A snow day for millions of students from philly to boston. Lay a lot for some travelers across the country. More than 6,000 Flights Canceled through tomorrow. In just the past few minutes here in central park, it has already started to come down a little harder. And a little faster, as well. Multiple governors have declared a state of emergency. Officials urging folks to stay inside for their own safety. Let the blizzard begin. Snow, quickly piling up in the northeast overnight. The storm, affecting 70 Million People. New york city anticipating up to 20 inches of snow. Parts of massachusetts, could get two feet before its over. Thousands of schools in the storms path closed for the day. I jumped out of my seat and shouted hooray. Reporter precautions for a storm barrelling to the region. Wind speeds expected to reach 50 miles per hour. Reducing visibility on roads and tearing down power lines and trees. Officials urging the public to stay off the roads. Connecticut, taking it a step further, issuing a statewide travel ban this morning. Word of the powerful storm system has already left a mess in the midwest. In chicago overnight, a pileup of at least 20 vehicles, shut down an expressway. Minor injuries were reported. And in wisconsin, officials are investigating two snowrelated deaths. Millions now hunkered down, riding out the storm. As this potentially historic noreaster buries the northeast. Snow days galore right now. Boston, philadelphia, new york city, fairfax county, virginia, all of them cancelling schools. We should also note here in central park, right now, we are on pace to break a record that has stood since 1888. Matt, savannah . All right, craig. Thank you very much. Al, this could be one of those days when a couple of miles can make a big difference. We are seeing that right now. Heading towards the jersey turnpike. The exit for Newark Airport. Heres the radar. And look closely. You can see this area of pink and purple starting to move towards philadelphia. This is atlantic city. Back in washington, d. C. Weve got a frozen mix going on right now. Thats going to be the situation this morning. Changeable weather, as we move during the day with this storm. Right now, winter storm warnings, advisories and blizzard warnings for 70 Million People. As we drill down, 31 Million People at risk for a blizzard. Heres what were looking at for you. Well time it out. Midday new york, heavy snow, changing to sleet and back to snow. Boston, heavy snow, two to four inches per hour. As we move on into this evening for the commute. Heavy snow. Rain into new york state. A frozen mix and back to some snow. This mix in boston will turn into a windswept rain. And it will continue to push to the north wednesday morning. It gets out of the boston area, new york. The wind dies down but we have a frigid morning. Whatever is on the ground, is going to stay there. Heres what were calling for right now. As far as accumulation, philadelphia, five to ten inches. It will be closer to the five and the ten. Mt. Pocono, away from the warmer waters and the warmer easterly winds. Youll see 22 to 28 inches. New york city, 9 to 15 inches of snow. Albany, 16 to 22 inches. Interior new england, the same. Boston, about 8 to 12. Portland, 10 to 16 inches. And with all this wind and all this heavy snow, weve got the threat for wide scattered Power Outages from eastern pennsylvania and especially as you get up into northern new england. Guys, again, the difference between this Storm Tracker that gets closer to the coast, thats going to bring in warmer, moister air. Thats why we will see mixing. Hes at new yorks la guardia. Good morning. Reporter its a ghost town here. And not just the American Airlines terminal. All of the terminals are empty. The tsa checkpoint is closed. Nothing happening here. And thats to be expected in the busiest airports of the country. Take a look at the flight aware misery map. We love this. Good illustration of what is happening. New york city, lots of red, with a total of 7,600 Flights Canceled nationwide between yesterday, today and tomorrow. All of the airports in and around new york city, affected. Move up to boston. Big red there. American airlines tells us, in boston and new york, they dont expect to recover and reopen until midday tomorrow. Lets move on down the coast, to the flight of our misery map to washington, d. C. And philly same story. Theyre not going to recover fast. Washington, reagan and dulles, those two airports may start to recover today. They may recover today. But flights and planes were out of position. If they miss a flight, for example, a dallas to la guardia leg, and that plane is not in position for the next leg, theres a Ripple Effect across the country. This could take several days to recover when you have so many people who have missed their flights and need to get from point a to point b. A long