News this is All Things Considered I'm Elsa Chang and I'm Mary Louise Kelly today's headline witness in the impeachment inquiry corroborated many aspects of the now infamous July phone call between President Trump and the president of Ukraine but Tim Morrison said he did not think anything illegal was discussed Morrison as a top official on the National Security Council and he is one of the final witnesses that lawmakers will hear from behind closed doors the House voted today largely along party lines to make impeachment proceedings public next month so let's hear now from a lawmaker who was in the room as Morrison spoke and Democrat Peter Welch of Vermont is a member of the House Intelligence Committee welcome Congressman thank you so I want to zoom in right in on that sentence from Morrison's opening statement he said quote I want to be clear I was not concerned that anything illegal was discussed what do you think about interpretation of the July 25th phone call well he's a trump loyalist but bottom line it's illegal to solicit foreign assistance to participate in a domestic campaign that's the whole. Investigation report about Russian interference and in fact that call that the president made and he released the transcript it has him in his own words asking the president of Ukraine for a favor in the favor is to dig up dirt on a potential political opponent Vice President Biden to go back to the 2016 campaign and the discredited theory that it was Ukraine not Russia that was head of the transaction would have been illegal but Morrison concluded that there was nothing illegal that he heard or that he saw in that phone call doesn't that undercut the argument that the phone call was impeachable conduct. No it doesn't I mean that's his opinion in the fact of the president requesting an illegal act that is campaign assistance from a foreign power and of course we have all the other evidence that the president was using the authority of his office to withhold Congressionally approved military aid to defend help Ukraine defend itself from Russian aggression so am I hearing from what you're saying that this overall picture that's been coalescing from all these different witnesses do you believe that President Trump has committed impeachable offenses Well I voted to proceed with the inquiry today so yes I mean that there there's really 2 major questions that are coming together in midst of all of the conflict back and forth one is is a president above the rule of law that's a basic question and that has been asked as a result of the president in his own phone call making a request of a foreign power for campaign assistance and then immense evidence to show that he was withholding foreign aid and was running a sidebar or 3 amigos foreign policy in Ukraine so that is a very very serious concern and if the president if the Congress comes to the conclusion that he did that it's a question of whether we'll hold him accountable others a 2nd question. There's a 2nd question I was going to say there's a 2nd question in its about whether Congress is going to defend what has been our constitutional system of checks and balances where we have co-equal branches of government and nobody has exclusive power in what you've seen from the president in response to the impeachment inquiry is something neither Nixon nor Bill Clinton did he has repudiated the notion that Congress has any authority whatsoever to even ask the question about what his conduct was I mean is not a that he should be held accountable let me jump in on this issue of exclusive power I mean I want to talk about how this whole inquiry has been behind closed doors for weeks. I want to ask you this by giving Republicans the opportunity to dig in and argue that so much has been withheld from the public so far Democrats eroding the possibility of some bipartisan support for impeachment. I think that the president from stood a good job of eroding any bipartisan support because you see he was encouraging those folks in the freedom caucus who came in feared with that witness who was there to testify and in fact it wasn't about a transparent process is about their effort to stop the process but the bottom line here is that standard investigations are done initially in private so that you can get the most information in fact I've been in all of these hearings and Republicans are there sitting next to me all Republicans who are serving on one of 3 committees in Congress are entitle to be there some are many of them are but you know we've got a pup How do you make this whole process credible to the general public if half of Congress just isn't onboard with how the process has been going so far well you're getting to the heart of what is real a reality that there's no escaping impeachment by definition is a very divisive process and is here a number Speaker Pelosi was really reluctant to go down this road it was only as a result of the release of that transcript in the information that came out about Ukraine that what was politically unpalatable became constitutionally essential to stand up for the rule of law and the separation of powers in equal branch authority of Congress that's Democrat Peter Welch of Vermont thanks very much for joining us thank you all right we're going to bring in now n.p.r. Congressional reporter reporter Claudia Salis from the Capitol What stood out to you listening to Congressman Watts just now Poppaea Well it's interesting he is using the argument more since testimony being a master matter of opinion basically in when he had this witness. That he didn't see anything illegal happen in the call Ironically that's the same argument that Republicans have used saying that many witnesses before this have expressed