Early for this backup. Gravel spill blocking three of your five lanes and looking at maybe 6 30, possibly 7 00 they can reopen all those lanes and that big backup will make some folks take 84 and a lot of build out of livermore. The rest of the bay moves very smoothly. Back to you. Mike, thank you very much. Breaking news to report on two different fronts and last months deadly crash of a russian passenger jet in egypt russian leaders are calling it an act of terrorists. Homemade explosives have been found in debris from the metrojet that crashed killing 224 people. At the same time, egyptian authorities tell nbc news that two airport workers are being questioned and detained in connection with that bombing. Isis has claimed responsibility for the blast. Also new this morning, russia offered a 50 million reward for information to lead to the perpetrators. Also new revelations in egypt come as the world remains on edge following the paris terrorist attacks. Isis has since released a new propaganda video vowing to attack, again, this time threatening the u. S. Kris sanchez checking the very latest on the United States response and what is president obama revealing about his strategy to fight isis . His strategy even with that isis video threatening a strike against washington, d. C. Is not to put u. S. Boots on the ground against that terror group. He says that would be a mistake. President obama is in the philippines this morning, but he is promising more air strikes and getting more nations to bomb as france is already doing. French warplanes are in their second day of dropping bombs on isis headquarters and iraq and syria. The president s strategy also calls for getting more kurds and iraqis on the ground to fight isi, though not more americans. As we speak this morning a usair carrier is on the way to the region. Secretary of state john kerry is meeting with french president holande and also to defend the president s position. The strategy Going Forward is the strategy ultimately that is going to work. With lebanon attacks and whats happened in egypt. With ankara, turkey, and with the attacks now in paris. We have to step up our efforts to hit them at the core where theyre planning these things. Reporter now the u. S. Cia director isis is planning more attacks and, indeed, this one was promised yesterday a propaganda video. Isis fighters an attack on washington like the one we saw in paris this weekend. Now in the last half hour or so German Police confirm that they arrested three people in connection with the attacks in paris, were trying to track this because we know at least one of the paris attackers is still on the run. Sam and laura. Well, you know, kris, as the discussion continues on how to fight isis people here in the bay area want to know more. Many lined up to buy a book called the Islamic State at a sold out world Fairs Council called undering isis in San Francisco. The books office spoke to them via skype via london. The book looks amateur and sell oil for money and have u. S. And russian weapons. They also communicate globally on the social media. The main stream media and they reach and they can communicate with the enemies. Isis has a captive audience in the middle east where millions of young muslims have no work and feel marginalized. But he says isis can be defeated. He cautions, however, a plan in place for the days after the defeat to prevent another Similar Group from forming. Meantime in the midst of a global refugee crisis across america this morning a growing call to block from the United States. A syrian passport, possibly a fake, was discovered near the body of one of the terrorists in paris. Now, many u. S. Governors say theyre not taking any chances. I will not roll the dice and take the risk on allowing a few refugees in simply to expose texans to that danger. At least 23 governors want the president to reverse his policy calling for 10,000 Syrian Refugees to come to this country over the course of the next year. While immigration is mostly controlled by the federal government, states can cut funding for a few programs. Sometimes job training, Language Skills and places to live and things like that. And, so, those programs are sometimes in part. Governor brown is vowing to work closely with president obama to ensure all Syrian Refugees coming to california are thoroughly vetted. Bob redell live there this morning with how they plan to keep everyone secure. Good morning, bob. Its worth noting that todays Training Exercise here at levi is not in response to the terror attacks in paris. But what happened in paris will be on the mind of Law Enforcement as they prepare to secure for super bowl l which is next february. This Training Exercise starts at 11 00. This morning it will run five hours long and 100 members of Law Enforcement will start participate. Not just the fbi but local Law Enforcement will participate, as well, s. W. A. T, hazmat, paramedic and train and not only secure the venue but how to respond to an unplanned event and incident. Part of todays exercise will focus on radio communications, excuse me, making sure everyone can get in touch with each other and choppers will also be involved. If you are in the area and see a helicopter landing in or near the stadium, do not be alarmed. This exercise runs from 11 00 to 4 00 and most of the activity and noise taking place around 