Upper 50s there as we roll through the midmorning hours. By the time we get to lunchtime, 75 degrees, that sounds like a nice day to take the lunch outside. The breeze will also settle down compared to what we had yesterday. And also compared to yesterday, warmer temperatures, we have low 70s there in downtown San Francisco, and as we go into our inland valleys, well see 80s to upper 80s in places like concord. This warmth will stick around for a couple more days, but then were tracking changes in the longrange forecast. Mike is going to show you what hes found in san jose. We saw a big backup, but in the last 90 seconds i saw another set of flashing lights travel north past our camera, heading toward mckee where there is a report of a crash. More focused over here, but its clear by the time you get to oakland road. So better traffic than you might expect oakland road and farther north on 101. That should release traffic once they clear those lanes. South 680 with a little build toward sunol, and 880 past 92 where the san mateo bridge picks up the volume, standard pattern over at contra costa county, and coming down out of the north bay. Developing right now, today in the bays bob redell is live outside of sunol glen elementary school. Bob, that decision came only after deputies had to clear out people in the heated meeting . Reporter they did, laura and marcus, because some parents were loud, and in some cases extremely angry. At issue is this flagpole behind me at sunol glen here. Sunol is a small town between fremont and pleasanton off of 680. The issue is the flagpole. Back in june someone tore down a gay pride flag the school had hoisted on campus. The staff put it back up, which triggered complaints, and in a meeting last night of the school board, the Board Meeting to decide whether or not to allow the pride flag to fly again. Order we are going to end this meeting. Reporter as you can hear, there were interruptions, lots of yelling, several calls for order during this packed meeting last night. Just minutes after Public Comment began, deputies with Alameda County Sheriffs Office had to clear the room. Everyone in the audience, except for the media, was kicked out to allow the board to continue to debate without interruptions. The board passed a resolution by 21 that immediately limits the type of flags that can be flown here at Sunol Glen School to just the u. S. And california flags. No gay pride flag. The superintendent was not happy with the decision, given that the staff here at sunol glen supported flying the pride flag. It was a little disappointing, given the fact that the entire staff wanted to have this resolution, and yet the board that oversees that staff didnt support the staff. So that feels a little theres a disconnect there. But they certainly have the right to do that. I was taught a different america. I was taught an america that people saw as something that was a light in the darkness of the world. And now were just turning on each other. This is something that needs to happen in all 900 plus School Districts in california. We need to clarify that school is funded by taxpayers, californians under the state flag, and that our United States american red, white and blue flag is the most inclusive flag thats ever existed. The superintendent says that for the children what happened last night is a lesson in democracy in action, and shows the children that if you dont like the boards decision, people can vote them out during the next election. Well, a popular east bay track coach is now being held without bail, accused of forcing two women into prostitution. One of them a student. 39yearold Kyle Whitmore coaches track at Diablo Valley College where he previously won coach of the year. He also teaches at the college. Hes now facing pimping and Human Trafficking charges. Prosecutors say one of the two accusers is a College Student who reported those crimes to authorities at the school. Fellow students, they are in disbelief. Im still speechless, because it hit me real hard today. It makes you realize that, no matter how safe we may feel, theres always stuff going on behind the scenes. So far, prosecutors are not revealing the specific Details Behind those charges, but whitmore has now been placed on indefinite leave. 6 05 right now. Happening today, the man accused in the violent hammer attack in Nancy Pelosis home is due in court for a status hearing. David depape is accused of seriously injuring paul pelosi last summer. Depape is facing state and federal charges. Todays hearing is tied to the state charges. Depapes Attorney Says the federal trial will likely take place first, and that may begin as soon as next month. New video this morning of russian president Vladimir Putins facetoface meeting with north Korean Leader kim jongun. Kim arrived by armored train and the two men are meeting today at a russian spaceport. The north Korean Leader is expected to ask russia for economic and military technology, as russia seeks fresh ammunition supplies in its war with ukraine. The clock is ticking in sacramento where state lawmakers are pushing to gather enough votes on three closely watched proposals before the session ends. Today in the bays kris sanchez joins us in the newsroom. These bills may bring changes to food, environment, even