The intense search continues for a man accused of stabbing and killing his girlfriend. Police say they found the woman at a home in san mateo yesterday afternoon. They believe this man, anthony, committed the crime and then fled the scene. Emergency crews were unable to save the woman. The search for her killer shut down a nearby urgent care facility and delayed b. A. R. T. Trains. The crime has neighbors worried. After seeing what happened to that lady and then the guy, he doesnt have no common sense. He doesnt have no heart. He doesnt have no mercy. Police say they have been to that same home multiple times for Domestic Violence calls. Police warn that anthony is armed and dangerous. If you any information on his location, call police. Unfortunately the cold snap also caused struggles for some drivers. A truck flipped over on a bridge north of highway 92 because of icy conditions. Another car couldnt stop and slammed into that truck. Three people were hurt. Crews worked day and night to get water back on at dozens of homes in the east bay after a pipe broke on lafayette on friday night. That sent thousands of gallons of water gushing down a hill into yards and garages. East bay mud says the 16inch pipe that ruptured was installed nearly 70 years ago. Freezing temperatures over the recent series of minor earthquakes in the san ramon area may be to blame. Milpitas police are looking for the driver who slammed into a fire hydrant, sending a geyser of water 550 feet into the area last night. Police say they found alcohol containers near the abandoned car. One lane was closed but no roads were shut down. Crews worked quickly to turn off that hydrant. Another roadblock for crews trying to make one of the bay areas largest reservoirs earthquake safe. According to the mercury news crews have found new trace faults near the Anderson Reservoir dam. Now crews are going to have to do more studies to make sure the design to retrofit the dam against earthquakes is sufficient. The 193 million project is already behind schedule. Officials say construction wont begin until 2018 with the project being completed in 2021. A motive remains unclear this morning after a gunman opened fire on a planned parenthood clinic in colorado springs. But investigators tell npbc news that 57yearold Robert Lewis Dear made comments about, quote, no more baby parts. He was taken into custody after a fivehour standoff with police. Investigators say during questioning, he went on rants against abortion and referenced president obama. Dear fired an Assault Rifle during his shooting spree at the planned parenthood clinic on friday. He killed three people and wounded nine more. Among the victims was officer Garrett Swasey a sixyear veteran of the force. He was also a former competitive ice dancer who trained at one point with u. S. Olympian nancy kerrigan. The two other People Killed in the shooting have not been identified. The u. S. Attorney general Loretta Lynch is calling the shooting a, quote, crime against women receiving Health Care Services at planned parenthood. A north bay household terrorized by an armed intruder. A man woke up in mill valley yesterday morning to find a masked man pointing a gun at him and demanding money. The thief took the cash and left. No one was hurt. But the man and woman who lived there are very shaken. This took place at the end of a dead end street halfway up a mountain on shady lane near west blythedale. One neighbor we spoke with said she is on edge. And its a frightening feeling to feel that your neighborhood isnt what you thought it was. That truck stolen from San Franciscos turkey trot organizers earlier in week has been found. But its not all good news. They say the one or twodayold baby would not have survived if she spent the night under that pile of rubble. Any time you have a helpless newborn child who cant help themselves, it is frustrating. County leaders say there is never a reason to abandon a baby under the safe surrender law, parents have 72 hours to surrender their newborns at a hospital or fire station no questions asked. A burglary suspect dies after getting caught in a tight spot. Police say he was stuck in a chimney. It happened in the small city of huron in fresno county. Police say the man must have climbed into the chimney friday night. The homeowner was away and came home yesterday morning. He knew something was wrong when he lit a fire. He tried to light his fire in the fireplace and heard somebody calling out for help in the chimney. The homeowner put out the fire and called police. They say the burglar was dead when firefighters broke into the chimney. Officials at the Marine Mammal center in sausalito say a stranded dolphin calf has been euthanized. It was found friday morning in the waters of the elk horn preserve in monterey county. Rescuers were able to capture the calf and bring it to the Marine Mammal center in sausalito. Veterinarians there say the dolphins condition was deteriorating and there was no luck in fandinding the calfs mother. After careful consideration, vets say the Young Dolphin couldnt survive on its own in the wild and the most humane option was to euthanize it. Its cold everywhere not only here across the bay area but really across the western half of the country. You head over towards chicago, 30 degrees. Even boston 37. And that strong cold front that moved through the country is Still Producing rain and some snow across parts of missouri kansas, even down towards texas. He dont have any major airport delays as you look