The numbers weve been crunching all morning long, it looks like we have the chance of seeing the spillway finally stop as of this evening. Right now its at about 101 in terms of capacity. Still definitely over capacity, but as we continue to see these scattered showers through the Early Morning hours, its not going to be a significant amount of rainfall, which means, thankfully, we arent expecting to see too much rain and we should be drying out as the incoming week is also on the way. We are seeing 40s. If youre waking up right now, pour yourself a nice cup of coffee, because its still chilly out there and its going to stay pretty chilly throughout your Early Morning. But we will be climbing into the 50s. Take a live look right now at that Doppler Radar, you can see those spotty scattered showers. Theyll be more focused through the coastline. And there is a chance well see more light rain later on today. That means we will be keeping a chance of showers throughout your entire saturday before we see another storm system come in on sunday. But overall, today will be pretty pleasant as we climb into the 50s and expect to see peaks of sunshine here and there. And more details on what the Anderson Reservoir is expected to look like over the next couple of days and what the coyote creek is at as far as levels in the next few minutes. Well stupid for your forecast. Thanks. Now to a story we broke last night at 11 00. New emails reveal what the city of san jose knew in the moments leading up to this weeks historic flooding. We have obtained city records that show the Santa Clara Valley Water District miscalculated the data which led to the biggest flood in san jose in 20 years. San jose mayor sam liccardo questions the Water District on tuesday. Thats back when the flooding began. Our senior investigator, steven sauk, has been poring over those eyeopening revelations that could lead to a state investigation. We reviewed pages of emails email exchanges between mayor sam liccardos office and officials from the can Santa Clarita Water District. The emails tell the story of what the city knew and department know in the days and moments leading up to the flood. They show that Water District officials badly overestimated how much water they could release through anderson dam without flooding the neighborhoods downstream, leaving the city of san jose unprepared for the devastation that was to come. So much water was coming over the spillway last saturday that it equaled the amount of water in a large olympic Swimming Pool rushing over the dam every second. According to these emails from san joses Mayors Office and Santa Clara Valley Water District officials, that large amount of water had all of them on the lookout for trouble. A message from City Communications deputy, alex wilson, at 10 20 a. M. Tuesday morning, february 21st, states that hiydrolologists said it wa nearly 6,800 cubic feet per second. And in that same email, a note to keep an eye on the neighborhood. But a representative told the Mayors Office not to worry. Quote, models dont predict it would flood until 7,400 cubic feet per sect. At 1 40 p. M. That day, a terse response from the mayor himself. Rock spring neighborhood started flooding three hours ago. Theyre all wrong, meaning the Water District predictions. Wilson replied right away at 1 45. The email reads, quote, youre right, the water Valley District grossly overestimated rock springs flood tolerance. In truth, Water District officials now were telling the city that the neighborhood would flood at closer to 4,000 cubic feet per second, nearly half the or original estimate. The miscalculation left the city unprepared, residents uninformed, and underwater. Many people who live in the flood zone now wonder if better numbers might have led to more advanced warnings, which would have enabled them to get out before the floods came. Or even if city officials would have started with a bull horne, going down some of the neighborhoods, at least, you know, and waking people up, telling us, like, hey, you know, be prepared. I mean, something. Anything. Reporter these records just begin to fill in the gasp of what the city and the Water District knew and what they did not know before the flood. We filed additional public records requests with the city and the Water District for all communications surrounding this event. Well keep you posted as we get them and learn more. Im stephen stock, nbc bay area news. And for people who live in those flood zones, their focus this weekend is recovery and reentry. More than 700 homes are still under investigation order. That equals about 3,000 people. Another disheartening issue now, police are patrolling those evacuated areas, because of looting. There already are a few reported cases. Today, mayor sam liccardo and City Council Members will lead a community cleanup. Theyre asking for volunteers. And at noon today, the mayor will be speaking at an event on almaden road where a check will be presented to some