McCain was on route to Singapore when it ran into a $600.00 foot long oil and chemical tanker the ship belongs to the Japan based u.s. 7th Fleet which announced the incident the Fleet said the u.s. Ship sustained damage on its port side the extent of the damage and the cause of the collision are under investigation last week the Navy relieved the commanding officer of the Navy destroyer u.s.s. Fitzgerald of his duties he and several officers were held responsible for a June 17th collision with a tanker that killed 7 crew members and Anthony Kuhn n.p.r. And I'm David Greene in Culver City California tonight President Trump is set to address the nation on what is next for the war in Afghanistan this is a prime time address on a subject that has long been on the mind of Donald Trump before he ran he advocated withdraw all then early in the presidential primary campaign he reversed and said troops probably had to stay we made a terrible mistake getting involved there in the 1st place we had real brilliant thinkers it didn't know what the hell they were doing and it's a mess it's a mess and at this point you probably have to because that thing will collapse about 2 seconds after they leave just as I said that Iraq was going to collapse afterwards now since becoming commander in chief Trump has said that the generals ought to decide about troop levels but he has criticized the top u.s. General there right now over the continued slow pace of the war now let's talk to Aaron O'Connell he's a retired Marine lieutenant colonel and an Afghan veteran he is also the editor of the book our latest longest war losing hearts and minds in Afghanistan Professor welcome to the program thank you very much for having me what are you expecting from the president tonight in this address. Well I expect he will probably endorse the military's recommendation for about a $5000.00 person troop increase for trainers for the Afghan army and police and I expect you will probably also loosen the restrictions on air power that President Obama put in place in an effort to reduce civilian casualties in Afghanistan the military's been advocating for both of those things for about a year and I think the President Trump will will will give them what they want these sound like small moves is a fair that is a fair statement yes nobody thinks $5000.00 more troops is going to end the war in Afghanistan for context we have about $8400.00 American troops there now and at the height of the surge in 2011 we had 100000 so adding 5000 more won't end the war the hope is that it will buy the Afghan government a bit more time to bring the Taliban to a negotiated peace or at least to halt loss of momentum and to halt the Taliban advance Well speaking about ending the war I want to ask you about winning the war if that's something that we might come to at some point back in June the Secretary of Defense James Mattis told Congress quote We are not winning in Afghanistan right now is is that a fair assessment is he right that is a fair assessment that the war has been a stalemate since at least 2011 some would say a stalemate sliding towards failure but I would caution. Us against thinking we can win the war in Afghanistan it's actually part our efforts there are part of a much larger war between Kabul the elites and rural Pashtuns it's been going on since before Afghanistan was founded in 747 so I don't believe we can step in and win the war for them and in fact that hasn't been the strategy for some time President Obama's surge was meant to halt the momentum and the entire war strategy for the remainder of his presidency was to empower the Afghan government to fight the war on its own by increasing the training to the army and police and by increasing advisory efforts to the government to reduce corruption and bring it into an inclusive governing model. So isn't there a reality facing every president who has dealt with this president George w. Bush President Obama President Trump that it would be a very difficult message to come before the American people or an evening address and say this war can't be won this is actually part of a larger nuance conflict that goes back generations we could a president do that probably not but but there are things he can do and so I think the American people would like very much to hear something we have not heard yet from the city ministration which is a diplomatic strategy to end the conflict we don't make peace with our friends we make peace with our enemies and I think that's far in the 1st 6 months of this administration what we've seen diplomatically out of the trumpet ministration borders on strategic not practice we don't even have them Bassett or we don't have an ambassador in Kabul yet we don't have an assistant secretary for the region who can actually sit down and broker deals the State Department is hemorrhaging talent and because of this there's no way to actually set up a diplomatic apparatus that brings in partners from the region that brings in the neighbors and and uses the considerable leverage the United States has economically and diplomatically to bring this war to an end what would that work what's the what is your