recovery. The airlines have waived the change fees. Evident the blizzard of 2017 is here. Very easy to see. Right now, were driving north on i95, near Newark Airport on the turnpike. This is where you see the change in forecast so clearly. What were looking at is the quickly transition from rain to snow and ice. No better way. We talk about noreasters and i95. It connects major cities. It is tricky. It is almost an imaginary line between all three types of precipitation. If you see a radar, you can tell. If youre going to be driving to the south and to the west today, or south and east today, youll see more rain. Youre going to go from heavy snowfall, down to whats going to start looking like rain. And theres a lot of reason that matters. As weve been driving today, in the last five, ten minutes, we went from heavy snow and we started seeing sleet. You start to slip and slide out there. What also happens, theyre trying to treat the roads here. Some places look great. You can tell where the roads are treated with salt. But if you see rain, and you switch back to snow, no more salt on the roadways. Its going to be an awful mess, matt. Is someone in the backseat snoring or is that the windshield wiper . Up to seven inches in other parts of the state. Currently were under a snow emergency with blizzard warnings north and west of the city, what experts are calling the deadly and lifethreatening storm. These streets for the Tuesday Morning commuters who are determined to get to the office, they have to be extremely careful. Thats when the snow and the sleet is expected to hit the hardest. And temperatures right now are just at freezing. That is expected to stick. Once the wind gusts come, we have to see up to 35 miles per hour. Thats why the city has already deployed more than 400 plows. They have up to 50,000 tons of salt at the ready. People are stocking up on food. Theyre stocking up on water. In massachusetts, blizzard warnings have been expanded to the western and central part of that state. Miguel almaguer in worcester, an hour north of boston. Good morning to you. Reporter good morning. We are looking for a recordbreaker here in massachusetts. Here in worcester, we are talking about 16 inches of snow. Over in boston, a foot. They are also talking about the potential for killer cold. With all of this snowfall, they expect hundreds of thousands of people across this region to lose power. Thats a major concern here later on today. The light snow thats falling now will turn into steady snow later on today. Theyre worried about coastal flooding in the area. The governor asking everyone in this region to stay off of the roadways. At grocery stores, they are stocking up as quickly and as fast as they can. We have seen a rush on every kind of perishable imaginable. They are bracing for a steady storm. We have light snow but expect it to come down steady and all day. Back to you guys. Anticipated estimates of the replacement for obamacare are out this morning. This report shows that the new plan would drive up cost and cause millions to lose their coverage. Well talk about that with tom price in a moment. First, nbc National News correspondent Peter Alexander is at the white house for us. Good morning. Reporter good morning to you. A lot of americans will be digging out of the snow today. Right now, the Trump Administration is digging in, dismissing that nonpartisan analysis. Tom price says the Budget Office simply has it wrong. The findings are making republican plans for overhauling health care a lot tougher sell, even within their own party. Its first checkup, not a clean bill of health for the republicans obamacare replacement. Trumpcare means higher costs for less coverage. Reporter the plan would leave 14 million uninsured next year, according to the congressional Budget Office, which estimates that number can jump to 24 million in the next decade. Taking 24 Million People and pushing them off their coverage. Reporter despite promising lower deductibles, the gop plan would drive up out of pocket costs and slash 880 billion from medicaid, despite Trumps Campaign promise. Save medicare, medicaid and Social Security without cuts. Have to do it. If there was ever a war on seniors, this bill, trumpcare, this is it. Reporter but republicans were quick to push back. You read this report. Im encouraged by it. We disagree strenuously, with the report that was put out. Its just not believable. Reporter trumps team touting reports, finding the bill would save the government 337 billion over the next decade. But even some prominent republicans are skeptical. I dont think this is particularly good news. If theyre half right, thats a lot of people that would be uninsured. Reporter new signs of an old rift between paul ryan and the white house. Im not going to defend donald trump, not now, not in the future. Reporter newly released audio from a