This is where we begin this morning. In the trivalley on the right side of the screen looking live its 58 degrees. 60 in the middle of the screen. And were going to the temperatures in the mid50s, low 60s heading out the door with highs today reaching low 80s for the north bay and interior valleys and some 70s for most of the inner bay. 63 degrees in San Francisco. Well take a look ahead to the warming temperatures as we go into the week coming up in about seven minutes. Mike takes us out on the roads and where you may be slowing down. Thats right, kari. Were going to track the bay bridge. We had a report of tire tread, debris as you travel across the Treasure Island exit there. We dont see any slowing or interruptions over the last few minutes but ill still track that because it is on the chp grid. We might not be able to see it from our camera. It doesnt show up on our Speed Sensors. Were tracking that. So far no problems, oakland, over into San Francisco. The metering lights on, do expect that. Slowing for the trivalley. Theres pleasanton, the Castro Valley and 238 did slow down the last few minutes. As we look over at the rest of the bay, the south bay looks light. We have some slowing right now in the trivalley and the slowest spot 238 just starting to see those speeds come back up again. We might have some recovery. Back to you. Mike, thank you very much. New had this morning at 6 02 some startling new revelations about San Franciscos Justice System. A new report out this morning examines the cause of Racial Disparities in had criminal cases. Today in the bays pete suratos is live to explain who is being blamed for the issues in the new report. Pete . Reporter good morning to you, kris and sam. That blame is being put on the officers within sfpd. The department was under investigation by the department of justice not too long ago which found evidence of Racial Discrimination against certain minority groups specifically when it came to traffic stops and use of force. Of course today new details from this new report. The report was commissioned by the Public Defenders Office which will be released later had morning. According to the San Francisco examiner black and had minority defendants are booked on more severe charges when they are jailed impacting their cases as they move through the courts. This report, which examines more than 10,000 cases between 2011 and 20 14 showed blacks face 50 more severe charges than whites. The average jail time for blacks is 30 days which would be 62 longer than their white counterparts and blacks are 60 more likely to be convicted on felonies. Sfpd disputes this reports saying officers make arrests based on the crimes present and their standard is probable cause. A public defend er will announc new measures in light of this report. Now the News Conference will take place at 10 30 a. M. This morning. Were live in San Francisco. Pete suratos for today in the bay. Thats something a lot of folks will be talking about today. Thank you, pete. New this morning and developing now an earthquake swarm is shaking up the area near lake tahoe. We continue checking with usgs. It is a swarm that started with a 3. 7 quake near truckee followed by a 3. 9 quake after that. And within the last half hour there been two more earthquakes. They he were at 3. 2 and 2. 6 magnitude quake. There have been more than a dozen smaller quakes as well. So this is called a swarm. No damage or injuries reported at this point. Happening today palo alto leaders will be considering parking rates that can certainly lead to some sticker shock for nonresident. Palo alto weekly reports councilmembers are considering raising annual downtown garage parking permits from 466 all the way to 730. Meantime california avenue parking permits would double from 149 to 365. And a oneday permit would more than triple from 8 to 25. The higher rates are part of a budget approval meeting tonight as we take a live look right now at a fire station in palo alto. The weekly reports the same meeting councilmembers are considering cutting more that a Million Dollars from the Fire Departments budget. That would happen even as the department costs go higher by nearly 10 to almost 32 million. Happening today a ral areally for Affordable Housing in Santa Clara County, tenants will protest the president s cuts to the department of housing and urban development 2018 budget. Right now 7. 4 billion could be slashed from Affordable Housing programs. This is on top of the cuts made by the Housing Authority of Santa Clara County which had to reduce housing vouchers by 1,000. The rally start at 9 00 at the Housing Authority in san jose. Live now to washington, d. C. , this morning, and right now a better idea of how the senates version of the Health Care Reform bill would impact the kun interecountry. A score yesterday on the bill and according to projections the cbo says 22 Million People would become uninsured by 2026, almost the same number as the house score got. Legislation would decrease deficits by 321 billion over a decade. Right now several republican senators say they want to see the senate bill cover more people than the house version. Vice president mike pence is going to be meeting tonight with senators who are nervous about this bill. Senate Majority Leader Mitch Mcconnell is still consistently wanting to see the senate vote on this bill before they recess for the fourth of july holiday. Thousands of workers will soon see a bigger paycheck. The minimum wage in San Francisco will jump to 14 an hour on saturday. The city will hold a News Conference this morning in front of an Old Navy Store on market and fourth street. San francisco is not the only bay area city getting a wage hike. Joses minimum wage goes up to 12 on saturday as