how some people relax. Indeed. Californias legislative session ends on thursday, and bills that pass go on to Governor Newsoms desk for him to veto or they become law with or without his signature. One of the bills the governor can sign or veto would outlaw four chemicals in our food and drink. They are red dye number 3, potassium bromate, vegetable oil. And add color and shelf life. The chemicals are banned in europe over health concerns, but if this becomes law, it makes california the first state in the nation to ban those chemicals. Another bill focuses on making sure that people and Business Owners understand the impact of Climate Change on their businesses, then it asks them to come up with a plan to address their risk. So this could affect people who live in wildfire country, for example. Opponents Want Companies to get this information through National Disclosure rules. They say its not necessary for california to get involved, but the policy group that supports this bill claims that the bill would impact some 10,000 companies. After a busy legislative session, lawmakers might be looking to relax, if they pass a bill introduced by assemblyman matt haney, they might be able to go to a cannabis cafe which will allow them to sell food and beverages and have live entertainment. Governor newsom has this is a slew of other bills on his desk. He could get more before the session wraps on thursday. The leaders of all the Major Ai Companies will speak to senators in a closeddoor briefing. It was Senate Majority leader Chuck Schumers idea, who says congress waits far too long to create policy and laws around new inventions. Oakland City Council Community and Economic Development community gave unanimous approval for the new stadium on the vacant property used as overflow parking. It would be the home to two new teams not new, but roots fc and oakland womens team. The stadium would hold about 10,000 fans. The measure moves to the full council next tuesday and it comes as root sc opens up its ownership opportunities. The new Investment Campaign starting today will allow anyone to become an investor at the cost of just 100. How about an extended mix for outside lands . The second outside lands event is now reportedly in the works. San francisco supervisors have given the green light for organizers to hold a second weekend of concerts. Its expected to be a scaleddown version of the main festival. The citys rec and Parks Department is driving the effort as a way to generate new revenue. The new concert permit is for three years and takes effect next summer. Always such a huge event. Pretty good acts, too. Lets get you ready for the day, having warm temperatures for everybody. Were going to start off our morning seeing the peek of the sunrise over livermore at 58 degrees. In San Francisco, were waking up, also, in those upper 50s. As we go throughout the day in San Francisco, were going to see most of that fog hanging around the coastline. By around 10 00 this morning, were seeing some patchy fog hanging around the east bay shoreline and down into parts of gilroy. If you have any plans that require sunshine today, i promise you that its coming. By the middle of the day, more clearing in the north bay, through the east bay and south bay, and that will help keep temperatures cooler closer to the water as we go through the middle of the day and that cloud cover hanging on. As far as everybody else goes, well feel temperatures slightly warmer than yesterday. Well do upper 80s in santa rosa, low 70s in the city. As we go into the east bay and into solano county, how about 90 in fairfield . Thats a good way to get through the middle of our workweek. Well do 80s in the south bay as well. Tomorrow you wont feel that much of a change. Were also looking at more storms hanging mostly to the pacific northwest. That storm track staying away from the bay area. As we go into the start of our weekend, were going to see friday morning with some fog, maybe drizzle closer to the water. But this is also going to start to usher in more of that cloud cover, more of that breeze as we go into the second half of the weekend, and some showers start to pop up. So if you have any plans to head up this weekend into parts of Northern California through the central sierra and down into parts of yosemite, do be careful and check the forecast, which you can do on the nbc bay area app. Were looking at showers to the north and to the east of the bay area. Southbound 680 continues to slow, fremont, pleasanton and sunol show slowing for southbound 680. We had a lot of slowing at the dublin interchange and then it cleared up again without incidents reported. Over here we have more slowing, hayward toward union city, just a bit for the nimitz. Highway 4 Holding Steady with a nice traffic flow, and 242 south toward concord, walnut creek, and then a little blip around the interchange for 24. So were seeing the same pattern we typically see. Let me tell you the story of ken in los gatos and the internet router sitting next to him. Ken and his family just moved here from chicago. They shipped their stuff and flew the final leg. Ken packed that router in his carryon bag. Tsa flagged his bag, searched inside and sent him on his way. When ken arrived here, his router was missing. He contacted tsa and found his router in tsa lost and found in chicago. Ken says tsa expected him to pick it up in person or pay to ship it. Ken disagreed because hes confident the agent forgot to put the router back in his bag. So he contacted us. We contacted tsa. You might find it a hard morning to take off those blankets. This wednesday is going to be filled with lots of sunshine. As we take a look at our weather headlines, were going to start off with patchy fog, warming up this afternoon. Nice, comfortable 70s and 80s on tap. Well talk about what we can expect with hurricane lee, where its moving right now and the possible impacts for people, and possibly for you if youre traveling the next couple of days. And cooler changes in our longrange forecast. 