This is All Things Considered from n.p.r. News I'm Mary Louise Kelly in Washington and I'm Ailsa Chang in Culver City California House committees have begun releasing the transcripts from the depositions in the impeachment inquiry these transcripts tell us more about the trumpet ministrations removal of its u.s. Ambassador to Ukraine and why her firing matters Democrat Adam Schiff describes the ambassador of on of each as a dedicated public servant who was encouraging Ukraine to fight corruption and who had a front row seat to everything that was unfolding it is someone who also is one of the 1st witnesses to this irregular back channel that the president's established with Rudy Giuliani and the damage that it was doing to America's national security and foreign policy interests and P.R.'s diplomatic correspondent Michele Kelemen has been going through the testimony and joins us now hey Michelle Hi there Elsa So what more have you learned from your vantage this transcript about her removal Well she says she was shocked to read the the White House call record when President Trump told Ukraine's new president that she would go through some things that was the quote she says she felt threatened by that and wouldn't have thought that a president would speak about her or any ambassador that way to a foreign counterpart She also told a story from late April that's when she got a call from a top foreign service officer who told her that there was a lot of nervousness that she should board the next plane home she asked what happened and she was told I don't know but this is about your security and when you have on of it got back to Washington deputy secretary of state John Sullivan informed her that the president had lost confidence in her and that she was being withdrawn but also that she had done nothing wrong well that's exactly what Republicans are jumping on I mean they say that ambassadors serve at the pleasure of the president here's Congressman Jim Jordan a Republican from Ohio the president United States can have whoever he or she thinks is. To serve the interest of our country as as an ambassador to whatever country so then why Michelle is this scenario as described by so unusual here right well it was because she was facing a smear campaign by Trump's personal lawyer Rudy Giuliani and his associates and you have on of it she told the impeachment inquiry that she 1st learned about all of this from Ukrainian officials it was Ukraine's interior minister for example who told her to and this is a quote watch her back he told her about Giuliani's associates left Parness an eager firm and names that were not known to her before then who wanted a different ambassador in the job and she came to understand that this was because of their business interests so you have on of it all the impeachment inquiry look this is really a dangerous precedent that private interests can come into play in recalling an ambassador she says the president may have made this decision but says you know that he was influenced by some untrustworthy figures including a former Ukrainian prosecutor who spread some false stories about her and later retracted them now the Committee has released another transcript today it's of the deposition of a top adviser to Secretary of State Mike Pompei Oh can you tell us a little more about this witness give us a sense of what he has testified to right so that's Mike McKinley He's a 37 year Foreign Service officer and a close aide to Pompei o he told the committee that he was worried that the State Department was becoming dragged was getting dragged into politics and when he saw that transcript of the call he wanted to show support for your vantage he didn't get anywhere with that he said he raised it several times with Secretary of State might pay 0 including on the day he resigned September 30th and he said he didn't get a reaction from the secretary so how would you say comes off and all of this well you know it's interesting he's been trying to shift the story line accusing committees of bullying and intimidating his employees but McKinley testified that State Department employees felt bullied by that apartment. Itself they're not getting any public support from the secretary they're having to answer these subpoenas and now have big legal bills to pay you have on of it for instance said she never met with Pompei or communicated with him she tried to meet with his counselor Well Rick Brecht Will who was she was told was handling the situation but she says that he did not accept a meeting request That's N.P.R.'s diplomatic correspondent Michele Kelemen at the State Department thanks Michelle shreiking All right let's go around the world now to Baghdad from atop a building in that city a building that protesters have seized you can watch see of people in the streets protests there have gone on for weeks so has violence today several more people were killed by security forces N.P.R.'s general reports that huge crowds built over the weekend and their ambitions are growing. In Baghdad's temporary square Iraqi society has been turned upside down young men driving to. Invaded Iraq to topple Saddam Hussein must have as part of the 1st Iraqi generation . To grow up without Saddam Iraq is a rich country and he wants what almost everyone else in the square wants a job public services and not just a change in parliament but an end to the parliamentary system and corrupt political parties money going to a lot of money in the wrong I don't accept that we don't want to parliament they stole from a Says another took took driver we want to Iraqi leaders not people from Iran says another was. The drivers break into a rousing chorus of up root them they're all thieves you could dismiss this as the kind of protest that regularly springs up and then dies down except it's not. Around 250 unarmed protesters have now been killed in protests in Baghdad in the south of Iraq some of them shot by security forces in the head or the chest right police are now using tear gas and rubber bullets but