argument that a diplomatic option would be at least the most effective thing to try I guess there's 2 are used the 1st is no one thinks there's going to be a military solution so if you cannot bomb your way to victory it's best to start talking and we've known this about the Taleban since at least 2011 even at the height of the surge with 100000 troops the Taliban thought they were winning and they think they're winning today so the since that of since the military heavy handed approach of just trying to get the guy to give up isn't working then it's always best to start seeing how you can strike deals and the Taleban requires and lives off of the support from Pakistan we provide pockets Dokken considerable amounts of money and aid and support for fighting terrorism and or other matters and it's pretty clear to me given the. Fragile state a pox on the economy and political apparatus that we could deploy to leverage but here again what we've seen so far is real inconsistency in the 1st weeks of the trumpet ministration it released millions of dollars in counterterrorism came it's to Pakistan a few weeks later they just decided they will no longer gives counterterrorism payments to Afghanistan for the same reason the Obama administration halted them namely progress against any network in the Taliban since it sounds like diplomacy is not something you're looking for in any large way from this from this administration I would I would like to see it unfortunately we don't have the structures in place yet because the president has pretty much tried to outsource the decision on the war to the military and is seeking only a military solution at this point from everything I've heard from Aaron O'Connell is an Afghan war veteran and an associate professor of history at the University of Texas in Austin thanks so much for taking the time we appreciate it thank you very much. Last Monday after violent racist protests and counter demonstrations in Charlottesville Virginia we interviewed Virginia's governor Terry McAuliffe on this program he condemned the violence and called on the white nationalists to leave Virginia but he also said something some of us found surprising he called out the courts in Charlottesville for not doing enough to help local officials we've got to do a better job to work with the judiciary they need to listen to the local city officials about where these comments are allowed to allow people to come into your city with guns our jobs to protect it and when the judiciary needs to do a better job of working with us N.P.R.'s Robert Benincasa dug into the role the judiciary played in the Charlottesville rally and the reports that courts may not just be unwilling to help they may also be unable police and business leaders in Charlottesville knew the rally was likely to be violent would be demonstrators took to Facebook threatening city officials and counter protesters the goal is to get a 1000 men one said to crush and demoralize and to the point where they don't return to the park another posted I can assure you there will be beatings rally organizer Jason Kessler boasted in a pod cast he said his rally would be like the one in Berkeley California in April where demonstrators clashed violently with counter protesters well enforcement and the city recognized that there was a significant life we heard of violence that's Charlottesville city attorney Craig Brown evidence of the potential for violence mounted and 5 days before the rally the city acted not to cancel it but to move it away from downtown officials told Casler he'd have to demonstrate at another park a mile and a half away back by the American Civil Liberties Union Kesler sued in federal court the judge ruled in his favor saying there was evidence that the city was discriminating against him for his beliefs and here's the thing the city didn't tell the. Court about the evidence had had of looming violence instead with a group of business owners who joined the suit it focused only on the potential for a larger crowd than the $400.00 Catholic listed on his permit we conceded too much when we continue to treat it like a political rally and not an act of hostility an act of violence towards our town micro he has owned a restaurant and pool hall called Rapture on the downtown pedestrian mall for 19 years he was one of the business leaders who joined the lawsuit in that suit Police Chief Al Thomas warned that some demonstrators plan to carry guns and that emancipation park wasn't a safe location for that city manager Maries Jones told the court that police fire and rescue workers quote cannot adequately protect people and property downtown courts have allowed governments to put reasonable and narrow restrictions on the time and place of free speech but City Attorney Brown says persuading a judge to intervene based on a threat of violence is very difficult the standard is extremely high you have to show not just that there is a chance of violence but it's very likely in that it's something that you can't control business owner wrote He is among those calling for Charlottesville to take a harder line on white nationalist groups in the future they got what they