at the maps and youll notice lots of green. Airport icons. Thats air travel is moving nicely along this sunday morning. Now, as we take you through the day, notice our temperatures climb back into the upper 50s for the north bay. San francisco, mid50s. Lets take you through that microclimate forecast. In fact some of us tomorrow morning will see a few showers. Heres our weak storm system thats going to move through. Youll notice 7 30 tomorrow morning, a few showers across parts of the north bay. By 11 30, a lot of that Activity Still stays north of the golden gate bridge. Well still see a few showers across parts of San Francisco through the day tomorrow. Light showers. Not expecting anything heavy. As we head through the afternoon hours, the peninsula, well see a few showers. And then after that we start to dry out. The storm system that moves through tomorrow not going to produce widespread rain. However, as we head towards wednesday and thursday another storm system a stronger one, thats actually going to move to our north and then eventually sag south through the day on thursday. So by thursday morning well wake up to a few showers. And those showers are actually expected to continue through the day on thursday. This is how much rain were expecting. About a quarter nch at the valley floor. Maybe a half inch across parts of the north bay. Overall more cloud cover expected for your monday and then temperatures start to warm up tuesday and wednesday. Close to 70 degrees in san jose by wednesday. Same deal for the east bay valleys and then that rain arrives thursday. Now, at the coastline, youll see a few showers for tomorrow and then the heavier rain for thursday. So we make wreaths here. Living in the city with fire plugs and asphalt everywhere wasnt very comfortable for me. Reporter but like any california farmer becks crop has been hit hard by the drought. His needles should be 1 1 4 to 1 1 2 inches long. Theyre barely 3 4 inches long. Reporter while his variety of trees are well adapted to little rain some are struggling. See how its sunburned here . Some of the needles just gave up. It just succumbed to the drought. Couldnt draw enough moisture through the roots to keep the foliage alive. Reporter consider it takes a 6foot tree about seven years to mature. Fits only growing at half the rate, its going to take a lot longer, obviously. So theres a serious Financial Impact from the drought. Reporter even attempts to plant new trees came up dry this year. I think 99 of everything we planted last year died because we just cant get water to it. Its painful to see these trees suffering, obviously. Reporter trees that dont pass becks inspection that one will get cut out for sure. Reporter wont end up in anyones living room. Danville firefighters were called to the 5600 block of johnston road just after 12 30 yesterday afternoon. The fire grew quickly. Flames shot through the roof of the 3,000 square foot home. Firefighters say the remote area made their work tougher because they had to truck in water. Most of the fire engines hold 600 gallons of water. The actual water tenders that you saw that just left hold up to 3,000 gallons. So theyre dumping going to the next closest hydrant, refilling, coming back and dumping their tanks once again. Two people were inside but they got out safely. Investigators are looking into the cause of that fire. Could Drinking Water be contaminated in the trivalley . That is the question officials still cant seem to answer after a hazardous chemical leak was discovered in livermore. Investigative reporter begat sha shaban broke the story and now a question whether a Health Emergency should be declared for parts of the area. Reporter the oil field is run by enb Natural Resources which has facility as cross the state. But this leak happened in Alameda County where they produce about 32 barrels of oil per day. Crews are still working to clean up the mess and county officials still cant answer basic questions about the impact of the leak and whether those living near the site could be in danger. Reporter livermore in Alameda County is home to more than 86,000 people. 45 wineries. And just off the main road past this grove of olive trees is the countys only active oil field. Thats where county inspectors took these photos of what they described as an oil leak. Testing showed dangerous chemicals seeped out of an oil tank and into nearby soil. We obtained inspection reports that say the leak included Hazardous Waste. And this report says the crude oil may have contaminated an underground aquifer used for Drinking Water. Are people right now potentially at risk . Not im not going to say they are at risk and im not going to say that they are. I wouldnt say they are at risk or not. We dont know that yet. Reporter susan hugo heads the Hazardous Materials television in Alameda Countys department of environmental health. Shes a chemist by trade and says the extent of the damage and the dangers still arent known. As early as last week, crews continued working to remove the contaminated soil which might make you believe the leak was discovered fairly recently. But records we obtained show county inspectors knew about the leak back in april. Thats seven months ago. And questions over possible water contamination still havent been answered. You dont know. I think i believe that immediate risk has been taken care of by removing the contaminated soil. But impact the groundwater, we dont know. Reporter why couldnt it have been discovered earlier . It was not