their opinion and they also didn't see anything illegal however Democrats such as Congressman Welch point to Morrison is just another piece in this puzzle filling in the picture that the president with held military aid in exchange for an investigation of his political opponents so even though Morrison express this opinion it seems that they feel this inquiry is continuing on the path and they just continue to gather stronger evidence for the final impeachment vote so you did get the sense that Morrison's testimony that nothing illegal was discussed did in fact bolster the Republicans argument that there was nothing impeachable about the conversation on that call yes I have to think today Morrison has to be one of the Republicans favorite witnesses that have come through during this closed door process however Democrats have seen plenty of evidence before Morrison that has been corroborated Morrison also said that he corroborated previous testimony so it's a bolster for Republicans but they haven't had a lot of that during this process now Democrats are stressing that look this impeachment very it's going into this new phase of the republic but aren't the committees planning more closed door depositions now yeah so this falls into a little bit of logistics the house goes into a recess period tomorrow so closed door proceeding seem like the best avenue However it seems when they return from recess later in November it seems like that maybe when they pull the trigger and go into this public phase with public witnesses and hearings That's N.P.R.'s Claudio thanks thanks for having me. News I'm Chad Davis. Last night was improbable might even have seemed possible. Was. She she was she was stunning she seems to I'm smiling just listening to out there on Fox What happened was in a post season littered with juggernauts last night it was the team that had looked dead in the water back in May that won it all over the Washington Post's Chelsea James worked the Nationals beat for years Chelsea Welcome back to All Things Considered thank you for having me give me some perspective here just how unlikely dude winning the World Series seem back in May when the Nats were what 12 games below 500 Yeah at that point you know it was who's going to make it through this season as a national and he's not you know there were there were going to have to be changes and and they didn't make them for the most part they kind of hung in with key people and their patience paid off but to go from where they were to where they ended up last night is improbable not only just statistically but because this team has never been able to come through when they need it in October and just could not stop doing that this year you reference to the many many playoff heart breaks that Nats fans have endured this year was the 1st in 5 postseason trips that the team has ever won in a playoff series didn't do you have this kind of here we go again feeling when it looked like the Nats were on the brink I think a lot of people did I think what's funny is they had that feeling over and over in these playoffs and then somehow it just kept not happening and it kept being Ok And you know even some of the players the other night in game 6 when there was a call that they felt went against them I know Trey Turner said all we can thank is here we go again it's happening again or that not to materialize I think that of speaks to whatever it was that helped these guys make this happen and what do you think it was my what do you think happened that that allowed them to pull it together and win and win it all you know I think they had a very different clubhouse culture. If this year and I don't think there's any good reason or explanation I think occasionally things just click and they did this year they brought in a lot of veteran players they joked about themselves as v.a. Hosts the old ones you know they were one of the oldest teams in baseball and it worked so that this time when things started going wrong there was a little less panic a little bit more experience and little bit more edge to this team that I think we've seen in others I alerted listeners might recall that I interviewed you last December because you were switching beats from covering baseball to covering the 2020 campaign which struck me as such an unusual leap that we got you on to talk about it when when did you go back to baseball I actually was flying back from the Democratic debate last month and the Nationals had just clinched their you know trip to the World Series and the editors reached out and asked if after spending so much time with them for the last few years if I wanted to go and cover that you know it's sort of an all hands on deck situation when he was around the world series I'm sure you had to think really hard about the answer to that one yeah it was definitely a try to stay calm and cool about it thing but I will be headed back to Iowa tomorrow oh wow back to Iowa straight back to the campaign trail back to the court home trail but it's been nice to be able to be a part of that and see them do what they did in person just because you put in a lot of time with these people and you go through those those ups and downs sort of 2nd hand when you're trying to interview them after games and I think it's nice to see everyone you know that you've had that much time with speed some of the hard core payoffs I think I have a question for you that you might be uniquely qualified to answer having for going back and forth between covering politics and covering baseball and covering baseball in a very political you know partisan town that is at the moment caught up in this impeachment inquiry could not be more divided and yet like everywhere I went this week