even as we go into this evening. laura? thank you very much, kari. well, there is no doubt all the recent rain will boost reservoir levels. later this week we should get more detailed answers. "today in the bay's" bob redell is live along the alameda creek in fremont. no matter how you look at it, california has been thirsting for this this winter. i know you saw a lot of damage over the weekend. >> reporter: a lot of rain here sunday along the alameda creek. you see the levels are lower. this is a welcome sight to see this kind of water, to see this kind of flow. we'll get a better sense when the drought monitor releases its latest update on thursday. no one is suggesting the drought is over. we had lost of rain and snow last december but a dry january and february. they tell us we need several weeks of this kind of weather to have a shot at ending the drought. the rain is filling up our local reservoirs, as you mentioned. this is near san martin which almost overflowed at the height of the storm on saturday. valley water says the reservoir gained more than 15 feet on saturday and at 103% capacity. the almaden did spill over. people who live nearby are thrilled to have a full reservoir after years of low capacity. >> it's a good thing. having a full reservoir is a great thing. the only risk a storm like that and you get some damage but it doesn't look too bad. >> reporter: valley water is monitoring the san francisquito creek and guadalupe river. here are some numbers, the lexington reservoir was at about 35% capacity on december 1st. saturday night it was up to 44%. sunday it was up to 55%. that's a rise of 6 1/2 feet. reporting live here in fremont, bob be redell, "today in the bay." >> damage widespread including four homes in san francisco that are now red tagged from water gushing into the back yards of one bayview neighborhood. first responders had no choice but to open the doors of those homes to let the water flow through. they posted this video to social media. we spoke to one neighbor who described the deluge. >> it went through the backyard, through the kitchen, one of the bathrooms, living rooms, dining room, everywhere and coming down the stairs. and the garage, it was like rain, also. >> elsewhere in san francisco people in the mission still leaning up from flooding there. some of the problems caused by clogged storm drains, and they were just overwhelmed by the rain. be sure to stay with us all week lopping as we follow a series of storms that will hit the bay area. we're streaming online at nbcbayarea.com and on roku, fire tv and apple tv plus. new overnight, police in san jose investigating a shooting that left a man critically injured. it happened a little after 6:00 p.m. just west of highway 87. police right now are only saying they have no information about a possible suspect or motive. just in, new video showing the damage left behind after a car struck a sunglass hut and the driver driving away from the scene along san francisco's embarcadero. it happened a little bit after midnight. they're now reviewing surveillance video to determine if it may have been involved with a burglary and other similar incidents overnight. we'll keep you updated on this developing story throughout the morning. this is an ad from sanchez' campaign for sheriff. she faced an uphill battle trying to unseat the incumbent sheriff who had been at the post for 16 years, and she did it. just hours from now sanchez will be sworn in as the 23rd sheriff in alameda county history, but the first woman to hold that post in the county ever. sheriff-elect sanchez joins me. good morning and congratulations to you. alameda county at one point had to dismiss officers, take them off the line, deputies, i should say, because of low scores on psychological exams. where are you with that? what is the situation now? >> not all of them passed a second round so it allows for individuals who are applying for law enforcement and as peace officers, if they fail their first psychological exam, they have the option to take a second, and when, through this process, from what i've learned from our agency and the failure behind how we hired individuals who hadn't passed their initial exam, they weren't offered a second exam because they weren't told they failed that first exam and so that process was remedied through allowing for the second exam to be conducted. >> you understand there will be some concern over failed the first one, passed the second one. if it were an airline pilot, i would be concerned about the airplane. can you address that? >> oh, yeah, absolutely. i understand people would be concerned, absolutely. valid concern. it happens all the time. it is a post allowance for someone to be able to take a second exam if they failed their first one. there are a number of factors in the psychological exam that are considered. it's life experience, whether an individual will be able to handle the stresses of the job. so it's not so much that they're