reported. The leak was not reported to us. Reporter hugos team of inspectors only check above ground oil tanks once every three years. And so it wasnt until they got complaints from a neighboring business that they learned the oil had leaked into the soil. According to documents filed by emb, the oil Company Started testing soil samples from the leak at the end of march. But other documents we obtained show that emb fal resources reported that the release was discovered in april. County inspectors visited the site in may and issued their report in june which listed over a dozen violations at the oil field including failing to properly dispose of Hazardous Waste. And failing to immediately notify state and local agencies about the release of hazardous material. We know that it contained really dangerous quantities of lead and chromium and it also contained ethyl benzene. Reporter she says emb was legally obligated to report the league as soon as it was discovered. Instead the company tried cleaning up the mess on its own. County records show enb dug as deep as 12 feet and still found traces of the chemical. Lakewood says enb should have known better especially since the company has had oil spills in the past. What sort of record does enb have when it comes to spills . Across california, theyve had more than a dozen spills in the past five years that theyve reported to state agencies. Reporter records show 13 spills took place at enb oil fields in four different california counties since 2010. We discovered statewide 18 spills at oil fields have been reported just over the past three months. Two of those at e b facilities. Remember e b only notified the state about the leak in livermore after county inspectors cited the company for not reporting it. They then took another seven weeks to report the leak to the state. Thats nearly four months after they say they discovered the leak. What does that tell you . You know i wont i mean, i cant comment on that. Reporter after hugos team found the violations other county workers stepped in to oversee the cleanup. The head of that division told us the contaminated soil needs to be cleaned up first so it doesnt get pushed into the water supply when crews dig deep enough to test the water. Officials acknowledge the slow pace but blame a regulatory process that they say doesnt work fast enough even when water displays may have been contaminated. Companies can still get away with having very lax operations. Reporter rebeen ka is with Alameda County against fracking. If the county had not become involved, then who knows what might have happened . Reporter the county is requiring e b to on do an assessment of all the wells within 2,000 feet of the leak to find out how many people could potentially be impacted. The States Department of Water Resources told us there are about 400 wells in the area but couldnt tell us how many people rely on that water. Most, if not all, are private wells. So the water is never treated for possible contaminants before its used for drinking and farming. If it gets down to the groundwater, as intensively as that is used out here by residents, thats a big concern. Reporter last month the county finally approved a plan that would require the oil company to pay for groundwater testing. Those results arent due to the county until december 21st. Which means eight months will have passed. Before some in livermore find out if toxic chemicals may have oozed into their water supply. We requested an interview with top executives at e b Natural Resources, but they declined. In a statement the company said the leak may have happened years ago before e b ever opened the oil field. The statement goes on to say in late march 2015 when e b Natural Resources removed an unused storage tank we discovered oilstained soil underneath the unused tank. E b has never used the tank. Any leak occurred prior to e bs acquisition of the facility in 2006. The Company Takes full responsibility for cleaning up the affected soil in a voluntary remediation agreement with the county. It was once said that california politics set the tone for the nation. The Antiwar Movement in the it was once said that california politics set the tone for the thags. The Antiwar Movement the antitax movement in the 70s and the antiimmigration movement in the 80s cemented california as the leader for National Policies on the same issues. But what about now . Nbc bay area political analyst larry gerstin is here to separate fact from fiction. Is california on the same page with the rest of the nation today or not . You know there seems to be a parting of the ways if you will. Simply in party identification. Figures nationally and statewide. Nationally the country is much more equally divided than in blue california. Take a look at recent data sear, and here, and you can see only nine points separate the parties nationally. But in california you can see why, then, democrats tend to do so much better in the state. They really have a nice cushion. So do California Democrats here in our state carry more sway than they do nationally and are they still trendsetters for the rest of their party . Well theyre not so much trendsetters right now as much as theyre maybe outliers that kind of thing. Nationally look both Hillary Clinton and bernie sanders, theyve called for increases in the minimum wage. In California Democrats here in the state legislature this year refrained from increasing the states minimum wage. Heres another example. Nationally both clinton and sanders have proposed