About the rain headed our way. Dan this time tomorrow well be tracking our first band moving into the north bay. Live doppler 7 hd at the moment is quiet and it will be rather active over the next couple of days as not one but a series of storms moves through the area. About 18,000 feet in the atmosphere is where storms gather their moisture and move. That line of arrows is the jet stream. That pretty much dictates where storms go. In the next couple of days, that jet stream will set up shop right over the bay area. Our first storm arriving friday into saturday, and then the second storm moves in right on the heels of the first to round out the weekend. So the storm risks were looking at for this first storm on friday certainly flooding it at a high potential because several inches of rain will fall especially in the north bay. Mud and rock slides are possible. So is wind damage. The winds will start to become active friday. Gusts as high as 40 Miles Per Hour. And the threat of flooding right now is pretty low. But we have much more to talk about with not only one but several storms on the way, and how much you can expect where you live with the full forecast in just a few minutes. Well, morin county reservoirs are already full. They dont need the rain for storage but they are urging people to conserve there. At least three cities have issued warnings for possible flooding tomorrow. Laura anthony is in petaluma, which is right in the path of the storm. There was just a lake. It was a lake. Reporter rona park remembers well what her neighborhood looked like in september and she is picking up sand bags just in case it happens again. I thought we werent going to get any more rain. Im glad. But i just want to keep the house safe. Reporter these are the rains that defined much of area. Now, despite months of dry weather they are warning of potential flooding. They do expect heavy rain friday morning at least for a 24hour period. And the volume of rain can create flash floods because theres so much volume that the creeks cant handle it all. It could happen. Reporter just in case, many cities are making sand bags available to residents. Petaluma has two stations set up. What we do is our gages start at pengrove. Thats usually an indicator there. When it comes over the banks of pengrove, we pretty much deploy and get to the north end of town. His neighborhood had two feet of water in the street in december. These photos were taken in his front yard. Still, hudson says bring it on. It didnt get into our house. And we sure need it. So the lesser of the two evils. The Sheriffs Office says they have made an arrest tonight in a Sexual Assault that happened ata a 99 cents only store near haywood. This is the man that they believe molested an yearold girl sunday afternoon. Deputies say the man cornered the little girl in the sle, grabbed her and touched her inappropriately. Deputies will release more information about him tomorrow. They are still in the process of interviewing witnesses in the case. Pressure is mounting in california tonight to stop allowing parents to opt out of vaccinating their kids against dangerous diseases. The number of measles cases in california has hit 99 tonight. 14 of them in the bay area. And a spokesman for Governor Brown tonight says he will consider a law repealing a law, the socalled personal belief exemption. Caroline tyler has more on how that could end parental choice. If i can help them not have to go through the misery of having the measles or having something, then why not do it . Reporter thats why her boy 6yearold jayden and 4yearold navir, are visiting this clinic. But not all parents feel that way, though the clinic director has seen more change in their thinking since the nationwide measles outbreak. Just last week several of my families who were not antivaccine entirely but were slow wanting to wait, came in and got their kids vaccinated. Reporter now with concerns growing, two state lawmakers, one a pediatrician, want to repeal the socalled personal belief exemption. The California Law that allows parents to opt out of vaccinating their children. Thats a problem for the Public Health and thats ultimately why we originally passed the law that you should get vaccinated before you enter school and thats why we need further steps to protect the Public Health. Reporter dr. Jeffrey silvers is an Infectious Disease specialist at Eden Medical Center who is urging parents to vaccinate. Measles vaccine is based on science. Its not based on personal beliefs. The value of the vaccine has clearly been demonstrated. Reporter he says the possible complications from measles include pneumonia, encephalitis or swelling of the brain, which can lead to hearing loss, seizures mental retardation, and in rare cases death. Nazir was unhappy with his shot, but his mom is happy with her decision. Though she believes parents should have a choice. In the east bay, Caroline Tyler abc 7 news. San Francisco Police are investigating whether the torso found in a suitcase is that of a close friend of the person of interest in the case. Omar shawan was last seen seven days before the suitcase was found. His parents filed a missing persons report yesterday in