6 31 right now. Happening today, cal state students bracing for a new reality and it will likely involve higher tuition costs. Were not talking about just one hike, but a series of increases that will add a lot of change for a lot of incoming students. Today in the bays kris sanchez is poring over the numbers this morning. Tell us what this may mean for a lot of those families. College is expensive. College is expensive, and you have a High School Senior and this has been the hot topic in our house, pretty much the only topic in our house for a while. Csu trustees stay this is not going to affect the majority of students because of grants or waivers. But when you consider that the cal state system is the largest Public University system in the nation with nearly a half million students, we are still talking a very big impact. Here is what the csu proposal looks like. Tuition would increase 6 over five years, starting next fall. That would work out to about 342 more per year for a fulltime undergraduate student and about 2,000 more by 2027. Now, the csus chief Financial Officer says trustees really have to consider what would be just the second tuition increase in 12 years, to get the University System back in the black. He says csu spends more to run the 23 School System than it brings in, and currently the csu system has 1. 5 billion funding gap. This proposed increase would generate 840 million in new funding over five years, but opponents say this comes at a very big cost to the students that the csu is supposed to serve. It would be a lot of stress on the students, it would be a lot of stress on the students parents. Trustees in long beach need to sharpen their pencils and come up with other way to say come up with money other than putting it on the backs and shoulders of the students. Reporter so on average, the csu tuition for an undergraduate fulltime student is about 5,700 per year. To compare, tuition in the uc system is more than 14,000. Neither of those figures include housing. Now, those csu professors, and you heard from one of them, they are fighting for a pay raise. They oppose this tuition increase. They say it just makes it hard for people to consider the goal of higher education. By the way, i was curious, what was tuition when i was in college . I didnt know because my parents were helping me and i had loans. 3,000 for tuition and fees. What a difference. A huge difference. And its difficult when your kids do the work and then they have to choose where to go based on finances rather than right, and the colleges trying to keep up as well and the professors. It goes on and on. Everybody is affected. Were all feeling the tighter squeeze these days. Thats why we make our coffee at home, right . Thats true. Saving all the pennies, and sucking up to uncle marcus. That little trust over here. A lot of nieces and nephews, marcus. Theyre all going to take care of you when you get old. Amen to that. Its worth the investment. Thanks, kris. Happening today, five Police Officers in pittsburg and antioch are expected to appear in front of a judge for arraignment. Theyre accused of taking bribes in exchange for avoiding traffic citations. State prosecutors are filing the charges. There are separate federal charges filed against some of the officers tied to an fbi raid last month. The case centers around alleged racist and homophobic Text Messages sent across both departments. Some of the officers in court today are involved in both cases. An east bay luxury car dealership is getting more help from Law Enforcement. This is after being repeatedly targeted by thieves. Security cameras caught the latest incident just about 24 hours ago at Platinum Motors in martinez. Thats when the general manager says two men ransacked the offices looking for keys. They made off with a bmw worth 107,000 and an audi worth 80,000. He says insurance will cover the losses, but he said the scary part is the thieves actually grabbed about a dozen set of keys and hes afraid theyll soon come back for more. We moved from san leandro to martinez for the same reason, and it keeps happening. They keep following us because the cars that we have here, as you can see, theyre highend cars. He tells us police have already agreed to boost their patrols and security guards will now sit on site. 6 36, and a live look this morning at sunol glen elementary school. This is where a controversial decision is bringing out emotions on both sides. Last night the debate centered around the school flying a pride flag, which triggered heated confrontation and those