Are these part of the ballot blitz . They would be two of the biggest. Very significant. The twin tunnel proposal to move freshwater under the delta. We know about this. Its the cornerstone of browns legacy. Given the success on virtually every issue and the ability to convince the voters to increase taxes with proposition 30. What you think on the face of it that brown would be just fine in these areas. Maybe not. Lets take the issues one at a time. Moving water past the delta not a new topic. We have been talking about it for years. Do you think voters may be compelled to pass the initiative now after four years of drought . The drought works in Mysterious Ways for the governor. Most Central Valley farmers and urban dwellers, yeah, sure. But a coalition of fiscal conservatives and environmentalists of all things believe that the project should be scrapped. Conservatives think its too expensive. Environmentalists think it harms the delta. Its not good. You wouldnt expect to see these guys, normally enemies on everything. In this case on the same side, but they are. Politics makes strange bedfellows. Indeed. Interesting. The process not looking so good. Another initiative, high speed rail. Voters have already approved a 10 billion bond. We are talking about reports that are surfacing that this project will take years and many billions of dollars more than originally projected. It doesnt seem like voters are still on board. Right. Thats a good assessment. Recent polls, by the way, back you up and show growing opposition to the high speed rail project for a variety of reasons including the expense and projected routes. The fear that the state would be a perpetual sub diezer of the system that doesnt pay for itself and so many other factors. Sponsors of the Initiative Want to use the remaining bond funds, not spent for new dams and under ground storage. Thats how they want to do it. Use it for that. Dams and under ground storage. By the way, they want to making a cult the states primary source for water. They want to slip that in as well. Which may catch an awful lot of flak considering how much water is used other places. What do they mean making a cult the primary they want agriculture to be the states number onecipient of water. If there is controversy over water agriculture gets it first. What would that mean to millions of people who live in the city, suburbs and other users of water. They are lumping those things in hoping the water issue will slip under and be dove tailing peoples ire over the high speed rail. This is the part of the Initiative People dont understand yet at all. Got it. Okay. So we are talking about sponsors can get a Ballot Initiative doesnt necessarily mean it will pass and thats important. If people dont read the fine print they could vote for something they dont want. Absolutely right. The fact is twothirds of all state ballot measures are never implemented. Because the voters defeat them at the polls or perhaps the courts find them unconstitutional. Twothirds after hundreds of millions of dollars are spent to get them passed. So nothing symbolizes browns legacy as much as these projects but there is no guarantee the governor will get it through. He wont take chances. Not going to take chances and you can look for the governor to lead vigorous opposition campaigns in the months to come. A lot is at stake for so many interests. He doesnt want things to go through.