Republicans and Democrats it didn't matter everybody was the next fan to get to do you feel that as well coming back yeah it's really interesting how many people in the political scene enjoy baseball you know George Will. The Republican columnist Yeah go write it baseball fans written a lot of baseball books and he was in the stands at the 1st home game and said You know I think about baseball it's a conversation starter it's a subject changer and I think that's you know it's not necessarily going to you know anything that there is a space in which everyone can at least co-exist if not do so in harmony with Chelsea James thanks so much for taking the time to speak to us and good luck back on there on the politics speed and off to Iowa tomorrow thank you I appreciate it Chelsea James of The Washington Post. This is All Things Considered from n.p.r. News I'm Mary Louise Kelly and I'm Elsa Chang after weeks on the picket line Chicago teachers head back to school tomorrow it's a hard fought discussion because a lot of time to get there but I think this is the right thing for us to level at this phase is over that Chicago mayor Laurie Lightfoot making the announcement earlier today even though news broke last night that a tentative deal was in place union leaders extended the strike into to the day that means all told students and teachers missed 11 days of school Sarah card from member station joins us now to explain his Sara Hey Ok so they agreed on a deal less night why did they decide to continue the strike for one more day so this is a last final fight was over makeup days the mayor did not want to add any more make up days for the strike from her perspective you go out on strike you lose pay but after a tense meeting today the $2.00 sides a school district in the year incompetent compromise so that they're going to make up 5 days this was like a last power struggle between the 2 but the union said that this was not about the mayor at all this is vice president Stacy Davis Gates speaking after the announcement mom members went out for days and phone for a nurse that is the basic minimum for most people around this country so what she's talking about that this was like a big fight but about having more nurses in schools more counselors in schools more social workers in schools and she's saying that she doesn't think that the mayor should punish her members for going out to fight for better schools Ok So ultimately which side got more of what they wanted. I think even the mayor would say that the union got more of what they wanted now the mayor did get a 5 year contract which she really wanted because that takes her through her next election but the union guy had a bunch of things for one thing they got those nurses they got a nurse in the Us schools every day in Chicago which is very much not the case right now they guide social workers in schools every day in every school in Chicago that's not the case now they got a lot more other positions in addition they got class size limits that are in forcible now it's not doesn't go across the entire school district but for the neediest schools if they have a certain number of kids in their class they automatically are going to get a remedy and this has been something that we've never had to Chicago before and said there was sort of a pro long process in order to remedy over its size classrooms so these are big wins for the union and then they also got salary increases of 16 percent over 5 years which is a pretty good raises over that time what about the mayor here Lori Lightfoot I mean she put herself at the center of these contract negotiations what are people saying about how she's handled this whole thing so she's a very new mayor she just came into office in May She was a progressive mayor you know had a lot of the same ideas as a union as a as a as a pilot as a candidate she said that you know she did want more resources going into schools but I think that people when it came down to it they really sided with the union because well she said you know verbal way you guys should or should trust that I'm going to try and get more resources to the schools and you know we're was like you know what we can't trust anybody we want to make sure these resources get to our kids and people were really you know on the side of the Union and I think that they're going to wonder why the mayor didn't come to the union side quicker why it had to be a strike for her to come there and actually she even admitted that she waited too long to really start negotiating this contract and some of these items Well Chicago is one of the biggest school districts in the country do you think this straw. Like might have any ripple effects for school districts beyond Chicago a lot of these strikes that have been going on over the last couple years and this strike was really about common good issues the issues that there's supposed to make schools better and so I do think see see Chicago get all these wins is going to have a ripple effect across the country that's dead easy Sarah Card thanks thank you we've known the who we've been on the what and now we know how the House of Representatives plans to proceed with the impeachment inquiry into President Trump today's House vote a stablished as the rules for how things go from here it is the 3rd presidential impeachment inquiry and the last 45 years and N.P.R.'s Brian Naylor reports the rules this time are very similar to these last 2 1st let's start with a little history in July of 1974 the House Judiciary Committee approved 3 articles of impeachment against Richard Nixon by August 8th he announced he was resigning in 198 the Judiciary Committee approved 4 articles of impeachment against President Bill Clinton of