mentally unstable or anything like that -- >> sure. >> what it's really trying to draw is it's a very stressful career, and there's a lot of pressure that comes along with that and making sure you have work life balance and that's what the psychologist is trying to draw during that interview process. >> i'm going to just jump in and explain to the viewer that p.o.s.t. is a california statewide standard for police officers, maybe inside baseball for you and me. we covered so much including how sanchez feels about the first woman to assume the role of sheriff in that county. we've posted it in its entirety online. head to nbcbayarea.com and you can stream it on roku and apple tv as well. facing a new legal battle with one of san francisco's landlords, twitter is accused of not paying more than $100,000 in back rent for offices in a financial district building on california street. the complaint is expected to be heard at the end of may. twitter so far has not issued a response. taking a live look at the webcam from lake tahoe's heavenly village. many parts of lake tahoe digging out from what was an epic weekend of snowfall. guess who is not too far from all the action this new year's weekend. we're in south lake tahoe and it's beautiful snow coming down, the last day of 2022. happy new year, everybody. >> it looks gorgeous. kari managed to make it back. the roads a lot of times were challenging. >> we had to do the tire chains and then as we got to where it had just rained below 5,000 feet, a humongous boulder was in the roadway. so that was the other problem, the rock slides that we had there along with the flooding that went over the roadways. at least we made it back safe. >> thank goodness. we are looking at quite a bit going on. now as we check in on our sierra snowpack and where we are compared to normal, we are double still the normal amount of snowfall in the southern sierra and the statewide average is 179% of what we typically see for january 2nd, january 3rd. we're going to see some additional light snowfall over the next couple of days with this new storm coming in but ahead we are going to see several more feet of snow on top of what we've already had, so these storms will continue over the next few days. right now is the time to make sure you're clearing those storm drains and checking your tire pressure, the windshield wipers are good. today we are going to have a clear early morning commute, but later today you want to make sure you're allowing extra travel time charging up those devices because we will continue to see the potential of more downed trees as well as the impacts to our power. make sure you are signed up for those emergency alerts that will come in handy especially as we continue to see much more of these storms coming in this week. so we'll talk more hour by hour, will get a look at the forecast what to expect with what we'll see today. that's coming up in a few minutes. laura and scott? >> kari, thank you. 5:10. the new year means a slew of new laws. up next on "today in the bay," the big changes now in effect from the new state minimum wage to changes when it comes to enforcement of jaywalking. you might say california is now walking back some of that policy. plus, no matter how much it rains this month, for some people january will still be dry. the benefits of a month long break from drinking can have on your health. stay with us. you'reatching "today in the w good monday morning right now at 5:13 as you are heading out the door in the east bay, pleasant hill, right now at about 40 degrees and you don't want to leave the umbrella at home, though you don't need it now, by about 11:00 to 12:00 we'll start to see the showers coming in and as we get a check of the roadways we're taking a look at the bridges looking at the san mateo bridge. the roadways are looking good. watching out for the possibility of the puddles and standing water on the roadways. an eye on that and what's coming up in a few minutes. 5:14 right now and with it a slew of new laws covering issues from the minimum wage to even jaywalking. "today in the bay's" ian cull is moving you forward with a closer look. >> reporter: new year, new laws, and california will have some notable ones taking effect. jaywalking will be decriminalized in most cases meaning police won't be able to cite you for crossing the street outside of a sidewalk as long as it's safe to do so. it's called the freedom to walk act and it was written by a bay area assemblyman. >> cross the street without being worried about a citation and will make walking much more enjoyable. >> reporter: minimum wage will rise and expand to nearly all employees including those working for small businesses. staying in the work place employers with over 15 employees will be required to list pay and salary ranges on all job postings. also the pink tax ban goes into effect, the upcharge on certain items targeted toward women. the law allows courts to impose civil penalties if companies