flood victims. This weekend, many evacuees will be totaling up their losses, and for a lot of them, that means the family car. So many cars were buried under water, mud, and raw sewage for more than 24 hours. Take a look at this. More than a dozen damaged cars lined nordale avenue in the rock springs neighborhood. Mudcaked interiors and muddy water lines show how far they were submerged. A local auto expert tells us its likely most of those cars are a total loss. In all, you know, honest truth, a lot of those cars will have so much damage to the electrical system that, you know, theyre going to have to replace their car computers, quite possibly, their engine wiring harness and other electrical components. This city has written contracts with three towing companies to haul flooded cars to salvage yards. San jose police tell us no tickets are being issued. And donations are coming in for flood victims, many of the victims are lower income, without renters insurance. Several unions contributed, including plumbers, electricians, sheet metal workers, and sprinkler fitters. Combined, the Union Donations add up to 65,000. That brings the flood relief total to more than 500,000. But city leaders say a lot more money is still needed. Its actually great to see the number of organizations, companies, like these unions, as well, that are stepping up, contributing, as well as Just Community members. Its going to be really, really important. Unfortunately, a lot of people lost everything. And some people, unfortunately, are going end to up homeless. A baby boy is recovering at an east bay hospital this morning after he was attacked by the family dog. The 10monthold boys mother tells investigators she was h d folding laundry in her living room with her dog, her 7yearold son, and that baby boy. When she went to another room to put the laundry room, she heard her 7yearold tell the dog not to growl at the baby and when she returned, the dog was attacking the baby. She was able to pull the dog away from the baby. He did have some lacerations to his head and body. Before the baby left, he was crying, breathing normally, which is good. Even better news, that baby boy is expected to survive. Officers had to shoot and kill the 80pound German Shepherd mastiff mix. Animal services is testing the dog for rabies. Oakland residents are demanding lawmakers take action on the citys growing Illegal Dumping problem. Hundreds of people went to a Community Meeting last night at an east oakland church. They came with a list of demands, saying theyre fed up and want to ensure cleaning up the area is a top priority. I actually saw an officer giving someone a citation on the street for a no parking. You cant park here, but you can dump here. That doesnt make sense. We now have four sets of cameras and license plate readers to detect Illegal Dumping in hot spots. Caltrans is using the break in the rains to repair hundreds of potholes that have opened up on bay area freeways. The agency says it spent nearly 9 million to fill potholes statewide last month. Get this, thats nine times more than it spent last january. Caltrans is reminding people that if potholes damage your car, you can apply for a reimbursement online. Crowded and often brokendown. A lot of folks are looking forward to a drying trend, that is on the way to the bay area. But first, lets get through a few weaker storm systems in the bay area. Half moon bay right now, looking pretty sunny. Heres a look at our Weather Underground using our sky cam. We are expecting to see a combination of clouds, peeks of sunshine, and those clouds are actually whats going to keep us slightly warmer into the Early Morning hours, than what weve seen the past two days. Heres a gorgeous shot overlooking point arena. We saw a rainbow earlier, but it looks like that has cleared out. We are tracking scattered showers, bit looks like its going to mainly stay along the coastline and be a very weak system. All in all, we should be having a pretty good saturday ahead. Heres a look right now, as youre waking up and make your way outdoors, south bay, 41 decreases. Peninsula, 48 degrees, and the trivalley at 46 degrees, as well. San francisco, 43 degrees. San francisco and the north bay have seen some spotty Early Morning showers. And if we look over at the Doppler Radar right now, you can actually still see a nice little combination of very small, spotty showers that are moving through the north bay, San Francisco, Half Moon Bay area, as well. And we do have another chance of seeing some scattered showers later on for today. But overall, todays forecast, we will be keeping those rain chances in there. By our temps will be climbing similar to what you saw yesterday. Yesterday in san jose, we hit a high of 57. Today were also expecting a high of 57 degrees. San francisco, 53 degrees. And the oakland area, with a high of about 55. Youre still going to need a nice, light sweater. But i think you may be able to just carry around that umbrella, but youll