just the last several minutes we have seen that increase to over 1/10th inch in some location so over much of sonoma county, napa county, marin we see light to moderate rainfall developing now. what showing the funnel system bringing stormy weather over the next several hours we see some pretty ferocious storms moving through the bay area. i'll have complete details on that and look at the time answers and searching for some kind of resolution. family and friends are gathered in east palo alto tonight. city leaders figure out what to do after a 6-year-old girl was killed hit by a car in a crosswalk last week. john is live at council chambers in east palo alto with more on the story. >>reporter: the city council is in the building behind me. still discussing what they might want to do and also getting some community input. city officials said they had made changes at various crosswalk around the city but that there is room for improvement after this most recent fatal accident. last wednesday morning 6-year-old little girl was killed as she crossed bay road near gloria way. her mother was just a few feet away. teacher miss white parker going to work at different school was driving the car that hit the girl. and back in april we found 9-year-old boy was struck and injured at that same intersection. well tonight the city council talked about the possible improvement like putting stop signs as well as blinking lights at the crosswalk like the one you see here few blocks from the fatal crash. one resident here tonight it was even gathering more than 400 petition signatures calling for the city to make improvements. >> i was hit by a car in front of my house when i was 5 years old coming home from school and it touched my heart to know that this little girl will never see her adolescent years or her adulthood go on to college. >> combination of probably enhancing some of the structural designs, traffic designs here and enforcement and definitely increase education. >>reporter: chief davis says that that has been an active and troublesome crosswalk since january police have made 62 stops their handing out 19 citation. mostly for failure to yield to school bus and pedestrians. detectives are still investigating the case. they say they have identified 20 more possible witnesses in last wednesday crash. they will be talking to them and then in a week or so they will present the case to the da office for possible prosecution. the chief tonight answered criticism as to why police did not arrest the driver right there at the scen scene. he said they didn't have the evidence and if they had arrested the driver they would have had 0just 48 hours to present the case to a judge and they did not have the evidence they feel they needed at the news that current officer and recently fired officers were arrested for stealing money from a scholarship fund to put kids through college. officer mark and former officer manuel face felony grand theft charges. they were the chapter president and treasurer of the local latino peace officer association. police say the 2 men stole 120,000 dollars over 4 years time. investigators didn't want to believe it at first. and the national association called it embarrassing. >> we were hoping it was just going to be one of those things where they were good at raising money for charity but really bad at accounting. but the more we got into it and the more bank reference we lacked at the worst it looked. ultimately led to the arrest of these 2 individuals. >> personal level we are devastated. long time to establish a local trust in the organization and policing. the money is hard to come by. no. 1. and we are giving out money to the community. pretty much betrayed. >>reporter: association is now bankrupt. police say officer was taken that custody this morning when he reported for duty. manuel was booked into jail later. both on charges of felony grand theft. >> abc news has learned that the u.s. attorney in san francisco is once again going after property owners who have pot clubs as tenants. specifically they appear to be targeting those clubs close to schools. vick lee with more on this new federal crack down. >> many he owner this medical marijuana dispensary in the back of a cafe here in the mission district. the pot club is half block away from the san francisco friend school. in fact there are several other cannabis dispensary near friends and 2 other schools. declined to be interview but confirmed that the owner of the building received a letter from the u.s. attorney last week. it said there is a marijuana dispensary operating in the building within prohibited distance of a playground. that may result in criminal prosecution, imprisonment beings fines, forfeiture of assets. 7 news has learned that the same letter has been sent to many l other pot clubs operaitng northern california. the u.s. attorney office declined to be interviewed. but spokesman told us they are targeting dispensary that are operating within 1,000 feet of schools. attorney represents pot club owner and landlord. he believes the government is waging a quiet campaign against his client. >> they are not you know, kicking in doors and taking people to jail. but they are creating a climate which is making it nearly impossible for medical cannabis collective to survive. >>reporter: the attorney says as the major back and regional bank stopped doing business with these dispensary. for instance they can't open bank account and irs no longer allows them to write off business expense. bottom line is simply this. even though the state allows dispensaries to operate, any kind any type of marijuana is