are charging more on two similar sets of goods. >> prior to the pink tax was costing women in california almost $1,200 a year that could be going to better housing, feeding kids, education, other kids that continue to move our economy forward. >> reporter: another much-anticipated law to curb catalytic converter theft. they will have to collect more information from people trying to sell one including the make, model and copy of the title before they can buy it. while a second law will prohibit people from buying a used catalytic converter from anyone except certain certified sellers. ian cull, "today in the bay." >> there are so many other new laws going into effect. check out the full list online at nbcbayarea.com right at the top of our trending bar. dry january is a trend where people abstain from alcohol during the first month of the year. a new harvard survey revealing tips to make it a success. it recommends findings a substitute nonalcoholic drink for social situations. avoid temptation by keeping alcohol out of your house and create a support group with your family and friends that encourage to you keep you accountable. perhaps most importantly if you do slip up, don't give up. you can begin again the next day. that's an important key to anything is to remember. >> give yourself some grace. let's talk about not just dry january but looking at reservoirs because after a big rain we say, okay, how are the reservoirs doing? okay, look at this. we're at 30% for our four largest reservoirs in northern california. so we still have some work to do. we don't want it all at once but see very low levels with our largest reservoirs across the state. we're also going to see rainfall deficits catching up. look at santa rosa. we have a minor rainfall deficit that most likely will go in a surplus over the next few days. in san francisco as well as oakland, we've measured about the same amount of rainfall, nearly 13 inches of rain for the water year and we're at a huge surplus there. for livermore, we are now at close to 10 inches measured so far and that's about 5 inches above what's normal. the most in oakland at 189% of the normal amount for this date. and we know that there is more on the way. this is the next storm system that will be approaching today. it is a lot weaker, not packing as much moisture as we saw and also not all the way connected to what we call the pineapple express. it's a little discorrected. we're not going to see that enhanced rainfall. as far as wind gusts today with this being a colder storm pulling that cold air down, you're going to see more gusty winds at about 20 to 30 miles an hour. today saturated ground, rain, and even a little bit of wind could bring down some additional trees compared to what we saw over the weekend that may be a problem over the next few days. but rainfall totals about a quarter to three-quarters of an inch of rain and more light sierra snow at 4 to 9 inches for today. taking it hour by hour by 11:00, noon, we're seeing it spread across the bay area. there will be pockets of heavier rain. not raining all day long. there will be some breaks, but we still see the chance of rain through 7:00 to 8:00 and then starting to really taper off around midnight tonight with cloudy skies left behind, but the bigger story will be the next atmospheric river set to arrive on late tuesday into wednesday. all of that rain continues off and on with some breaks here and there but it looks like there's at least three or four storms lined up out there in the pacific that will be moving through over the course of the next week. so this first round brings us about a tenth to about three-quarters of an inch of rain for parts of the north bay. that's where the highest rainfall totals will be for today, but look at what we could see by the end of the workweek. another two to three inches of rain. and by next week there could be a total of 9 inches of rain for parts of the north bay as well as the santa cruz mountains. we're looking at the potential of more widespread flooding. the ground is already saturated and our creeks and rivers are still running at a pretty good pace with some of our larger creeks around the bay area. even this weekend we could see a slight chance of some thunderstorms. that may bring in more problems. make sure you continue to keep checking in about the weather and what's going on as well as those aalerts. your drive is looking pretty smooth. i think a lot of people have the day off. we're not seeing as much as we normally see this time of the morning, but we're still watching out for the road closures. keep in mind that niles canyon is still closed. 