well. Happening today a major i issue for some folks on the peninsula and maybe the volume going down. San mateo county board of supervisors meet today to take action on noise complaints all stemming from the san carlos airport. Those changes include things like shortening airport hours or adjusting flight path. The board is also set to the accord on climate change. Its 6 07. Cloudy skies now. One man arrested for injuring one of the Police Officers. In other news now a family bird died in an Alameda County house fire last night. Firefighters responded to that just before 7 00 at night. The People Living there were able to get themselves out, thats the good news. Firefighters also saved two dogs and attempted to save the bird, but they werent successful. The cause of the fire is being investigated. You hate to see people lose their pets. Happening today the George Lucas Museum is one step closer to becoming a reality. The city of los angeles is expected to vote on the 1. 5 billion project today. Lucas himself might make an appearance at the regular City Council Meeting like a regular old person. San francisco leaders had hoped to build the mew on Treasure Island but lucas 3ikd the city of angels as the home for the lucas museum of narrative art. Lyft is offering suggestions to make pickups more efficient and convenient. Anytime the app sees a slight change in pickup locations that would save the rider time, such as walking to the nearest street corner, it would suggest that update. It would let riders know exactly how many minutes the change will save them so that you can choose the next location, the new location, or stick with your original man. Google right now is facing a staggeringly big fine this morning from the european union. It is punishment that delights googles competitors. Scott mcgrew, already a few. Yelp, kris, has been tattle tailing on google saying they are unfairly showing its own results ahead of yelp. Yelp could not convince the american fcc to take google on. The eu hit google this morning with its biggest fine ever, nearly 3 billion. And the eu says google better fix what its doing wrong within the next 90 days or that fine grow. Now its not just been yelp. Many have complained claiming its an antitrust issue. Google is so good everybody uses it by default which means google has a responsibility to treat results fairly, not stick its own services above everybody elses. The google fine was not unexpected though the size of it was. Well keep an eye on alphabet, googles parent company. Monday another day without Much Movement on the stock market. Janet yellen talks about the Global Economy today. Speaking of janet yellen, she says the plunge and the cost of Cell Phone Service has fallen so far its actually pulled down inflation. The price of Cell Phone Service is around 12 lower compared to last year. Check your cell phone bill. If youre not paying less than last year, you should talk to your carrier. Amazon will start selling its echo show tomorrow, with a screen. Brian chen over at the New York Times says hes been using it the past couple of weeks. Says its not that much different than using a tablet. So if you have an ipad you probably dont need an amazon he can owe show. And finally an Interesting Development in automated cars. Google has made a deal with ato use their Fleet Services to manage automated cars. The eidea you have five or ten automated cars, no big deal. You can repair those yourself. If you have 10,000 of them, you need somebody who knows how to handle that many and avis and hertz know how to do that. Youre not going to rent a selfdriving car. Apple and google will still own them but they get help in managing the pleat. Google wants to put 500 cars on the road in phoenix for people to ride for free, and thats going to happen in the next few months. That is amazing. It is interesting to see the confidence in the fact the selfdriving it technology is coming sooner rather than later. They dont have the cars yet and rental companies are getting involved in the deal. You have to go to the folks who how to do it. Every little part. Lets talk about millennials and your eating habits. You look at me like i might be in the discussion. Youre right. Millennials right now like to dine out more than the average. On average about five times a week acourting to that study that found 29 admit to buying coffee at least three times per week. According to the same study about 0 of americans say they dont purchase any brewed coffee or tea in a typical week and 40 of americans say they buy takeout or dine out no more than one time per week. What do you think, sam . Youre a millennial. Does that seem like it jives with what you do . Im on the outer cusp of the millennials. Im a senior millennial. Maybe not wiser but older. I would say having apps make it easy to get food right to your door that if you dont have a family youre cooking for, its so convenient, its relatively inexpensive. I see the appeal. I agree with the other numbers. We dont go out maybe once a week and i dont have time to get coffee. You do plenty of cooking at home, if im not mistaken. You have to. Its pleasant to cook outside which means the hubby does it, not me. Just cooking in a house on those warm days, heating up the house, so thats not an option. You can cook inside today and actually turn the oven on without it getting too hot. Now we are going to have some slightly warmer temperatures inland in spots like concord as we start out with cloudy skies that helps at least keep us cool for a little while longer, looking at twin peaks you can see the low clouds rolling by there as well. And the sevenday forecast is up at the bottom of the screen as we take a live look outside it is 54 degrees in healdsburg. That patchy fog youre