wanted they gave here they heard us they scared us and they killed us so I think we need to go forward and say to this group when they tried to get a permit we must not even concede that they are legitimate political groups there are terrorists that is what they've shown us they are coming here to hurt us and we have a right to defend ourselves Rody says the optimist in him hopes that some of the supporters of the rally are horrified by what they saw and that hate groups will become less powerful Still he fears that his city will become an even bigger target in the future Robert Benincasa n.p.r. In nearly 100 years the rest of the country will enjoy a partial solar eclipse and N.P.R.'s Nell Greenfieldboyce has this important reminder about safety Ralph Chu has seen 18 total solar eclipses He's also an optometrist and vision scientist at the University of Waterloo in Canada and he says pretty much every time there's a solar eclipse somebody gets hurt the ones we're really concerned about are the people who have never seen an eclipse before or you know just decided that you know today is a nice stage I go take a look at a solar eclipse and I probably don't need to do very much to get ready to do that then I get worried he says you really can get blurred vision or blind spots after watching partial eclipse is without protection even if there's just a little crescent of sun left in the sky I've seen a couple of patients over the years where you know you've got very distinct crescent shaped scars from looking at a solar eclipse where you can almost tell when they looked so it is never safe to look at a partial eclipse without special eclipse glasses or filters and most of the country will only see a partial eclipse choose says the risk of eye injury is even greater if you look at a partial eclipse unprotected through a telescope or binoculars or a camera lens the damage can happen extremely quickly it is also not safe to look through binoculars or telescopes while just wearing regular old eclipse glasses those devices need specialized filters but it is all right to put eclipse glasses over your every day. McCain collided with an oil tanker more than 3 times its size off the coast of Singapore 5 sailors have been reported injured and 10 are still missing this is just 2 months after the u.s.s. Fitzgerald collided with a much larger container ship off the coast of Japan 7 crew members died in that incident and the investigation is ongoing but the u.s. Navy has already relieve the Fitzgeralds commander and 2 other senior leaders of their duties Joining us to talk about this latest collision and its implications for defense in the region is David Larter a Navy veteran and staff writer for Defense News Welcome thank you for having me well 1st walk us through what we know happened so far any updates on the injured and the missing so there's no updates yet on the missing for the sailors from medically evacuated or medivac from the ship earlier in that the day they time over there and. So far the effort the turnout and the of the tend to think has been unsuccessful so far as we know ok.e. You were on a team of Navy navigators right I mean how can something like this happen how can a u.s. Destroyer with all of its technology and sensors collide with a tanker it's it's almost an it's almost hard to understand there are a lot of safeguards and the fact that it has happened twice just this summer is deeply troubling there are watch standers on the bridge which is the area at the closest to the highest point on the ship where generally the officer of the death calling officer the person in charge of making orders to the guy that steers the ship is up there. They are in a very busy shifting late and they're getting ready to head into. The Straits of Malacca so it would have been probably if not manned up at a higher level just getting ready to man up at a higher level because they were just outside what's called the traffic separation scheme which is which is like a highway in the sort of the lanes that the ships get into to either enter or exit port it's tightly controlled and when you do that on Navy ships you manned up a special what's called a navigation detail so if they weren't there they were getting ready to get there most likely so it's hard to understand how it would happen there are other radars there's lookouts there's people that are whose entire job virtually your entire job is making sure you don't hit a ship when you're not actively fighting a war and I understand that this is now out of the 4th incident in waters near Asia involving a u.s. Naval vessel this year does that seem like a lot for incidents it does I I can't recall around like this. In any you know because these are all 7th Fleet ships that 7th Fleet the u.s. 7th Fleet is based in Japan it's known as the forward deployed naval force they are supposed and as the name implies they're considered always deployed when sailors take orders to f.t. Wants to set the bar higher overall so more of each product has to come from within the NAFTA block it also wants to impose this new rule that sets that a set percentage of each car or auto part comes exclusively from the u.s.