84 is still closed. making your way to the coastline. a closer look at what we're seeing there once again is not one of your options this morning to getting to work. our east bay drive times on 680 going from 580 to vargas road takes about ten minutes. our usual drive times for this time of the morning. i'll keep an eye on it all. we'll have needed to return a couple hundred bucks. >> consumer investigator chris chmura has the story of an east bay woman who struggled to repay the state. >> reporter: good morning. this one's unusual for us. a woman in san ramon got this $600 stimulus check from the state of california. she cashed it with mobile deposit and says she immediately realize add mistake. someone else's name was on it. she wanted to do the right thing. she said she called her bank and the state for weeks asking for help trying to get that money back to the state. well, neither helped and she worried she was going to get in trouble. so she called us. we called the bank and the state and then zvia sent the $600 back to the state. they said as long as she followed instructions there's nothing else she needs to do. we learned zvia is not the only person this has happened to. if you get a state payment in error, the franchise tax board says if it's a direct deposit, tell your bank to refuse it. now if it is a paper check, don't endorse it. send the check to the franchise tax board along with a letter explaining the issue, but keep the stub attached to the check for your own protection. no matter how unusual your little break on new year's day. what's headed our way next? more juicy storms. we'll see more as we go into the next several days. the one, though, we're seeing today will be a weaker one but it's coming on the heels of all of that rain we had over the weekend, so there could be some impacts today. as we get a look at the radar we can see a lot of the rain is still off the coast. we're starting out cloudy and scattered showers will be coming through. roads are dry on your way to work with a cloudy morning but especially for the north bay the rain starts at about 10:00 and rainfall totals may reach anywhere from a quarter to three-quarters of an inch of rain for today. the next big storm comes in on wednesday and could bring in an additional 4 to 6 inches of rainfall. so now let's turn to "today in the bay's" bob redell, taking a closer look at the cleanup that's under way for parts of the bay area. bob? >> reporter: yeah, good morning to you. we're along the alameda creek at the end of niles canyon in fremont. highway 84 runs along the creek through the canyon is still shut down because of a mudslide that happened on saturday and not far from here there was another mudslide, a landslide in castro valley on redwood road near mile marker 8.2. alameda county firefighters tweeted out this picture showing a massive chunk of the road missing. across the bay in east palo alto people are still cleaning up after saturday's storm especially near the san francisquito creek which overflowed into local streets and flooded an underground parking garage at an apartment complex on manhattan avenue where bryan sainz had his family's two minivans and two sedans parked. >> we had two minivans in there and two other sports cars, you could say, and we tried to check them as fast as possible but they're totalled at this point. >> reporter: bryan doesn't know how he'll get to his job which is 20 minutes away without having those wheels. and this was the scene yesterday in san mateo where at least three cars remain submerged in an underpass at 42nd and el camino real this is something that happened to many vehicles throughout the bay area. we witnessed it ourselves during saturday's storm. reporting live here in fremont, bob redell, "today in the bay." some of the worst of the storm damage will leave the oakland zoo closed for at least two weeks. you can see the 10-foot gap right here which formed during the worst of the storm on the road leading up to the zoo's entrance caused by a culvert that collapsed leading to rapid erosion. now with more rain due this week, zoo leaders still holding their breath. >> we have another atmospheric river event coming through this week. we have to let that rain get through us and see where we land. >> this comes at an inopportune time for the zoo which has been holding its and knew glowfari event. anyone with tickets will receive a full refund. the storm did not damage any zoo enclosures or exhibits. if you want to morning showing the scene of a deadly hit-and-run in daly city. it happened about 9:00 last night. investigators say the victim was walking through a crosswalk on wilson street after being hit was dragged the length of a city block. so far police are not revealing if they have a description of the vehicle or the driver. developing now police in oakland investigating the city's first homicide of 2023. it happened yesterday near the intersection of international boulevard and 69th street at about 2:30 in the afternoon. police found the man shot several times. he died at the scene. a second victim arrived at the hospital a short time later. that person's condition is not known. so far no arrests have been made. still no word about what caused a plane crash that happened yesterday afternoon. images of the scene show the