're in the middle of the night in a remote location most of your passengers are asleep on the bottom of the fire appeared to spread rapidly and now this boat is upside down in 64 feet of water just $74.00 foot boat so it's extremely unstable making it very difficult for them to search for what appears to be 20 fixed people still missing they're still checking the coastline of Santa Cruz Island in a westerly direction if the current take carried them but this image is like 4 bodies on the floor of the ocean and divers cannot yet retrieve them that shows how difficult these conditions are unusually There was talk of whether there could be a criminal investigation these waters are shared by San Bernardino County and the U.S. Attorney's Office is this going to be a long long wait to know what happened here and it doesn't sound like they're in any position anytime soon to get that boat in a place where they can search it right well exactly I mean because the boats upside down and it's moving water with the tides it's only 20 yards offshore apparently was a spectacular diving location they just simply haven't decided whether they can pull it away or some. That over to get in there and search for bodies and remember this is a. Boat that there were possibly tanks exploding when the fire got going. It's really just a nightmare scenario thank you so much that is K.P.C. News this is ALL THINGS CONSIDERED I'm also Chiang students in Hong Kong returned to their campuses today but they weren't there to attend class university and high school students are boycotting classes for 2 weeks or until Hong Kong's chief executive response to their demands which are to establish direct elections for Hong Kong's chief executive and to completely scrap a bill allowing for extradition to China this student strike is the latest move in more than 3 months of demonstrations by protesters seeking democratic reforms N.P.R.'s Emily Fang is in Hong Kong and joins us now Hey Emily Heil So I understand that you spent most of today on a university campus can you tell me what today was like there was a huge turnout thousands showed up not only from Chinese university but from 10 other universities all of them were closed in black. Waving flags that said for store Hong Kong revolution of our times just been one of their core slogans here they are chanting some of the demands of their protest including direct elections guys was. So you can hear just how many of them there are and how passionate they still are about this cause there were about 180 high schools who also joined in the boycott this morning and that was despite the fact that police preemptively were stationed at many metro stations searching students and visiting them at their school gates as they demonstrated but students say today was not about violence it was about demanding political rights like direct elections that they say they were promised when the U.K. Handed over Hong Kong to China in 1907 Here's a speech that one of Hong Kong student unions gave today at the rally students of Hong Kong here back solemnly swear that will is paranoiac deficit in the pursuit of happiness safety and causalities of Hong Kong that language struck me as really familiar to anyone who might have studied American history for example I mean so it sounds like these campus protests today were much calmer much less violent than what we saw over this past weekend right yeah this weekend was one of the most violent on record since June which is when the protests began it's in part because police head band protests from happening and then arrested a number of prominent activists and local politicians the day before protests were supposed to get underway and people turned out anyways at 1st peacefully I marched with tens of thousands of them as they headed to Beijing's government offices on Hong Kong Island but by late afternoon things have turned violent because some of the more hardcore protesters started there and gas bombs at government headquarters and then riot police began tear gassing and blasting water cannons at people and then by about 9 pm Things ended like this. Oh what's that sound in the background that's. The sound of an entire street being blockaded near police headquarters and protesters banging these metal pipes on sidewalks on on doors as others set fire to the barricades riot police then quickly moved in and they clashed with protesters throughout the night arresting more than $160.00 sometimes really brutally and people were angry and people came out of stores and restaurants to yell insults at places as arrests were happening police and raided multiple metro stations over the night and in one case they pepper sprayed and beat everyone inside a carriage including this random passer by so what's next and how do you expect the Hong Kong government to respond in the coming days because these protests don't seem anywhere near ending Hong Kong's chief executive Kerry Lamb said last week that she's exploring quote all the Eagle means to stop protests and many people suspect that what she means is she's talking about the emergency regulations ordinance it's a colonial era law from British times and it would give her the power to make any rules she says are in the public interest so she could use those to block the messaging channels that organizers have been using to protest and this is a law that mainland Chinese state propaganda outlets have been pushing Kerry lamb to use after the protests this weekend That's N.P.R.'s Emily fang in Hong Kong thanks so much Emily thanks Alpha and environmental story now South Georgia is home to one of the largest freshwater wetlands in North America the O'Keefe an Okie National Wildlife Refuge there's a new plan to mine for titanium nearby and environmentalists aren't happy about it it reminds them of a mining proposal from 2 decades ago back then the federal government stepped in to stop it from member station. Emma hurt reports that this time around that's unlikely to happen. To see O'Keefe gnocchi you really got to get on the water chip Campbell takes people out all the time he and his wife Joy on a boat rental in concession company in the refuge they actually came to the swamp on their honeymoon at 1st this may not sound like the most romantic spot. A lot of people when they come to the swamp they think that it's going to be this jar over. The place and there's parts of O.T. For no good to have some of that but a lot of it is like this and it's got it's very open sun splashed there are fields of lily pads and water lilies cypress trees draped in Spanish moss mirror like black water stains from the swamps plants and trees it's almost totally free of light pollution or the noise of civilization it will capture your heart block water or get into your blood and of course there are the alligators How many is hard