have chances to put it away throughout the day. Lets talk about it. The next couple of hours, heres a look at what we can expect, by about 2 30, we see another line of showers kind of pushing in through the santa rosa point reyes area, and of course, we have the chance of seeing some showers in palo alto and the south bay. And fast forward through tonight and our rain chances kind of increase by about 7 00. So if you take a look right here, its going to be very light rain. So its going to be periods of light to moderate rainfall, with not too many numbers in terms of rain totals. And fast forward through saturday at about 8 30. And we do see parts of that storm system moving from the north, kind of down to the south bay. Which means san jose does have the potential of seeing some showers as well, the livermore area and palo alto could also see be seeing some showers. Were not in clear of the rain just yet, although we might get this little break right now. Expect to see another chance return by tonight. And on sunday, another storm system moves in late sunday. And carries on over into spotty showers, into your Early Morning commute on monday, as youre making your way back to work. Sunday, youre going to get a break from the rain. Its still going to be a good day to enjoy outdoors. When does that drying trend start . It looks like as early as tuesday. The radar completely clears out, leaving behind some pretty good conditions. The Anderson Reservoir, i was out there all week along with the nbc bay area team, and weve been tracking the current conditions. We did see the that hit 106 on tuesday, and thats unfortunately what caused that spillover. But the latest data right now, showing it at about 101 . So crunching the numbers based on the current hydrographs, and of course, what were seeing in longrange models and the shortrange models, if the water keeps dropping at the current level, it is likely that this should stop spilling over as early as sunday, by about 5 00 into sunday, 1 11 00. Thats definitely going to bring good news. I was out there in the coyote creek yesterday morning and we were still seeing a significant amount of water rushing through. Heres a quick check of that sunday day planner. 46 degrees, 45 along the inland areas. And monday, we get a chance to see some Early Morning showers, but if we take a look at the next seven days, we have some great news on the way, and i know folks are excited about this. By tuesday, we should be seeing what could be a drying trend of not one, not two, but hopefully, at least five or six days of some nice, dry, sunny weather. Reporter 12yearold frank pham is worry the thieves will come back and steal from his neighbors the way they stole from him. Three houses in a row. Reporter flooding forced the phams to evacuate, and while they were gone, someone broke in. And this is what they found when they returned home to pick up some belongings. Thieves punched through the glass window to get into the front door and kicked in the locked bedroom door to steal a safe with Important Documents along with everything you can think. Jewelry, watches. Money. Where did they come in . Reporter San Jose Police say two of the phams neighbors also had their homes burglarized during the evacuation. While the phams take inventory of whats missing water, folks. Got to keep yourself hydrated. Reporter the red cross passed out supplies to hundreds of families who were cleaning up in the brookwood terrace neighborhood. Take everything out from the house. All the furniture, the sofas, the beds. Reporter once all the furniture is out, he plans to rip out the floor that was soaked in the contaminated floodwater. Im not trying to get any type of disease because of the water. Reporter and after 24 hours of cleaning, marco says its still hard to believe that his neighborhood was underwater. Yeah, because they throw this garbage and whatever down there. Reporter but did it clog things enough to make the san jose flooding worse . The Santa Clarita valley Water District tells nbc bay area, its still working to find that out. We shared pictures to have the debris we saw with infrastructure expert, Scott Myers Lipton of san jose state. He lives near the creek. Theres huge there were beds that were out there. So theres going to be a huge cleanup thats necessary. Professor lipton says he cant say whether this triggered faster flooding, but he does say the debris presents an opportunity to hire people to clean the creek. Absolutely, we can put people to work, to do the recovery. Absolutely, theres going to be to clean this up . Absolutely. Not just to clean it up, but the rebuilding along the creek. Well, one of the most heartbreaking images of the flooding was the 28 horses trapped, first in flood waters, and then in mud and sewage. For two days, rescue groups worked tirelessly to get them out. A group called all Animal Rescue says all 26 horses along with two mules have been moved to barns in gilroy and almaden, but their bales of