illegal as far as the federal government is concerned. abc 7 news. controversial police surveillance system in tiburon paragraphs critical to nabbing several burglary suspects. last year tiburon placed camera on the 2 main roads leading into town as we reported. they record the rear license plate as cars enter and leave the city. well, last nature the system identified a stolen plate within minutes of a burglary in nearby belvidere. police located the car and pursued suspects and eventually arrested them in san francisco. police chief says property crime has gone down about 30 percent since the camera were installed. >> staying in tiburon another moment. unusual crime. someone deliberately cut the nets holding thousands of baby salmon and released them into the bay. the fish were part of a joint project between the tiburon salmon institute and high school students in petaluma. carolyn tyler has the story. >>reporter: 40,000 salmon used to swim in these pens. 17-year-old greg says they were his babies. he and his classmates at this high school in petaluma were responsible for every stage of their lives. >> yes. we took care of them. we spawned them from mother and father fish and raised them from before they were even fis fish. >>reporter: it was collaborative effort with the foundation and tiburon salmon institute. whose motto is em powering today's youth to save tomorrow's salmon. the students raise the fish for several month ins a hatchery at school. and then transferred them to prepare for a release into the bay. some time between yesterday morning feeding and today someone deliberately cut the ties that held the fish in the net. >> sad state where you can't raise fish to give back to the wild and without somebody vandalizing the project. >>reporter: fish were going to be released this month. but not this way. every year the students have a ceremony to say goodbye to their babies. now they have been deprived of an event that celebrates their hard work. >> everyone can say we need to do something but we are the kids throughout doing it. we restoring the creek, restoring salmon population and helping the environment. >>reporter: investigators believe that someone in a boat just pulled right up over there and committed this crime. the executive director of the institute says no to speculation this could be an animal rights group because after all the salmon were being nurtured and then released. by the down near 34 street in mid town. her body not recovered for 2 hours. she was trapped in the back seat along with her friend and model. now those 2 women were revived and now in critical condition. her father and pilot in the front seat and said to be okay. family is friends with the pilot. witnesses saw the helicopter in some sort of mechanical distress before it crashed. in arizona at least one person is dead and 30 car pileup that police are blaming on a blinding dust storm. the pile up is there in the center of the screen if you can see i it. the crash happened on interstate 10 northwest of tucson this afternoon. police say at least 15 people seriously hurt when the dust storm hit reducing visibility to near sear. right now the interstate is closed in both direction as emergency crew ferry the injured to hospitals. back here. bart has a boondoggle than its hands tonight. according to california watch a unit of the center for investigative reporting bart has built a two million dollar disabled access ramp at the station in lafayette. only one problem. it is incredibly inconvenient for the disabled. about the people it was built for. heather has the story from lafayette. >>reporter: sarah hall helped developmentally disabled people learn independence on transit. she and her customers have been using the new zig zag two million dollar lafayette bart station wheelchair ramp since it was completed in april. it connects the station with a paved trail on the south side. but it does not connect the wheelchair with the southern parking lot. there are no curb cut out like these on the other side of the station and no handy cap parking spots in the 117 space southern lot. >> i think that really to l meet ada accessibility we would want to include para transit parking in this lot as well as wheelchair accessible parking right up front which we don't have. there are not even curb cut into the parking lot. >> it's true we don't have cut out in the parking lot now but we heard from people and we are going to complete a cut out within 6 months. it's not anything that is compliance issue. it's just listening to our customers and responding. >>reporter: bart spokesman says upper parking lot takes care of compliance with its cut out and handy cap parking a total of 27 spaces for the combined 1528 spaces at the lafayette lot. >> bart is in compliance and in fact we have more parking spac spaces for the disabled at lafayette station than are required. >>reporter: disability rights attorney says he would have to study the station more closely to confirm ada and get whole lot wetter later tonight. especially during the overnight hours. live view from the high definition mount sutro camera out over san francisco. there is many light not measurable but light rainfall in san francisco at this hour. most rainfall at the moment is up in the north bay and moving over towards the east bay as you can see here in the live doppler 7 hd. several locations up in sonoma county and in napa county right now reporting more than 1/10th inch of rainfall. picked up some intensity in the last 2 minute minutes. so we'll see some very intense activity a little bit later. right now the highlights. heavy rain. wind. and possibly thunderstorms will accompany the system overnight. we have a winter storm warning in effect for the sierra and showers possibly continuing into thursday morning. so we have quite a mid week of active weather coming our way. here's satellite radar composite image of the approaching cold front bringing the storm and of course very powerful jet stream guiding the storm in our direction. jet stream flowing along at 1 80 miles per hour. not only fueling intensity of the storm but making the move rather swiftly. 