1 00. This event was going to be oepen to the media, but yesterday the fbi changed its mind due to Operational Security. Its not clear whether or not they can respond to what happened. Reporting live here in santa clara, bob redell today in the bay. Sun splashed levi stadium and some sun in our future especially how clear it is to start the day. Clear and cold and all that sunshine will help warm up those temperatures and 40 in the east bay, but look at the difference between the east bay and San Francisco. Let me give you a closer look at the south bay because we are starting out in the mid40s expecting highs today to top out in the upper 60s in gilroy and palo alto 66 degrees and embarcadero at 63 degrees and mid60s for the north day and san ramon today reaching 63 degrees. Well check out the rest of the microclimate forecast coming up. Lets check in now with mike. Still tracking that slow down. We are, kari. Doing this probably another hour and maybe two hours potentially until 7 00 in the morning. Where were looking at this west 580 just slammed. Get across as we have the Movie Theater is jammed all the way up to the dublin interchange. Past there the dublin grade on this live shot looks just fine. The map will show you the backup continues to build from the 84 cut off and now folks are cutting down 84 and that is adding to the backup and some folks dont traditionally take that. The gravel still blocks three of your five lanes there and cleaning it up since 11 30 last night and that will continue to get all lanes cleared. 6 30, 7 00 is when well get the estimate from chp. Making Castro Valley the dublin interchange and a little easier as far as that drive goes. So far that is the only big backup and the bay bridge by comparison. Look how light this traffic flow is and no backup. Back to you. All right, thank you very much. 5 09. Coming up, taxpayers paid the bill, so where is the building they paid for . The investigation into a Bay Area Medical Center and the millions in missing property no one can account for. Go to drivers ed. Well show it to you coming up in business and tech. Im Stephanie Chuang live in berkeley where freedom leaders have taken over the steps at city hall. What theyre fighting for, coming up. Stay with us. Sam topvo taking a stand for berkeleys homeless population. Al happening now, taking a stand for berkeleys homeless population. An allnighter under way as socalled freedom sleepers fight against a proposed law they say is a crackdown on the homeless. Stephanie chuang live in berkeley where its all happening. Protesters hope to make an impact ahead of the votes scheduled for later today. They, do laura and sam. This sleepin started at 6 00 last night here on the steps of the Old City Hall and there are about a dozen people sleeping in tents you see there. The goal is to stop Council Members from passing two laws and the discussions start tonight. Also ban how much space the homeless can take up on the sidewalk and restrict shopping carts from being in one spot for more than an hour. The protesters also approached a planned high rise apartment complex where they say luxury with rent and say the timing is no coincidence. Just throw everybody out of town and make it miserable for them because you know the 50th anniversary of the super bowl was coming and were the closest town throughout the bay. And they want to clean up the city. Now the recommendation by the mayor and three Council Members says this will make their walk safer for pedestrians. Saying the city would make the transition easier. 100 bins for personal belongings for the homeless and providing mobile showers and protesters saying thats still not enough. These protesters are supposed to be here until 6 00 tonight. The 24 hours ahead of the 7 00 City Council Meeting. By the way, this is just a discussion. It would take more votes for this to become law. Live here in berkeley, Stephanie Chuang, today in the bay. Thank you so much. Now to an Investigative Unit exclusive. Taxpayers pay for it, so where is it . Tonight at 11 00, a Bay Area Medical Center and the millions in missing property no one can account for. Were talking about hundreds of pieces of equipment that disappeared over the past few years and theres no record of where any of it is. We cant say 100 that things werent stolen or, you know, placed in locations that shouldnt be. Its certainly possible. Since our Investigative Unit started asking questions, the Medical Center said it was able to account for about 8 of the items, but there was still questions about what happened to the hundreds of others. That story tonight at 11 00 right here on nbc bay area. If you have a tip for our Investigative Unit, give us a call, 888996tips or send us an email to theunit nbcbayarea. Com. A warning to consumers specifically drone owners this morning. Dont pay a drone fee. Because there is no drone fee. Scott mcgrew some companies are charging it anyway. Theyre opportunists. The federal government is working on a Drone Registration Program that could come as early as next month. Some companies are offering 25 fee. Theyll handle all the paperwork. Except there is no paperwork yet. The government hasnt issued any and the feds are saying dont sign up with anybody, we will tell you. Its unlikely the feds will charge anything for gift Drone Registration Programs and fill out the paperwork. It