protesters are still dying almost every day and rather than frightening off the protesters it's made them more determined to dig in until the entire government falls on the carnival like atmosphere of Tahrir Square where families stroll waving Iraqi flags is the front line of what protesters call their revolution. It starts at an abandoned high rise overlooking both tech for square and the bridge the Green Zone it's a strategic asset there are holes in the walls were snipers were believed to have shot it unarmed demonstrators protesters occupy the building now where they're doing stories out in this building that has become both a symbol and a citadel in a sets a place that protesters say they're willing to defend with their lives and they might have to the Iraqi government and Iran backed militias have made clear they're prepared to use force. To defend the Green Zone in the Iranian embassy this isn't just a popular uprising against the Iraqi government it's one against Iranian interference in Shia dominated Iraq it's dangerous no yes of course dangerous that's Alie a university graduate who speaks English and Russian and drives a taxi because he doesn't have the money to bribe someone to get a government job the protesters have turned their backs on political parties even religious leaders are demanding an Iraqi government that serves Iraqis Kemal Jabar has been an activist for years he's trying to advise them protesters I'm hoping we can mobilize this and they're doing that in this I get it and this madness into a peaceful resolution to convince them that National Committee to listen to them the demands of a generation that feels it's been Raud won't go away Jane around n.p.r. News I'm Mary Louise Kelly and I'm Ailsa Chang this month in All Tech Considered we look at who's spying on us and how they're doing it. Today we take this scenario a whatsapp call from an unknown number pops up on your phone you don't answer it but that actually doesn't matter because you've already been hacked and this hacker can now monitor every call every text every e-mail in fact they can even use your phone's microphone and camera to record you Nicole Pearl Roth is a cyber security correspondent for The New York Times and she joins us now to discuss who is making this technology and how governments are often their biggest clients Welcome thanks for having me asa so I know that you've been reporting on this technology for quite some time now and then just last week what's app sued one of the companies that makes the spyware the companies called n.s.o. Group tell us a RINGBACK little bit about this company and what happened to instigate this lawsuit so a couple years ago and I so was really dragged into the spotlight we'd never heard of them before when their spyware was found on the phone of an American human rights activists a mad man so far so for the last 2 years researchers and journalists have been tracking the use of and if so spyware all over the world but last week what happened was whatsapp came out and said that they had uncovered evidence that and so spyware had been used on some 1400 whatsapp users including a group of about $100.00 journalists human rights activists human rights lawyers religious leaders and a class of targets that looks like the spyware is readily being abused and where are these targets are they all over the world they're all over the world we know they're in Bahrain we know they're in Mexico we know they're in the u.a.e. Just based on the country code numbers of the what's out. Numbers that were targeted but then over the weekend late last week a number of about 2 dozen human rights lawyers former journalists peace activists in India came forward and said that they had been notified by whatsapp that their phones were being spied on using the us why are so this spans several continents and what are the legal rules that might hold a company like n.s.o. Group responsible for what its customers what these governments do with the spyware it purchases it's really a black hole and so group says it that's governments based on their human rights records before it will sell it spyware to them just because it is such a powerful hacking and surveillance tool but once that spyware gets into government's hands it's really impossible for and I so group to have any insight into how it's spyware is used or abused by some of its clients Yeah I read that and it's a group says it sells a spyware on the explicit condition that the spyware can only be used investigate criminals or terrorists but realistically there is no way n.s.o. Group can enforce how its product is being used alternately right that's right and they've said really the only times that they're able to investigate abuses is when it comes up in the press or by reports by privacy activists and researchers and even when it discovers instances of abuse it really has no way to just shut down that spyware it can only really when it's government clients off slowly by denying them Software Update Zahau does and that kind of thing I suppose we should also mention that n.s.o. Group is just one of a number of digitals lying outfits that sells these kinds of tools do we know who else might be selling this I'm told that there are dozens if not hundreds of companies selling similar products and capabilities to and if so group whose names we've never heard of many of them exist around the beltway and sell exclusively to the u.s. Government or our closest ally. On cattle ranches military bases and natural areas if left unchecked resilient pepper takes over Adam spend some $250000.00 every year to control the weed on his $40000.00 acre ranch you know they just get started and they just create a monoculture wherever they get started at so they'll push out all your natives will it stand out in your grasslands and start phasing those out. In Everglades National Park contractors have worked remove Brazilian copper for the past 2 decades a park service video showed bulldozers pushing over all the vegetation in an area that used to be farmland