Not only is bart expanding into san jose but californias high speed rail is moving forward as is the cal train electrification project and the diridon station will be the mayor nexus. Todays study session takes place at city hall. Research continues at the closed alto tunnel in marin county today. The study is to see if the tunnel can be reopened for cyclists and walkers. Crews have been collecting data along that tunnel that runs from mill valley all month long in reopened the tunnel would become a route central marin and southern marin for pedestrians. Its a railroad passage. It was closed after a series of internal collapses. More and more people are walking out of the bay area these days and choosing to live somewhere else. Thats the highest total in more than two decades. Now, according to new data from the governors Highway Safety association, thats where theyre getting those figures from, researchers think the biggest factor that s that more drivers and walkers are distracted by cell phones and electronic devices. Four states that includes california accounted for 42 of all pedestrian deaths. California was one of five states with more than 100 pedestrian deaths last year. There were just over two pedestrian deaths on average per 100,000 people in california. Thats the ninthhighest rate in the country. A lot of people like to shop at target. Check your game closet. Happening today, fixing those roads. Governor brown actually coming to the bay area to talk about fixing infrastructure and the plans for californias roads. Live in concord where the governor will be later this morning. His plan calls for higher taxes so we could be paying for this. Yes, governor jerry brown will be here in concord a few hours to sell his plan to spend over 52 billion over the next 20 years to fix roads in concord and throughout the rest of the bay area in the state. To pay for this the governor is proposing the first gas tax increase in over 20 years he wants a 12 cents per gallon of glass careen, a 20 cents per ban increase on diesel. He wants a 100 annual fee on zero Emission Vehicle and also proposing over 700 million from the general fund. That money would go toward fixing potholes, other kind of repairs for highways, bridges and culverts. It would also help improve public transportation, walking and biking trails and the reduction of traffic on major commute routes. Governor brown says his proposal would cost drivers less than 10 a month and would reduce the cost of repairs to our cars. Our roads are most of our freeway system and our regular roads are bad. I think that would be a good idea. Reporter youre willing to spend the extra money . Yes, i am. Gas is expensive enough as it is. I wouldnt be in favor of it right now. Reporter even if it would help fix potholes and that sort of thing . Thats a tough call. The roads are terrible right now. I imagine theres a lot of money throughout for that purpose already that maybe is being underutilized that should be looked at. Reporter that driver you heard from echos the republican argument and reason why conservatives are proposed to the governors gas increase as they say california already collects enough money for transportation but it just gets diverted elsewhere. Reporting live from concord, bob redell, today in the bay. The bay areas newest hov express lanes are getting closer to going live. Drivers only have to look up for proof. Text messages being posted along some northbound toll signs for the 680 contra costa expressway between san ramon and walnut creek. The messages are expected through the spring until they take the big black bars down. The search is on for the person or people responsible in a triple shooting in San Francisco. Three innocent bystanders were shot and this woman, a 65yearold fixture in the community, died. This happened in the citys oegs view neighborhood. Today in the bays pete suratos joins us live. Do police have any leads . Reporter we know theyre looking for either a suspect or suspects in relation to this triple shooting that took place in the ocean view neighborhood yesterday morning but as you mentioned, an innocent bystander in all this. A have 65yearold victim by the name of lian xiu wu who was killed in the shooting. Youre looking at a picture of wu that was set up in a go fund me page thats been set up to help out the family. According to San Francisco police, we know the shooting took place in ocean view near a muni bus stop yesterday morning and all the neighbors in the area say wu and the two other surviving victims were innocent bystanders. We spoke to the exwife of one of those surviving victims. She spoke out to us about that incident. Children and families, we dont deserve this at all. Reporter the area where the shooting took place has had three homicides in the past six months. Mr. Us plan to beef up patrols in that area. This is an ongoing investigation. An investigation is under way after an explosion and then a fire ripped through an apartment in Pleasant Hill last night. It killed an elderly man living inside. Firefighters say they pinned down the problem. The man turned on a propane tank that exploded causing the fire. Nobody else was hurt. 6 36. More witness testimony expected today as the Antolin Garcia torres murder trial continues. Hes accused of killing morgan hill teenager sierra lamar. A key witness for the defense took the stand yesterday. Danny fernandez says he is the suspects best friend and the two went snowboarding together the day after lamar disappeared. His testimony comes on the heels of witnesses who raised questions about why sierras cell phone was reactivated more than 12 hours after she disappeared. Heres next bay areas legal analyst steven clark. Reporter the defense is trying to establish that the cell phone is a sign of life, that its possible that sierra lamar was alive long after the prosecution suggested she was kidnapped and murdered. Prosecutors suggest the cell phone may have been turned on after it was exposed to moisture. Part of it caved in and engineers believe it could collapse. Its happening at redwood road near the lake chabot cam groupg. Its 80 feet long and more than five feet deep in some spots. No word on when it will reopen. Another controversial conservative speaker is coming to or expected to come to uc berkeley. Could protests shut this down to. That law requires transgender people to use Public Restrooms corresponding to the sex on their birth certificate. The repeal bill still leaves the state in charge on public multistall restrooms, thats part of the criticism of it. Its not clear if the repeal even has enough votes to pass. The ncaa has already moved several sporting events out of the state because of that law. Happening today a federal judge is expected to grant final approval to a settlement between President Trump and former students of his nowdefunct trump university. The students claim they were misled by promises to teach success in real estate. Trump agreed to pay 25 million to settle two class action lawsuits in eight is as well as a civil lawsuit in new york by that states attorney general. President trumps travel ban could be revised and heading to the ninth Circuit Court of appeals in San Francisco. The federal judge in hawaii who temporarily blocked new travel bans earlier this month extended that block yesterday.