so you can't get them to fill out a census form you know so there's a bunch of them whether it's 150-200-2000 extension 0 the swamps big to about half the size of Rhode Island most of it's not even accessible and people's love of the O'Keefe and Oki also big That's why plans to mine nearby are controversial like the latest one submitted this summer to extract titanium and zirconium near the swamp it stirred up old emotions from 1997 than the chemical company Du Pont wanted to open a much bigger mine after our cries for environmentalist Bruce Babbitt the interior secretary under President Clinton visited the O'Keefe gnocchi he condemned to Ponce proposal they're not going to prove beyond a reasonable doubt that there will be no impacts on the oca for gnocchi swamp I don't think this project to go forward for the reasons stated and it didn't Dupont never even submitted a permit application after pressure it donated some of the land to an environmental nonprofit but ship Campbell says locals have always known that wouldn't be the end of it your members talking with people at the refuge right after that to pop puzzle and some other said they'll be back since then mining has been happening farther north and south of the swamp in Florida and Georgia and local county commissioners are excited about the new proposal it's projected to bring hundreds of jobs but there hasn't been enough information about the environmental cost of those jobs for the project in general says Theresa. Offered she grew up near the swamp and spoke after a county commission meeting. The swamp is just a treasure we can't make a new land or anything else to stroll it on it's gone forever and we need some more facts facts like a hydrology report which could model how the mining might affect the water in the swamp it's not complete yet and the company's consultant doesn't know exactly when it will be finished opponents argue because of the project's location and controversy the Army Corps of Engineers should require a more rigorous process to about the project an environmental impact statement C Fingal runs Twin Pines the company with the new mining proposal he thinks his science is sound and says it's not fair to compare his project to what to pump wanted to do for 22 years of new technology it's more environmentally friendly process to do it now that what it was nice of his proposal is also less than a 3rd of the size of the Dupont one and there are different federal priorities now to the trumpet ministration has said it wants to find domestic sources for minerals like titanium they've called it a quote national security priority we have Stryker runs the Georgia river network she hopes Georgia's Republican state officials will speak up to the president and they may come forward and say we love you but this is not the swamp you want to drain the Army Corps public comment period and September 12th print P.R. I'm Julie Slater in for Nick Roman We continue to follow new details on the deadly boat fire early this morning off the Ventura County coast authorities this hour are still searching the waters on the north side of Santa Cruz Island after a dive charter boat called conception caught fire and later sank joining me in studio to talk more about this vessel is K.P.C. Producer leader Martinez she's been following the story for us all day so Lida can you tell us what do you know exactly about this particular boat you know so conception is owned by a dive charter company called Truth aquatics they're based in Santa Barbara and they've been in business for 45 years and conception is one of 3 vessels and their fleet it was built in 1901 and measured 75 feet long and could hold more than 40 people on board at this stage we know that it was nearly at capacity and was finishing up a 3 day excursion on Santa Cruz Island when it was more it at a place called Platt's Harbor on the north side of the island now you're a certified diver and you've been on similar trips what is it like on board one of these supposed to specially the ones that stay overnight you know so 1st of all I just I just need to say I've never been on the specific boat but I've been on quite a few one some much like it and I will say that it's not very comfortable doing a live aboard trip mostly because you're cramped in these these tiny bunks that are below deck with no window sometimes with no ventilation either so I took a quick look at conceptions blueprints and the thing that stuck out to me is that the only way to get out is through 2 separate ladders leading up to the galley or the kitchen area and that in and of itself isn't that out of the ordinary there are typically hatches that close over these ladders to keep out light and sound for people who are sleeping below deck but for obvious reasons these would never be locked or secured in a way where people couldn't open them from below Do we have any idea what may have caused this fire you know at this point we don't but there are a few things on board that could be dangerous if they're malfunctioning. The 1st thing that comes to mind is the on board air compression system so this is what allows the crew to refill individual scuba tanks between dives so these systems have to go through rigorous testing every 6 months from the U.S. Coast Guard to make sure they're in working order some divers if they're trained to use it like to fill up with different gas mixtures one popular mix is nitrox which is a combination of nitrogen and oxygen so generally speaking this is stuff that will help you stay underwater longer but it has to be handled differently than quote unquote regular air because you have to be careful since oxygen is extremely flammable but again we don't know for sure what caused the fire at this stage now how are people in the local dive community I mean this is such a tragedy how have you spoken to people who are they taking us news I've been talking with a lot of people in the dive community friends of mine who I've been on similar trips like this with and really they're they're all devastated just heartbroken and truth aquatics is very well known here in Southern California and they're very highly regarded and the thing is as popular of an activity as scuba diving is here the community itself isn't all that big people know each other and it's not unusual for divers to book a spot on a boat by themselves and later find a buddy for the day who will turn into a lifelong friend and look incidents like this are just they're simply very uncommon and people are still trying to make sense of what happened here I can imagine because people are thinking like that could have been me on that boat Absolutely that is just a just a major tragedy thank you so much for giving us that information that is the producer leader Martinez were reporting on the boat fire off of Santa Cruz Island.