the topsoil is scraped down to the bedrock the effort has cost more than $100000000.00 so far but it's the only way permanently remove the invasive plant researcher Carrie Mintier says using herbicides just pulling up the Bushes are temporary measures and making things worse resilient Pepper is related to poison ivy and many people are sensitive these things are multi-stemmed the stems are very tangled you really have to get in there sometimes is that gets a really understands that people are allergic to them and so getting in there it's really really difficult Mintier and other researchers have high hopes for the threat and another insect that preys on the plant in its native range the yellow Brazilian pepper tree beef color after decades of research they've proven the 2 species aren't a threat to any native plants and they've received federal permission for large scale releases here Mintier says the 2 bugs won't get rid of all the invasive plants they should stop it from spreading. What the for the People Act to mitigate ethics 9 to mitigate star so called Dark Money and politics and to talk about ethics and campaign she didn't specifically talk about it each minute but she did allude to the impeachment Korean's of President Tran when she brought up the fact that h.r. One is also about limiting the amount of foreign assistance that can come into politicians pocket. Any of the people who do not respond to every question Congress may be engaging in obstruction of justice so they're not making their case any clearer and they all have the opportunity to present information that might be favorable to them so if they don't show up we wonder why they didn't show up if this is their chance to give their best side of the story. Yet so that was House Speaker Nancy Pelosi talking at the end of the forum there about you know whether she feels like Republicans will be able to play ball when it comes to this each minute that's because there are reports this morning that. The Republican witnesses actually refused to show up to Capitol Hill to testify so she yeah she she did this like talk about a teacher meant during the talk over evil to sneak in a few questions about it yet she touch on any other subjects. She did she talk about climate seems that was a big part of her platform or she got it politics like Levon before he became a rational district representative was an environmental attorney so they talked about the the effort the partisan effort Congress to work to or mitigating climate change and to help veterans address issues of health care Ok thank you so much we've been speaking with Kay p.b.s. Tomorrow is Election Day It is an off year election but will be closely watched to see what it may signal for you 2020 Alexion n.p.r. National correspondent Sarah McCammon joins me from Virginia Beach Virginia that is one of the key states where voters will be casting ballots Hi Sarah I'm Mary Louise right so you're in Virginia you live in Virginia why don't we start there what's at stake yes the Democrats made huge gains here in 2017 fresh off the Trump Alexion of course in 2016 Republicans are still narrowly in control of both chambers of the state house and they're trying to hold on to that but Democrats are very hopeful that they can take over they point 227000 also to games in 2800 nationally as signs that they have the momentum and there's been a lot of spending in these races and a lot of it from national groups on behalf of both sides on issues like gun control and abortion among others and as a reminder of the sticks you've had some big names dropping by campaigning as Election Day approaches who's who's been showing up right several Democratic presidential candidates have been divergent Yang hooting Vermont Senator Bernie Sanders today and former Vice President Joe Biden yesterday and this election is being framed really by both sides as something bigger than just Virginia you know Virginia used to be more of a swing state it's still kind of seen as a bellwether in these off year elections although it's been trending bully recently but yesterday in northern Virginia former Vice President Biden said this election is about much more than just the Virginia General Assembly but this in a sense is all about from folks look for what is it now or now we have to want to get we have to want to get to 20 you have to want to get 20 not be in the off year you really have to do a preview of the servant what's going to happen 2020 All right so that's what the Democrats have been up to what about on the Republican side right so Vice President Mike Pence was here in Virginia Beach over the weekend and he too had a similar message for Republicans that this. It's about something more this is about looking ahead pence told the crowd that Virginia should quote send a message to Washington d.c. That enough is enough and if Virginia is tired of their endless investigations and partition impeachment if you want to send a message to the do nothing Democrats that the people of Virginia and America support President Donald Trump then folks recover. Having these I should mention President Trump has also been visiting a couple of the other states that are holding elections this week to Mississippi last week campaigns in Kentucky tonight those of course are red states where he's pretty popular and he has not campaigned here in Virginia ahead of this election which again is a purple state that's been trending blue Sarah let me flip you back to Mississippi Kentucky some of those other states yes there are a handful that are electing governors another state wide officials which races are you keeping an eye on so quickly New Jersey is also holding some legislative elections this year Democrats are expected to hang on to control there the question is just by how much and there are a few governors' races in Kentucky Republican governor Matt Bevin is among the least popular governors in the nation he's known for clashing with teachers' unions among other things he's running against Democratic attorney general and