Has tweeted that they're aware of the packages but there is no current link to Los Angeles but they say they are in contact with federal law enforcement partners will have more next hour on air talk with Larry Mandell 1st though Orange County is nearing a settlement with advocates for the homeless in a case that has captured the public's attention Orange County Reporter Jill Replogle says the case is radically changing how the county addresses homelessness and Jill is with us now to explain I know it's been a few months since we've talked about this so I get a quick recap on how we got here right so back in January o.c. Officials started to clear out this very large homeless encampment that had grown up along the same Ana River bad and you know it was a real embarrassment for the county if you ever saw it you know what I'm talking about it was this you know huge shanty town right in the shadow of Angel Stadium and in plain view of major freeways and when they tried to have. The people living there they were slapped with a lawsuit advocates for the homeless said people had nowhere else to go because the county lacks sufficient shelter beds and can accommodate people with disabilities so that 700 people were moved into motels for a month and then the county tried to set them on a path to getting off the streets for good right now you're reporting that the county and lawyers for the homeless have laid out a tentative agreement to how that settlement changed the way the county addresses homelessness one way is that prior to the lawsuit sheriff's deputies might approach someone sleeping on county property or on a public sidewalk and threaten them with a trespassing charge or a ticket for loitering if they refused to leave and if the deputy said you go to a shelter Well there probably wouldn't have been any better the van the only county run homeless shelter for single adults that you know doesn't require reservation doesn't require you to be pregnant or accept Jesus injure life it's been packed since it opened in 2016 and there were probably even fewer options if you had a mental or physical disability so that person might be charged with trespassing maybe even end up in jail going forward a homeless person sleeping on county land would be approached by a health care worker and that trained social worker would figure out what the person needs what resources and shelter options are available and only then if the person refuses to leave with law enforcement step in Ok no will there be shelter options all because a lack of shelter space is one of the main reasons why the lawsuit was filed in the 1st place yes Carol Sobel one of the lawyers for the Homeless says that about 1200 new shelter beds are expected to become available in the next few months and that within about 6 months there should be available and appropriate beds for almost every unsheltered person in Orange County that's about $2500.00 people and so Bill is really excited about that I've been really good in Los Angeles for 18 years so anything that turns around in 18 months. Yeah I'm excited and you so wasn't fighting with l.a. For all that time to get the city to develop an adequate emergency shelter system and the fact that it doesn't have one is a big reason why you see so many people sleeping on the streets in l.a. And she thinks that that threat of becoming l.a. Is part of the reason why we seem to be headed towards a positive settlement in o.c. Not Sanzar I know Joe you've been following developments in this lawsuit all year after the motel stays ended did homeless people end up back on the streets a lot of and did we don't have exact numbers because the county didn't keep track and there are a couple reasons why people ended up back on the streets some of them got kicked out of shelters or were told they no longer qualified for services for some reason and advocates say many of those people were kicked out unfairly you know somebody who. Gets a friend you know a bipolar they get angry and if you don't have people who are trained to deal with them operating the facilities they take offense and kick them out that was a lawyer Carol Sobel again and you know the settlement hopes to address that as well by setting up clear guidelines for how shelters are run rules for residents and their rights and if someone gets kicked out of a shelter or some kind of assistance program there will be an appeals process and that was really important to homeless advocates because if people are just kicked to the curb it defeats the purpose of trying to get people off the streets right now what is a county say about the settlement proposal the majority of the county board of supervisors who has to sign off on this is supportive the county's lead attorney Leon Paige sees a settlement as a win for the county to what this does is provide the county with a roadmap for ensuring that there will be no thank Heaven within the county or at least on county property and the reason he specified county property is because settlements are still in the works with specific orange county cities named in the lawsuit and Heather thing this is not over yet lawyers for the homeless plan to add cities in South Orange County to the law and because it's the one part of the county that has not offered to open new shelters there's really just one small shelter in Laguna Beach the. It's a kind of a low barrier shelter for homeless individuals not much else though Joe This lawsuit was about emergency shelters and so we know that that's only a short term fix So what about longer term housing for the homeless right well as you know I just finished an intensive look at a fight over a proposed permanent supportive housing development for homeless people in Fullerton there's a lot of community opposition to that proposal but in other parts of the county permanent supportive housing seems to be kind of quietly moving forward Carol Sobel the lawyer told me that 1500 units of supportive housing are already in the pipeline in Orange County if that all gets built it would actually