home in 1993 and murdered. he says what happened in cleveland is a miracle. >> i believe that the family of every missing person in america woke up this morning with more hope today than they had of course. only 11 years old when she was taken in lake tahoe and held captive for 18 years in the back yard of a home near antioch. philip garrido and his wife nancy now serving prison sentences. today j.c. issued a statement about the cleveland case saying quote these individuals need the opportunity to heal and connect back into the world. this isn't who they are it is only what happened to them. j.c. received a 2,000 13 hope award from the national center for missing exploited children tonight. she talked about the bravery that they showed. >> i want to say what an amazing time to be have experienced abduction or similar tragic events in their lives. >> what happened in cleveland and j.c. dugard is something that is extremely rare. know. that according to the fbi 74 percent of children who were ab ducked are taken by someone they know. like the mother boyfriend or a neighbor an uncle or something like that. fewer than 7% are taken by sex offenders and of the 80 cases the fbi opens on average every year 38 victims are found alive. >> the moving on to tragic story we have been following so closecly here in the bay area. investigators trying to narrow down what started a limo fire that killed 5 women sell brit ago wedding on saturday. started on san mateo bridge at 10:00 p.m. owner of limousine service garage tills he thinks he knows what caused that horrifying fire. abc 7 news reporter vick lee talked with him and bay area legislature as well who says time to make limousine safer. >> as the chp continues the investigation trying to find the reason why the limousine caught on fire the owner of royal auto service in south san francisco believes he knows what happened. we introduced you to the man yesterday. he's worked on limo and party buses for almost 3 decades. last night he saw the news reports and studied the cell phone images of the stress limousine. the fire started in the rear. 2 witness said the back of the lincoln town car was extremely low to the road as the vehicle was moving before the fire. the limo was heavy with passengers. 9 on board. one more than the limo was allowed to have. he's now more convinced than ever that the air springs which support the rear of the limousine blew up first. >> one of the springs in the back failed causing the car to drop because of the weight of the limo weight of the people. >> since the san mateo bridge was built in sections cars tend to bounces a they drive on the roadway. >> the car bounced a little too hard when it dropped it probably scraped creating a gouge in the gas tank and at the same time creating a spark that's probably what lit up the fire. >>reporter: al though the chp investigating the horrific accident the public utility commission is the actual state agency that regulates limousin limousine. critic say the regular lition too lacks. olympia with feweren 10 people aboard don't have to go through regular chp safety inspections. those with fewer than 8 passengers are not required to have fire extinguishers. state senator hill of san mateo is planning to change that. >> we are going to introduce a bill in the next week that will require fire extinguisher at least minimum to start out in looking at the industry to rear a fire extinguisher in the passenger compartment of every limousine that is in the state. >> senator hill tells us this is just the got there all the bodies gon gone. >> he was planning to buy' a a diamond ring for the 15th wedding anniversary later this month. now he and their 2 sons spend mother's day at memorial service for his wife. she will be married on monday. >> survivors about released from the hospital yesterday and also out of the hospital. these other 2 are both at santa clara valley medical center in fair condition tonight. >> this tragedy comes at time when so many people are renting limo for prom and weddings and other big events. they seem to be everywhere on the road especially on the weekend. cornell went to find out about the limo industry safety practices. >> la grand affair building custom limo and advance like these for 28 years. owner phil says his company did not build the limo which caught fire saturday. but he was very disturbed by what he saw. >> limousine operator worst nightmare to have a car catch on fire. i have never seen i have been in the business for 28 years and never seen something so catastrophic like that. >>reporter: after this video he believes he knows what may have caused the fire. >> i would assume that the gas tank caught fire. >>reporter: this company also offers limo for hire. each vehicle is checked daily and thoroughly inspected inside and out at least once a month for safety. >> every stretch limousine in this fleet carries a fire extinguisher up front with driver. this particular stretch limo is licensed to carry 10 passengers. we are told clients ask all the time can we fit just one more person? but the answer is always no. of. >> we definitely do not put more capacity in the vehicle. not only for safety reasons but because the car were not built to carry that extra weight. >>reporter: he says people should not be afraid to ride in the limo. and should always look out for red flag when rent be one for special occasion. >> when you call an operator if the price seems below market than what everyone else is charging, then that should be a red flag. >>reporter: since saturday accident owners are making safety changes. fire extinguisher i mention are not carried in the trunk any more. they are carried up front with the driver fed. it's their way of protesting a law that took effect last year after the i team exposed the process at the state only duck farm. our team investigators back with new undercover look at the restaurant still selling it. >> the tip that came to the i'm team said order the porch pair occupied get this liver duck. we sent in two producers and before they could even ask, the server made an offer. >> she said last special is a secret but this much i can tell you about. traditional french dish and one chef signature dishes. >> secret chef special. she went tell us the main ingredient but when we policed our order she flipped. >> she goes 3 course was special foi and catches herself and laugh and says the huckleberry. >> chef special arrived. there it was. the fatty liver of a duck