will probably just be an online form. The thought behind drone registration is to hold Drone Operators responsible for their behavior. Case in point the person who tried to fly his drone through a ferris wheel in seattle and the crashed and no one came to claim it. With the registration program, pe police would be able to track it to the owner. Whats behind door number two . A new car. A German Company has opened a car Simulator Lab in san jose. Getting ready to start out your day, lets get a quick check of weather with kari. I dont know how hes going to keep it like that when he steps outside because its so windy. Its been like, all day, every day. The past couple of days. As you head out this morning, more of the same as we take a live look at san jose. It is clear and still chilly and still a breeze every now and then and the wind will slowly relax as we go into the middle of the day, but picking up this evening and look at those current temperatures. Were anywhere from 40 degrees in santa rosa. If youre driving from the north bay into San Francisco, youll notice quite a bit of a difference from north to just to driving into the city. And our winds still up this morning at about 10 to 15. At times 20 miles an hour. At lunchtime, you dont have to worry about heading outside with your lunch and everything just blowing away, it will be a little bit more calm. And then for dinnertime, it will be definitely a much more of a breeze out there making it feel chilly as we go into tonight, as well, with those winds coming in from the north. Me take you hour by hour in oakland. Start out at 51 degrees at 7 00 and temperature warming up nicely. By 10 00, were already up to 60 degrees. 62 degrees at 11 00 and lunch very comfortable, and once again, not as windy. Few more clouds evening and then it will be windy, once again. Looking that futurecast. Just trying to get an idea of when we can see some rain, again. It looks like it will be quite a while. So, the rain that we had on sunday morning will have to hold us over for the next week or so most likely. Were not expecting any more rain. And temperatures will be warming up. The average in San Francisco, 63 degrees and well be up to 68 degrees as we head into tomorrow. And kind of this just staying around there as we head through the rest of the week. Lets check in now with mike with the heads up for the east bay. Thats right, kari. One key spot, folks. The rest of the bay, let me ease you over here. The rest of the bay moves pretty nicely and predictably. I will show you the bay bridge in a second and zoom into the big problem for the morning. Right around hacienda overnight blocking three of your five lanes west and the commute direction with the build out of the Altamont Pass and a crash at the dublin interchange just past the cleanup and we have the cleanup and a lot of folks down towards highway 34 or city streets through dublin that will be an issue building now as that commute comes in. We do have a truck fire west 580 at north over on the shoulder a distraction and ease some of the folks coming in and that build is right there. Well show you that dublin interchange backup and building beyond that and the bay bridge toll plaza just starting to get busy, as well. Back to you guys. Coming up, guns kept out and in plain sight. The targets for thieves. Those you would least expect that are being careless with their weapons. We investigate stolen guns from Police Officers. The numbers and how many guns end up in the hands of criminals. Now to an Investigative Unit exclusive laura 2shot it seems we hear about a criminal now to an Investigative Unit exclusive. It seems we hear about a criminal case involving a stolen gun at least once a month. Perhaps the most shocking case involved kate steinle with a gun that had been stolen from a federal law forcement agent. We sent our Investigative Unit in search of how often guns are stolen. Reporter nationwide we discovered nearly two million lost or stolen guns reported to the fbi just in the last it ten years alone. We asked for a list of stolen guns from Major Police Departments throughout the bay area. Federal, local and statewide. We found 358 guns that have reported, lost or stolen from Police Officers just in the last five years alone. All but a handful of those weapons had never been recovered. Federal Drug Enforcement agency said their agency reported lost or stolen guns in the last five years and not just cops, the fbi also reports more than one million guns were stolen from everyday legal gun owners. Experts say that poses a huge safety issue for the rest of us. Because they say the data shows most of those stolen guns are later used in crimes. If you want to see more about this story, we have the full breakout, plus we talked to people intimately ll ll lly in this issue. Guys, back to you. Stephen, thank you. Joining us. Im laura garcia cannon. A very good Tuesday Morning to you. Thanks so much for joining us, im laura garciacannon. Im sam brock. A great start here to your Tuesday Morning. Very similar to what weve seen and its nice and clear out there. Nice and clear and so very cold and the winds will slowly relax as we go into late morning,y afternoon and increase as we go into the evening. As you step out, this is what you can expect. 