he Bashir that race looks close Mississippi there's no incumbent in the Republican in the in the governor's race the incumbent Republican is term limited out that race looks close to between the Republican lieutenant governor and the Democratic attorney general President Trump of course was in both of those states and one more thing I should mention Louisiana is also holding a gubernatorial election this year but not until November 16th Ok so a little bit of time to wait for Louisiana and back to this question the central question of how much we can read into what's going to happen this month that may tell us about 2020 how much can we glean from tomorrow's votes yes so prognosticators will of course pay attention and you can certainly expect both parties will tout their successes as a sign that the tide is turning their way whatever those successes are Dimmock. Tell me they're feeling really confident again because of the the last couple of years that they've seen Republicans seem a bit more reserved especially here in Virginia some party leaders have been reticent to talk to be when I've asked for interviews about what they're expecting but at the rally this weekend Vice President pence and other Republican leaders talked up the strong economic numbers we've been seeing told voters to be sure to show up both tomorrow and in 2020 but it's important to remember that these are just a handful of elections and a handful of states it'll give us a snapshot of what's happening in a year when there's really low turnout in off year elections but we are still a year away from 2020 and a lot could still change between now and that is n.p.r. Sarah McCammon taking the snapshot there from Virginia Beach thank you Sarah I think you. The Trump administration has formally told the United Nations the u.s. That said basically we don't want to be part of this deal anymore there is a one year waiting period before the withdrawal takes effect and as N.P.R.'s Rebecca Herschel reports today's action makes the us a conspicuous outsider when it comes to dealing with global warming the 2015 Paris climate agreement was designed to be easy to join and hard to leave in fact the United States spearheaded the effort to make sure that's how it was otherwise who knows what could happen another country could have an election get a new leader who wasn't so keen on the international agreement and poof it would all start to fall apart and since 2015 there has been a lot of political turmoil in countries like Brazil and India and Turkey and China and Japan but the us is the only country where the new people in power have decided to withdraw from the Paris Agreement and your light is a former top climate official in the State Department and that's one of the ironies of all this even though we're the ones who've been pointing to these potential center. As for problems with the countries we seem to be the biggest problem light helped negotiate the Paris Agreement it took years these agreements are just only as good as the commitments from each country the American commitment under the Paris agreement is to reduce National Greenhouse gas emissions by about a quarter compared to what they were in 2005 the us is not on track to do that in part because even though the formal withdrawal has just begun President Trump began pulling back from the commitment more than 2 years ago in June 2017 the United States will withdraw. From the Paris. Climate court in that speech President Trump suggested that the Paris requirements to transition to cleaner energy sources and help other countries do the same would cost too much Rachel Cletus works on climate and energy policy for the Union of Concerned Scientists an American advocacy group she says they've got the math wrong for one thing you have to take into account the costs of more intense and frequent wildfires and other natural disasters what they gonna forward in his runaway climate change just look at California right now tell me that this is not an economic cost in fact the most expensive thing they can do is not take action to limit least types of climate and that as for what comes next now that the u.s. Has formally signaled it's done with Paris a year has to pass before the withdrawal is final In the meantime a delegation from the State Department will still attend the annual meeting of the nearly 200 countries that are in the agreement it's in early December and if a new president were to take office in 2021 and decided to reenter the Paris agreement they can go on Inauguration Day 2021 you know they can communicate to the United Nations that we want to get back in the Paris Agreement it takes 30 days for that to happen so that's pretty much the easy part the harder part will be pushing to get the u.s. Back on track to reduce greenhouse gas emissions before the most catastrophic effects of climate change are inevitable Rebecca Hirsch or n.p.r. News. News this is All Things Considered I'm Elsa Chang and I'm Mary Louise Kelly among the voices calling for action on climate change are some young evangelicals this despite the fact that church elders have portrayed environmentalism as anti Christian N.P.R.'s Gregory Warner has been digging into the origins of the divide between environmentalists and evangelicals Rachel Lam is the co-founder of the group young Evangelicals for climate action but throughout her childhood she'd always been taught to be suspicious of mainstream science and then in high school she decided to take an environmental studies class and was like you know I've inherited. Skepticism about this so I took it and I was like oh wow like as a Christian I had to take this seriously I had to do something about it protecting the earth seems completely in line with the values she learned in the church it's Biblical and so connected fundamentally to what it means to be a Christian why is it that. All of these Christians that I knew didn't see it that way and that question why is there a divide between environmentalists and evangelicals it led me to meet a guy who