R.p. Along with Bill profit and Kevin it's good to have you back on the show what's what's the town's reaction if you can gauge it to the decision that we 1st started hearing about late yesterday. Largely the reaction of the town unfortunately is split right down the racial lines we've got almost of the white community if you will is pretty much Ok with the decision and it's pretty much what a lot of people were expecting and as you said a lot of people agree with you that it was the right call. The black community not so much of course that's not that doesn't speak for all of them but a lot of them are still angry they still feel like the police officers need to be investigated they need they feel like they the facts of the case need to be called before a grand jury and a lot of people would like to see these officers prosecuted and that because of but Kevin you're much closer to this story than I've been but I think all of us who were interested in it watched the video at the time that came out shortly after the shooting and we looked at and said these officers had reason to fear that the man they were wrestling with you know had a gun and if that happens and they fear for their lives they have a justification issued one the community is asking for an investigation as in the local department investigated this thoroughly. Investigated it very thoroughly and one thing was interesting the acting u.s. Attorney reminded us all during the the press conference today that what we all saw on social media was roughly 13 to 15 seconds of an encounter that lasted over 90 seconds from the time police arrived until the time unfortunately Mr Sterling was dead and they said they pieced it all together with store security video dash camera video also some audio that was taken from body cameras body camera video they put together the whole sequence of events and you know I'm just going to talk about the 13 2nd video that everybody saw my own train die I was able to see a pistol but sticking out of the pocket of Mr Sterling that's an armed suspect I'm sure if I thought it would by untrained eye a police officer probably spotted a lady that means that a suspect with a gun I want to. And everybody listening to that they were called to the scene because it was a call of a man would threaten another man with a gun and they were told it was the man selling C.D.'s in the red shirt that the only man selling C.D.'s in that parking lot was Mr Sterling he refused the order to put his hands on the hood of the nearby vehicle he refused in order to get down on the ground then came the tackle and a big struggle he refused to allow himself to be handcuffed Now Mr Sterling has a role in the arrest record so he knows the drill when the less time comes in also being. He was struggling in the audio the Justice Department said they could clearly hear one of the officers saying he's reaching for his gun he's going for the gun and that's one shots were fired police officer warned him if you don't stop moving I'm going to have to shoot you and shots were fired to a lot of people it seems like a cut and dry case but to a lot of people it's not and they still feel like it was a case of police murdering a defenseless black man a defenseless man who was fighting the police resisting arrest to armed with a gun illegally correct. I'm going to tell you honestly we spoke with some listeners this morning that it felt like because the gun was in his pocket and he didn't have it out in the hand that meant that he was defenseless Well I just find that and I thought I told you just not seeing a secure know nothing about police work and I don't not only that but Kevin I think even somebody who's not trained as a police officer would say if somebody is fighting back against the cops almost everybody who fights for the cops ends up losing in that they end up in custody or they end up with some bumps and bruises because if the cops show up and you know the drill and you put your hands behind you and you get take a seat in a patrol car you go off to jail and in his case he likely would have been you know released or Rijkaard fairly shortly after he chose to fight and if the guy's choosing to fight the cops and the cops know you're usually going to lose and the suspects know that in almost every. Run from Taishan there are enough police and there's not enough of you you're going to lose this fight so what a guy in that situation who's chosen to fight knowing that he has a pistol in his pocket pull that gun out and shoot the cops Yeah I think it's a fairly good chance Well here's something else interesting to know is that Mr Sterling quite been found then convicted of being an illegal possession of a firearm worth 3 strikes you're out of state and your 3rd time being a felon in possession of a firearm you go to jail and I mean present so he. Probably knew based on his own arrest record that he was going to go and do some hard time and that may explain why he was resisting so vehement I'm talking to Kevin Gallagher who's the co-host of Am Baton Rouge on one of those 73 p. Who's our affiliate in Baton Rouge along with Bill profit in the morning so tell me this has there been any trouble yet as a result of this I realize yesterday it was a sourced story that said this is likely the outcome today the Justice Department announced it formally What do you expect is going to happen tonight and in the next few nights. Kevan and I'm sounds like I might have lost Kevin cell phone let's go back and check and see if when Kevin are you there. Now I think we've lost the connection let's see if we can get that connection back because I'm really interested to see what that community is up against Again we're talking about the death of Alton Sterling he died as the police were trying to take him into custody and it caused all kinds of unrest at the time and obviously there are there were other incidents that happened as a result of that the shooting of 3 law enforcement officers the injuring of a number of other people you know this guy should have just gone into police custody and if he wasn't guilty of the crimes that they suspected him of he likely would have been released and there would've been another addition to his record but you can imagine that he might have been a little bit on the desperate side knowing if he gets that 3rd strike he go goes back to prison Kevin we got you back what do you yes sorry we lost you know no worries what should we expect in the next couple of days I mean what's the community bracing for if anything let's I think the community is apprehensive that we may get some serious protests now tonight should be quiet because we're expecting some very very bad weather to come through the area and so the weather is going to work our favorites and I last like there was some there was a small amount of unrest and some people tried to block a major highway we have a Airline Highway is actually us I way 61 and so police are not going to let people stand in the middle of that thing there were 3 arrests last night one resisted arrest and got a little bit violent but it was not that big a deal but as the weekend comes there is a lot of apprehension that is outside agitators as we like to call him that's a popular phrase as