driving through had this morning. We are now in the upper 70s. Well see highs in the upper 70s today. Up to 78 degrees in san jose which is just a little bit cooler than average for this time of year. Were also looking at a lot of 70s for the east bay, danville up to 79. Antioch up to 88 degrees. Thats one of the spots where it will be a little bit warmer and you may have to turn on the air conditioning. But you have the natural ac at half moon bay. 62 degrees for the high. Palo alto 5. San francisco looking at some low to mid60s there. And 74 degrees in had mill valley, sonoma a high of 80 degrees. And i wanted to give an update on hurricane dora, its still a hurricane and its not having a major impact on some of those parts of mexico but if you know someone near cabo, right now theyre seeing some rain but that will not make a direct hit. In fact, this storm expected to weaken over the next couple of days as it moves out over the open water. Here at home were looking at some very nice weather. The warmest day in the forecast for San Francisco will be on saturday and thats 70 degrees. We do keep the morning clouds and going to see the fog also, but the inland areas will see a lot more sunshine as we head into the weekend. In the low 90s as the family comes in town for the long Holiday Weekend. As we head over to mike, some folks getting out on the roads early this morning. Thats right. A little more pleasant on the roadways. Were looking at the Speed Sensors on the peninsula all green 101 and 280. The south bay not so bad. We will zoom over to the south bay. Northbound 101. He says volkswagen gave him 1,000 in visa gift cards, but they expired before he got a chance to use them. So he turned to us for help because he believed that in california gift cards arent allowed to expire. We checked with the attorney n general and found that is mostly true. Gift cards for a single store do not expire. But gift cards that can be used at multiple retailers like the visa gift cards here can expire provinted the date is printed on the card. Vw pointed out the gift cards were not part of the original settlement. They were an additional thank you to customers for being patient. Usa today reports the transportation and Infrastructure Committee will be voting on a bill that would prevent passenger bumping and regulate the way passengers are compensated if it theyre not allowed on a plane this video surfaced showing a man dragged off a United Airlines flight because the plight was overbooked and all of that was done against his will. As we look at the inland areas, low 80s tomorrow. You see the direction were heading. Well see some low 90s for the interior valleys by the friday into saturday. New this morning, many parents just learning this from a san jose swim school that a swim coach was arrested on suspicion of sending Inappropriate Text Messages to students under age. Bob redell is outside with what the school is doing to protect the kids there. Good morning, bob. Reporter good morning to you, kris and sam. The private Quicksilver Swim Club which operates out of gunderson high here in san jose has sent out a letter to the parents of its students regarding the arrest of timothy nguyen. Now hes a form eaer assistant m coach who worked here from december of 2015 to january of this year. The club states in a letter that staff heard about nguyens arrest from news reports, that the had head coach reported concerns to usa swimming and that nguyens resignation was immediate. San jose police tell us on may 30th of this year the club reported to police nguyen, who is 25 years old, had been texting some of his teenaged boys and girls on the team for about a year. At first it was about the team and swimming, but then it progressed over time and they start ed becoming sexual in nature, asking for sexual favors as well as lewd images of the children. So athletes are told and are coached to Pay Attention to coaches and do what we say. And then when they violate that and break that trust, its really awful. Reporter San Jose Police say nguyen tried to date one of the teenagers but that nothing physical ever happened. Nguyen, who was arrested last thursday, faces charges of suspicion of annoying or molesting a minor and telling one of the teens not to talk with authorities. Now to breaking news just coming in to our newsroom from ukraine where Authorities Say that a senior military Intelligence Officer was killed in a car bomb in the countrys capital. They say the officers vehicle exploded at an intersection in kiev this morning and is being treated as a terrorist attack. Firefighters are desperately trying to get an upper hand on a wildfire burning out of control along the central coast. The fire is burning near santa marching garita. More than 1,000 acres are already burned and homes in the area are still under evacuation order. That fire started yesterday afternoon when two separate fires merged together into one. As of this morning that fire is now just 10 contained. And raging wildfires, deadly heat wave, overflowing rivers, three of the threats the country faces this summer. Last night alone 21 fires were burning across seven states including california. Just this sunday homeowners were forced from their homes outside los angeles at a fire as a fire came close to spreading to their neighborhoods. Its pretty scary thinking that your house could burn doan. The trouble doesnt stop there. As you might recall a heat wave killed two people last week in san jose. Two people died in texas this weekend. Melting snow is overflowing rivers and creating dangerous currents for swimmers like that one. 19 people died in californiaers since april alone. A large Bay Area School district appears to be setting the stage for a possible nasty divorce, and