vallejo. Reporter the possible victim was a close friend of mark andrews, who was taken into custody friday night at a Public Housing development in the tenderloin district. Were hoping to identify the victim. Thats going to help us go down the road. We havent positively identified the victim yet. Reporter they once roomed together at the crupa hotel on jones street. The two often visited with mark keifer, seen in this interview yesterday. Andrews was arrested visiting keifer at his apartment on friday. A Police Source says andrews, who came out covered with a sheet, was wearing the same clothes in the security videos. They showed him lugging a suitcase, reportedly the same one that was found with a body at 11th and mission. A Police Source says andrews also had shawans i. D. Card when he was detained. But police had to let him go last night when prosecutors said they didnt have enough evidence to charge him. Very tough case. From what i know, they dont even know the identity of the victim. Reporter he is a former San Francisco homicide investigator. The main thing is to try to find out who this person was. Reporter the medical examiner already has dna from the body. Now they need dna from shawans parents. If the dna samples from the missing persons parents or relatives, and they can develop profiles and have the scientists determine whether they are relatives to the person that is to the deceased person. Reporter security videos and a suitcase with a headless torso, a person of interest and a possible victim. Still missing, the crime scene. There is one. Its just that police have yet to find it. Vic lee, abc 7 news. San Francisco Police are looking for three men who pulled off a takeover style robbery at a tiffany and Company Inside the Westfield Shopping Center this afternoon. The store was closed immediately after it happened, obviously. Police say the three men walked in, ordered everyone on the ground, and forced employees to open three cases. They got away quickly. No one was hurt. Health Insurance Company anthem says hackers broke into a database concerning information on about 80 million customers and employees. Maybe you. The wall street journal is reporting that investigators are still determining the exact extent of this hack. But anthem says it is likely that tens of millions of records were in fact stolen. The company told the journal that the breach exposed names birthdays addresses, and Social Security numbers, but did not appear to involve medical or financial records. Anthem is setting up an informational website for its customers. In sacramento today, a man not only confessed to killing two sheriffs deputies, but he also demanded that he be executed. Luis monroy rockamontes was in court today when he made the surprise confegsz. He is accused of killing danny oliver after a confrontation at a hotel and Michael Davis later that same day. Prosecutors say he was in the United States illegally and had been deported to his native mexico twice before. Emeryville police say an officer who shot and killed a 38yearold African American woman yesterday was wearing a body camera, but its not going to help with the investigation. Police were following the woman after home depot security called saying she tried to steal knives and pointed a gun at employees. Officers say she then tried to carjack three drivers and pointed a loaded revolver at them. They fired seven shots. One of the officers had a body camera but it was not turned on. Boy, thats a welcome sight. 20 now healthy sea birds took flight today after getting treated for being covered in a mysterious goo. The birds released this morning by the International Bird rescue organization at the port of oakland are part of a flock of 330 rescued since january. 150 birds died from this substance but the organization hopes to soon release more of the birds still recovering. Were out here releasing our 101th bird from the spill. We still have over 100 birds in care at our fairfield center. Well just keep working with the birds and get them released back to the wild where they belong. At this point, investigators have not been able to identify the mystery substance that jeopardized birds. There havent been any new clues in nearly two weeks now. They still tonight know exactly what the goo was. Back to the weather. The rain could cause even more problems for displaced residents of the firedamaged building in mission. The roof is all but gone exposing many of the apartments. Our reporter has more out on whats being done to try to protect that building. Reporter karen arrived early hoping to get inside her damaged art studio. She was making a list of her most valuable items. After crews went inside, the adjustor gave her some discouraging news. Just so you know reporter his words were muffled but he said her studio was in bad shape and stuff was all over the place. Still, she was allowed inside only for 20 minutes. These are pictures she took of the damage. She had years of her work inside. There was debris everywhere, most of her bab nets destroyed. It looks like flood, hurricane, you know, and fire. But it wasnt burned. Just water damaged. Reporter with the help of a crew, she was able to retrieve a few