plans to raise taxes on oil. Here in california the overwhelmingly Democratic Legislature has refused to do so even though this state is the only major oilproducing state that doesnt tax oil. Pretty big differences. Yeah huge. What about the republicans . Does that same schism exist for the gop, or are the two organizations more similarly aligned . Fair question. California republicans and their National Counterparts certainly theyre in lockstep when it comes to taxes. They dont want taxes. They dont like taxes. But on some key issues yeah there are some pronounced differences. Consider Something Like climate change. California republican governor arnold schwarzenegger, he was the one who secured passage of ab32, that law that tightened emissions requirements. But most National Republicans have opposed such a move. And on gay rights well recently the California State Republican Party changed its bylaws to accommodate gay republican organizations. But National Republican leaders, on the other hand, well theyve called for a constitutional amendment to prohibit samesex marriage. So once again, yeah we see some pretty good differences. They really couldnt be further apart. Why do you think theres this gulf nationally . This is where it gets interesting for me. What the hecks going on here . A couple of factors come to mind. First, you know california is much different than the nation. If you look at racial and ethnic minorities, here they comprise more than half of the state. Compared with 30 nationally. Guess what . That leads to a different mix, different values, different policies. And second the political screens these days theyre not as pervasive in california as they are nationwide. Thats something new for california. But nowadays liberals and conservatives, theyve moved closer to the center. Perhaps, even perhaps because jerry brown, governor brown, has chosen a more centrist path or maybe because they realize thats the only way legislators can make major policy. So there you have it. Its a far cry from the gridlock we see in washington. But heres the takeaway. Regardless these days california nation theyre marching in different directions. And over in the peninsula, weve had some 20s the past few mornings in woodside still at 28. However, not so bad over near hillsborough. 35. Not freezing at least. San mateo, 36. Even san jose at 33 degrees. Santa teresa 32. San martin at 28. The storm system that moved through this week, here in the bay area on wednesday, it has moved all the way across the country. You can see still has yet to move through atlanta. Theyre at 70 but washington d. C. Looking at a mix of rain and snow as that system slices through the western half of the country as well. Airport delays not so bad. Looking at 30minute delays across parts of dallas. If youre traveling elsewhere or got family or friends coming in maybe youve got your own roommate coming back in town it does look like we are going to be looking at conditions improving through the day. Now, here at home its going to warm up but it is still very cold. Temperatures right now in the 20s and 30s. 24 degrees right now in the north bay. Averaging 40 in San Francisco. So thats the one spot thats not dealing with freezing temperatures. Vk of course, you get that marine influence. This afternoon, back close to 60. Mid50s across our inland valleys. You can see its not going to be a warm day by any means. 59 in San Francisco. 59 in san mateo as well. 56 in saratoga. 55 here in san jose. North bay, again, no big surprise here. Close to 60 in napa. Oakland, youll be near 60 as well. Trivalley staying cool. 50s from pleasanton and livermore. To put the futurecast in motion the thing youll notice here is were talking about more cloud cover for the day tomorrow. Now, our inland valleys wont see any rain tomorrow. However, its going to be mostly cloudy. The places that will see rain San Francisco tomorrow around 8 00. Youll see a few showers in the morning. And over towards the north bay. Thats where the rain will stay through the day at least the first half of the day. By the afternoon hours, we may see a rogue cell move over to the east shore. Maybe down towards the peninsula. But i do think most of us through most of the day will stay dry. We may get one little brief sprinkle, but i dont think its going to be much rainfall at all. The thing that we are watching though as we head towards the latter part of this upcoming week, wednesday and thursday, a stronger storm system thats going to move north. Thursday morning well see some showers. Widespread rain and even some sierra snow come thursday. This is how much rain were talking. Not a whole lot at least for monday. As we mentioned, maybe a few spripg sprinkles. Thursday, maybe a half an inch and maybe a quarter inch across parts of our inland valleys. Youll notice here on the temperature trend, things really do start to warm up as we head towards tuesday and wednesday. Were talking temperatures in our inland valleys back into the mid60s. Here comes that big storm system i was telling you about. A chance of rain moves in for thursday. And we could be dealing with decent rainfall amounts. Maybe even a foot of snow across parts of the sierra. Were going to keep on adding to that tally. Thats where our snow pack comes from. Thats where we really theyd it. Were headed in the right direction. Yeah, the skiers and snow borders getting all that extra snow. The resorts are all open. Especially the fact they didnt get any the year before or the year before.