nose of the plane in the ground, tail straight in the air. authorities say a 73-year-old woman was the only person onboard. she suffered moderate injuries and is expected to be okay. happening now a landmark gun ordinance is taking effect in san jose requiring gun owners to carry liability insurance. outgoing mayor sam liccardo championed the measure said to be the first of its kind anywhere in the nation. it also includes a new $25 annual gun ownership fee. violators could be fined $250. san jose has fended off several legal challenges. meantime, after a two-year pause, santa clara enforcing its parking permit program. police had stopped enforcing it at the start of the pandemic. drivers are required to have a permit to park more than a few hours on 50 different streets in the city. the city first started the program when neighbors got fed up with events at levi's stadium and nearby restaurants taking up all their parking spots. >> this is initiated by residents. it's not the city imposing this. on people. >> the permits cost $32. residents can receive them for themselves and visitors with a limit of four per household. there are a lot of new laws going into effect. you can see a full list online at nbcbayarea.com on the trending bar. you can find it on our news app as well. 5:35. now to a live look this morning at palisades tahoe ski resort where snow over the weekend fell at a record rate. all quiet now but a lot of skiers will want to enjoy it. check out these pictures that our own kari hall took while she was out in south lake tahoe over the weekend, some three feet of snow fell in parts of tahoe. coming down at more than a half foot per hour, falling at a faster rate than what crews could keep up with and some lifts remain closed. a good place to pose. look at that. >> it looks like a hallmark video. >> it was like being in a snow globe. it was definitely amazing to see. after a big snowfall, you wonder how are we doing? here we are looking at our sierra snowpack and how that compares to the normal amount of snow that we see for this day. and right now we're at 187% of our normal amount of snow around the tahoe area. the southern sierra is doing the best with double the normal amount of snowfall and the statewide average is 179% of normal. we'll see more snow with this system coming in today but we do have more big storms coming in into next week. going into the next several days, looking at what we have coming in, today the rain begins late morning for the north bay, spotty showers continue throughout the day and at times that rain may be heavy especially as we get to 3:00 to 4:00. that rain is moving through marin county, stretching over toward alameda as well as contra costa counties and then as we go into the evening commute the rain continues off and on as we go throughout today. now this looks to bring us up to three-quarters of an inch of rain. there are bigger storms that will be coming in midweek. i'll have more on that as well as what to expect as you get ready to head out there on the roads this morning. rain moving in a little bit earlier compared to the rest of the bay area. the traffic flow has been pretty light. a look at the wide view of how the roads are moving this morning, a couple of minor incidents but we haven't seen them causing any backups and just a heads-up we do still have the road closures from over the weekend from all that flooding. that's still closed but elsewhere we have a nice morning drive for you so far and hopefully no issues pop up. you do want to make sure you have the umbrella, the windshield wipers are working. we'll need that again as we head to the evening commute. another look at when we'll see the rain coming in in begins here at about 11:00 and gets heavier off and on throughout the day. we'll be tracking the next storm system and will talk about what's ahead and how we're doing with our water year coming up in a few minutes. now to a live look this morning at the vatican outside of st. peter's basilica. the casket holding pope benedict xvi is lying in state and thousands of mourners are lining up to pay their respects. almost a full decade since the he resigned from duties due to failing health. pope francis will lead his funeral services thursday in st. peter's square. a spokesman for jeremy renner says the actor is in critical but stable condition after a snowplowing incident at his ranch above lake tahoe. first responders were called to his property. a helicopter airlifted renner to a nearby hospital. the new statement offering no new further details about what happened but the 51-year-old actor is with his family and is receiving excellent care. renner plays the role of hawkeye in several marvel films, has a recurring role in the "mission: impossible "series. the 49ers suddenly have a chance to nab the first-round bye in the super bowl. the win over the raiders in las vegas. plenty of twists and turns. devonte davis gave them a ten-point lead. the niners would rally late