which the House approved to the Lake Michigan Democrat John Conyers argued against impeachment on the House floor then I am witnessing in the most tragic event of my career in the Congress. In effect a Republican clued in process former Republican Congressman Tom Campbell served in the house then and voted for impeachment he says the process this time around is similar to the one Clinton faced the process seems very fair to me and very consistent with how the House operates in 2 previous impeachment matters the process approved by the House today allows for the investigation led by House Intelligence Committee chairman Adam Schiff of California Democrat to continue that investigation involving Democrats and Republicans on 3 House panels will hold public hearings next month Schiff will then turn his findings over to the House Judiciary Committee which would begin the formal process of whether to drop articles of impeachment and allow the president or his attorneys to cross-examine witnesses and subpoena their own although they'll need support from the chairman or a majority vote to do so Campbell who now teaches law at Chapman University says there are a few differences between the process this time and when Clinton was impeached then he says House members voted to authorize an impeachment inquiry only after they received the report of independent counsel Kenneth Starr Starr investigated among other things whether Clinton lied about the affair he had with White House intern Monica Lewinsky and so in that sense every member of the house had available to her or him the findings of the special prosecutor now in this case that's not so unless one refers to Robert Mueller report and while the White House has blasted the current proceedings as a sham in part because of the closed door hearings it's held Democrats point out that Starr's investigation also used a closed door interviews and Grand jury proceedings that were not open to the public until later the Nixon investigation of course didn't start as impeachment started as an investigation into the Watergate break in Thomas shorts teaches history and political science at Vanderbilt you know. Versity And so there were of course the very famous Watergate hearings in the summer of 73 that went on at great length that were sort of a national obsession and the question you know the famous Howard Baker question of what did the president know. And when did he know Democrats point out that after the Watergate hearings ended the Judiciary Committee also conducted several closed door hearings as it proceeded with impeachment Fast forward to today there are similarities in the proceedings against Trump Clinton and Nixon but as he looks back at the Watergate era Schwartz says the climate has changed the political climate is so different and. This president retains very strong support within his party in a way that Richard Nixon really lost or did not have that same degree of loyalty he also has a media platform that Nixon did not have the media environment was very different and while there was a bipartisan nature to the Nixon impeachment inquiry it had evaporated by the time Clinton was impeached and the era of partisanship and polarization present then is still very much with us today Brian Naylor n.p.r. News Washington. You're listening to All Things Considered from n.p.r. News. And all things considered is on k. P.b.s. In San Diego I'm Sally Hickson a new state law requires hospitals to provide additional services to homeless patients before they're discharged the California Medical Association says the well intentioned law to prevent patient dumping is overcrowding emergency rooms k.p.s. Health reporter trn mento says the group's doctors recently met to discuss how the medical community can address the root problem she spoke with the associations former president and local Dr Ted maser Dr Muser thank you so much for joining me how can medical professionals affect policy to address homelessness we have to connect people who are homeless that show up in our emergency rooms our hospitals our offices to service us that's very important but it's also very expensive and we've got presentations showing that emergency rooms particularly in the Bay Area in Los Angeles are now backed up with people who we can't find places for shelters for and they're not allowed to be discharged so the emergency rooms are now sheltering blocking other patients coming in on a broader level the California Medical Association is able to work with both local state and federal officials for that matter in dealing with health care issues so we have the able the ability to take our policies into either legislation or regulation or focus by leaders what are your policies Well number one is recognizing that homelessness is about not just a roof over your head but the need to find a way to get a roof over your head but once we do that we can stop looking at the needs of that population or they're going to end up back homeless again on the street and their health and the health of the communities being affected so we're looking at ways of tying together mental health services general health services food services for people who have no access to food mental health is a key issue here we know that we've known that for years but not everybody on the street is a mental health issue some of them have other reasons for being on the street simple poverty we can look at how health care itself. The lack of access to health care has contributed to some of those people being on the street be it because they couldn't afford the health care or they received health care and unfortunately didn't have proper coverage for that health care in this has been discussed before so what new are