Conference Call has paul ryan talking to republicans, expressing concern over candidate trump from an access hollywood tape. We have concerns of our nominee. Is it going to be a turbulent month . With respect to donald trump, i would encourage you to do what you think is best and do what you feel you need to do. Reporter nbc news has not been able to verify the recording, the substance of the call and ryans comments were widely reporting at the time. Trump tweeting a day after the call, our weak and ineffective leader paul ryan had a bad Conference Call when his members went wild with loyalty. He sated, the world is well aware of this history. And obviously a lot has happened since then. Still, this morning, no proof, ten days after President Trump accused his predecessor of wiretapping his phones. He said they were in quotes. Reporter the two tweets accusing mr. Obama of tapping mr. Trumps phones, did not have quotes. When should Americans Trust the president . Is it phony or real when he says that president Obama Wiretapped him . He doesnt think that president obama tapped his phone personally. Reporter but aides are not ruling out that someone in the Obama Administration did. Can you say firmly, that when the president says something we can trust it to be real . If hes not joking, of course. Every time he speaks, hes speaking as the president of the united states. Reporter the Trump Administration missed the house intelligence committees monday deadline to turn over any terms that back the president s claim. The Justice Department has asked for more time. The Committee Says it wants the wiretapping information by next monday. They will consider a subpoena. Peter, thank you. Tom price is the secretary of health and human services. Mr. Secretary, good morning, thank you for being with us. Hey, savannah. Wonderful to be with you on this chilly morning. A chilly morning. We have issues with the number, but before we get too wonky, well cut to the campaign. During the campaign and as recently as january, the president said, in no uncertain terms, insurance for everybody. Everybody has got to be covered. And he added, they will be beautifully covered. Obviously, this is not how it has turned out. Is it time for the administration to level with the American People and say, some people are going to lose their coverage . The fact of the matter is, if you look at the plan, what the president said is absolutely right. Lets think about why we are in this situation. The fact of the matter is, that obamacare has failed. The president met with a group of folks at the white house, who have been harmed by obamacare. Whether it was moms or dads who couldnt find coverage for their kids or who lost can i just stop you right there. I want to zero in on that point. Its better to look at the whole picture. I agree. But are you saying no one is going to lose coverage urn this plan . Because thats pwhat the presidt promised. What were saying is that the Current System has failed. You got onethird of the counties in this nation that are offering one coverage policy. Five states, only one coverage policy. Premiums going up. Deductibles going up. The Current System has failed. And the cbo doesnt account for that. Secretary price, though what the report looked at, was onethird of the plan. Thats why you cant look at this in isolation. With our whole plan, every american will have access to coverage. It will be coverage that is more responsive to them. That will allow them to choose and will be less expensive than the Current Situation. You heard what Lindsey Graham said. If the cbo is wrong by 50 , youre looking at some 7 Million People without insurance in a year. And some 12 million more people without insurance down the road. So that doesnt sound good either, does it . No. But thats not the whole plan. Thats the problem. If youre a mom or a dad sitting out there right now, trying to figure out how youre going to get health care for your child, the Current Situation is a disaster for you because costs are going up, deductibles are going up. You may have an insurance card but you dont have care. Were trying to fix this situation. Trying to move to a situation where patients and families and doctors are making these decisions and not washington, d. C. Are you trying to fix it with a game of semantics . Having access to Health Insurance is a different thing than being able to actually get Health Insurance. People believe that the government ought to be in charge. They believe if the government dictates to people what theyve got to buy, youre better off. We simply dont believe that. We believe that people, moms and dads across the country should be selecting the kind of coverage that they want. Thats what our system is. Its a system that is more responsive to them, provides greater choices, lower costs. If you look at the entire package that the cbo didnt look