and take the lead with a 14-yard touchdown run. after the raiders answered, the niners could have won in regulation, but they missed the field goal. then in overtime the niners' interception put the ball at the raiders' 7 yard line where robbie gould finished them off 37-34. the kid, brock purdy, called it a big win in all phases. >> we knew robbie was going to hit that one, so right when he hit it, man, it was a good experience for all of us. the defense did their part, the offense did their part and special teams capped it off. >> if the eagles lose next week and the niners beat arizona, they grab home field advantage throughout the playoffs. happening today we're just a few hours away from the rose parade as well. thousands of people camped out all night in the cold waiting for the band and the beautiful flower floats. lauren coronado reports from our parade route this morning. >> reporter: we're just a few hours out from the 2023 rose parade and folks have been camping out along colorado boulevard, some taking a nap, in fact. these ladies here have been here since about 2:30 in the morning. is that right? >> that's right. >> reporter: it's your very first time at the rose parade. >> the first time. >> reporter: what are you expecting? >> i don't know. a lot of people hopefully. we'll see. >> reporter: a lot of people, really vibrant, colorful floats make their way down colorado boulevard. is this something you've moved from home before you watched out to l.a.? >> no, we were having dinner at cheesecake so we ran out to the walmart, grabbed chairs and blankets. we'll camp out, too. >> reporter: how are you braving the cold? >> it's cold but we'll be okay. >> reporter: what did you come prepared with? >> blankets, books. what else? >> reporter: oh, it's too cold for you? you know what, you have to do it like these ladies with the blankets and the warm coffee. well, there you go. some people are real cold. happy new year. and some people are sleeping, too, they want to get ready. they're in their sleeping bags, air mattresses. while it was the ladies' first time camping out, we have some veterans, too. you've been doing this for 25 years you said, right? >> about 25 years. >> reporter: you got out here early to get a front row spot. what do folks need to know about camping the way you're doing it? >> the best way is to get here usually before 3:00 in the morning, between 2:00 to 3:00 and you will always find front row spot. >> reporter: you look like you're ready. are you staying warm? it's a little chilly. >> we have a couple of layers. >> reporter: and it's your first time. you said you've been living in l.a. about 30 years? >> this is my very first time doing the parade. i'm excited about it. my advice is just bundle up. make sure you have a blanket, you have a little thermal, boots, and bundle up a little bit and you'll be okay. >> reporter: and this is tradition for you, right? what makes the rose parade so special? >> i think the spirit is the best way to receive the new year. it's just a positive way, a positive vibe to receive the new year. >> reporter: it sure is. the rose parade does kick off at 8:00 a.m. reporting in pasadena, i'm lauren coronado. >> wow. that is early and cold. thank you, lauren. the parade will start at 8:00. can you watch it live here on nbc bay area. >> it's supposed to be spectacular. seeing the flowers, the individual petals on everything is amazing all the work that goes into it. >> i'll watch it on tv. >> my sister worked on one of the floats. it's cold this year. and then later on, at least here in the bay area, we'll see rain coming in. after a big rainfall, we're always like, okay, so how are we doing with our reservoirs, our water year, our drought, all of that stuff? let's talk about reservoirs. right now we're at 30% of capacity for our four largest reservoirs across northern california for this date. so we do still have some work to do. of course we don't want all of the rain at once but we are making progress here. take a look at our water year, at a slight deficit in santa rosa but most likely will be catching up very soon here and we're already seeing a big surplus for much of the rest of the bay area as we've measured close to 13 inches of rain for san francisco in oakland and livermore getting nearly 10 inches of rainfall. so looking at the percent of what's normal for this date, we're at 154% of normal for san francisco and nearly double the normal amount of rainfall for oakland and livermore and we do have more rain on the way so most likely will continue to seep the numbers going up but the storm system coming in today will be a weak one. it's also going to produce some gusty winds and with saturated ground, more rain and wind gusts even at this level could bring down additional trees. the ground makes it really hard to keep those roots and everything in the ground when it's that wet. we do want to prepare for that possibility. and then also another quarter to three-quarters