you are doctors medical specialist bringing to the table that you know same Diego hasn't already spent thousands millions of dollars trying to do more trying to focus to actually say these are the things that we believe you can focus the expenditure on be efficient in doing that and stop the cycle of homelessness the cycle of sending people back on the street as an example if we look at the emergency room situation right now it's improper It's actually a real negative that we're taking up to a 3rd of beds in emergency rooms on people who are simply looking for placement so physicians are going to focus on getting the services to move those patients into the proper level of help not care they don't need any further health care at that moment how do you make that happen you have to work with the regulators you have to get some of the regulations that are passed in good faith are actually harmful so the idea that a hospital emergency room is now responsible for someone who walked in with a laceration but is homeless and they have to take valuable resources both financial and space the beds in the hospital and find a place to put that homeless person putting the onus on an emergency room physician on a hospital emergency room to find homeless people a shelter blocking other people for access to health care that's improper it's expensive it's injurious to the rest of the population so now we have to go back and look at those regulations and say how do we modify the regulations and say here's another agency that's in existence that needs to be the front line once the patient is ready for discharge from the hospital or the emergency room it shouldn't be the e.r. Doctors problem for placement we understand placements important but they have other things to do policies great but it needs to actually be. Implemented Absolutely we know that we have the governor's task force we have 2 co-sponsors presenting to us taking our questions helping us develop that policy that we now have definitive ways to back the governor the legislature the people who are trying to do this in their local communities and say Ok the physicians of California are behind this we will put our resources we will go to the legislature and push next year's bills that are starting to come out of ready for the next fight the next session starting in January and put our lobbying efforts into the bill put our time our experience our resources into the governor's task force to help move this forward instead of just talking about well thank you very much your time Dr me thank you it's for 48 with traffic marks again current as we take a look at South 8 o 5 sawing off a split to Imperial it's a time single digits some 5 is banned from the splits of the $54.00 freeway there's an accident at Pacific Highway To make matters a little bit worse the South went $63.00 right off the 52 to downtown that stop and go east 94 slowing from downtown to lemon grove today North 15 at Miramar accident the right middle lanes yourself and bellboy up to Bernardo Center Drive where there's a stalled s.u.v. P.b.s. F.m. Where news matters. This is All Things Considered from n.p.r. News I'm Mary Louise Kelly and I'm Elsa Chang when readers of the sports website Deadspin logged on last night and this morning there was one notable absence not a single story about the World Series One of the biggest sporting events of the year and that is not an accident it's an act of protest from Deadspin staffers who object to a mandate from the new owners of the site the mandate was stick to sports N.P.R.'s David Folkenflik joins us now from New York to discuss the protest and the mass resignation of staffers at Deadspin Hey David Hale's Well what I don't get Deadspin is a site that's defined by sports coverage right so what's the problem with saying stick to sports what seems like it's bread and butter right you see this tension at an e.s.p.n. Sometimes the bosses come down and say hey let's focus on athletics you involve other issues of politics or society when you have to this is different is the nature of the site Deadspin itself is not known simply for examining X.'s and O's and strategies although it certainly does that it's really defined as much by the sensibilities of the writers they've hired sometimes looking sideways at sports sometimes looking for a field like an annual hitters guide to the Williams Sonoma cattle a gross parody of Gay Talese writing a guy called the adequate men which was kind of a send up of men's magazines as well as doing sports coverage of the sporting events or certain kinds of investigations I think back to Brett Farve the Hall of Fame quarterback he had sent this subtly indecent text to women he encountered as a player they were able to expose his behavior that needed to be he'd need to be held accountable for so you know it's really a very kind of magazine not a purely athletic focused outfit Ok well it seems like from some of the writers there who have posted on social media that there's been sort of this this expectation of a lot of latitude at Deadspin How did that culture develop. Well you got to think of it as as evolving from from Gawker dot com The Gawker Media company where there is this anarchist tick outlook fostered by the founder Nick Denton Will Leitch the idea that these guys had the ability to to do almost anything and in particular do almost anything even in relationship to its own owners and editors decide it was sold along with others to Univision and then to new series of owners this spring they've covered their owners rather critically sometimes brutally and the new owners they pulled some of the stories about the internal controversies This is raised a bunch of hackles in recent months about the writers