boxes of slides and artwork. I feel like i got the help that they could give me right now. But everyone has really done a masterful job. Reporter you can see the extent of the damage to the building on 22nd and mission street. Some of the third floor apartments are clearly exposed. Anything can cause the roof to cave in. The building is so unstable that today crews went in to put up emergency walls just in case fire investigators need to return. That Department Hopes they wont have to. They were able to get everything that they needed from the scene the day after so theyre done with their physical investigation. Reporter the fire investigators are now interviewing witnesses. The four alarm fire happened a week ago and displaced many residents. Several businesses were also lost. No one else will be allowed inside. Now the Building Department will have to issue permits to begin the process of stabilizing the building so residents can finally retrieve what is left. That is now getting pushed to the east thanks to not one, but a series of storms building in the pacific right now. We have three lined up and they are going to move in succession over the next couple of days and bring us some rain. As we go throughout the forecast spotty light rain in your sprk primarily in the north bay, north of santa rose a. Pretty much everyone else is dry but mainly cloudy for thursday. Its not until friday morning that areas north of San Francisco will see light showers develop. The rains will intensify through friday afternoon and widen in coverage. 1 00 friday afternoon heavier pockets of rain developing. Where you see the pops of yellow indicating the more moderate rain falling. And that continues in waves throughout friday afternoon and evening. By 9 00 were still seeing heavier rain moving through San Francisco and oakland. By Early Saturday Morning it will taper due to scattered showers by 10 00 for this first round. In terms of rainfall totals what we expect in the south bay one to two inches of rain. The central bay and the north bay, two to four inches of rain. But the higher elevations, especially the mountains in so moment sonoma county, could get up to five inches. Flooding in poor drainage areas and the potential for rock and mudslides. Wind advisory in effect for the entire region early friday morning for winds potentially gusting up to 50 Miles Per Hour around the bay. Higher elevations could get as high as 60 Miles Per Hour. So the potential for downed trees and powerlines is certainly there. Not a very cold storm with this system. Not a lot of snow to talk about. Above 8,000 feet you could pick up about a foot of snow in the sierras. Overnight, a mild period. Upper 40s to lower 50s with clouds on the increase. Tomorrow, mainly dry. Dramatic dash cam video shows the plane clipping a road before crashing into the river. Imagine that. Investigators are going over the video framebyframe to figure out exactly why this tragedy happened. Taiwan aviation officials are now putting the death toll at 31 with 12 people still missing. Rescue teams are back in the water searching for the missing, including the two pilots. David curly has the story. Reporter the screams of drivers as this plane goes down three different dash remarkable and horrific scene, the final seconds of the transasia turboprops flight. The plane appears to be level. Suddenly, the left wing dips. Its out of control. Finally impacting the bridge before crashing into the river in taiwans capital. Crews working in the Shallow Water able to rescue 15 people. Among them, four children, including a 2yearold. The rescuers cradling the child making the move onto the boat to safety and away from the wreckage. But the other 32 onboard are dead or missing. The fuselage pulled from the darkness. This newly built plane had just taken off when the pilot radioed mayday and engine trouble. In the air for less than four minutes, the dramatic pictures framebyframe provide plenty of clues. The right engine appears to still be spinning but the left appears to be stuttered and the engine is probably not spinning on the lefthand side. Reporter he is a former crash investigator. They are trying to clear the obstacles and not run into the apartment buildings. At that slow air speed with an engine out leads to disaster. Reporter this is the second deadly crash for transasia in less than a year. In this case the pilot apparently had little time or distance to save his plane and all of his passengers. If they had to crash someplace, the river was the safest in a populous city. Reporter transasia will check all of the engines in similar aircraft. The black box has been recovered and should give us an idea of why this plane went down so dramatically. Several u. S. Lawmakers are now throwing their support behind helping jordan fight the Islamic State after the killing of a Jordanian Air force pilot. Video of Islamic State captors burning the pilot surfaced this week. Now some lawmakers say Jordans King Abdullah must be given all the military equipment he needs to combat these militants. The king was in washington yesterday meeting with members of congress. I would say he was obviously disturbed and shaken, but absolutely resolute.