get the county to more than half of what's considered needed to permanently house the shelter population but it's unclear whether you know as we've seen time and again that neighbors oppose these projects and that often leads to delays and added costs so I'll be taking a closer look at how these plans develop that's k.p.c. She's Jill Replogle she's been talking to us about a settlement proposal reached with homeless advocates over the clearing of the Santa Ana riverbed encampment earlier this year this year Jill thanks a lot. Andy and Brian Kemah Netsky Hello you 2 Ok All right the quick autopsy on Clayton Kershaw is performance ugly ugly ugly 4 innings pitch 7 hits 5 runs allowed 3 walks right it seems as if the biggest problem with Kershaw in this season's playoffs is that when he's good he's awesome but when he's bad he's dreadful Yeah and it just this is one of these things that has dogged Clayton Kershaw for his entire career the this this question of can he rise up to be Clayton Kershaw the arguably the greatest pitcher of this or any other generation in the playoffs when these things you know matter even more than they do in the regular season and it just it's not working for him and he's reached a point in his career where his stuff his athletic ability his arm strength his velocity all these other things are starting to go away and you know it's harder for him to pitch as effectively as he did 5 or 6 or 7 years ago and it just doesn't look like Clayton Kershaw is ever going to have that defining post-season moment that allows us to stop talking about how he's never quite been good enough in the playoffs to get the Dodgers a World Series and any Kershaw potentially I know this is down the road again potentially could be lined up to pitch Game 5 in Los Angeles but any let's say the Dodgers are facing elimination in game 5 should they still trust him yes in their heart yes yes in part but if you watch the game last night I did watch it just want to share the it's because in part they really have no choice you know that far into a series starting to reconfigure a rotation to avoid using him or taking Kershaw out of the rotation if possible. It's very impractical and then if you win that game you are going to have to go back to Kershaw at some point so he's an experienced pitcher he's still a good pitcher and he has during these playoffs had some terrific performances the problem is though he doesn't string together series of dominant performances and that's all timidly what's dogged Kershaw throughout the postseason It's not that he can't ever pitch well in the postseason or that the moments always too big or anything like that it's just for a pitcher of his pedigree you don't really know for sure what you're going to get and that's not what you would expect when you when you take into account just how amazing a pitcher he's been and how much you pay him right and how much of him having said that a 1000000 bucks Clayton Kershaw is not the only problem that the Dodgers are having in the postseason or last night the Dodgers better one for 7 with runners in scoring position last night and that's been an issue for the Dodgers throughout the playoffs throughout the season really but even in games that they've won and you can't keep that up against a team like Boston that's had the best Often it's in baseball all year whether time of the regular season or the Post also didn't catch the ball very well the Dodgers defensively were very bad last night I just think the fascinating thing to me about Kershaw is how he kind of fits into the the psyche of fans like we always get used to it like you know fans are ready to just jump on a guy and run of out of town whenever they have a chance but I put a poll out actually during Kershaw's last bad post-season start which came in the in the Milwaukee series when Kershaw doesn't pitch well the playoffs does it as a Dodger fan does it make you mad or does it make you sad and it was overwhelmingly people said sad I'm not mad because everyone in this city wants Kershaw to have the success because he's ever in every other ways exactly what you would want your star athletes to be he is humble you know he's a quiet guy a family guy married his high school sweetheart. At a forum for candidates running for Irvine city council I meet one Republican who plans to support Walters in part because she voted to repeal Obamacare who I don't think the portable care at solving problems Michelle Bolden lives in Irvine she's not a fan of Porter's bold and doesn't like ideas like Medicare for All which critics say would be prohibitively expensive. I think a lot of the issues today are getting too progressive and I am not comfortable with that Walters does talk about health care on her Twitter feed but it's not the center of her campaign she focuses mostly on the strong economy and her support for the g.o.p. Think tank the Economic Policy Institute in California has lost the largest number of jobs in the country almost half a 1000000 for more on this report we turn to Clayton dooby He directs the u.s. China Institute at the University of Southern California clean Welcome back thank you it's good to be here now this a new report says the United States has a hole has lost millions of jobs to China since China joined the World Trade Organization 17 years ago remind us of what the w t o is and what is supposed to do Sure well the w. The World Trade Organization is an American creation it stems from an earlier American create. And to facilitate trade because we saw trade as a stabilizing influence in the world a way to develop economies and as a consequence make people less vulnerable and so we've long encouraged trade for that purpose and the u.s. Is the number 2 export or in the world we're number 2 only to China so we have certainly benefited from trade then why were so many jobs lost to China between 212017 what happened all those jobs. Well I would take it issue with with the report itself I think that the report focuses maybe a bit too narrowly on China because it's