at, not because they are bad folks, thats the way the rules work. They didnt look at all the regulations that we believe aught to go away. They didnt look at purchase across state lines or medical malpractice reform or all those things that in their totality create a system that works better for the American People. Sir, weve got to run, but just to go back to the original point, youre saying this morning that you agree with President Trump that under this Plan Everyone will be covered. No one is losing insurance . Everyone will have access to the coverage that they want and there will be a transition. Thats the access, as opposed to be covered. The only way you can assure the people are going to be covered 20 million folks right now arent covered under obama. And they are covered because theyve taken the penalty, they said phooey on the federal government or asked for a waiver, thats 20 Million People. Real quickly, if you say access, if im sitting at home and i make 25,000 a year, i have access to buying a bmw, but i cant afford it. Youve got a good Bernie Sanders line there. Is that a Bernie Sanders line . I thought i made that up. Thats a Bernie Sanders line. What we mean is every american will have access and have the financial feasibility to purchase it. Thats why we believe medicaid aught to be work better for the medicaid population. You have onethird of the docs that wont see medicaid patients because the system doesnt work for them. We believe every single american aulgt to have a tax credit or refundable credit that will allow them to be able to buy the purchase they want, not that the Government Forces them to buy. According to estimates, it would leave 24 million more americans without Health Insurance by 2026. And premiums can rise over the next several years, before going down by 2026. And the plan would reduce the federal deficit by 337 billion. Democrats are using that report to call House Speaker ryan to pull the bill. The Trump Administration failed to meet the committees demand to produce evidence that president obama ordered the wiretapping phones of trump tower. Lawmakers say they want any information before next weeks public hearing on russias interference in the election. And everett washington has filed a lawsuit against perdue far ma. They claim the company has turned a blind eye to trafficking of oxy pills. The lawsuit seeks millions of dollars of damaging to the community. And in a statement, purdue says the lawsuit is a flawed and inaccurate portrayal that led to the crisis in the town of everett. Lets go to the top story. And 2017 is gearing up to be a blockbuster year. According to data obtained by nbc news, more people were stopped by Border Agents to turn over their phones in february than in all of 2015. The recent surge, two intelligence officials tell nbc news, driven by frustration that Law Enforcement failed to detect a string of domestic terrorism attacks. If your phone is locked by a passcord, authorities can make a clone of whats on most devices. Allowing Law Enforcement agencies to collect information in a way, that if happened anywhere else, would violate the right against unreasonable searches and seizures. And i said no, get out and he left. And that was the only time i felt really kind of violated in a sense. The last country to visit . Yemen. I find comfort in the streets and rural places around the world. What was the favorite place you visited . S that a hard question. I had a few touching experiences in vanuatu and cuba and pakistan. This all started a little before 6 30 last night when police in napa got called of someone acting crazy and high and wielding a knife in downtown napa. They were called to a home depot parking lot. Thats where they say witnesses reported seeing that man with a knife, threatening people in the parking lot. Investigators say that officers followed the man across the street to a nearby park and at some point along the way, those two officers ended up firing and killing the man. The officers are now on paid administrative leave pending the outcome of the investigation. After spending a couple of days here in scotland, i understand why. Kelly cobiella is here to take us on a tour of this ancient land. As americans, weve been in love with scotland. But when we think of this country, we think of, brave heart. We think of whiskey and bagpipes. But there is so much more to this country. An incredible wilderness and a fascinating past. Its the land of legend and adventure. A rocky coast, 6,000 miles of cliffs and coves. Haunted castles and mystical forests. Where you can fly through the trees. Give me time. One, two, three. And scare yourself, rain or shine. But usually rain. You dont have the best weather, do you . Lets be honest, in scotland. It doesnt matter. You have to get out. People get out anyway. We have so much on our doorstep and so many great things