39 degrees in the north bay. While the east bay is at 50 degrees and highs today reaching into the mid60s. Much more comfortable this afternoon and a quick warm up in those temperatures. The warming trend continues as we go through the rest of the week. Ill show you that coming up in a few minutes, but lets see how the commute is rolling now with mike. Commute is on, kari. Key spot the trivalley started very early because of a gravel spill. This is west 580 and the sign going the other direction towards el charo and folks are bailing out to get on the city streets. Look at your map and ill show you the reason why the gravel spill blocks three of your five lanes and its actually hacienda and folks bailing out right here and well show you the option. Highway 84 is one way to get out of the traffic and down towards 680. If that is your route. The city streets through clemson on the other side of the freeway with dublin going to be really busy over the next hour until they can get that cleared. We hope to have more lanes cleared by 6 30 and all lanes cleared by 7 00. A backup at the bay bridge because the metering lights should be turned on any second here. Back to you. Mike, thank you. Were following breaking news that we have been tracking all morning. For the first time, russian leaders are definitively calling last months deadly plane crash in egypt an act of terror. Russias chief of security says that traces of homemade explosives were discovered in debris from the metro jet crash that killed 224 people. At the same time, egyptian authorities tell nbc news two airport employees are now being questioned and detained with that bombing. Isis has claimed responsibility for the crash. Also new this morning, russia offered a 50 million reward for any information that leads to the perpetrators. News of that terror attack stands as the tragedy in paris remains fresh on everyones minds this morning. World leaders are coming together to bring an end to the violence and to defeat isis for good. We have Team Coverage on how the u. S. Is responding and plus the push to keep Syrian Refugees out of some states. Kris sanchez in the newsroom and, kris they say the u. S. Is next. Isis fighters made a very specific threat against washington, d. C. In a video released just yesterday. This is one of the reasons that the president is under attack for refusing to put boots on the ground against isis. More on that. First, we want to take you to paris and the video we just got in our newsroom in the last half hour. That black car was used by one of the attackers. We are following that. Also, were following the president who is in the philippines this morning. Standing on his strategy to not put u. S. Boots on the ground against isis. The president is already stepping up air strikes in syria and working with more countryries countr countryries to bomb and french warplanes in the second day of dropping bombs on headquarters. Now as we speak this morning, a usair carrier is on the way from virginia to the region in a mission against isis and secretary of state john kerry is in paris meeting with french president hollande and to defend the president s position, as well. The terrible events in paris were, obviously, a terrible setback. Even as we grieve with our french friends, however, we cant lose sight that there has been progress being made. The strategy that we are putting forward is the strategy that ultimately is going to work. Now the cia director is planning more attacks and in this propaganda issued monday a promised attack on washington, d. C. , as one we saw in paris. Now, in the last hour or so German Police confirm that they have arrested three people in connection with the attacks in paris. And we are tracking this as we know that one suspect in the paris bombings is still on the run this morning and there are countless accomplices. Laura . Some governors take matters into their own hands and rolling out the welcome mat and saying no to Syrian Refugees. Today in the bay tracie potts live in washington with now a symbolic move by 23 states, tracie. Up to 26 now. Those states that oppose and are flat out rejecting Syrian Refugees. Their concern, laura, is that if theian refugees are allowed into this country and allowed into their states, isis can slip in. Some of these people fled their homes and do they have i. D. That can track and what is the screening processes and lots of concerns by these mostly republican governments. All but one are republican. Now, the Obama Administration says that they do have measures in place to make sure they can screen and taking a look at whether or not states can practically or legally refuse to take these refugees. Stop people from driving into your state and settling there. Also looking at the legal ramifications of this. President obama has said it is against our values not to help with this massive humanitarian crisis and getting a lot of push back. No doubt, thank you very much. The fbi is teaming up with Law Enforcement agencies to make sure that everyone is safe. Bob redell is live with their plan, bob, ahead of super bowl l. But not in response to the terrorist attacks. This is something that was planned in advance, sam and laura. With regards to the plan, the media was going to be allowed to watch this fivehour training event today at levi stadium being ahead by the fbi. But yesterday the fbi changed its mind. Said the media would not be invited out of Operational Security