Last spring, california state a university of california president Janet Napolitano is on the hot seat again. California state auditor Elaine Howell accused the uc leader of hiding 175 million in secret reserves. Howell was at it again criticizing the university for what she says are questionable hiring practices. Larry gerston joins us now. So nice to see you. Its been a little while. Not just the secret reserve but going over budget and what not. Pretty serious for some good reasons, kris. Its the states Gold Standard and home to a quarter of a million students. These ten campuses have a budget of about 32 billion a year. 3. 1 billion of that amount comes from the state. The academic jewel and because so many are denied admission due to funding limitations the way you see spends its money is subject to constant scrutiny. Were talking about 32 billion, 175 million. So how significant is that . Is it about the money or the optics of it all . As a percent the total amount maybe its not so important. As a percentage, thats a different story. But this is about more than dollars. The state auditor revealed 175 million. They were pleading for more funds. Others were just down right angry. About mismanaging the budget by several hundred Million Dollars has only added to the distrust. Its sort of what you call it. If you call it a slush fund but if you it a rainy day fund. We all have savings accounts or money set aside for emergency. Is it a fair sichl . Not entirely. 38 million of that 175 million was reserve which, as you said, is a amount considering the universitys budget. Most of the rest was set aside for building emergency and programs organized which restricted funds. Lavish retirement parties and 800,000 from innapolitanos oakland apartment as an example of waste at the taxpayers expense. Should we be talking about Janet Napolitanos future at this point . Where do we go . It was organized to operate independently of the state legislative oversight with its own governing board. Lest it becomes a political arm. Some have expressed the need to rein in the university through legislative oversight to better control management practices. Thats enough to serve the purpose of exposing its shortcomings. Perhaps the biggest indicator was indicated in the Budget Allocation to the university. Governor jerry brown withheld 50 million from the Budget Allocation until napolitano and managers full till 33 recommendations from the state auditors. For the moment the regents of the university of california show no visible sign of removing napolitano. If brown and the legislature become more active, the regents just then might have to change their minds. We have what some might call an amber alert.