to do. Regardless of the weather, you have to go for it. If anything, it makes you more appreciative when it is a nice day. Reporter with more redheads than almost anywhere in the world. People have lived here for at least 5,000 years. In the ancient stone circles, and a village that predates the me pyramids. The country the size of south carolina. The telephone, penicillin, steam engines, all scottish inventions. Manhattans famous street grid, came from glasgow. And whisky. Reporter and whiskey. And tartans. Reporter theres another side. Ghosts, ferries, nessy. And the National Animal, a unicorn. What does that say about the scottish people . It says the scottish people are the most creative, imaginative, innovativinnovativ course, magical people. Reporter maybe its all this room to dream. Scotland, after all, has more sheep than people. And lots of islands. Nearly 800 of them. Some with little ponies. And really little doors. And then, theres the most famous Little Bridge in the world. This is the home of golf. St. Andrews. Where a prince met his princess. And teeing off is on many a bucket list. Scots were the first to hit stones into holes 600 years ago. Not like this. Nobody. Missed it. More like this. Now the Napa County Sheriff Department is taking over that investigation. It started a little bit before 6 30 last night. Thats when police first received calls of a man acting quote, crazy and confrontational and wielding a knife. They were called out to a home depot parking lot. Thats where officers told officers the man did have a weapon and was threatening people this the parking lot. Investigators say officers followed the man across the street to nearby park and at some point two officers fired, killing him. The officers are on paid administrative leave pending the outcome of the investigation. We learned 20 minutes ago the officers were not wearing body cameras. The department doesnt have the funding for it. Today san jose leaders are considering taking new action to assist people displaced from last months coyote creek flooding. They are declaring a shelter crisis which would allow the city to use facilities to house victims. Many people have reported concerns about getting sick and also living in dangerous conditions. Similar san jose declarations in the past used for times of extreme cold called for libraries to be used n. All, more than 500 flood victims are currently displaced. Love. I decided to check it out. It was beautiful. I hit the beaches to try a scottish adventure, called land yachting. Lets just say, i killed it. Tucked between the north sea and st. To hunt for the most famous monster in the world. You know who . Nessy. Nessy. So, this is loch ness. The home, to more than 1,000 eyewitnesses claim to a gigantic monster. And many believe a dinosaur. It comes over the water. I have no idea what it is. Saw an object, like an upturned boat. There were nine witnesses. If im going to look for necessa necessa nessy, i need advice. And who better to give that, than steve felton, who has lived by the loch in this dan, for 30 years. Having plenty of patience, a decent pair of binoculars and never take your eyes off this body of water. What better way to do that than out there on the water . Skipper, dick reign ayner, has investigating the mystery for years. 40 feet long . Were going to need a bigger boat. If from is a creature hiding there, dick says, sonar is the best way to track it down. Were over the deepest part now. 745 feet. What is that . About halfway down. What is that . Not an enormous monster appearing on our sonar right there . I dont think so. Are you sure . That looks pretty look at that. You have to watch the surface, too. Theres something in the water over there. What are you doing in there . Swimming. Invigorating. Have you seen anything in the water, like a monster . A monster, yes. Shes very friendly. Really . And if anyone knows more about what lies beneath the waters of loch ness, its naturalist adrian shine. Hes been involved in more expeditions here than anyone else. And last year, he and his team hit the jackpot. You count nessy . We did. Using advanced sonar technology, they found this. Longnecked, 30foot body of a monster. It turned out to be a prop from a movie shot here 50 years here. Not a real one, a plastic one. As real as they get. And the evident against there being a monster here. Most of the photos of nessy have been dismissed as hoaxes. And this new book has uncovered nessy may have been invented by a publicist. And highlanders say i know many people have that seen things totally unexplainable. Would not reveal for fear of ridicule. When you are here at dusk, g looking out over the water of this loch, anything seems possible, even, perhaps, monsters. Back in 2013, a whole year went by without any sightings of the loch ness monster at all. Everyone thought nessy had disappeared.