hay and feed all is ruined. We are tracking this kind of weaker system that is moving from the north to the south. And we are still seeing some very light, spotty showers. This is actually the last two hours. You can see that breaking apart. But we have another chance of seeing some rain later on today. And we have a second storm system coming in tomorrow. So theyre not going to be strong storms, but they are going to pribring you a light chance of seeing rainfall. Currently, 44. And we will keep the 50s all in all for your highs. By about 12 00, those rain chances are expected to make a return as we continue to see a line of showers just offshore. The south bay has a better chance of seeing some rain later tonight. This storm will mainly focus along the coastline. 41 in san jose. By about 12 00, 1 00, we will be in the 50s and your highs across the bay area will be climbing into the 50s. San jose, expect a high of about 57. Lets go ahead and take a look at that hourbyhour forecast. By about 3 00, you can see this line of showers just sitting offshore, already making its way into santa rosa and point reyes. And fast forward through about 7 30, right around dinnertime, and we will have another chance of seeing more showers, very light rain, possibly moderate downpours, but its going to be very scattered. Liv livermore, right here, also expecting to see moderate downpours, about 7 30. And if we fast forward through 8 30, we can see that system moving from the north to the south. And the south bay, well start seeing light showers, as well. If you are going to be out on the roads, be careful anytime we get any amounts of rain, it could still make for a very slick commute. We have a Second System moving in on sunday night into monday Early Morning. So into the overnight hours on monday, and into the Early Morning commute, we have a chance of also seeing some spotty showers. Fast forward through 2 00 on monday. And the joimajority of that rai tracks east out of the area. All thats left behind is cloudy skies. And by tuesday, the rain completely moves out and we start a drying trend, which will, of course, help with all the water levels and reservoirs, a lot of them are still overcapacity. And a quick update on the Anderson Reservoir, it was at 106 . Thats what caused all of that major flooding along coyote creek neighborhood on tuesday. But right now, it is about 101 . Its still overcapacity, but based on the hydrographs and all the models. It looks if the water keeps dropping at the current level, its likely to stop spilling over as early as tomorrow evening into tomorrow night. Thats also going to be some good news. Heres a quick check of that saturday day planner. Stay in the 40s and keep rain chances at noon, by lunch hour. Some rain chances will return again by 7 00. Fast forward tomorrow. Mostly clear skies by noon and were going to stay for the most part dry through the 3 00. But then by 7 00, we see that second storm system bring a chance of more rain across the bay area, but its going to be very small rain totals, anywhere between a quarter to possibly a half inch for areas near the north bay. So definitely, not as strong of a storm. As we head over the next seven days. We are expect to see some breezy conditions. Not as stormy on sunday and by tuesday, we do start that drying trend, which i know a lot of people are looking forward to. I know i am. Well, weeks of the sfrextre weather weve seen has californias infrastructure feeling the strain. And governor jerry brown is reacting are an urgent improvement plan. The threat of massive flooding from the oroville dam is prompting septa dam inspections and shifting state money to Flood Control programs. Aging roads and bridges hammered by repeated storms have the governor and legislature working on a funding package. Governor brown is hoping for help from washington for those projects, as well as for the highspeed rail. Mr. Trump is a very different kind of republican. Well see how much money he wants to put into infrastructure. And he said he wants a rail. If he wants highspeed rail, like 17 other nations, this is the only place hes going to get it while hes president. The governor sent a letter to the president , seeking expedited environmental reviews for 10 priority projects, including rebuilding the oroville dams spillways. And california Lieutenant Governor gavin newsom threw down the gauntlet in his own letter to president trump, telling the president to leave his hands off of californias marijuana laws. This comes after the white house hinted it may target Recreational Marijuana use, even in states that legalized it. Today in the bays tom jenson has more. And Lieutenant Governor gavin newsom did not wait to respond, sending this letter to president trump, among other things, it says, the government must not strip the legal and publicly supported industry of its business and hand it back to drug cartels and criminals. But others heard hope in Something Else spicer said about medical laws.