actually helped create that divide so if that's me that's who you are yeah that's Richards Isaac at about 12 years of age for most of his life Richard size it was what he calls a lobbyist for 30000000 evangelicals he represented the National Association of Evangelicals the. Size it had been there since Reagan and helped create the political partnership between evangelicals and the Republican Party and then in 2002 he went to an international conference on global warming and there he had a conversion it was a conversion to the science. Help me understand what's the difference between just going and having your mind changed or hearing some convincing science and being persuaded to actually having a conversion. My conversion was a repentance for all the disbelief. And wrong headed attitudes I had it's a repentance that says I have disobeyed God's very commands about what I'm to do and be as much as even Jellicoe didn't see eye to eye with scientists there was a growing eco theology known as Creation Care and Jesus says this is a creation care t.v. Ad from 2005 maybe I should ask what would Jesus drive so seismic the evangelical lobbyist started throwing his lobbying muscle behind creation care he'd cite Bible passages like Revelation $1118.00 the time has come to destroy those who destroy the earth he gave a college tour and found that climate issues were energizing young evangelicals and he started persuading some environmentalists to use language that would appeal to a wider set of Americans even Al Gore started speaking Creation Care lingo I believe that the purpose of life is to glorify God and you cannot do it while he been contempt on God's creation size it hoped to build a bridge between environmentalists need angelical and he wanted to show that even Jellicoe stand up for a broader set of issues than just the so-called culture wars and so he was excited to get a call in early 2006 from Vanity Fair magazine they asked him to be part of their green issue of environmentalist influencers I go up to this brownstone with my suit on Penn stripes or I'm ready for a photo shoot and I go into the room and I'm just shocked there's this whole room that's filled with water the celebrity photographer tells him now take your shoes off and he explains to me that I have to walk on these clear. Bricks. So that it looks like I'm walking on water but did you feel at any point during that photo shoot that maybe walking on water may be a bad idea for my image. The thought occurred to me Republican lawmakers and even gelcoat conservatives saw their opportunity to attack and you know I'd have to say this to the Oklahoma Senator Jim Inhofe took the stage at the next Conservative Political Action Conference c Pac and he held up a copy of Vanity Fair that magazine so here's Richard seismic this was his portrait on the front of a very liberal magazine and if you see he's dressed like Jesus he is actually walking on water he's very footed that you can see the little ripples if you look down close now I have to say this it was a brilliant idea divide and conquer the way the senator put it seismic was not just trying to expand the evangelical tent to include a broader set of issues he was trying to break up the marriage between Christians and the Republican Party if they can somehow drag the evangelicals away from their pro-life stance and all their their conservative agenda or their core values and put it into this environmental stuff then they they win and we lose it's like as a Christian you're either pro-life or pro environment you can't be both and the very same day is that speech $25.00 leaders of the Christian right publish an open letter demanding that seismic be sacked his advocacy around climate change was quote contributing to a growing confusion about the very term evangelical So you Kiana on what was my motivation here Syafiq says he wanted to invite that confusion he wanted it to be possible as a political Christian to vote Republican on some issues and Democrat on others and he says he recognized in climate change any issue that might have enough Biblical appeal to Christians to blur those lines my motivation wasn't soley about climate change Nonono there was something more at stake which was. Who we are as Evan generals and where we fit in the American scene politically the amazing thing was his gambit worked his employer the National Association for evangelicals with all its conservative board members voted to support him in 2008 size it was listed in Time magazine's 100 most influential people of the year and that December he sat down for a radio interview which is seismic Welcome back to Fresh Air President Obama had just been elected but not yet sworn in so I'm going to ask you who you voted for knowing that it's your right to not tell us the so now at this point Richard seismic like King David from the Bible had outlasted everything that his opponents are thrown at him they called on him to be sacked he wasn't sacked he dipped his toes in controversy actually his whole foot and on camera and now Terry Gross is asking him which side are you on Terry let me then answer it this way in the Virginia primary I voted for Barack Obama days after that interview aired size it was fired from the job eat healthy 28 years he admits that these days it is much harder for an evangelical leader to come out in support of climate action if I'm a divider I'm a divider better would be over an issue like the survival of the planet. Then over something busted never there's another legacy of Richard's Isaac that Eco theology creation care a recent poll found that even jealous girls more than any other Christians feel that God expects people to be good stewards of nature and so Rachel Lam the young evangelical we met at 1st she never uses divisive labels like environmentalist even to describe herself and she always opens up conversations about the planet by talking about the Bible like Psalm 241 The earth is the Lord's and everything in it that is Gregory Warner he's the host of N.P.R.'s rough translation.