an easy easy enough target and it doesn't note for example that in 2000 our overall trade deficit was about $372000000000.00 And if you fast forward to 2006 our overall trade deficit balloon to $762000000000.00 now part of what reduced that was the great recession we stopped buying as much but also what reduced it was the Obama administration's efforts to promote American exports Now last year our overall trade deficit was still large 566000000000 dollars And with 300000000000 of that attributable to rectally to China but many of the jobs that the manufacturing jobs now have left the United States went 1st to Mexico they went 1st to Southeast Asia maybe now they're located in China but it wasn't a direct route so didn't go yeah straight from point a to point b. Is what you're saying that's that's point a that's definitely the 1st point the 2nd point is that report minimizes the role of services and in fact California is the number one export from the United States to China we export over $25000000000.00 worth of goods and services and we forget about the importance. Services and in fact the u.s. Enjoys a $40000000000.00 surplus in the services trade with China China Clayton dooby directs the u.s. China Institute at the University of Southern California what it comes to California I mentioned earlier how half a 1000000 jobs are gone from California Why was our state so heavily impacted and that's just that's just a lot of people a lot of people in the workforce without work well that report highlights the loss of computer manufacturing jobs and that really is significant and that's why it focuses in on the Silicon Valley job losses and of course some of those occurred inside Southern California as well but what has simultaneously happened is the rise of Silicon Valley so going from the low end part of the business of manufacturing computers to the high end part of the business of designing computers designing phones developing software those sorts of things which pay much better and are nonpolluting and all of those sorts of things there's a reason why i.b.m. Sold its personal computer business it was a low margin business and i.b.m. Has instead focused on the provision of services such as cloud computing and things like that given Clayton that we're in the middle of a trade war with China right now how do you see jobs being affected going forward and where would be losses be if there are laws I would imagine ports might be one of the obviously the ports would be the 1st place where we would see this both goods coming in and goods going out we we will definitely see that and not just here in Southern California but at the other trade ports New Orleans and other places so we can expect that but also because agricultural exports are important in California the Midwest and elsewhere we're going to see some job losses there or stemming from lower prices so we will see that sort of impact but for California services. It is so important now so far the trade war hasn't moved into this realm we don't see any limits on visitors from China we don't see any limits on students coming from China so those jobs will continue to be direct to the us China is student u.s.c. Stephanie Nordlinger sits in the backyard of her home in an upper middle class part of Baldwin Hills the neighborhood of Los Angeles she bought the house in 1908 for 170 grand the street was full of liquid amber trees in the fall and they looked beautiful so I looked at the house and I could afford it and decided to purchase it she thought it was just wrong she was paying more in property taxes than people who bought when the market was cheaper especially people who are richer than her Stephany's an attorney so after she got her 1st property tax bill she did what lawyers do she sued arguing that Prop 13 was unconstitutional her case went all the way to the Supreme Court this is called equal protection of the laws which the u.s. Supreme Court failed to implement but it is equal protection of the loss we had we got one judge on that one justice on that she lost $8.00 to $1.00 the Supreme Court basically said Prop 13 might be bad policy but it wasn't unconstitutional 30 years later Stephanie could be the poster child for Prop 13 She's a senior citizen living mostly on savings and she saves a ton of money on her property taxes Her house is worth around 900000 she pays just $3400.00 our tax bill but she still is no fan of Prop 13 when I was a kid telephony was on the top. By moving on its flood preparedness weekend here's some not so great news the charge ground resulting from this summer's wildfires has left some areas prone to flooding fires at extreme heat skin leave a slippery topcoat on soil causing even more rain to slide downhill sides last year mana Seato $21.00 people were killed as a result of heavy rainfall and officials are meeting in Santa Barbara today to warn people about the risks Chris Iraq is one of them he's a spokesman for the California Department of Water Resources and has stepped away from that meeting to talk to us about how to prepare for flood season Chris I think we're doing that welcome to take to Good Morning now what are your is in southern California are at most risk for potential flooding well anywhere that we've seen wildfires in the state are at risk if we get heavy precipitation and what's interesting and amazing is that this year alone we had $6200.00 fires in the state of California that Thomas fire which happened last year in October and January of this year was the largest wildfire only about 9 months and that's now been taken over by 2 wildfires in North State so I was going to say then maybe I should just ask you what areas aren't had most risk for potential flooding because so cal is a one big fire area well and it's not just a fire that we're talking about every single county in the state California has had a flood emergency declaration in the last 20 years it doesn't matter if you're called store with next to a stream or a lake it doesn't matter if you're in the hills or in low laying Valley