News this is All Things Considered I'm Ari Shapiro every recent president has promised to innovate the way government works and this week the trumpet ministration announced its plan to do that it's opening the White House Office of American innovation Jared cushion or the president's son in law and senior advisers in charge it's staffed mostly by business executives we want to explore the challenges of innovating in government so we invited Jennifer Paul cut into our studios She is founder of Code for America a group that places tech fellows in local government She also worked in the Obama White House I asked her about how innovating in government differs from doing the same in the private sector government is fundamentally different from business in the sense that businesses choose their customers government must serve everyone or at least in certain cases they must serve a certain population many government services do have to work for every person in America seniors who are not well literate people in rural America other folks might have different levels of access or fluency exactly and in different languages all sorts of different things and so we think technology can really help that but we have to understand people have different levels of access to technology as well so when Jared questioner and his father in law Donald Trump say they want government to run like an efficient well run business is that an appropriate or achievable goal I think I'm most concerned about what comes out of these efforts regardless of how they frame them I think that there's a lot that can be done building on what's happened in really the last 6 years both in the federal government and with states and musicality is around the country that shows that a lot of these techniques for these practices these principles and we summarize them as iterative user centered and data driven these practices can make services better and better technology generally cost less than what we're spending today not more iterative user centered and data driven so you do it in small increments you see what people actually want and you figure out what works and do more of that is that basically what that means. And the lunchtime rushes over at Mama Liz delicatessen but the place is still buzzing customers Nahshon commissions pastrami unlocks then there's the chopped liver being made by line cooks like Marvin Munyon or you rightly he came here 3 years ago from Honduras so. If you want to have a good close just try our mass of old stuff you also can get our butts around in the house lots that you will love and loves his job but there's a but on average at mandalas those who work in the front of the house and earn tips make twice as much as people in the kitchen if we get busy oh where's love we're made to sandbag for these people up front because they got busy they can learn many of them and then you can really do the hard like the back each leg with the resin they were like making the whole foot restaurant owners say the wage gap is at the root of a shortage of kitchen workers to address the problem mom Liz Deli is one of at least a dozen restaurants in the Boston area to adopt what they call revenue sharing it varies from restaurant to restaurant but the mechanics of revenue sharing are simple take up. Centage of sales and funnel it to kitchen workers at Keith Harman's 3 Boston restaurants the 3 percent fee on all sales goes directly to the kitchen and what you're doing is you're converting the idea that the busier the restaurant is the better it is for everyone who's working and back of house Harmon says that before revenue sharing tipped employees earned about 2 and a half times as much as back of the house staff now the gap has been cut by about a 3rd. The reason it's a feat is because simply raising prices would also increase tips and perpetuate the wage gap and Harmon wanted a way to close the wage gap without eliminating tipping entirely We didn't want to alienate the tip staff to take care of the non tip staffing so we kind of came up with just pennies on the dollar approach revenue sharing has already taken off in California a spokesperson for the California Restaurant Association calls revenue sharing the emerging new norm but it seems to be confined to a handful of wealthy cities on the east and west coast at mandalas deli in Cambridge they're experimenting with raising prices and dedicating 5 percent of food sales to kitchen staff Dan Myers is a regular at the Jewish deli and he says hard work should pay well I'm having a big percentage don't really I mean it's a great image shows that the people running the place and owning the place it's not just lip service they care about their people mandalas deli also cares about keeping its kitchen staffed the restaurant is constantly hiring and they hope revenue sharing will reduce turnover the only thing line cook Marvin turning over are the potato lot cuts he's beaming at the idea that his pay will go up as much as $3.00 an hour we all happy about that we have people there like maybe they want looking for a job and they would like maybe while it's a good place the war is one of the best in my life and then there are other fringe benefits all the matzah balls chopped liver and Laca a line cook could want.