there so tell us about these new owners that these staffers are protesting against well there's this investment firm called great hill they put it what they now call geo media Gawker went away sort of sued out of existence so Geo media is run by a guy named Jim Spann feller he worked at Forbes dot com and Playboy promised advertisers according to Reuters and the the union there more than they could deliver He's claimed that look 24 of the top 25 stories last month were purely about sports a number of recent or say hey that's flatly untrue you could get as many as 100000 readers or more for stories having little to do with sport span fell and others forced out an editor a couple months ago at Deadspin didn't want to push more strictly Sports Line and writers and a few days ago sent out a memo the morning after a post on Trump being booed at the World Series saying let's stick to sports and then they fired their acting editor as well so where do you think Deadspin goes from here I don't really hard to know the best and even not only protesting but most of them leaving a few staying what does it mean to own a title What does it mean to own a u.r.l. Without retaining any of the d.n.a. In the people who made it popular I don't know what they're going to achieve if they're planning on sort of refining it and selling it off for parts not clear what the strategy is moving forward That's N.P.R.'s David Folkenflik thanks David you bet what if the scariest thing isn't a monster in your life but the emotional demons in your own family that is an idea Shawn Hamill writes about in his debut novel N.P.R.'s Malory you treats us to the story because mom. Of Monsters is about a family specifically of the Turner family who own and operate a haunted house called the wandering dark shadow Hamill says growing up in north Texas he spent some time at haunted houses but I'm a big chicken when it comes to this stuff I would go with my friends because you know it was a Halloween type thing to do and I love Halloween but I could end up with like my face buried in somebody's shoulder the entire time the novel spans many years during which no one Turner and his family build the wandering dark it's a maze of Pitch Black rooms for visitors to walk through armed only with a single flashlight as a teenager Noah feel that home in the haunted house his job playing the house's monster he jumps out and scares groups of teens who venture through the doors and he's very good at the role of monster because he's been friends with a supernatural beast since he was little it's got orange eyes big cause rattling breath but it's also incredibly warm and soft and has the capacity to be incredibly gentle and Hamill says know what Turner is predisposed to liking the creature because he feels like he's the outsider in his own family so an outsider is able to sort of make its way into his life by being there for him in a way that his family has and you know his family actually can't be there for him because they have a lot going on and their family drama makes up much of the horror in the book because I was really interested in exploring the fact that you know life is a slow motion train wreck like it's just a question of how long it is between disasters and the average life you know is had a lot of loss in his life more than most and his older sister Eunice experiences depression and suicidal thoughts Shawn Hamill says writing about her mental illness from know his perspective reflects his own experience Hamill's father is mentally ill and he says as a kid in the late eighty's. He didn't always understand what was happening you know when you're living with a bipolar person sometimes you don't know who that person is going to be from day to day especially when you're little so when his novel Hamel explores the horrors of depression without judging Eunice he says even though the creature stocks the Turner family throughout the years it isn't the cause of Eunice's mental illness and it isn't a metaphor for it either by not making the monster lay pure metaphor and suddenly fixing everything by you know vanquishing this thing I hope that lens the struggles that the characters face a little bit more reality and lets it be messy and real and in the backdrop of this Nessie human horror Sean Hamill creates a cosmic world full of creatures who use humans as food entertainment slave labor which might feel familiar to fans of 1920 s. Horror writer h.p. Lovecraft Hamel references the writer's stories throughout the novel but says he struggles with Lovecraft's prose and his politics he was a racist and you know Zeena phobe you know it's very much there in a lot of his writing so he wanted to go beyond Lovecraft limitations to question the very idea of monstrousness human or otherwise I feel like everybody has this fear that we all have inside of us that you know if if people really knew us all the way through they wouldn't be able to love us because we're bad we're grows we're disgusting you know and I think it was less about like accusing them of monstrousness but more about them struggling with their own fears of being monstrous for the time being Sean Hamill plans on sticking with horror a little while longer being scared he says can be useful for us it allows us to sort of look directly into the dark you know the unknown that the things that we're most anxious are afraid of and then walk away and keep on living what horror does is I think it gives a valid. Of to sort of look at in the face and then walk away and feel more alive for a while because of it cosmology of monsters allows readers to look the monstrous in the face it's the small flashlight to keep you company when you're ready to venture into the dark Malory you and p.r.