valleys that. Can happen anywhere at any time so everybody's to be prepared well. We're really concentrating on this year's Like you mentioned the flood after fire aspect you mentioned how it creates a waxy surface with those fires but more importantly it reduces that root system root system that goes down and holds the different layers of soil it could take 2 to 5 years for that root system to fully come back those roots hold it down so when the rain comes and they absorb the water without that root system with that waxy coat that water just flows right off it mixes with the ash with the day that in the cane debris from the fires and can create mudflows and then even more importantly the debris flows that happen like in Mt to see though that were 35 feet tall and moving about 30 miles per hour came out of nowhere at 1 o'clock in the morning and unfortunately cause the loss of multiple lives makers it's terrifying it's absolutely terrifying What are your what are you doing the Department of Water Resources to prepare for floods even in these residential areas well really talking to residents about 3 basic things that they could do be aware know where you live are you in danger of flooding are you by a burn scar do you know where to go if there is any type of flood emergency be prepared how do you get out do you have a plan if kids are at school moms and her job dads and another job where you're going to meet up also what do you do with your pets do you have a plan to get your pets food water do you know where your important documents are they in a safe place that are going to be destroyed by the flood and then finally take action if your local agencies call for an evacuation don't wait it out right away up at the car fire and ready we had an elderly couple that the husband decided to go help the firefighters and take them some water and left his wife and 2 great graduate home without a vehicle unfortunately they perished in that fire because they had no way to get out Hey Chris you know we always hear about how we can make our property or the areas around our property a little less Sufiah or prone clearing. Brush that kind of things or anything that we can do similarly for flooding well you can you can look at your surroundings and look at the high ground if you're looking at rebuilding the houses destroyed by a new house go to the Callaway asked website the California Office of Emergency Services and go to their my hazards page it will tell you are you in a fire zone are you in a flood zone you can make your decision on buying a new home or building additions to your home based off facts you could make sure that debris is cleared out around you as we come in and climate change is a reality in California were seen bigger fires more intense fires make sure that you have a safe space around your house so if those fires come back you do have some areas to protect your home and then be prepared like we said before if there is a chance of flooding if we see the high precipitation events coming in get your sandbags early protect your home but often be ready to evacuate at a minute's notice really quick if you mention how the soil isn't quite recovered yet will we ever give the soil enough of an opportunity to get recovered to to be ready for flooding Yeah Mother Nature is an amazing aspect of our world adn it will recover we see wildfires all the time and it does help regenerate and grow back better and stronger but it takes time you know on average I get that 2 to 5 years before that resists to get back to the way it was before Chris all rock is a spokesman for the California Department of Water Resources Chris thanks a lot have a great day bye. If we couldn't I think it was a it was a show respect for us for the Sixers but it also is a show of disrespect to the Lakers I mean use your encouraging the team that just beat your team to beat the next team I mean it was it was just the hatred of of the Lakers of Los Angeles of everything l.a. You know there was a tremendous rivalry back in the eighty's 3 cities were very passionate about basketball in my opinion Los Angeles Philadelphia and the Celtics and the Boston Garden was a place where the passion was much greater I think than it is today there were no. Kiss cams there were no shirts being rocketed into the stands before the game started people just stood and cheered I guess beat out way worked out but I think it's been appropriate to be a chance against any l.a. Shirts you see it on mugs you see it everywhere it's really proliferated since then and especially I think recently when l.a. Teams have have really dominated and it's going to be really interesting I think to see how the Lakers do this year with the Bron James and see if that chant spreads even further so Joel as the inventor of beat l.a. Why do you think this cheer went on to become so much more widespread do you think there's anything to the fact that Los Angeles maybe around the country maybe specifically in Boston is seen as a as a superficial flashy kind of place well I think that's one of the reasons we came up with the chant in that the Boston Garden was a big old bar in no way or conditioning no cheerleaders no Hollywood and the Lakers at the time with the jury box and Pat Riley were very fancy Hollywood types and of the Celtics were so well Hollywood's down the street from of the Lakers play Joe you have to give us kind of slack but I have to add to jump in here and say you know what my dad was saying earlier about t. Shirt and that that's why the 2nd thing we heard in our house growing up after you know we started you tell a just my dad and his friends really hated just kind of how showy basketball became when the t. Shirt and and the cheerleaders and the dancers you know some people argue that the Lakers really started that Lakers were the 1st team that had dancers the Lakers you know so you know I think it I think it makes sense that this show you know something that people had a problem with in the kind of you know Hollywood ness of it of the Lakers and maybe .