deputies were called in to keep peace. Eventually all attendees were forced to leave and the Board Members decided only the u. S. And the state flag can be raised at the school effective immediately. New at 6 00, Governor Newsom is headed to china to talk about Climate Change. The Governors Office says the trip is set for late next month. Newsom wants to maintain a relationship with china, despite tensions. He says its important for the state of the world, for the u. S. And china, to Work Together to combat Climate Change. We dont know if newsom will meet with chinas leader xi jinping. In just a few hours, dreamforce resumes in San Francisco, with what organize ers are calling the biggest ai event in the world. Thats the backup toward the bay bridge. The maze, look at all of these roads. Thats where there was a fire reported. Turns out crews on telegraph near the freeway reported a small fire near the freeway. Not disrupting traffic. Were looking at a good, smooth flow still. But the bigger build continues. Look at this pushing toward the bay bridge. The traffic shifted over to 680 toward the benicia bridge and that might be why were seeing traffic slowing through the walnut creek area, as well as south 680, joining up as you head toward Pleasant Hill and lafayette and orinda. Authorities in pennsylvania have finally captured a prisoner whose escape went viral following nearly a twoweek manhunt. Danelo cavalcante was convicted of killing his girlfriend. The camera captured him crab walking up the prison wall to the roof of the building, where he escaped. Yesterday he stole a rifle from one homeowner who shot at him. Deficit spending is a big concern in washington. Some in congress say its time to stop spending. When they say stop spending, they literally mean stop spending. Good morning to you. A group of lawmakers are simply going to refuse to authorize any more government spending, even if a continuing resolution or cr, meaning the government would shut down at the end of the month. Here is republican congressman ralph norman from south carolina. We got rolled on the debt ceiling. Were not going to get rolled again now. Were going to use our votes to defund as many things as we can. Cr im not voting for, as many arent, because it funds all the bad things we say we are against. The white house warns one of the very first programs to be affected will be wic, food aid to women, infants and children. The white house says wic needs emergency funding, but were talking about no funding for anything. Some of the same lawmakers calling for a Government Shutdown are also calling for speaker of the house Kevin Mccarthy to resign. They say hes not conservative enough. Yesterday, just hours before a scheduled speech to call for his ouster, mccarthy announced he was ordering an impeachment inquiry into president joe biden. Its been a while since we talked about impeachment. To clarify, nobody has been impeached. The first step is an inquiry. Thats what mccarthy says hes authorizing. But usually theres a vote to authorize an inquiry. In fact, back when Speaker Pelosi tried to do an impeachment inquiry without a vote, it was mccarthy who called her out and said, hold on, you cant do that, we need to have a vote to launch an inquiry. Here is that document from back during the very early days of the first trump impeachment. This time around its not clear mccarthy has the votes in his own party to authorize the inquiry, because he hasnt specified specifically what biden should be impeached for. The inquiry, he says, is going to find that. Republican Congressman Ken Buck told nbc, quote, theres not a strong connection at this point between the evidence on hunter biden and any evidence connecting the president , so i am more focused on the issues that i think Americans Care about. Impeachment needs to be about the dad, not the son. Now, it is pretty clear by now, hunter biden got his wealth off proximity to his father. Nobody is really questioning that. The president and first lady will convene their cancer cabinet today at the white house and announce a quarter billion in new funding to detect and treat cancer. I did want to take a second and talk about whats happening with hurricane lee in the atlantic and why it could impact you if you have any travel plans. Right now its a category 3 storm. Its avoided puerto rico. And for the most part, it should avoid a direct hit there in florida. As we continue to track this storm, its going to stay mostly parallel to the eastern seaboard. Look at these winds as we go into friday, saturday, becoming a category 1 storm, breaking down by the time that we see these impacts in parts of maine, nova scotia. But we are still looking at some very gusty winds. It could bring about more water with this storm and some flooding concerns. But what it could mean for you is if youre traveling to the east coast, you could see some delays as that storm system comes closer to the coastline there. Investigators say on the 14th of july, several men shot into a moving car on crestview drive, killing a 24yearold passenger and seriously wounding another. Cal state students are bracing for tuition hikes. Trustees today are expected to vote on those proposed hikes. It calls for tuition to increase by 6 every year over five years, starting next fall.