of an inch of rain today for the sierra. it looks like 4 to 9 inches of snow. the rain gets going at about 10:00 in parts of the north bay and there will be some pockets of some heavier rain farther to the north. as we go into about the noon to 1:00 hours we'll start to see the rain picking up but still very scattered. not everyone seeing the rain at the same time, but when it does come down it could be quite heavy for this afternoon. it's not moving out until around midnight completely for the bay area and we'll wake up tomorrow morning with cloudy skies and then preparing for the next storm coming in. this one looks bigger and will be another atmospheric river set to arrive late tuesday into early wednesday. there's another weaker storm for the weekend and then possibly another storm behind that that could linger into next monday and tuesday. so once again this initial wave comes in. it brings in about a tenth for parts of the east bay and south bay, about a quarter inch for san francisco and about three-quarters for mill valley. the ground once again already wet so we're worried about the potential of more flooding. and we could see possibly up to 9 inches of rainfall over the course of the next week. it's not warming up much either. we'll only reach into the upper 50s. gusty winds today and we'll see a slight break tomorrow from the rain. off and on rain continues for much of the week and maybe even thunderstorms for the weekend. as you're heading out this morning, the traffic flow has been very light. as we take a look at the san mateo bridge, no issues there. you're rolling across smooth and light commute. for 880 in oakland, it looks good there as well as we take a look at the headlights and taillights going northbound. southbound it is looking great there. we've seen a couple of minor accidents. i've been watching the tri-valley to see on 580. as of now it's not causing much of a backup because there are not a lot of people out driving. it is slowing down from highway 4 to walnut creek, just a little bit slower compared to normal. we're starting to see a few more people coming for work but a lot of people have the day off. we will monitor for anything that could slow you down. laura and back to "today in the bay." we're under a microclimate weather alert as we brace for yet another round of rain after the weekend downpour. meteorologist kari hall will have an update in a few moments. this morning highway 1 seeing major issues because of that storm. >> that's right. right now crews are working to protect the integrity of the bridge that runs over the san lorenzo river. that portion of the highway will be closed until later today. crews are removing debris that accumulate underneath it. with more rain on the way looking to increase capacity in the channel to avoid the river overflowing. further south a rock slide has left highway 1 shut down near big sur. crews were out clearing some of that debris and will go out later today. no expected time frame. the accused serial killer, one of them, due back in a central valley courtroom tomorrow. investigators say wesley brownlee shot and killed at least seven people in stockton and the east bay where the first two deadly shootings took place in the spring of 2021. prosecutors filed additional charges last week. one victim in stockton survived. brownlee has yet to enter a plea of any kind and investigators are still talking about a possible motive. to a live look at the state capital in sacramento. governor gavin newsom will be sworn in to a second term. the ceremony takes place on the steps of the capitol. the we have live team coverage this morning. our bob be redell is breaking down the massive amount of water. meteorologist kari hall with an outlook on more rain set to arrive very soon. we are going to see that rain coming in by late morning but this next storm system coming in on the heels of all of that heavy rain over the weekend and even though this is weaker, we do continue our microclimate weather alert because we could see some of those impacts once again today with more flooding and also some downed trees. what to expect over the next 24 hours as you head out the door it is a cloudy morning but you don't want to forget the umbrella because the rain will be beginning in parts of the north bay at about 10:00 and in all we could see a quarter to three-quarters of an inch of rain possible. we're getting ready for another big storm coming in on wednesday that could bring an additional 4 to 6 inches of rainfall. we're seeing the rain. it may arrive in san jose by about noon and then we see the rain off and on throughout the day with some pockets of heavy rain even changing over to snow for parts of our north bay mountains at 3:00 to 4:00 this afternoon. heavy snow up in those areas as well. but then also seeing heavy rain in parts of the bay area. i'll be tracking that. we'll talk more about what else is ahead coming up in a few minutes. scott and laura? >> thank you