they have time to arrive in Baton Rouge we're very very concerned for what we may see Friday night Saturday and Sunday and Kevin didn't your local police chief the chief in Baton Rouge say that the last time you had disturbances as a result of Mr Sterling's death you were in reaction to it that 90 percent of the people they had to arrest were people from out of town. There were a great deal of most of us are over 100 arrests made in one day during a protest that took place right across the street from our radio station and yes they were mostly people from out of town a lot of affiliated with b.l.m. And you're a McKesson and that organization is a wound up our district attorney decided not to press charges against 80 of them but he did cause charges against 20. Not the head of the the Justice Department number one but number 2 intent is not in that law there are a lot of laws or crimes you can commit where intent is absolutely key in murder if you kill somebody but you didn't intend to kill them it may be manslaughter or it could even be an accident if you're driving down the road and somebody runs out in front of you and you hit them and kill them it's not murder it may not even be manslaughter or maybe just an accident if you were being negligent it could be negligent homicide if you intended to kill somebody then it's murder and intent makes all the difference in the world and it's in the law but when you look at him . The law that Hillary Clinton and home Aberdeen broke by exposing national you know classified data nothing about intent is in there it doesn't matter what you intended you're still guilty of breaking the law well. Under slavery by going to dog everywhere you go to for the Lars Larson Show but again welcome back to the program glad to be with you and I was glad to see that in the great town of Philadelphia they passed a sugary tax drink you know you've heard them you justify We need your money because you're too fat you shouldn't drink so much Coca-Cola Well guess what happened they put a big tax on sugary drinks and now the drink sales have dropped 32 percent from a year ago for Coca-Cola because of that new tax and I would imagine that there are a bunch of companies that don't like the idea of moving to a town that decides to try to do that kind of damage to local companies Dr John Law joins me now who is president of the Crime Prevention Research Center and the author most recently of the war on guns arming yourself against the gun control lies Da Good to have you back so great start to again you know you develop these new numbers about crime and about murder in America and about how very very concentrated most of these crimes are can you sketch out what the picture of the United States looks it looks like when you you try you ask the question where did and where do most of the murders happen. Well. Murders are very heavily concentrated in very small areas in the United States. 2 percent of the counties account for over half the murders and if you look at those counties what you find is that even within those counties there usually in very concentrated areas you look at some place like Los Angeles basically the whole western part of the county has almost no murders and it basically concentrated in the south central area and parts of the western or eastern part of the county. You have about will almost 70 percent of the murders are in the 5 worst 5 percent worst counties and just look at the other way you have over half the counties have no murders and almost 70 percent of the counties have it most one murder in them and so it's very heavily concentrated very tiny areas in the country so it means that if the deadliest 5 percent of the counties now just give people a picture what other 3800 counties in America or is it. Through $3140.00 counties $3140.00 if 5 percent the 5 percent that were the worst out of those so we're talking about $150.00 counties out of $3100.00 the murder rate would be dramatically lower wouldn't Oh yeah right if you if you remove So right now the murder rate Well this is for 2014 numbers was about $4.00 per $100000.00 you remove the 5 percent worst counties you're going to get down to just over 2 per 100000 so I mean you cut your murder rate in half so do these numbers not just giving us a picture that crime is very very concentrated in certain places in America but is it do something to try to address how we approach preventing these crimes. Well I think it emphasizes how much of these crimes are gang and drug gang related it's the reason why even within these counties you see particular hotspots it's a large part drug gangs and you know there's a tradeoff here I mean there's obvious ways you could reduce drug gang violence one thing that we saw after we had prohibition was to get rid of prohibition the murder rate in the United States fell by about 60 percent in just the next 2 years and right now you have gangs fighting against each other in order to control drug turf . But you know there's no Nevada here if you go and liberalize drug laws make it so that you don't have to have gangs fighting against each other over turf it means the prices of drugs are going to go down it means more people are going to use them and you'll have problems associated with that you'll just have a lot fewer deaths now you look at something like the opioid. Epidemic that we have right now the reason why you have so many drug overdoses is that it's hard for people to know exactly the strength of the drugs that they're getting it's not like you go to the store and buy aspirin or get some other drug you know you're pretty certain exactly the strength of the aspirin that you're getting but if if you're buying heroin it could be stepped on a few times it could be very pure or it could be not pure at all and still people make mistakes much more frequently in terms of the doses that they have but. There are a lot of tradeoffs there I guess is the bottom line but. In fact one thing that's interesting is if you go back to like 2000 for example 73 percent of the counties at that time had no murders so in some sense. It's kind of not as concentrated now as it used to be and part of that problem is just the kind of the spread of the opiate epidemic you know it's kind of gone into more rural parts of the country than we had previously and then you have disputes over over drugs and all that well it'll be interesting to see you know the thing I'd like to know a year from now after we've seen 8 years of almost no one forced one of the border under Obama and now we're seeing dramatic changes in the numbers I mean Customs and Border Protection saying that we've stopped or slowed illegal crossings by 60 or 70 percent that we've upped the arrest rate dramatically and you know as much as doubled the arrest rate I'm curious a year from now since so many of those gangs see. To be populated in part by crossing illegally when we have a year of really hard core enforcement and maybe even start building some of the wall it'll be interesting to see you know what happens to the crime rate around the country and especially in these hotspots you've identified. I mean I think there's strong reasons to believe that you know. A lot of the gang violence is related to legal aliens.