11:00 o'clock tonight we'll have expanding wet weather by midnight we'll see some very heavy storm activity pushing into the north bay. perhaps pockets of heavy storm activity in other portions of the bay area. again heavy downpour. strong gusty winds and possibly even some thunderstorms. but the front moves through very quickly overnight. by 5:00 o'clock tomorrow morning beginning rush hour the front will have moved past the bay area. we have some scattered trailing showers but nice break in the active weather behind the frontal though wet pavement at that hour. then later in the day tomorrow about midday or early afternoon we see another area of more organized storm activity possibly l thunderstorms. that will sweep through in the afternoon hours and possibly affect the late afternoon early evening commute then later tomorrow evening into tomorrow night another break although could be some showers that will trail into thursday morning. rainfall total we project by 11:00 o'clock tomorrow night. up to possibly 2 inches in the north bay mountains down in the other lower elevation north bay up to inch and a half. up to inch of rain can fall in the peninsula, east bay under inch and south bay up to inch and a half in the santa cruz mountains. meanwhile in the sierra. winter storm warning in effect from 11:00 o'clock tonight until 11:00 o'clock tomorrow night up to a foot of new snow there above 7000 feet. 8 inches of snow at 6000 foot levels. chain requirements likely. bay area low pressure overnight mainly in the mid 50's and tomorrow much cooler than average day for this time of the year and certainly a we wetter one with high pressure only in the mid 60's for the most part tomorrow and here is our accu-weather 7 day forecast. so the stormy weather tapers off on thursday. we have at least partial clearing late in the day on thursday and then friday through tuesday sunny and mild within land high back in the low 80's by sunday. upper 70's on the bay and upper 60's roon way to regrow entire sections. that story tonight from health and science reporter carolyn johnson. >> you see all the scars he ha has. >>reporter: they aren't pretty but attorney rick is grateful to have a healthy leg at all. during an earlier surgery to correct an arthritic knee his bone became infected with the dangerous bacteria mrsa. >> so very concerned that i might lose my leg. might lose my life. >>reporter: after several follow-up treatments the bone was still revving to heal. rick was eventually referred to dr. yahoo orthopedic trauma institute at san francisco general hospital. >> so we needed to basically take this piece, hold it somehow then clean this up. >>reporter: in other words, remove a significant section of bone. dr. yahoo team then replaced it temporarily with a bacteria killing bone cement. technique refined in just the last few years. >> in the bone cement we put a very high dose of antibiotics and that antibiotics then dillute in the area of the bone cement where we put it. very, very high concentration of antibiotics in that area. >>reporter: after killing the bacteria and removing the cement, the leg was left with a gap. but by placing specialize hardware of guided by computers dr. ia had a says surgeon at the institute are now able to close gap as wide as 12 inches. >> body is amazing thing. body can create a membrane and that membrane will have all the protein and the stem cell you need in order to create new bone. >>reporter: in extreme cases like patient in this x-ray, doctors will partially severe sections of bone on either side of the grab slowly pulling them together with hardware. placement bonnie grows in behind. eventually creating a bone bridge that joins in the middle. >> the idea is to give the person a functional leg. leg they can walk on. leg that is the same length as the other leg. >>reporter: in rick's case the procedure was simpler. small section of bone from another part of his body was transferred into the gap allowing his tibia to grow new bone around it. >> the bone is completely filled in. can't even tell that he had any issues there. >>reporter: it has been a long slow process but rick believes full recovery is still within reach. >> my goal is to get back and play hand ball and able to carry my clubs on a golf course. >> carolyn john son reporting. because of the bone ability to regenerate doctors say that even long sections of replacement bone will eventually heal functioning as normally as the bone that they replaced. >> san benito county officials call on congress to reopen a popular off highway vehicle recreation area which. we told you couple weeks ago about the clear creek recreation area closed because the epa found dangerous levels of naturally occurring asbestos in the soil. but state officials and off roaders have yet to identify a single case of asbestos related cancer or illness of any kind. county supervisors therefore vote dad to ask the feds to reopen the clear creek and designate its 70,000 acres a national recreation area. american amandy today knox is back on u.s. soil tonight after spending 4 years in an italian prison. she