concerns. Clear that is in response to what happened in paris. Running from 11 00 to 4 00 today and about 100 people from Law Enforcement not just the fbi, but local agencies, as well, including hazmat and medical teams and the bomb squad and what not and the s. W. A. T team just to get training done and secure the venue for super bowl l. We did speak with a retired fbi agent and heres his thoughts on why thinks paris might shy away from super bowl l. They look at these huge events as something maybe they cant penetrate. Were going to go in another direct. So perhaps a large event and the iconic events are safer in some ways. The fbi will also be incorporating helicopters during todays training event. I bring that up so if you do see a helicopter landing in or near the area, do not be alarmed. Again, this is a fivehour event. Runs from 11 00 this morning until 4 00 in the afternoon. The peak time of activity is around 1 00. Protesters have been sleeping here on the steps of city hall fighting different issues that council is supposed to take up tonight. One is what they call Police Chasing the homeless. One ordinance about half a mile away from here would allow police more access at night with their cars to drive out the homeless. Also discussion tonight about stopping a luxury highrise housing complex in downtown and another possible yourination and defecation in public. That would also limit how much space the homeless can take up on the street and shopping carts being in one spot for more than an hour. The homeless here in berkeley say this city is turning a blind eye to them. If you do not want Homeless People camping around your town or in your doorways, you are continuing complaining about it. Why aren we talking about an open camp ground. Inmayor and three Council Members are cosponsoring these measures and make sidewalks safer for the families and businesses here and make the transition easier, including a Storage Facility with up to 100 bins for personal belongings for the homeless. More bathrooms and showers in the downtown areas and protesters continue to say thats still not enough. They are set to be here for this sleep in and for the demonstration until 6 00 tonight. Tech companies and Security Services have been overencrypted messages. This one, for instance, and, again, we have no evidence it was used in the paris attack, but this one has been a worry in europe where its more commonly used. Security services say they cannot crack telegram. A lot of buzz about the playstation, as well. Not the video games themselves, but the messaging service. European Security Services were raising concerns just before the attack about video game messaging. These are less secure, were pretty sure governments can read them, but just so many messages moving back and forth. Secret messages might be harder to find. Do keep in mind three of the attackers were brothers and may have simply planned the attacks around a kitchen table, not over messaging apps. But, nonetheless, director of the cia said yesterday encrypted apps were hampering spy agencies. On the other side of this argument is tech and notably tim cook. I said this before and ill say it again. His speech at stanford last february was one of the most important in years. This was the cybersecurity summit where president obama asked for more cooperation. Ing american messages and hightech and tim cook specifically said respectfully, no. It looked like spacex will win the contract to launch the next Spy Satellite because nobody else bid. Thank you very much, scott. Well, san jose downtown ice opened for the holiday season. Our very own mike inouye emceed last nights opening ceremony. Its a little longer than normal so for the people in town for the super bowl can check out the activity, as well. So, we saw you at the podium. Did you actually get on the ice . I did. And kristi saw me as she was leaving i was putting my skates on. She was really disappointed. Ill just give her the benefit of the doubt. Thats always a cool event, though. Its fun. Hawaii theme. Hawaiian airlines. Keep the ice in tact. Temperatures are warming up a little bit here, kari. In the 70s by the end of the week especially in the south bay looking at warmer air moving in after such a chilly start to the week. Maybe youre looking forward to a nice little warm up. As we take a live look now at the bay bridge. You can see the camera is shaking around. It is still breezy out there. And weve had such high winds the past couple of days behind that cold front that moves through early sunday morning. And now all of our microclimates show much cooler temperatures in the east, as well as the north bay. While San Francisco is at 52 degrees. Lets take a look at that north bay now. Where its 40 degrees in napa and petaluma 42 degrees and our winds coming in from the north and northwest. Thats 10 to 15. It will calm down through the late morning, early afternoon hours. But look at what happens this afternoon. The winds pick up, once again, and by tonight we will have sustained winds anywhere close to 25 to 30 miles an hour. So, still breezy and no dry weather in this forecast. Lets take a look at what the gfs is showing. One of the computer models that give us an idea if were going to see some rain and there is nothing in here for the next several days heading into the weekend, with more cold fronts moving in.
