william brave enough to admit she was a victim of a chinatown swindle. it is costing people a fortune. hundreds gathered worried that they, too, could be taken. vic lee spokes exclusively with a woman who helped police arrest one group of thieves. >> our community has been suffering for the last year and a half from gang activity. >> reporter: hundreds attended the public awareness rally to learn how to protect themselves against the thieves. >> thank you so much. >> this morning, the district attorney met privately with a woman who almost became a victim. instead, susan wang became a hero. it was in october here at the farmer's market where three women approached wang and befriended h her. >> translator: number two says to me it will be very nice for you to have a new friend. >> reporter: they were nice to her and chatted, exchanging information about families. one of them seemed to be claivvoyant. >> number three told me that there is clammity in the household and your son will die in three days and your husband will get really ill and also told me that then scared me saying that a ghost followed me home and the ghost wants to mary my son. >> reporter: the three women told wang this was her lucky day and she could scare the evil spirits away by blessing her valuables. >> they asked me to bring as much valuables as possible. the more valuables that i bring the better off that my family is going to be. >> reporter: she went home, ready to go to the bank and a meet the women in the afternoon. instead, she went to ingleside police station. she recalled reading about the blessings scam and watching this police public service spot on tv. this was a reenactment of how the thieves worked. she realized it was happening to her. undercover officers went back with her to the farmer's market. once wang identified the women, the undercover officers followed them and actually saw them working on another victim. >> reporter: this victim had already turned over $47,000 in cash to the thieves. here is the money being photo copied for evidence by a police investigator before it was returned to the victim. the three thieves were arrested. they and a male conspirator were recently convicted for grand theft. the d.a. calls her a hero. >> she took the initiative to go to the police. >> reporter: when she told her she was a hero this was her response. >> translator: she said no, come on. >> reporter: even though she may not think she was a hero police and prosecutors do. she says as a citizen she was doing the right thing. the d.a. says this was the first successful prosecution in this country of a blessing fraud case. the four thieves will be sentenced on friday. vic lee, abc 7 news. and maybe others will now come forward. developing news in oakland. one man is dead and two people are in custody after a showdown with police. it happened at richy street and bancroft avenue after 2:00 this afternoon. the department's violence suppression unit received word that three men in a car might have an illegal weapon. police chased the car to 77th and bancroft when the three men got out of the car and ran off in three different directions. police took off after them, confronting one of them, an officer says he felt in immediate threat and fired h his weapon, hitting the man several times. >> this is a violence suppression unit. they are out there specifically looking for individuals that are brought to their attention. i can't go into etail about what that is but they have a specific purpose in the area. >> a loaded firearm reported stolen out of georgia was found at the scene. this is the percen city's firsl involved officer shooting in more than a year. 30-mile an hour wind gusts whipped up the waves. the group had been in the 49-degree water minutes and were hypothermic. they were minutes away from death when they were plucked to safety but are now recovering. look at this. neighbors in lafayette on edge tonight with good reason after spotting a mountain lion in the area. the second time one spotted meandering along sweet drive since just the weekend. cornel bernard. >> reporter: we were in watching the baseball game and went out in the backyard with a flash light. >> reporter: tina won't forget what happened next. a large mountain lion was right there standing in her backyard. her nephew snapped the photo of the big cat before it ran off. >> it is big. anything bigger than domestic cat i consider big. it was quite large you can tell by the photo. >> reporter: last saturday a mountain lion was spotted sitting in a tree also in tina's backyard. >> i'm not going in the backyard any time right now at night time that is for sure. we ran back to the house and shut the windows. >> reporter: we were there when the fish and wildlife wardens showed up to investigation. do you think it is the same cat? >> i believe it is. the second sighting is the same location as the first sighting. >> they talked to tina about thes and say the cat is likely hunting deer and not humans and not considered a threat. tell that to heather and her three-year-old on. >> we were hoping they would trap it or remove it or something. not just wait for it to pass through sense we do have little kids. >> reporter: wardens giving neighbors a friendly warning, don't feed wild animals and keep small pets inside at night. tina is ready. >> the two dog dogs are lockedp in the house. at night we are taking them out in the front yard right now. >> reporter: and hope the cat does not make a return appearance i guess, right? >> for sure. >> reporter: if there is another sighting wardens will be back and may take further action. mountain lion attacks are rare but you if you endon'ter one stand tal and slowly back away. don't wait around to take a picture of it. in lafayette, cornel bernard, abc 7 news. new concerns about the bay bridge project as the governor calls for an outside review of cal trans. governor brown announced a full independent review of the agency's projects. the toll bridge oversight committee he shared a new bridge problem today at a meeting in oakland. an issue with the deck alignment between the suspension tower and the island. the new you bridge already had problems with bolting breaking as we reported to you which are now being fixed. they talked about the new problem today in an effort to be more transparent. >> why are you telling me about more problems, you know, aren't the bolts enough? motors and damaged equipment belonging to the bay area association of disabled sailors. police found it in the back of a truck where at their impound lot. officers stopped the driver of the truck early yesterday morning for driving erratically and impounded the truck and later learned the motors had been stolen. the sailors will get them back. facebook is cracking down on hate speech. after an activist campaign and advertiser boycott they said any content that glorifies rape or domestic violence is hate speech. knee he san and other big brands suspended advertising campaign on facebook after ads were displayed next to offensive content on the site. on another matter involving that site a special hack athon underway at facebook for local war veterans. how recent war vets are getting better. ♪ good evening again. a controversial plan to upgrade delivery of drinking water and farmland irgaition supplies in california is inching forward tonight. the plan is to build a tunnel to transport the water through the delta and today state officials put a price tag on it for the first time. david louie with the plan and the numbers. >> reporter: the bay delta conservation plan has been in the works for seven years. the goal to provide more reliable water supplies for urban towns and farmers. it will be spread over 50 years and retrofit the hub of the water delivery system for 25 million people in california and help 57 different species of plants and animals recover in the delta. >> 68% of the the $24.5 billion costs would be paid by water agencies and 32% from state and federal funding. a typical house might see the water bill go up $5 a month. >> restore the delta with several other organizations will plan to litigate if the plan comes to pass. we still aren't convinced that the water contractors are going to buy in and really pay for the project. >> reporter: the plan would build new water tunnels, move intakes to higher ground or restore the habitat not only for fish and shrimp but also for mice, rabbits, snakes, turtles, frogs and birds. the restoration will h cost an estimated $4 billion. supporters of the plan at a news conference say it is vital for the state economy. uc economist says 24 ft. $5 billion buys three benefits. >> increased water supply reliability. increased water quality as a result of h heavier reliance on north delta diversions and third reduce seismic rest. 40% of the water flows through the delta. the conservation plan goes through a public comment phase which should wrap up the end of the year. if opponents go
