Reporter then within minutes another attack, this time inside a packed Parliament Building just steps away. Lawmakers scrambling for cover. Dozens of shots echoing through the halls. A reporter holding on to his camera through it all. We heard gunshots come up from there. And sort of ducking my head down the hall, we saw smoke from gun fight. You could smell it almost instantly. People are ordered off the streets and away from windows. Police swarming the city center. Ushering citizens to safety. By late afternoon, much of the heart of the city still on lockdown. You can tell were in an area that is going through an emergency. Were seeing ambulances, paramedics, and police all over the place. Reporter this evening the three people who were sent to the hospital have been discharged as this nation mourns that murdered soldier. Canada tonight on high alert. That was dan harris reporting. Reporter in San Francisco, 850 sheriffs deputies guard city hall and other critical buildings. There is ongoing training for incidents like the one in canada. There are protocols that Law Enforcement agencies that prepare and remain vigilant for active shooter incidences must follow. Some of those begin with rapid threat location. And identification. Reporter since 9 11, the bay area has prepared for terrorist threats by stepping up security. At key places like b. A. R. T. And sfo. And with impromptu drills. The fbi is examining the shootings in canada, and said today there is no specific threat to the United States. But, quote, the fbi has reminded our field offices and government partners to remain vigilant in light of recent calls for attacks against government personnel by terrorist groups and likeminded individuals. Rick smith is a former fbi agent who now has his own private investigative firm. He said based on his experience, the fbi is likely sharing intelligence with local Law Enforcement about the canadian shooting. They would probably tell them what they could in terms of what happened, so they could strengthen security in government buildings all over the country. So its something thats ongoing right now. Reporter he says we cant be 100 vigilant, but can come pretty close. In San Francisco, Carolyn Tyler, abc 7 news. Theres been a new breach of security tonight at the white house. Another man has scaled the fence near the north lawn. This time, secret Service Agents quickly stopped him. Video shows the man against the security vehicle just beyond the fence as he was taken into custody. One report says guard dogs were released and the man tried to punch one of the animals before he was captured. It was just last month when a man made it over the fence, across the lawn and all the way into the white house before secret Service Agents finally tackled him. In sports news tonight, dreams of a giants world series sweep were quickly dashed this evening in kansas city. The royals rocked the giants, and came away with the 72 victory. Hunter pence and giants are looking to take a commanding 20 lead against the royals. It started out great. Top of the first, Gregor Blanco. And at first. Pablo sandoval on a double. Were tied at 2. The park service has received reports of vandalism at at least ten National Parks in five western states including california. This one was found in yosemite on a granite rock near the vernal falls. Police estimated the crowd at about 100 people. That demonstration did remainpe tension is growing between the mayor of san jose and the citys Police Officers association. The two have been bitter enemies over pension reform and now a new issue has surfaced. Is the Police Association urging new recruits to quit . Heres david louie. He said it would be better for the department and us if we would just quit. I never told the recruits to quit. Ive done this orientation class several times. Never have i told them to quit. Theyve locked horns for years over Public Safety and pension reform, an issue that prompted about 400 officers to leave San Jose Police. And we need to find out if the Police Officers association is intentionally undermining the police department. Reporter the Police OfficersAssociation Says she recanted her statement. But she told abc 7 news thats not true. I was trying to get the essence of the message. I wasnt trying to put quotations of anything that he said in the article. What there is a need for an investigation is to whether the mayor and other city officials are using city resources, city time, to perpetrate allegations on behalf of a political campaign. A bay area Graphics Company is in trouble with the Labor Department for paying some of its indian workers brought to the u. S. In rupees. The type of currency is not the issue here, its how much the paychecks actually turned out to be worth. This issue dates back to september of 2013, when efi flew in eight indian workers to the United States to help with a project here. Once they got to fremont, the workers helped install the server and system, and after moving to foster city efi kept paying the employees what they were making in india in rupees. That amounted to about 1. 21 per hour. And some of the employees were working around the clock, more than 100 hours a week. The fact that these employees were working in the United States, they are protected under the federal labor law, regardless of their immigrant status. In a statement, an efi spokesperson told abc 7 us, that we require Foreign Workers to be paid by local u. S. Standards. Efi did pay the indian employees 40,000 in unpaid wages, along with some fines and penalties. The company said they have taken steps to make sure this does not happen again. Ubers price war is making a lot of the drivers angry. Today these uber drivers staged a protest outside the company San Francisco headquarters. The drivers say theyre having a hard time making ends meet since uber reduced its fares. Protesters also want uber to change the driver rating system. Uber is also making it more difficult for them to collect tips from customers on the uber app. Uber does not have, and encourages its passengers not to tip. They want to make it a cashless service. Uber did not want to comment to abc 7 news about the complaints. Instead, the Company Simply sent a statement saying the Company Powers entrepreneurship by providing tools to build a small business. The cdc announcing travelers from guinea, liberia and sierra leone will be monitored for symptoms for 21 days. Each getting one of these kits which includes a thermometer so they can take their temperature twice a day and report back to the cdc. For now it will only be enforced in six states. Well continue to put in place additional measures as they make sense in order to assure that we dont see continuing spread of this disease. Reporter another new rule went into effect, only allowing flights from west africa into the u. S. Through one of five airports where each of those travelers is screened once they land. Overnight several sick passengers were evacuated from two of those airports, newark and ohare and garn teend until doctors were confident they didnt have ebola. After about a week and a half of treatment, hes been determined to be free of virus. Three years ago he was nearly killed outside dodgers stadium wearing his giants jersey, attacked from behind by two men now serving prison sentences. For stowe it was a sentence to a lifetime of struggle and rehabilitation. Had i known, i would have turned to see the guy running at me. Reporter in is a far different brian stowe than weve seen in the past. The doctor remembers when he first got the call that stowe was coming to San Francisco general hospital. He called me and said, do you remember that giants fan that got beaten up . Hes going to be coming up to our service. Reporter he was transferred from l. A. After extensive surgery to relieve the swelling in his brain. He was able to show fingers and wiggle toes. He answered questions with single words. But he was not able to form sentences. Or to really express much emotion. Reporter just look at stowe today. Expressing not only words, but hopes and dreams. I want to run. I want to walk like a normal person. All those things were new, different from the way he was when he left. It was a testament to his ability to heal. We know that a young brain in particular, after an accident like this, has an amazing capacity to regenerate itself. Reporter he said stowe was not only young, but physically fit before the attack and that may have greatly helped his recovery. Stowe still needs help getting around and doing the little tasks of everyday life. For now hes living with his parents. To have him here to take care of him. Reporter doctors cant say what the future holds. We still dont know to what extent people are able to improve after a traumatic brain injury. They can improve three, four, five years often after the initial event. Reporter with his parents by his side and the giants in the world series, stowe says hes happy. Just being alive, waking up every morning and knowing im here. And just this place makes me feel good. As you can imagine, stowes care has been very expensive.