it is clear that not everybody is onboard. People trying to keep the mt. Diablo School District unified rallied before a school board meet hg concord. They oppose the secession attempt in the works for the north gate neighborhood in walnut creek. Supporters submitted more than 6,000 signatures. Opponents of the measure are calling the breakup plan discriminatory. The mt. Diablo peace and Justice Center is concerned about this as segregation issue because the new district would be whiter and wealthier. Having a local School District that will be accountable to the community, to students, and the educators in the community, period. All right. Here is a better look at a map of the affected area. The county board of education is going to vote at the end of august and if its approved it would then be decided by ballot measure. New this morning pg e will get to work removing lead paint from electric towers in Alameda County. They will remove peeling paint from the towers. Then theyll repaint those towers with a new coat of paint that doesnt have lead in it. The company says it wants to focus on towers closest to homes, schools, and parks. And you may see crews getting to work right around 10 00 this morning. San jose city councilmembers will discuss today raising pay for themselves and the mayor. In may they agreed to put off this until after they approved a new budget, which they did ten days ago. Councilmembers have been debating changing city policy to require an independent Commission Set theirries. Voters would have to approve a change to the city charter for that to happen. Happening today discussing highspeed rail in the south bay. Officials from are the San Jose Department of portation, the highspeed Rail Authority and the city of san jose all holding a forum to talk about how the rail system would go through san jose. Officials will be available to talk about all the possibilities. The meeting starts at 12 30 in san jose and the ultimate goal of the project is to connect Northern California to Southern California. Whenever a project like that is discussed my daughter tries to calculate how long it takes to get to disneyland or universal studios. It will take longer for 101 through san jose. This is the effect of the crash. Traffic backed up. Lets show you on the map the extent as well. The same stretch around the bend. Ive seen the Speed Sensors start to improve on the northern end of the crash, they may have just cleared the motorcycle from the slow lane. Theres your slowing drive as you a approach 101. And starting with the build at capital expressway. The rest of the bay shows a standard flow of traffic in the trivalley and the east bay. Its slowing because of the volume there. A look at your travel times reflected in there as well. Theres 238 and 880 through hayward there may be another crash vfg a motorcycle closer to the hayward area as well. All right. Soon well be seeing some holiday traffic patterns later on this week. Regardless of whether you are heading out of or in town you want to know the forecast. Some people may extend their holiday through at least next wednesday so this could be a long Holiday Weekend and you may be making plans to get out there. Now were going to have some weather very nice today but look at the weekend forecast for the inland valleys. It does start to heat up. Well be at 90 degrees. And the bay at 79, the coast at a cool 70 degrees. A look at sundays forecast as we will see upper 60s for the coast, morning clouds and fog. The bay will be at 77 degrees for the high and the inland areas up to 86 degrees. If you will be heading further south making a road trip down to l. A. , it will be all bright and sunny looking at highs in the low 70s there. For the sierra, snow on the ground is melting fast. Youd better get there. The snow season, the skiing see he son he c season extended through july 4th. It it will be nice to watch fireworks on the lake and for the weekend in had napa valley in the upper 80s for friday. Low 90s for saturday. And then it does start to cool down a few degrees on sunday, all bright and sunny further south. The department this morning under new scrutiny after a report from the Public Defenders Office found that racial profiling by police has led to more severe charges for minorities who were arrested. The examiner obtained an advanced copy and finds blacks receive 50 more severe puni punishments than whites and are more likely to be convicted. Later this morning public defender is scheduled to adopt new measures in light of that report. An earthquake swarm up near lake tahoe. No it damage or injuries so far have been reported. New this morning two people are row covering after a garage fire in oakland. Its the fire that started just before 3 00 this morning near lake merritt. Firefighters were able to put the fire out within minutes two people were treated for smoke inhalation. A Southern California uber driver under arrest and accused of sexually assaulting a passenger. The l. A. County Police Yesterday announcing the arrest of 46yearold. Passed out in his car to a North Hollywood motel. Thats where police say he attacked her. Police believe the woman had been drinking and had lost consciousness in the back of his car. A former neighbor of the suspect says she cant believe hes in custody. He was never disrespectful. Uber said to our sister station, quote, no person should ever have to experience the violent act reported to police. We are working with the Los Angeles Police department to fully support their investigation and the driver has been banned from using the uber app. The judge who handed down the controversial seven it tense in the brock turner Sexual Assault trial has one week to respond to a legal move that could clear him are from the bench.
